Abstract

ABSTRAK Nowadays, the Indonesian Government strategy in achieving the 6th MDG targets through grant aid from foreign parties, namely The Global Fund. The high rates of spread of infectious diseases in Indonesia such as HIV and AIDS, Tuberculosis, and Malaria have been a problem that attracted the attention of world community. Therefore, in 2000 the Government of Indonesia and 189 UN member states gathered together created an agreement that is known as the Millennium Declaration of the Millennium Development Goals (MDGs). The 6th target of MDGs is to fight HIV & AIDS, malaria, and other transmitted diseases. The Global Fund as an international organization with the vision and mission of combating the spread of infectious diseases through a project, named Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM). Indonesia is one of the countries that have been involved in the project. The Global Fund to provide assistance in the form of grant aid to the Government of Indonesia to combat the spread of transmitted diseases. In this study shows Indonesian Government strategy in achieving the 6th target of MDG can be implemented by carrying out monitoring and evaluation of programs, as well as conduct training through grant aid from the Global Fund. This research used  qualitative approach and examined using the concept of Principal and Agent, Foreign Assistance and the National Health Development Strategy in 2003-2013. Abstract

ABSTRAK Nowadays,  development is one of the important aspects and have  been an international agenda. In 2004, Indonesia was hit by tsunami that caused damage to various aspects of life in Aceh, it certainly would hamper development in Indonesia. This disaster attracted sympathy from other countries to assist Indonesia in reconstruction  of Aceh post tsunami. One of them is Australia with its development agency AusAID (Australian Agency for International Development). AusAID as the Australian government development agencies that play roles in international development. AusAID as the Australian development agency has provided ODA (Official Development Assistance) bilaterally to Indonesia. The aid later formed a partnership AIPRD (Australia-Indonesia Partnership for Reconstruction and Development) aimed at the develop and reconstruction of Aceh after the disaster. This aid distributed to develop all sectors such as education, health, governance, livelihoods, housing and infrastructure. This study aims to describe the roles of Australia in the process of development and reconstruction of Aceh post tsunami through AIPRD program in the year 2005-2009. Abstract

ABSTRAK Tulisan ini membahas mengenai politik luar negeri Turki terhadap Tiongkok dimasa pemerintahan Justice and Development Party atau Adalet Ve Kalkinma Partisi (AKP). Hal ini sangat menarik  mengingat Turki merupakan negara yang memiliki ideologi yang membuatnya memiliki orientasi politik luar negeri  yang memiliki kecondongan untuk menjalin hubungan yang lebih dengan negara di Dunia Barat, namun pasca kemenangan AKP Turki menjalani politik luar negeri yang mempererat hubungannya dengan negara-negara di Dunia Timur yang salah satunya adalah Tiongkok. Dalam skripsi ini penulis meneliti faktor-faktor yang membuat Turki menjalankan politik luar negeri yang mempererat hubungan dengan Tiongkok pada masa pemerintahan AKP. Lokus waktu yang digunakan adalah tahun 2002-2013. Tahun 2002 merupakan tahun kemenangan AKP pada pemilu Turki. Dengan metodelogi kualitatif peneliti menemukan bahwa politik luar negeri Turki terhadap Tiongkok dipengaruhi oleh pergeseran identitas dari Kemalis menuju Neo-ottoman era AKP serta faktor yang muncul akibat adanya redefinisi identitas dan kepentingan nasional Turki pada masa pemerintahan AKP.  Keadaan demikian membuat adanya pergeseran orientasi politik luar negeri Turki ke Tiongkok pada masa AKP. Abstract

ABSTRACT This research examines the effort of the Hindu Forum of Britain on reconstructing the comprehension meaning of the Swastika symbol in Europe. This topic is noteworthy to be researched remembering that the position of the discourse about Swastika meaning according to Hinduism in Europe still become other discourse, indeed almost discriminated by the incoming plan of Swastika symbol banning all over the Europe. It happened because the European people associating the Swastika symbol with the non-humanist action which done by the Nazi in the World War II period. Whereas according to Hinduism, Swastika symbol is a symbol that representing luck, prosperity, happiness, protection, and so many other positive meaning. There are some concepts that used in this research such as; concept meaning in international relation, concept of strategic action, and concept of discursive struggle. Result of this research exhibit that on its history, Swastika is a symbol that have a positive meaning and already used by various culture around the world far before Nazi used it as one of their main identity. Swastika distribution which founded in various countries had an identic meaning with the swastika on Vedic civilization in India. Responding to the onset of prohibition efforts, there are some efforts made by the Hindu Forum of Britain as a form of strategic actions to reconstruct the Swastika symbol comprehension in Europe. Abstract

ABSTRACT The problem of child labour in West Africa’s cocoa plantations began to draw global attention in the middle of 2000. Ghana is one of the country in West Africa that is getting the spotlight related to the numerous child labourers that work under the hazardous conditions on cocoa plantations. In line with the establishment of Harkin-Engel Protocol as one of the effort to eliminate the worst forms of child labour in cocoa and chocolate industry, the involvement of ILO-IPEC is expected to assist in realizing the protocol’s objective. ILO-IPEC established WACAP, a sub-regional program which conducted in four cocoa producing countries and one rice producing country in West Africa. Ghana is one of the five countries in the scope of WACAP’s implementation. This study aims to describe the efforts of ILO-IPEC through WACAP in eliminating and preventing child labour on cocoa plantations in Ghana. This study assessed by using theory of foreign aid with its two sub-concepts; humanitarian development aid and technical assistance of foreign aid. The locus of this study is from 2002 to 2006. Abstract

ABSTRACT Natural Resource Management Project (NRMP) which is the domestic derivative of global conservation schemes Reducing Emissions from Deforestation and Forest Degradation (REDD), has led to the marginalization of Sengwer indigenous peoples in Cherangany Hills, Kenya. The Government of Kenya and the World Bank as the funders have violated the constitutional rights of Sengwer indigenous peoples. Responding to the marginalization, cultural symbolic movement emerged which put forward the concept of indigenous community-based conservation. Symbolic cultural movement is a form of new social movements. This movement seeks to fight for the rights of Sengwer  who are victims by application of the NRMP in Cherangany Hills, Kenya. This study aims to look at the symbolic cultural movement of indigenous peoples which is often regarded as a static society, a role responding to global conservation discourse. This study assessed using the concept of indigenous peoples and symbolic cultural movements; developmentalism; marginalization due to development; and theories of political ecology in developing countries. Abstract

ABSTRACT Education is now becoming one of the global issues that have been discussed so much. A good education will produce qualityhuman resources (HR), which will affect the welfare of the community and can support the success of a country to achieve its goals. An effort to improve the quality of education would experience a wide range of difficult problems faced, one of which is gender injusticeor gender inequality in education. This is experienced by China which is actually a country with a dense population, leading to the emergence of the problem of gender inequality in various fields, especially in education. There are several factors behind gender inequalities in education in China, among them: the first is the economic factor or poverty, the second is a preference or pattern of cultural outlook for men, the third is the policy of one-child policy issued by the Chinese government which in this case leads to violence against children and women. Based on this, in 2004, UNICEF played its role as an international organization that focuses on the well-being of children and women to help China by issuing a campaign, entitled Women and Children First. Women and Children First campaign by UNICEF aims to reduce gender inequality in various fields, including inequality in education in China. UNICEF has conducted several ways in the campaign Women and Children First, such as: installation of public service ads related to gender equality in radio, television, as well as billboards and banners and animated films on gender equality which are directly targeting individuals and society in China.Through this campaign, UNICEF provides information, understanding, values, and norms about the meaning of gender equality in China. Abstract

ABSTRACT Environmental issue such as deforestation is one of serious threats toward national development. Especially for Indonesia as developing country. Society does not have power to fight the palm oil exploitation in Sambas District, West Kalimantan. Awareness-Raising as empowerment so that people have power against deforestation issue in Sambas. Advocacy helps people to gain their rights back on environment-based education against deforestation through forest conservation learning at school. The effort is a political act to influence people and government. The efforts as a bottom-up approach through the green schools in Sambas. This research aims to describe the effort undertaken by World Vision as INGO helped forests conservation in Sambas, West Kalimantan. Key words: World Vision, empowerment, Bottom-up Approach

Abstract

ABSTRACT   The Iran’s nuclear development program got a serious attention from the IAEA for their improprieties in the conduct of Uranium enrichment and the involvement of the Iranian military at the Parchin site. As a result of Iran’s non-compliance to the IAEA, the UN Security Council had given some resolutions to Iran. These resolutions containing sanctions and provisions for Iran to obey and to give access to IAEA for an inspections at the Parchin site. The Security Council resolutions were a manifestation of the strength of an international organization. The Security Council sanctions have made significant impacts on Iran. The Iranian government reviewed their policy to cooperate and grant an access for IAEA to inspect the Parchin site. This study aims to describe the power of the UN Security Council as manifested in their resolutions to force Iran to give an access for IAEA inspections on Iran’s nuclear development facility in Parchin in 2012. This study assessed by using the theory of organizational architecture and two concepts; legal rational organization and the power of IOs. The locus of this study is from 2006 to 2012. Abstract

ABSTRACT Environmental issues have become the main international agenda. The high threat that occurs due to pressure on marine resources such as unlimited capture of marine products, destructive fishing techniques, land pollution, and climate change increases the risk of damage to the marine and coral reef environment. The purpose of this study was to provide a description of the efforts made by the six Coral Triangle Initiatives (CTI) member countries namely the Philippines, Indonesia, Malaysia, Papua New Guinea, Timor Leste and the Solomon Islands to help overcome coral reef problems in the Philippines. These six countries located in the Coral Triangle region jointly compiled the Regional Plans of Action, which was then followed by the preparation of CTI National Plans of Action by each country. This research is a qualitative descriptive study using library studies in collecting the data. The results showed that the success of the efforts of the six countries established through regionall cooperation can be seen in the preservation of Ang Pulo National Park in the Philippines which has improved the function of its mangrove forests and improved coral reef conditions on Culion Island after improvements to the economic welfare of its people.
