Abstract

It is widely accepted that government has an important role on economic development. Through policies on public sector for instance, government has a significant role in pushing economic growth. However, in economics literatures, there seems a debate about whether government should role on economic development.

Abstract

This paper analyzes the main sources of economic growth in Indonesia with emphasizes on education role in fostering the growth during the New Order Government. To arrive at conclusive results, it employs rigorous econometric techniques and Error Correction Models that consider structural adjustments in the economy. The study finds that physical capital and secondary education, particularly through the Universal Secondary Education Program, give the highest contribution to economic growth. It is also suggested that the negative effect of primary education on the long-run growth is mainly due to over-supply and excess-demand for the graduates following the structural changes in the economy. Abstract

Agriculture still plays a key role in Indonesian economic development, but rice pro-duction is still less competitive than that in other countries. One possible cause is low pro-ductivity, which is to some extent dependent on technical efficiency. This study measures the technical efficiency of rice production in five regions, and examines factors determining its variability. This study uses stochastic frontier of production functions to estimate the techni-cal efficiency. The results indicate that variation in rice production is due largely to varia-tion in technical efficiency. Rice production in Bali is the most technically efficient, whereas in Kalimantan, Sulawesi and Nusa-Tenggara are still inefficient. The efficiency is dependent on facilities available in each region, government programs and the quality of land. Thus there is still a considerable opportunity for improvement in productivity of rice farms outside Java and Bali, given the state of agricultural technology for rice production. Improving ag-ricultural facilities, such as water irrigation and training is capable of enhancing productiv-ity of rice. Abstract

This research analyzes the influence of fiscal decentralization on capital expenditure, economic growth, and social welfare of 29 regencies and 6 cities in Central Java Province based on the data of year 2004 to 2008. The method used to analyze the hypotheses is the Partial Least Square. The results showes that fiscal decentralization has no significant effect on capital expenditure; fiscal decentralization has significant effect on economic growth and social welfare; capital expenditure has no significant effect on economic growth and social welfare; and economic growth has significant effect on social welfare.Keywords: Fiscal decentralization, capital expenditure, economic growth, social welfareJEL classification: H76, I31, 043

Abstract

Level of technical efficiency in fish culture reflecting the fish farmer achievement correlated with its managerial competency to managing the principle factors affected per¬formance of productivity its culture fish farming. The research aimed to evaluated level of technical efficiency (productivity) of grouper fish growth out culture, factors affecting and its policy implication. The research was conducted in Lampung Province during September to December 2002. The area sample was selected by purposively in Padang Cermin Sub dis¬trict, South Lampung and the respondent of fish farmer was selected by census method. The result of research showed that average of technical efficiency level received by grouper fish farmers in floating net cages was 0.76 and relatively smooth (coefficient of variation is 0.18). Principle factors affecting technical efficiency was sections level of income from farming fish culture. Considered level of technical efficiency was received come near to frontier, policy implication of culture development should be conducted using extensive approach. Besides need consideration of a matter motivated for consolidation fish farming culture spread based; and that approach will be affected if development really imperative and innovate.Keywords: Technical Efficiency, Frontier Production, Grouper Growth Out

Abstract

The aim of this study is to analyze the influence of employment, investment and the number of tourists towards GRDP in Yogyakarta. The data used in this research is a time series data for the period of 1999-2013. This research employed multiple regression and dynamic regression, namely partial adjustment model. The multiple regression estimation shows that employment has negative effect to GRDP, meanwhile the investment and the number of tourists have a positive relation towards dependent variable. Moreover, based on partial adjustment model, adjustment process also influences the output accumulation in Yogyakarta. Therefore, to develop the local economy, the government may invite more tourists as well as increase investment in Yogyakarta.

Abstract

Abstract Decentralisation provides regional government with greater authority to deliver various public services. It is expected that decentralisation will improve people welfare due to proximity. This study is aimed to investigate whether there is improvement in welfare, as represented by converging household expenditure, during pre and post decentralisation. It is tested employing Indonesian Family Life Surve (IFLS) database and nonparametric approaches. The findings suggest a converging household expenditure, decreasing gap between the poor and rich, and higher probability of the poor to move to higher expenditure groups, particularly for those who live in urban areas. Keywords: fiscal decentralisation, expenditure convergence, IndonesiaJEL Classification number: H77, D31, O53  Abstrak Desentralisasi memberikan pemerintah daerah berbagai kewenangan yang lebih besar untuk memberikan layanan publik. Diharapkan desentralisasi yang akan meningkatkan kesejahteraan masyarakat karena pertimbangan kedekatan. Penelitian ini bertujuan untuk mengetahui apakah terdapat peningkatan kesejahteraan, yang diwakili oleh konvergensi pengeluaran rumah tangga, selama pra dan pasca desentralisasi. Hal ini diuji menggunakan basis data Indonesian Family Life Surve (IFLS) dan pendekatan nonparametrik. Makalah ini menemukan bahwa pengeluaran rumah tangga adalah konvergen, berkurangnya kesenjangan antara probabilitas miskin dan kaya, dan lebih tingginya kemungkinan dari orang miskin untuk berpindah ke kelompok pengeluaran yang lebih tinggi, terutama bagi mereka yang tinggal di daerah perkotaan. Keywords: decentralisasi fiskal, konvergensi belanja, IndonesiaJEL Classification number: H77, D31, O53

Abstract

The main problem of this research was to analyze the local government response to the intergovernmental transfers. The main objective of this research was to get a deeper analytical results about the contribution of the intergovernmental transfers on the local own revenue, routine and development expenditures in the case of district and municipality gov¬ernments in Indonesia over the period of 1988-2002.Using the simultaneous equation system, we concluded that the intergovernmental transfers stimulate the increase of the local government expenditures larger than that of the local own revenue. It seems that the dependency of local government onto the intergovern¬mental transfers will be worse. The local governments in the long run tend to use the exter¬nal borrowing to finance the increase of their expenditures. Those results above suggest that (1) the distribution of intergovernmental transfers among regions should consider the local tax effort, and (2) services minimum standard plays an important role to realize the expen¬ditures efficiency.Keywords: Intergovernmental transfer, fiscal performance, simultaneous equation.
