Abstract

E-procurement is an important intrument toprevent corruption in goods and servicesprocurement budget. Indonesia has beenimplementing the e-procurement project since2008 based on Presidential Decree. Presidenthas stipulating annual order (presidentialinstruction) has to be obey by all ministries andlocal governments to procure their budgetthrough r-procurement mechanism. However,untill 2012 fiscal year, this research found thatonly around 10.26% of central governmentinstitution procurement budget, includingministries and 21,10% of local governmentprocurement budget did procure through eprocurementmethod. This research concludedthat regulation, leadership and procurementintitution are challanging factors to make“status quo” e-procurement.

Abstract

Muhammadiyah have features to build the spirit of social and community educa- tion to be more developed and educated. showing the teachings of islam is not just a religion personal and static but dynamic and domiciled as a human life in all aspects. This study attempts to describe and explain the ideology of the vision and mission of Muhammadiyah University in Indonesia using content analysis method. This research is expected to descriptive qualitative research with the critical analysis discourse approach as suggested by Norman Fairclough with the elements that analyzes namely representation, relationships, and the identity. The results of the analysis element representation shows that almost all Muhammadiyah University in Indonesia has ideology Islam and Muhammadiyah to be ijtihad and tajdid based on and Muhammad ways. Direction and purpose from which missions made focused on Islamic values. While when viewed from the aspect most many appear on a mission is the as- pect of religiously so further strengthen the statement.

Abstract

This paper was aimed to measure the integrityof public service at Kutai KartanegaraRegency, East Borneo Province, Indonesia.The public service integrity can be seen frommany perspective such as how the citizenssatisfied with the public services provided bythe government, how the public perception oncombating corruption, and how success thegovernment providing minimum servicestandard to the public at large. This threeforms of public service integrity was the mainfocuses of this research in Kutai Kartanegararegency. The phenomenon of public service inKutai Kartanegara Regency shown out of thetracks and missing to convey the importanceof public service values, characterized byuncertainty of charges, time, and procedures.The research used the quantitative methodsby scoring 3 indexes, which are the CitizenSatisfaction Index, Corruption PerceptionIndex, and Minimum Service Standard Index.This research used Non- probability Samplingmethod, also Judgment Sampling procedure,in the development and compilation of thecitizens satisfaction index. There were 57local government agencies that served as thesamples. Abstract

This study about the ideology of Pancasila in the praxis of development policy at Local Government (Pemda), and also identifies the potential threat to the existence of Pancasila ideology in the reform era. Through a selection of field study research methods combined with Focus Group Discussion (FGD), we want to know and analyse critically how big ideology operates in development policy praxis. This study identifies the symptoms of two potential threats to Pancasila ideology in the Kulonprogo region. First comes from the stronghold of global capitalism through agents that continue to expand the market, systematically proceeds strategically with the policies of the regional government. Both come from the stronghold of the global religious movement that carries the ideology of Islamic universalism against diversity, thus threatening the ideology of Pancasila, especially the precepts of Indonesian Unity. In the meantime to face the threat of religious radicalism, intelligence strategies can use multiple options. Starting from the conventional approach of exploiting internal conflicts within the radical organisation, cultural strategy by facilitating the occurrence of strategic alliances between traditional- cultural-cultural forces with the power of locality culture face the attacks of radical Islamic political movements based on anti-Pancasila.

Abstract

This study aims to describe the phenomenon of violence in the student demonstrations in Makassar.Violence in the demonstrations, especially by students at several universities in Makassar is a sightfamiliar to the public. Submission of student aspirations through a demonstration is considered a veryeffective medium. However, the demonstration is always ended with a riot / violence. Metod collectionof data through observation of student development activities, demonstration activities, both insideand outside the college; in-depth interviews conducted on-campus students and stakeholders and thepublic; conducted group discussions with students who are involved or not in any demonstration;study documentation/literature do specifically to research and writing as well as opinion pieces innewspapers that are stored in several parties.Key words: Violence, Students, Demonstrations,

Abstract

How do Philippine Presidents present issues on education in their presidential speeches? What are pertinent concerns in education sector that are identified and given attention during the speech? How do these issues relate to the overall approach of the address? As a qualitative study, this paper utilizes data gathered from online repositories, as transcripts of presidential speeches delivered through the State of the National Address (SONA) are available online. These materials include those delivered by President Arroyo, President Aquino, and President Duterte. The narrative of President Arroyo’s SONA weaves economy and education. Strengthening the economy through strategic management and sound policies has been instrumental in achieving quality education. It is also strongly evident how the thrust of President Aquino in education is shown in his first three consecutive years of reports to the people. Various changes, huge or small still matter for they made significant propulsion and advancement in the quality of education for Filipinos. President Duterte’s administration showcases preventive measures on crime, violence, and drugs by means of devising programs and laws for the eventual attainment of universal quality education.

Abstract

The state-of-the-art review assesses the graduate research outputs in education produced by graduate teacher education students in selected public and private schools in the National Capital Region during the School Year 2007-2016 based on national research priorities of National Higher Education Research Agenda-II. To provide a means of evaluating existing programs and to validate the result of the state of the art review of graduate education outputs- – an expert validation was made among the Research and Development Directors from three (3) institutions involved in the review. Methods are identifying, classifying, and examining the content of data and how it responds according to research priorities set by National Higher Education Research Agenda-II. The rising importance of research innovation in the country has underpinned HEIs in restructuring and prioritization. There is a need for closer monitoring the graduate teacher education researches to areas relevance for the improvement.

Abstract

Local elections in 2018 will be followed by 171 regions spread across 34 provinces throughout Indonesia. The 2018 simultaneous local elections aim to elect regional leaders, namely the Governor and the Major / Regent. The City of Bima is a part of the simultaneous local election to elect the Major and Deputy Major of Bima. The election contest was followed by the couple Muhammad Lutfi and Feri Sofiyan from the Golkar and PAN parties. This couple is known by their supporters as Lutfer (Lutfi Feri). The couple's victory is inseparable from the strategy used to win the position of Major and Deputy Major of Bima 2018. Therefore, in this paper discuss the strategy used by the Lutfer pair in winning political competition in the City of Bima. The winning strategy includes the strategy carried out by the candidate pair, the coalition / bearer party, the success team and volunteers / sympathizers. The method used in this paper is based on the results of research by researchers in the City of Bima. The purpose of this paper is to find out the strategies used by the Lutfer pair, coalition / bearer parties, success teams, and volunteers / sympathizers in winning the 2018 Bima Major election. The results of the study show the strategies adopted by the candidate pairs, coalition / bearer parties, team success, volunteers / sympathizers include network strategies (actors, establishing communication), imaging strategies (print media / electronic media messages) and political campaign strategies ( political attributes, meetings).

Internet plays an important role as a medium of political communication, including its power for funding political campaigns known as crowdfunding. The success of crowdfunding in several countries, then adopted by Jabar Juara volunteers to raise funds political campaigns for Ridwan Kamil and Uu Ruzhanul Ulum in 2018 Governor Election. Socialization was carried out by uploading a video on title "Udunan Warga" (Funding from the Residents) which caused political conversation among virtual communities on Ridwan Kamil`s Facebook Fanpage. The existence of virtual communities in discussing political fundraising campaign ideas has an important role in supporting crowdfunding success. The reason is virtual communities have a potential to discuss shared interests and are very likely to have shared group consciousness to support crowdfunding movements.This article aims to explain the process of crowdfunding symbolic convergence on Ridwan Kamil's Facebook Fanpage. This study used a case study method and data collection techniques by online observation, in-depth interviews and documentation. The theory used was symbolic convergence which popularized by Ernest Bormann to see the construction of shared group consciousness among the Facebook user after seeing the video of Udunan Warga.The results showed that the crowdfunding mechanism carried out involved Jabar Juara volunteer as fundraisers, the site https://jabarjuara.id as a liaison platform and netizens/Facebook user as donors. The process of crowdfunding symbolic convergence in Ridwan Kamil's Faceboook Fanpage took place in stages ranging from basic structure, message structure, dynamic structure, communicator structure, medium structure and evaluative structure.
