Abstract

Buton Asphalt is a natural asphalt which has advantages because it contains minerals and asphalt, even though its asphalt content does not completely meet the specification as a binder of asphalt concrete. Various studies of the Buton Asphalt usage have been carried out. This paper presented the results of a study on asphalt concrete mixtures using materials of Buton Granular Aggregate (BGA), treating the BGA as aggregates, with the BGA content of 5% and 7%. Mixtures and specimens were analyzed to investigate the effects of BGA on the performance of asphalt concrete. The results showed that the indirect tensile strength for the mixture with BGA of 5% is higher than that obtained in the those with BGA content of 7%.Keywords: natural asphalt, asphalt concrete, Buton Granular Asphalt, indirect tensile strength.

Abstract

This paper presents the concept of a simple model to investigate the effects of land use change to accessibility. The proposed model consists of three interrelated stages submodel. The application of the model in the case of Semarang showed that residential area is most dominant zone forming the structure ofurban space, followed by the commercial and industrial zones. Related to the price of land, there is a difference in the land use and accessibility changes at 2 different time periods. Changes in the structure of space associated with an increase in land prices could affect the accessibility of the zone due to the potentialzone with high urban land price change. The concept of this model can be used as a theoretical basis for urban planners in Indonesia and is expected to be to be used as a tool to make a decision for the sustainable planning policy makers a road network in urban areas in developing countries such as Indonesia.Keywords: land use, accessibility, the structure of urban space.

Abstract

The most common daily trip for students is the commute to and from campus. Students tend to choose car when commuting. This preference has resulted in a number of negative effects. Therefore it is necessary to investigate the psychological factors influencing students’ car use behavior. The popular theory of plannedbehavior (TPB) was successfully applied by different authors to explain people’s travel mode choices.According to TPB, intentions are the closest antecedents of behavior, and intentions were resulted fromattitudes, subjective norms, and perceived behavioral control. TPB assumes that these components are in turndetermined by salient beliefs for each component and evaluations of those beliefs.This study elicit students’salient beliefs in relation to car commuting, that could be used to construct a full TPB questionnaire. Thisquestionnaire could then be used to investigate student car commuting behavioural intention. A sample ofstudents from four different university, with a sample size of 200 people, completed questionnaires with eightopen-ended questions eliciting beliefs concerning car use. The results indicated that the most frequentlymentioned salient beliefs related to behavioral beliefs are comfort, security, flexibility, prestige, parkingfacilities, congestion, and travel cost. Meanwhile, those related to normative beliefs are parents,boyfriend/girlfriend, and friend, and those related to control beliefs are parents, car availability, number ofcar owned, car’s technical problem, congestion, and travel cost.Keywords: theory of planned behavior, student’s salient beliefs, car use for commuting.

Abstract

Traffic congestion is a situation when the actual speed of the vehicle is under the free flow speed. This situation resulted in losses for road users, which can be an increase in fuel consumption, time wasted, and environmental pollution. The purpose of this study is to develop a model for the congestion charge for private car users for a variety of time values and the actual vehicle speed in the corridor of Jalan Malioboro, Yogyakarta. Congestion charge is the difference between the generalized transportation cost on the free flow speed condition and the generalized transportation cost on the actual speed condition. The generalized transportation cost consists of vehicle operating costs, travel time costs, and the pollution cost. This study found that the cost of congestion for private car users in Malioboro, Yogyakarta, for respondents with a trip to the Malioboro as a destination is IDR 4,009.15 / trip and for through traffic respondents is IDR 4,224.29/trip. Moreover, the congestion cost model for private car users in Malioboro corridor is an exponential function.Keywords: congestion cost, generalized cost, actual speed, free flow speedAbstrak

Abstract

One of the root problems causing early damages on provincial and district roads is road administrators’ and developers’ low compliance against the road standards. To deal with this issue, a systemic logic model has been developed to facilitate the monitoring and the evaluation analyses of road standards implementation. The model was written in Java Runtime Environment version 6 and designed to feature portability, acceptability, applicability, and useability. The model was developed based on expert survey and typology analysis to gather and select the determining variables and their indicators.Model application in the case of SNI 03-2853-1992(guidelines on constructing road foundation using crushed stones) implementation is demonstrated in this paper.The results showed 58.50% of the sample “own” the standard, 61.18% “understand” the standard, 60.52% “implement” the standard, 51.39% “oversee” the implementation of the standard, and therefore the overall implementation score for the said standard was 59.08%. The model developed in this study has the potentials to provide recommendations to road administrators on whether or not a standard needs revision or even abolition.Keywords: evaluation, monitoring, quality standard, provincial and local roads

Abstract

A post-crash two-step analysis was performed on a fatal road accident involving a single-occupant pick-up truck that hit a concrete barrier in an almost perpendicular (frontal) direction. Firstly, the crash event was reconstructed to estimate the value of related parameters, such as collision speed, angle, speed of separation, and collision impulse time. Subsequently, models were developed to study the involved injury mechanismemphasizing on simulating the effects of using seatbelt to the occupant’s body during the collision. Accident reconstruction was carried out using VistaFX3 package software, while MADYMO package software was used in the study of injury mechanism. The results show that the acceleration rate suffered by occupant’shead and thorax (chest) could have been significantly reduced if the seatbelt were used properly.Keywords: traffic accident, safety belt, vehicle speed.

Abstract

Transportation infrastructure development is one of the vital aspects needed to improve the economic growth of a country. In Indonesia, transportation infrastructure development in the next 15 years requires an estimated investment of IDR 1,785 trilion. This figure includes IDR 339 trilion investment for roads, IDR117 trilion for ports, IDR 32 trilion for airports, and IDR 326 trilion for railways. Public Private Partnership (PPP) approach is used in the infrastructure development program as an alternative to finance transportation infrastructure projects in Indonesia. This paper aims to discuss the historical development of PPP policy inIndonesia in an effort to create Value for Money in the infrastructure development projects. Furthermore, various studies on the key success factors of successful implementation of PPP schemes in other countries and the strategic action from Indonesian government to produce a range of policies that support the implementation of the PPP scheme since 1998-2012 are also discussed.Keywords: Public Private Partnership, transportation infrastructure, project financing.

Abstract

Transportation problem is complex because the growth of road infrastructure is not proportional to the increase in the number of travels. This is indicated by the increasing levels of private vehicle ownership, numer of trips, insufficient of public transport services, and limited road infrastructure. In this study, the pattern of mass transit, as stated in Law No. 22 of 2009, was examined. Analyses were performed using Confirmatory Factor Analysis and Structural Equation Modeling. The results showed that the variables of Travel Origin and Destination, Travel Patterns, Willingness, and Ability to Pay explained approximately77.0% of the variation in the Guided Busway Needs variable. In addition, Travel Origin and Destination, Travel Patterns, and Willingness and Ability to Pay have positive and significant impact on the Guided Busway Needs.Keywords: mass transit, guided busway, origin destination travel, travel patterns, willingness and ability topay.
