Abstract

ABSTRACT Under The Same Sun as an international organization committed to the Human Rights protection of people with albinism have been instrumental in handling the issue of discrimination against people with albinism in Tanzania. This study attempts to analyze the involvement of UTSS in dealing with problems of discrimination against people with albinism in Tanzania through Advocacy and Public Awareness Program. This research used descriptive qualitative research methods by using the concept of Human Rights NGOs and advocacy. Both of those concepts was able to explain the role of UTSS as a Human Rights NGOs in addressing discrimination against people with albinism in accordance with the commitment of these organizations through Advocacy and Public Awareness Program. These Program are elaborated into four advocacy activities namely Understanding Albinism Seminars, leaflets dissemination, documentary film screenings, and the implementation of international advocacy. Abstract

ABSTRACT The purpose of this study was to determine the strategy of the Government of Indonesia in realizing maritime sovereignty through the sinking of the fishing boats openly from 2014 to 2017. This research is a descriptive qualitative research with the object of research, namely the Government of Indonesia policy. The data were collected by interviewing five informants from the Ministry of Maritime Affairs and Fisheries and the Ministry of Foreign Affairs. In addition, data are also supported by conducting documentary data collection and data search techniques online. The collected data is then analyzed using rational actor models and maritime security concept. Furthermore, the results of the analysis of this study are presented in narrative form. The results showed that the sinking of the fishing boats by the Indonesian Government had a positive impact in realizing Nawacita of President Joko Widodo. Abstract

ABSTRACT Environmental issues has internationally become one of the main agenda. Enviromental damage on a large scale has become one of the main cause of the worsening of water quality sanitation in Indonesia. Regarding that issue, United States Agency For International Development (USAID) provide assistance to improve the clean water quality and sanitation in Indonesia through Environmental Service Program (ESP). ESP has done a lot of efforts in restoring the quality of clean water and sanitation in Indonesia which can be shown by capacity growth, growth of environmental awareness, also policy advocacy. Other than that, through the ESP program USAID has also become a median between the local community and the government in their effort to improve the quality of clean water and sanitation. Abstract

ABSTRACT The exploitation of the Ross Sea impacted New Zealand directly. Ross Sea, the last ocean, in the Antarctic Continent is located not far from New Zealand. In establishing the Ross Sea as a Marine Protected Area (MPA), New Zealand practiced environmental diplomacy that is carried through the Commission for the Conservation of the Antarctic Marine Living Resources (CCAMLR). This study analyzes the stages of New Zealand's environmental diplomacy using a convention-protocol approach. The concepts that are used in this study are environmental diplomacy and convention-protocol approach. New Zealand went through various obstacles in convincing CCAMLR member states in ensuring the importance of the protection of the Ross Sea. Member states interest in fishing industries has been a huge challenge in reaching the consensus towards the Ross Sea MPA proposal. Research data is obtained from various sources such as books, journals, scientific research, and reports relating to this study. Abstract

ABSTRACT The process of desecuritization of Islamic terrorism becomes an interesting thing to be studied in the study of International Relations. This study attempted to analyze the process of Obama in conducting the desecuritization of terrorism through his speech to the Islamic community and the world. The research used descriptive qualitative research method with two concepts, namely: speech act from Nicholus Onuf which is explain the built process of rules through language construction and desecuritization by Barry Buzan that’s explain how threats transfer into the public sphere. Both concepts can help to analyze the process of Obama conducting Islamic terrorism desecuritization. This desexuritization is related to Obama identity that’s close by the culture and environment of third world countries. This makes him have a better understanding of Islam than his predecessor. The analytical technique used in this study is to interpret the data through focusing Obama's discourse or speech. Keywords: Terrorism, Desecuritization, Speech Act, United States

Abstract

ABSTRACT Taiwan Strait crises started when China conducted missiles trials near Taiwan sea on 1995-1996. China used missile trials as a form of deterrence to end Taiwan independent movement. The missile trials ended in 1996, however China established another deterrence move by preparing military army facing to Taiwan border. This is the main cause of Taiwan insecurity after the end of crises. Disparity military power between Taiwan and China has made Taiwan more insecure. This circumstance described on asymmetrical relations theory which explains that weak states tend to feel dilemma and paranoid when strong state takes an action because strong states has the capability to control situation. As a response, Taiwan had to initiate normalization with China to stabilize situation. Although for 50 years long, Taiwan had confidence for not making a contact with China. But Taiwan urgently needs to protect their national interest by initiating normalization. Keywords: Taiwan Strait crises, asymmetrical relations, normalization initiation, national interest.

Abstract

ABSTRACT This research was conducted by using qualitative research methods with the aim to be able to answer the research question related to how Indonesia complies with the International Plan of Action on Illegal, Unreported, Unregulated Fishing (IPOA-IUUF) regime in managing illegal fisheries in waters area. This research attempts to explain Indonesia's compliance with the international regime to deal with the problem of illegal fisheries. Although Indonesia's compliance with the rules of the IPOA-IUUF regime is carried out based on the calculation of profit and interest in handling with creating good fisheries governance for the country without IUU Fishing. The results of this research are description of the Indonesia's compliance with the IPOA-IUUF regime, the establishment of a national action plan in Ministerial Decree number 50 of 2012 is Indonesia's compliance. So, Indonesia is compliant with the IPOA-IUUF regime based on the existence of national, regional legislation and international active roles. Abstract

ABSTRACT Since the haze crisis becomes a transnational issue in the Southeast Asia region, ASEAN has formulated an initiative by creating a partnership within a framework of the ASEAN Agreement on Transboundary Haze Pollution (AATHP) in 2002 as a form to overcome the haze issue. However, Indonesia as one of the country which is causing the haze issue has become the last country to ratify this agreement. As the research question is how ASEAN does encourage Indonesia to ratify AATHP, this research aims to analyze the dynamic of the role performed by ASEAN using the concept of the role and function of international organizations. This concept is able to analyze the role of ASEAN as an independent actor and the efforts by ASEAN as an arena that also explains the function of ASEAN for its role. The role of ASEAN is then able to influence Indonesia to ratify AATHP. The success of the ratification carried out by Indonesia is inseparable from the power by ASEAN which then gives the ability to shame to Indonesia as the last country to ratify AATHP. This research uses descriptive qualitative method using official documents issued by ASEAN and related journals as data sources. Abstract

ABSTRACT United States involves Private Military & Security (PMSC) in large numbers of Iraq reconstruction missions since 2004. The existence of PMSC actually cause problems. Violations such as shootings, violence, murder, and rape of Iraqi civilians are often perpetrated by US PMSC personnel. In September 2007 there was a shooting incident of PMSC personnel and left 17 Iraqi civilians dead and 24 wounded. This incident is called the Nisour Square. Great attention came from all over to condemn the actions of the US PMSC personnel. This seems to be a whip for the US to immediately make improvements. The basic indicator of violations by PMSCs in Iraq is the lack of control mechanisms. This study discusses comprehensively the US control measures post-incident Nisour Square 2007. The explanation is based on the concept of coercive isomorphism with three parts of adjustment; categorical & structural adjustments, procedural adjustments, and personnel adjustments. Abstract

ABSTRACT North Korea frequently conduct tests of nuclear weapons has made Japan a worried over these actions. Although North Korea does not directly target the missile to the Japan territorial, still Japan government criticized sharply over the nuclear weapons test. North Korea’s nuclear weapons that can directly reach Japan frequently surely make Japan feel threatened. Japan decided to change the military concept from Basic Defence Force t into a Dynamic Defence Force. The base Defence Force Basic defense Concept focused on building strong-power passive defense. As the research question is how Japan through Dynamic Defence Force policy to respond to North Korea's nuclear weapons development, this research aims to analyze how Dynamic Defence Force policy of Japan being able to respond and mitigate the threat posed through the ownership of its nuclear weapons by using the concept of the balance of threat and deterrence.The concept analyzes how a country is doing a balancing act as a deterrence effort to be able to protect against the threats that exist. For that Japan decided to change the concept of the defence of the Basic Defence Force into a Dynamic Defence Force, because Japan felt that the concept of the Basic Defence Force are no longer able to protect his country from the threats that exist.This research uses qualitative descriptivemethod with the use of the official documents issued by Japan and the related journals as a source of data.
