Abstract

Abstract Costal area region has potensial economy development that based on commodity sector of that zone characteristic. Sea fishs commodity and its sea product in the costal area are potensial economy that based on the zone by development of transportation movement that based on production of sea product commodities. The commodity of the sea of sea fish and other sea product appropriate MP3EI certainty are one of commodity group principal and strategic goods in the regional internal region of central java province by mean in order to buffer reinforcement structure of economy need in the region on autonomous a scale. To know potential of coastal region movement based on production result by estimate movement generated model that based on sosio economic condition, transportation infrastructure and transport mode in that region. By multiple regression  analisis method to the movement generated model that analyzed based on socioeconomic, demography by dominant factor is input and output commodity variable plant kind commodity from various kind of sea fish commodity production and other sea product that is result in the zones at central java province region. The equation is adalah Ln Yi = 3,29 + 1,00 Ln X1 + 0,103 Ln X2 + 0,00410 Ln X3 + 0,0472 Ln X4 - 0,0006 Ln X5 + 0,094 Ln X6 + 0,0063 Ln X7 - 0,0748 Ln X8 - 0,0422 Ln X9 - 0,0192 Ln X10 + 0,0900 Ln X13by signification model R2 = 0.864. Based on movement generated model, trip distribution model can be develop, that result Tid = 22.496 – -6.4321 x 10-9 X by calibration value β = 6.4321 x 10-9 . Trip Distribution model of sea fish commodity and other sea product occurared to the higestst movement  distance between 100 – 300 km. Trip distribution method is done by comparative between unlimitation constraint of UCGR ang limitation trip genetation of PCGR. PCGR model has atendency to exact model on the trip distribution because by using that methode is the appropriated characteristic of central java region to rapid development of its commodity production. Keywords : Trip distribution, coastal area , gravity model   Abstrak Kawasan pesisir wilayah pantai mempunyai potensi perkembangan ekonomi  berdasarkan sektor komoditas karakteristk zona tersebut. Komoditas ikan laut dan hasil – hasil lautnya dikawasan pesisir merupakan  potensi perekonomian berbasis  zona dengan perkembangan pergerakan transportasi  yang berbasis produksi komoditas hasil – hasil kelautan. Komoditas ikan laut dan hasil – hasil laut lainnya sesuai dengan ketentuan MP3EI merupakan  salah satu kelompok komoditas Barang Pokok dan Strategis  pada wilayah  internal regional  Provinsi Jawa Tengah dengan peranan untuk menyangga  penguatan struktur kebutuhan ekonomi wilayah tersebut secara mandiri. Dengan mengetahui potensi pergerakan kawasan  pesisir berdasarkan hasil produksinya dan mengestimasi Model Bangkitan Pergerakan berdasarakan kondisi sosio ekonomi, kondisi infrastruktur transportasi dan sarana transportasi diwilayah tersebut. Dengan metode analisa regresi berganda model bangkitan  pergerakan yang dianalisa berdasarkan faktor dominan variabel output dan input jenis komoditas  dari berbagai jenis produksi komoditas ikan laut dan hasil laut lainnya yang dihasilkan di zona – zona di wilayah Propinsi Jawa Tengah. Persamaan  model bangkitan pergerakan adalah Ln Yi = 3,29 + 1,00 Ln X1 + 0,103 Ln X2 + 0,00410 Ln X3 + 0,0472 Ln X4 - 0,0006 Ln X5 + 0,094 Ln X6 + 0,0063 Ln X7 - 0,0748 Ln X8 - 0,0422 Ln X9 - 0,0192 Ln X10 + 0,0900 Ln X13dengan signifikansi model R2 = 0.864. Berdasarkan model bangkitan pergerakan, model sebaran pergerakan dapat dibangun, dengan hasil yang diperoleh Tid = 22.496 – 6.4321 x 10-9 X dengan hasil klibrasi nilai β = 6.4321 x 10-9.  Model sebaran pergerakankomoditas ikan laut dan hasil – hasil laut lainnya terjadi pada pergerakan pada jaraka pergerakan  tertinggi antara jarak 100 – 300 km. Metode sebaran pergerakan dilakukan dengan perbandingan antara metode tanpa batasan  UCGR dan batasan PCGR.  Model PCGR mempunyai kecenderungan model yang tepat  pada sebaran pergerakan tersebut karena penggunaakan metode tersebut merupakan sesuai karakteristik daerah  Jawa Tengah dengan  perkembangan  pesat dengan produksi komoditasnya. Abstract

The current performance of the application of quality standards in the administration of road infrastructure is very alarming because the average level of achievements in the field is not greater than 50.0%. The average usage rate of the general Indonesian National Standard (SNI), related to building construction materials, and the specific SNI, related to civil engineering, in road infrastructure contract documents are not more than 30.0%. A logic model of monitoring and evaluation of SNI in the operation of road infrastructure was built in this study with a systemic, hierarchical, and comprehensive approach. The focus of this research is to determine the factors and variables in each subsystem, with monitoring and evaluation of SNI 03-3425-1994 (procedures for the implementation of a thin layer of asphalt concrete for highway) on the maintenance of national roads in Yogyakarta Special Region was selected as a case study. The results showed that the aspect acceptable, applicable, and user friendly are in pretty good category (50.0%-75.0%) but the portable aspect is in the unfavorable category (25.0%-50.0%). This result gives an indication that the socialization activities of SNI, which includes measures to recognize, acquire, and archive need to be improved in all units of stakeholders associated with road handling, including universities, so that in the future it will create communities with standard minded in the field of building construction materials and civil engineering. Also, there is a need to change the shape of SNI books pocket book shape, which makes it easier to take to the field.Keywords: implementation, monitoring, evaluation, Indonesian National Standard

Abstract

At present, the influence of overloaded freight vehicles only associated with damage to the road structure and road congestion or services. Overloading is not considering the effect of the increase of carbon oxides. Increased carbon oxides on overloaded vehicles occur due to increased fuel consumption and heavy vehicle engine work. This study aimed to obtain the relationship between axle load overloading offenses with increased carbon oxides carried by freight vehicles in the Province of East Java. The method used is direct measurement in several weigh in East Java Province. The excess weights of freight vehicles were measured and then carbon oxide emission tests were performed to measure the carbon monoxide and carbon dioxide emissions. The results indicate that there is a linear relationship between the excess loads carried by freight vehicles with increased carbon oxides. Carbon dioxide increased significantly in line with overloaded heavy freight vehicles. Therefore, the policy to implement sanctions, such as fines for overloaded freight vehicles should include cost components due to increased emissions of carbon oxides, such as reduction cost and community loss affected by these pollutants.Keywords: heavy vehicle, overload, freight vehicle, carbon oxides

Abstract

Abstrak Kemiskinan merupakan masalah pembangunan di berbagai bidang yang ditandai oleh pengangguran, keterbelakangan, dan keterpurukan. Masalah kemiskinan sangat erat kaitannya dengan tingkat kesejahteraan, yang dapat diukur melalui sejauhmana masyarakat memiliki akses untuk mendapatkan kebutuhan yang diperlukan. Akses secara fundamental dapat diperbaiki melalui 2 cara yang bersifat saling melengkapi, yaitu: (1) meletakkan secara tepat berbagai fasilitas dan pelayanan dasar yang dibutuhkan masyarakat (intervensi non transportasi) dan (2) memperbaiki mobilitas masyarakat sehingga dapat melakukan perjalanan dengan lehih cepat, murah, nyaman, dan aman (intervensi transportasi). Dengan demikian pendekatan transportasi merupakan salah satu strategi untuk mengatasi kemiskinan perkotaan. Kajian ini dilakukan terhadap kota-kota dengan karakteristik kota besar dan kota sedang. Kota Besar diwakili oleh Kota Surabaya dan Kota Medan, sedangkan kota sedang diwakili oleh Kota Banjarmasin. Kajian yang dilakukan mencakup kajian literatur terhadap konsep-konsep kemiskinan perkotaan serta kajian lapangan terhadap kondisi penduduk miskin dan tingkat aksesibilitas terhadap fasilitas ekonomi, sosial, dan pemerintahan. Jumlah sampel untuk penelitian ini adalah sebanyak 50 Kepala Keluarga untuk masing-masing kota, yang diambil pada kantong-kantong kemiskinan yang diidentifikasi melalui pengolahan data sekunder dari Data Potensi Desa BPS. Analisis data dilakukan dengan analisis regresi untuk mendapatkan hubungan antara tingkat kesejahteraan sebagai variabel tergantung dengan jarak sebagai variabel bebas. Hasil kajian menunjukkan bahwa pada kota besar, penyusunan jaringan jalan seharusnya lebih diprioritaskan pada aspek-aspek aksesibilitas penduduk miskin terhadap pencapaian fasilitas pertokoan/warung, pasar dan tempat kerja. Hal ini mengindikasikan bahwa pengembangan jaringan jalan dalam mengatasi kemiskinan di kota besar harus lebih diutamakan pada pemenuhan kebutuhan dasar hidup, yaitu aktivitas ekonomi. Pada kota sedang, penyusunan jaringan jalan seharusnya lebih diprioritaskan pada aspek aksesibilitas penduduk miskin terhadap fasilitas pemerintahan, tempat pendidikan, dan tempat kerja. Hal ini mengindikasikan bahwa pengembangan jaringan jalan dalam mengatasi kemiskinan di kota sedang harus lebih diutamakan pada pemenuhan kebutuhan pemerintahan, pendidikan, dan ekonomi. Kata-kata kunci: kemiskinan perkotaan, jaringan jalan kota, strategi mengatasi kemiskinan.

Abstract

Physical progress delay affects the quality performance of national road construction. Factors causing the delay are very complex related to quality, human resource, material, equipment, construction method, and project control and management. This study aims to identify and analyze the risks of delays and its effect to road construction quality performance. The methods of risk analysis are modified Importance Performance Analysis (IPA) and Structural Equation Modeling (SEM). The result shows that factors that cause delays and have significant risk and effect on quality deviation are: (1) improper technology, (2) wrong construction methods, (3) improper material quality, (4) infeasible of heavy equipment function, (5) deficient specifications and shop drawings, (6) incompleteness planning documents, (7) lack of control, (8) inadequate project administration, (9) low competency of personnel, and (10) deficient contract. Keterlambatan progres fisik di lapangan berpengaruh terhadap capaian mutu pelaksanaan jalan nasional. Faktor-faktor penyebab keterlambatan tersebut sangat kompleks berkaitan dengan mutu Sumber Daya Manusia, material, peralatan, metode kerja, serta pengendalian dan manajemen proyek. Penelitian ini bertujuan mengidentifikasi dan menganalisis risiko akibat keterlambatan progres fisik dan pegaruhnya terhadap mutu pelaksanaan konstruksi jalan. Analisis risiko tersebut menggunakan metode Importance Performance Analysis yang dimodifikasi dan Structural Equation Modelling. Hasil analisis menunjukkan bahwa faktor penyebab keterlambatan yang memiliki risiko signifikan dan berpengaruh terhadap penyimpangan mutu pelaksanaan jalan nasional adalah: (1) ketidaktepatan teknologi pelaksanaan proyek, (2) kesalahan metode kerja, (3) ketidaktepatan kualitas material, (4) ketidaklaikan fungsi peralatan berat, (5) defisiensi spesifikasi dan gambar kerja, (6) ketidaklengkapan dokumen perencanaan, (7) pengendalian proyek yang kurang memadai, (8) ketidaktepatan pelaksanaan manajemen proyek, (9) kompetensi tenaga kerja yang rendah, dan (10) defisiensi kontrak.

Abstract

The Law No. 22/2009 on Road Traffic and Transportation dictates the national road authorities to perform proactively, reactively, and with fullest anticipation with regards to the safety aspects in administering road provision. In relation to this demand, data collection was conducted in Provinces of Riau, East Java, South Kalimantan, South Sulawesi, and East Nusa Tenggara through a series of focussed discusions involving road authorities, road traffic and transportation regulators, as well as law enforcement officers. Proactive measures that still fell short to meet the demand were related to Article 8 (stipulation of road’s level of service, optimized utilization of road segments, geometric betterment of roads and intersections, stipulation of road classes, and attainment of road worthiness). Reactive measures that still lag in enforcement were related to Article 24 (improvement of road sections with safety deficiencies, and installation of road signs at damaged road sections or roads with substandard geometric to prevent accidents). Anticipative measures in need of attention were related to Article 230 (road unworthiness as a contributing factor to cause accidents), and Article 273 (poor road conditions that might cause accidents, and in consequence of which, road authorities could face 5 year imprisonment in cases invloving fatalities).Keywords: proactive, reactive, action, road

Abstract

Fatality level can be reduced with the deficiency safety program as an effort in handling the accident thatoccurred on the road. This study aims to investigate the influence of the road infrastructure condition and toassess the best solution to minimize the probability of the accident. The parameter used to determine thelocation of the study was based on AEK’s value, fatality’s level, and accident frequency. This study wascarried out in the black spot at Yogyakarta – Wonosari road, that were: (1) Bunder (KM 10+944 m); (2)Pekerjaan Umumtat (KM 7+864 m); and (3) Patuk (KM 0+874 m). This analysis was perfomed using the IKJwith measuring design deviation (geometric and road’s facilities harmonization) toward technical standard.Infrastructure improvements should be conducted to conform components based on the risk analysis.Handling priority of deficiency road infrastructure in the black spot should be based on: (1) traffic handling;(2) harmonization of fringe and mark; and (3) arrangement of road‘s facilities.Keywords: black spot, deficiency, fatality, IKJ, risk analysis

Abstract

Consultant has a very important role in coordinating project at the planning and supervision step. At present the performance of companion consultancy service (core team) in SNVT-P2JN Gorontalo is based on the absorption of core team’s contract value itself. This study aims to determine the effect of SIDLACOM (Survey, Investigation, Design, Land acquisition, Action program, Construction, Operation, and Maintenance) attributes towards core team’s performance in the working area of SNVT-P2JN Gorontalo. Analysis results of four methods, i.e. IPA method, CSI method, factor analysis, and regression analysis show that the attributes which determine the effect of SIDLACOM are: (1) Survey, consist of data accuracy and validation; (2) Investigation, consist of investigation of  problem and obstacle control in the site and investigation of method accuracy; (3) Detail Engineering Design, consist of inspection of DED anticipation towards the changes in the site, appropriate of dimension in accordance with technical standard and criteria; and  relevant to the technology; (4) Land Acquisition, consist of accuracy of land acquisition cost analysis; (5) Action Program, consist of examination of accurate DED preparation; (6) Construction, consist of making of road construction Standard Operating Procedure (SOP); (7) Operational, consist of investigation of traffic volume growth prediction data preparation; and (8) Maintenance, consist of the progress of making road maintenance Standard Operating Procedure (SOP). Keywords: core team, performance appraisal, SIDLACOM  Konsultan memiliki peran penting dalam melakukan koordinasi pekerjaan proyek pada tahap perencanaan dan pengawasan. Selama ini penilaian kinerja jasa konsultansi pendamping (core team) di lingkungan SNVT-P2JN Gorontalo dilakukan berdasarkan penyerapan nilai kontrak. P2JN belum memiliki metode penilaian kinerja core team ditinjau dari tugas dan fungsinya. Penelitian ini bertujuan untuk mengetahui pengaruh atribut SIDLACOM (Survey, Investigation, Design, Land Acquisition, Action Program, Construction, Operation, Maintenance) terhadap penilaian kinerja core team di wilayah kerja SNVT-P2JN Gorontalo. Metode nalisis yang digunakan adalah metode IPA, CSI, analisis faktor dan regresi, yang hasil analisisnya menyimpulkan beberapa atribut SIDLACOM yang berpengaruh terhadap penilaian kinerja core team: (1) Survey, meliputi  kesiapan akurasi dan validasi data; (2) Investigation, meliputi pengendalian masalah dan kendala serta pemeriksaan ketepatan metode yang digunakan; (3) Detail Engineering Design, meliputi  antisipasi terhadap perubahan di lapangan, kesesuaian dimensi terhadap standar dan kriteria teknis, dan relevansinya terhadap perkembangan teknologi; (4) Land Acquisition, meliputi  analisis kebutuhan biaya pengadaan lahan; (5) Action Program, meliputi penyusunan desain dan program pendanaan yang akurat; (6) Construction, meliputi pembuatan manual pekerjaan jalan; (7) Operational, meliputi penyusunan data prediksi pertumbuhan volume lalulintas; dan (8) Maintenance, meliputi pembuatan manual pemeliharaan jalan. Kata-kata kunci: core team, penilaian kinerja, SIDLACOM

Abstract

Abstract  Existing condition of national roads in the Province of North Sumatera at the end of 2014 has not been fully optimized, with the proportion of road conditions that fall into either good and medium categories still had a significant decrease each year. In addition, the width of pavement is still dominated by the class of small roads (less than 7 m). This study aimed to evaluate the effectiveness of the national road maintenance program in the Province of North Sumatera from 2012 until 2014. The effectiveness was evaluated by using the modified Importance Performance and the Customer Satisfaction Index. This results indicates that the outputs generated by the road handling in this study is somewhat different compared to those implemented by the Directorate General of Highways, especially in the handling of capacity expansion. Key words: road conditions, road maintenance, road width, capacity expansion  Abstrak Kondisi existing jalan nasional di Provinsi Sumatera Utara akhir tahun 2014 belum sepenuhnya optimal, dengan proporsi kondisi jalan berkategori baik dan sedang masih mengalami penurunan yang signifikan setiap tahunnya. Selain itu lebar perkerasan jalan masih didominasi oleh kelas jalan kecil (kurang dari 7 m). Studi ini bertujuan untuk mengevaluasi efektivitas program pemeliharaan jalan nasional di Provinsi Sumatera Utara yang telah berjalan mulai tahun 2012 hingga tahun 2014. Efektivitas dievaluasi dengan menggunakan metode Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI) yang dimodifikasi. Hasil studi ini menunjukkan bahwa output jenis penanganan yang dihasilkan studi ini agak berbeda dengan program yang dilaksanakan oleh Direktorat Jenderal Bina Marga, khususnya pada penanganan penambahan kapasitas jalan. Kata-kata kunci: kondisi jalan, pemeliharaan jalan, lebar jalan, penambahan kapasitas

Abstract

One of the root problems causing early damages on provincial and district roads is road administrators’ and developers’ low compliance against the road standards. To deal with this issue, a systemic logic model has been developed to facilitate the monitoring and the evaluation analyses of road standards implementation. The model was written in Java Runtime Environment version 6 and designed to feature portability, acceptability, applicability, and useability. The model was developed based on expert survey and typology analysis to gather and select the determining variables and their indicators.Model application in the case of SNI 03-2853-1992(guidelines on constructing road foundation using crushed stones) implementation is demonstrated in this paper.The results showed 58.50% of the sample “own” the standard, 61.18% “understand” the standard, 60.52% “implement” the standard, 51.39% “oversee” the implementation of the standard, and therefore the overall implementation score for the said standard was 59.08%. The model developed in this study has the potentials to provide recommendations to road administrators on whether or not a standard needs revision or even abolition.Keywords: evaluation, monitoring, quality standard, provincial and local roads
