Abstract

There are substantial amount of academic research regarding to how media do the framing on certain issue. However, empirical research on the framing interactions is still difficult to find. This study endeavors to fill the void by questioning the mutual influences between media framing and framing by politicians on a specific issue during the political campaign ahead of 2017 Jakarta Governor Election. Both quantitative and qualitative content analysis methods were employed in this research. First of all, textual data from the media and politicians were coded using Atlas.ti coding software in order to know the usage of five framing types: conflict, morality, economic consequences, responsibility and human interest. After that, the mutual influence was investigated by looking at their most dominant frames, their comparative trends in terms of framing quantity, and their textual interactions. This research then reveals a weak mutual influence between media framing and framing by politicians. It is indicated from their differences in using dominant frames. Conflict consistently dominated media framing, while economic consequences were generally dominant within politician’s framing. Besides, media and politicians produced different quantity of framing and presented different trends. Media and politicians also presented an insignificant textual interactions by sharing small number of similar keywords and mutual quotations.

Abstract

This research explains the local strongmen in Madura, named Blater. The power was not onlyobtained through mastering either economic capital or structural power but through the power can beobtained through managing people security. This research uses descriptive-qualitative method forexplaining the result of this research. The result of this research shows that the democracy has beenused as an opportunity to reach the power conducted by local strongman in Madura. They wereextremely intelligent in creating public fear as a power commodity that was used for political interest,particularly in the election of regional heads. They have established structural-functional relationshipsindirectly between bureaucrats and security apparatus. With courage and respect values, the Blatersuse people’s fears as a bridge to compose security politics in the era of democracy.

Abstract

Since the reformation era, Chinese ethnic are in distinctive situation near to all line. Before New Order Era, Chinese et hnic was accustomed to business sector. On post New Order Era, that ethnic have dawned on the same importance position within all have been around maintenance character with wide variety. Whether the previous pattern of capitalists evolved into the main feature, this situation has been penetrative on post new order era. The article aims to outline the Chinese business politics in Bangka Belitung on post New Order Era. Using the qualitative methods with elite approaches, this article found that there was a political expansion of Chinese businesses in Bangka Belitung when New Order Era expired. The expansion of collusion through elite and politicians, the reinforcement of identity and accessory networking, the more disguised expansion of new business units, and decentralized business networking are the dependent character of Chinese business political practices, nowadays.KEYWORDS: Politics, Business, Ethnic,  Chinese

Abstract

Policy accountability is a form of manifestation of public officials responsible to the people. One form of policy accountability that is discussed here is street vendors policy accountability, because they are a group of citizens who have the economic activities in public spaces. The existence of this policy how-ever, the number of street vendors from year to year increase in Makassar City. Therefore, this study seeks to uncover and explain the democratic policy ac-countability through the street vendors’ responses and expectations to the implementation of street ven-dors empowerment policy in Makassar City; and to uncover and explain the democratic policy account-ability through the stakeholders’ responses and ex-pectations to the implementation of street vendors empowerment policy in Makassar City. To achieve these objectives, the study uses democracy theory, in which this theory focuses on togetherness in dis-cussing solutions to the various problems of street vendors and in the policy implementation as well.This study used a qualitative design and case studies strat-egy. Data collection techniques used was observa-tion, interview, and documentation. Data were ana-lyzed with case description its settings. The results of this study pointed out that the interests and needs of the street vendors are not met through the empow-erment policies vendors. This is caused by the ab-sence of accountability forum as a place of togeth-erness all of street vendors empowerment stakehold-ers’. Street vendors empowerment policy in Makassar City are designed base on a top-down approach, so they are considered as objects, which must accept all government programs aimed at them

Abstract

Malaysia’s technocracy (administrative elite) and the government of the day (political elite) have had and continue to enjoy a harmonious and symbiotic relationship. Such synergy had its origins and background in British colonial rule when promising Malays were groomed for administrative positions. The dawn ofmerdeka (national independence) allowed for the transition from administrativepositions to political leadership. The first three prime ministers, namely TunkuAbdul Rahman, Abdul Razak and Hussein Onn were drawn from these ranks.There was an organic development in the relationship between the ‘old’ technocrats and politicians expressed in shared strategic outlook and direction. As such, national development was characterised not by intermittent periods of political disruption but a sustained period of continuity in the pre-conditions for economic growth which extended and heightened throughout the premiership ofMahathir Mohamad. His successor, Abdullah Badawi, started to install corporatefigures as technocrats to professionalise the governance of the administrativesystem. Under Najib Razak the role of these ‘new’ technocrats was further entrenched and enhanced.

Abstract

Terrorism emerged as serious security problem inIndonesia since a network of terrorist group rockedthis country, started from the Bali bombing (2002)followed by other consecutive bombings, such as, J.W. Marriott Hotel bombing (2003), the AustralianEmbassy bombing (2004), and the Ritz Carlton Hotelbombing (2009). This article attempts to examinethe ways in which the government responded towardsthe problem. What sort of policies did theIndonesian government take to respond to terrorismduring the 2002—2009 period? This study uses aqualitative research method. The data used in thisresearch are derived from official documents, directinterviews with government officials and the secondarysources (books and journals) on terrorism andcounterterrorism. This article shows that the governmentadopted the legal approach or law-enforcement(“hard approach”) by issuing the anti-terrorismlaw as a legal framework and by reorganizingthe police force to strengthen its counter-terroristcapability. It also adopted an “ideological” approach(soft approach) to battle religious extremism. Thissort of approach is mainly aimed at defusing andneutralizing the religious extremism of terrorist groupsand preventing it from spreading into the wider community.This article shows that the government hasused effectively both approaches in destroying problemof terrorism in Indonesia.Key Words: Indonesia, policy, terrorism,counterterrorism, legal approach, “ideological”approach.

Abstract

The study was focused primarily on the concept of political power which wasviewed through the virtual and actual world using the strategy of simulation. Along with simulation, primary and secondary data were used. With the limited sources, data were gathered mainly on direct observation on the game COC. Secondary data were taken on the literature reviews pertaining to the field of study including books, articles and mostly from internet sources. The study found out the existing political power being rooted in COC. Though, the concepts found in the game and in the Philippine government gave different conceptualizations, the presence of political power in the game is pervasive. As political power was identified to be simulated in COC, it generated new avenue for video games being used as an educational tool rather than just purely for entertainment. It aimed to make video games, by the use of simulation, become a stable political space or trend not just in studying power structure or of a political system but also all other political concepts. As the new generations are so hooked up in video games, they can use it as a field for practicing and enhancing their leadership skills which is a positive form of escapism.

Abstract

This paper aims to examine the Muslim rationality in legislative and executive election, and also tounderstand the reason why they choose national party, or Islamic party based on the alkali data oflegislative and executive election in West Sumatera from 2004-2009 periods. The paradigm of research isa rational choice theory. This paradigm helps to understand the political behavior of Muslim in WestSumatera in legislative and executive election of 2004-2009 period. Finally, the research finds out thatMuslim in West Sumatera always make a political choice rationale, and ignore the primordialconsideration to choose the party. This fact is crucial factor why the Islamic party was lost in WestSumatera, and other places in Indonesia.

Abstract

The damage to Brantas River Basin (Watershed) has been increasingly critical due to forest encroachment and land use ignoring the rules of soil and water conser- vation. This study aims to examine the problems in the management of upper Brantas Watershed in Batu City, Indonesia. The method used in this research was descriptive-qualitative and the data were collected using participative observa- tion in the field, in-depth interviews with the community of Brantas Watershed- Caring Farmer Group (Komunitas Petani Penyelamat Daerah Aliran Sungai Brantas- KPPDAS), discussion with experts, and Focus Group Discussion (FGD). This paper succeeded in extracting information about the fundamental problems causing damage to Brantas Watershed in Batu City. Those fundamental problems con- sisted of pragmatic behavior and ways of thinking of land use in the upper wa- tershed of Brantas, government policies that were not aligned to the upstream conservation of Brantas Watershed, the low public awareness to actively partici- pate in the upstream conservation of Brantas Watershed. Therefore, the man- agement of upper Brantas Watershed needs to strengthen the cooperation (part- nership) among stakeholders to savejointly the upstream of Brantas River Basin or Watershed.

Abstract

This research project studies collaboration of public services of Phayao Elderly People in the northernpart of Thailand. The research questions are: ‘Which factors that make the collaboration possible?’,‘What are the processes of collaboration?’ and ‘What are the final results of the collaborations?’ Thisresearch aims to investigating the conditions leading into the collaboration of the school, examiningthe collaboration process and studying the results arising from the collaboration. This is a qualitativeresearch using the Phayao Elderly School as a case study. This school is the most successful elderlyschool in Thailand. Structured interviews and observations are used to understand the incidents as aframework for the interviews. Content analysis is also used to analyze recorded transcripts of theinterviews. The findings of this research are: 1) The factors which led to the formation of the elderlyschool are the deteriorations of the elderly people’s health, the increasing population of the elderlypeople, and the utilization of the elderly people’s free time after retirement to maintain and improvetheir lifestyles. 2) A network of collaboration to ensure the implementation of the elderly school and 3)The school can encourage the integrity and self-esteem of the elderly people. The number of students isincreasing every year. However, the funding for governmental collaboration has not increased.
