Abstract

This research aims to seek expressive of level community toward living environment attributes that support the holistic conservation management of Borobudur area. Data were obtained from local community with structured questionnaire and conducted by using both factor and cluster analysis.The results indicate that community of Borobudur is in participation level. Besides that, their views which attributes of bio-geophysics are natural conservation and energy saving; economy attributes are tourism synergy and partnership, while attributes of socio-culture are safeguarding cultural identity and art performance of community. For the reason, the survival of Borobudur’s site in the future will fully depend on its sustainable development policy to those attributes. Management of Borobudur should have not to focus on sites, material or artifacts and shifting to space or area where human being is living.Keywords: Borobudur, cultural landscape, management, sustainable development

Abstract

Micro Financial Institution (MFI) is an alternative financial institution that helps micro entrepreneurs and poor families to get flexible loans. This study analyzes family perception and participation on micro financial institution and their influence on family welfare. It analyzes the cases of Bina Sejahtera Posdaya, Pasir Mulya, West Bogor sub-district, Bogor district. The sample consists of 32 MFI members and 38 non-MFI members. The result shows that experiences in financial institutions and cosmopolitans significantly influence welfare. Factors influence the family welfare are family income, members’ perception to MFI, and members participation. Abstract

Fiscal dependence has been critized as one of the obstacles in the success of economic development post the regional autonomy. This paper evaluates the level of fiscal independence in districts and cities in East Java Province and the impact of General Allocation Fund and Special Allocation Fund on tax effort of regional government in East Java Province. The result shows that General Allocation Fund significantly affects tax effort, while Special Allocation Fund does not significantly affect tax effort. It also finds that General Allocation Fund influences economic growth, where for one percent increase in General Allocation Fund, regional economic growth increase by 0.28 percent. Abstract

Paper ini mengkaji hubungan antara nilai tukar dengan fundamental makroeko¬nomi Indonesia dari tahun 1997 sampai 2004. Kajian ini menerangkan faktor-faktor yang mempengaruhi nilai tukar rupiah terhadap US dollar, baik dalam jangka pendek maupun jangka panjang dengan menggunakan teori kointegrasi. Untuk melihat kestabilan nilai tukar rupiah sebelum dan sesudah krisis ekonomi digunakan Uji Chow. Objektif lain dari kajian ini adalah ingin membuktikan apakah terjadi lonjakan yang tajam (overshoot) terhadap rupiah ketika krisis berlangsung. Hasil kajian menunjukkan bahwa rupiah memang melonjak tajam akibat adanya peningkatan penawaran uang dan inflasi. Hasil juga menunjukkan ter¬jadi hubungan kointegrasi antara nilai tukar dan fundamental makroekonomi serta terjadi perubahan struktural setelah tahun 1998.Keywords: exchange rate; stability; overshooting

Abstract

In fiscal decentralization, local governments should be able to provide public service facilities for all communities. This study aims to determine the existence of flypaper effect in the total capital public expenditure and capital expenditure on education, health and infrastructure in districts in West Papua, 2003-2006. Tools of analysis used is panel data regression. The General Allocation Fund (DAU), the Special Allocation Fund (DAK) and the Special Autonomy Fund (DOK) partially and simultaneously have positive impact on total capital spending and capital expenditure in education, health, and infrastructure. Abstract

Some economists have argued that there is no relationship between external debt and capital flight, while others have detected such a relation. Boyce and Ndikumana (2002) distinguish four possible causal links such as, debt-driven capital flight, debt fueled capital flight, flight-driven capital flight, and flight fueled external borrowing.The study examines a causal relationship between external debt and capital flight of Indonesia for the period 1974-2002. We use error correction model to examine a causal rela¬tionship. We find external debt related to capital flight on Indonesia as a feedback/bilateral causality. This empirical evidence supports the debt fueled capital flight and flight fueled external borrowing hypothesis.     Keywords: causal relationship, external debt, capital flight
