Abstract

Development-Axes (DA) theory , is a theory which is originally stated by Pottier (1963), and restated by Hilhorst (1972) as wellas stated as an alternative growth theory (Paelinck and Nijkamp, 1975, 1978; Richardson 1978, 198, 2011) in explaining theexistence of nodes or centers along development axes and the end-point cities (Richardson, 1978,1981). or prime center or growthpole (Hilhorst, 1972) connected. Some of the real evidences of the implementation are the growing of many cities along highways inAmerica, along Grote Postweg road in Indonesia, and in many other countries. So it can be said that the theory is significance asdevelopment strategy in the world, especially in making place from transport-stop node which has role as infant settlement to belarger settlement (maybe as town or city in the future) along development axes. This paper focuses on seeking theoretical explanationas new understanding about how the growth of transport-stop node (as one of the local nodes) along DA that is influenced by theflow of people goods along the axis. We found that the growth cannot be explained by resource-based growth theory alone andneither other conventional theories of city growth. In fact, not all transport-stop node along DA could have same growth whether theflow of people and goods are equal along the DA. Based on the observation and in-depth interview as well as questionnaire, wefound that the growth of transport-stop node is initiated by the existence of transport facility or service at development axes. We alsofound that the growth of transport-stop node has five stages of growth and the “attractiveness” as the significant factor to the growthof transport-stop node to be lager settlement. We argue that the implication of the explanation to the policy is useful indecentralized era in Indonesia.

Abstract

This study attempts to explore the involvement in graft and corruption among elective barangay youth officials in a city inSouthern Philippines. Using a qualitative research design employing a case study method, 10 informants were included in thisstudy and were selected using snowball sampling technique. The findings indicated that the informants were aware of the formsof graft and corrupt practices stipulated in the Anti-Graft and Corrupt Practices Act in the Philippines (RA 3019) and other legaldocuments. However, despite this, most of them admitted to have been involved in any of the follow-ing irregular acts while inpublic service: malversation of public funds, evasion of public bidding in the purchase of supplies and equipments, forgery, bribery, making ghost projects and payrolls, abuse of powers, among others. It was known also that corruption was causedmainly by bureaucratic dys-functions especially in the delay of budget releases and political socialization with older and corruptbarangay officials who passed on the techniques of corruption to the young leader informants. The policy implications of thestudy demands further strength-ening of governmental structures and processes that would ensure observance of goodgovernance among public officials both at the barangay ( local) and national levels.

Abstract

Various concepts, models or theoretical frameworksare on offer, to frame the public in fighting againstcorruption in Indonesia. They include: bureaucraticreform, good governance, civil society engagementetc. In response to the failure to bring corruptionfreestatus, experts unnoticeably tend to blame publicofficers instead of ensuring the accuracy and thereliability of the framework. This reflective literaturereview reveals such tendency. To begin with, it mapsout the logical basis of each approach, particularlyin conceptualizing the ‘public’, the ‘private’, andtheir relationship. The reliability of the approacheswill emerge as we link the conceptualization withreal life the public or socio-cultural context. The reviewreveals that analysis on corruption and its imperativeare ideologically driven, and hence, suffersfrom ideological bias. It obsesses with altering thebehaviour of public officers, which inevitably entrappedwith particular set-up. As liberal discoursetake place in non-liberal institutional set-up, thepublic fail to comprehend the nature of the problemsand the solution on offer. Instead of setting upcontext-specific agenda, public a dragged on variousforms of reform such as granting political rights, enhancing civil society, articulate more autonomyand alike. As overwhelming individual within thebattles against corruption overloaded with assertingof more public role, they encountered with difficultyin setting the boundary between the public and theprivate. As Indonesia has been endowed with differentinstitutional set-up in governing public affairs,corruption-free public governance remains elusive. This is because the reforms dismantle the existing powerbase, which actually is vital for winning the fight against corruptivesystemKEYWORDS: public, private, corruption

Abstract

Environmental issues are externalities of economicdevelopment requires the handling of various instrumentsin order to be in harmony with the eco-nomicdevelopment environment. Payment for Envi-ronmentalServices (PES) is now being developed globally as amarket-based instrument that is prom-ising to addressthe issue of degradation of natural resources and theenvironment. PES mechanism has to be said that theconcept is simple and flexible in a variety of conditions,so that the application was highly variable throughoutthe world. The main prob-lem lies in whether thePayment for Environmental Services (PES) that is nowbeing developed globally as a market-based instrumentsare quite capable of dealing with poverty anddegradation of natural re-sources and the environment.Refer to research find-ing shows that Tawang Polderhas significant direct and indirect value for society.About 50% house-hold stated that they accept PES and20% who re-ject the PES. Even PES is quiet potential inreducing poverty in these areas. Even in the societylevel such as huge support in Polder systems, socialcapital and local wisdom, the system management ofpolder should be designed appropriately and have to increasethe level of participation in decision making.Another factor is also important is polder institutionwhich has to be design clearly and transparent based onperformance standart. The last factor is politic capitalshould be aware of democratization. Keywords : Environtmental Management, PovertyReduction, Polder System
