Abstract

Political and governmental transformation that tookplace after the 1998 reformation brought the necessityfor the bureaucracy to make self improvement.Bureaucratic performance in providing public servicesbecame the main focus. In this framework, leadershipis the significant factor in performing a seriesof government innovation. This study aims to describethe implementation of transformational leadershipto create an innovative government inYogyakarta during Herry Zudianto’s Era. The categoryof this study is a qualitative research. The dataused is primary data that was obtained by interview,questionnaire, and observation, and secondary dataobtained with the technique of data collection documentation.The results showed that Herry Zudiantohas the criteria of transformative leadership in doinggovernment innovation with characteristics ofthe four dimensions, namely idealized influence, inspirationalmotivation, intellectual stimulation andindividualized consideration. Transformational leadershipby contextual style according to the demandsof the contemporary socio-politics has implicationsfor the occurrence of a change of two organizationalentities, namely organizational culture andinnovation in policy implementation.Keywords: transformational leadership,government’s innovation, governments ofYogyakarta

Abstract

Governments in developing countries adopted the Conditional Cash Transfer (CCT) system to alleviate poverty and reduce the transmission of poverty from one generation to the next. In the Philippines, the ESGP-PA is the government’s version of CCT. The ESGP-PA grant has immense implications to the lives of recipients and it is important to examine the psychological aspects to inform policy making and to assess the effectiveness of the program as perceived by the recipients. This study measured delayed gratification and self-identity orientations using standardized instruments and analyzed using descriptive and inferential statistics. Transitional plans were assessed qualitatively. Results showed that recipients had high levels of delayed gratification for achievement and moderate levels for food, money, physical and social interaction. They had higher personal and relational identity orientations than social and collective identity orientations. Relational identity (r=-.329, p=.000) and collective identity (r=-.363, p=.000) was negatively correlated with delayed gratification while money (F=1.614; p=.004) significantly influenced social identity orientation. They feared they would not reach their dreams, while financial difficulties and economic factors, hindered them from reaching their goals. In conclusion, ESGPPA recipients’ psychological well-being is positively and negatively impacted by the ESGPPA program.

Abstract

Development-Axes (DA) theory , is a theory which is originally stated by Pottier (1963), and restated by Hilhorst (1972) as wellas stated as an alternative growth theory (Paelinck and Nijkamp, 1975, 1978; Richardson 1978, 198, 2011) in explaining theexistence of nodes or centers along development axes and the end-point cities (Richardson, 1978,1981). or prime center or growthpole (Hilhorst, 1972) connected. Some of the real evidences of the implementation are the growing of many cities along highways inAmerica, along Grote Postweg road in Indonesia, and in many other countries. So it can be said that the theory is significance asdevelopment strategy in the world, especially in making place from transport-stop node which has role as infant settlement to belarger settlement (maybe as town or city in the future) along development axes. This paper focuses on seeking theoretical explanationas new understanding about how the growth of transport-stop node (as one of the local nodes) along DA that is influenced by theflow of people goods along the axis. We found that the growth cannot be explained by resource-based growth theory alone andneither other conventional theories of city growth. In fact, not all transport-stop node along DA could have same growth whether theflow of people and goods are equal along the DA. Based on the observation and in-depth interview as well as questionnaire, wefound that the growth of transport-stop node is initiated by the existence of transport facility or service at development axes. We alsofound that the growth of transport-stop node has five stages of growth and the “attractiveness” as the significant factor to the growthof transport-stop node to be lager settlement. We argue that the implication of the explanation to the policy is useful indecentralized era in Indonesia.

Abstract

This article aims to explore the relationship between local government and civic groups in the budget planning of the local government of Malang in Indonesia. A qualitative method are applied in this study. The findings indicate that; firstly, there isa relationship between local government and civic groups showingthat the principles of democracy (equality, participation, and justice) remain insuffi- cient in the budget planning. Secondly, the local government has dominated civic groups in the process of approval of the budget planning.These findings contribute to developing budget planning in Malang to find a way to establish democratic budget policy and to establish budget policy regarding public needs and preferences. Therefore, the local government should realize that public par- ticipation is a way to achieve democratic budget policy. On the other side, civic groups may need tobuild civic awareness and a willingness to participate in the budget policy, through civic education.

Abstract

There is growing awareness of the fact that illhealthperpetuates poverty. In order to preventthe negative downward spiral of poverty andillness, developing countries in recent yearsare increasingly implemen ting various modelsof health insurance to increase access tohealth care for poor households. While thereis consistent evidence that health insuranceschemes have caused an increase in accessto health generally, the debate regarding themost appropriate health insurance schemethat suits the poor continues unabated.Drawing on relevant literature this paperadopts a framework for assessing access tohealth care services to explore fourdimensions of access, including: geographicaccessibility, availability, affordability,acceptability of services. The paper arguesthat irrespective of the model of healthinsurance being implemented thesedimensions of access govern the poor and thepoorest household decisions about enrolling ina health insurance scheme and utilizing healthcare services. Policy makers and plannersneed to pay attention to these importantdimensions when making decisions regardinghealth insurance and health care servicesutilization to ensure that the peculiar needs ofthe poor are taken on board.Key words: access, developing countries,health insurance models, universal healthcoverage,

Abstract

This study describes the women carrier labor resistance movement in Yogyakarta towards the dominance and hegemony done by other classes in the social structure of the market environment. This study uses a qualitative method with phenomenological approach and data analysis refering to the concept of qualitative data analysis. The results showed that the social structure in a market environment puts the women in the lowest social class and becoming the most effective tool in pursuing the domination and hegemony of the dominant actors. As a result, the market does not provide space for women workers to participate in the production process. They can not play a role in the social change because their position can only be regarded as a second class causing the increasingly unequel gap between the social classes. These conditions can then encourage the emergence of the women carrier labor activists to reduce disparities through alternative media.

Abstract

Focus of this paper are success factors for the implementation of an E-Government strategy. Whileconcepts for a sophisticated strategy process in Public Sector are delivered on a regular basis, the gapbetween ambitious planning and its implementation seems to get wider. Authors seek to define whatmakes a “good strategy” in order to enhance management capacity. Meanwhile some scholars fromPolitical Science see limitation of Governments on announcements which are not followed up bysufficient action rather as systematic problems, challenging concept and rules of liberal westerndemocracy, or owed to growing complexity of Governance under the conditions of globalization. Incontext of the introduction of New Public Management and its perception of citizens as customers andon the basis of new available technical options in Information Society, a key Governance reform projectin European and other Countries over the last fifteen years has been the introduction of E-Government.European market leader in this field is Austria. The author reviews concept and implementationexperiences of the Austrian E-Government strategy, analyzes key success factors and opens adiscussion, under which conditions a successful implementation of E-Government can take place inIndonesia.

Abstract

By using quantitative research approach, this study discloses that education and training activities for ASN competence development has a positive influence on ASN employees performance, in which ASN in the area of Banggai District government has a good skill and knowledge in performing his/her duties and obligations as an ASN including: Firstly, ASN employees act consistently and transparently in accordance with the condition of local government organization.  Secondly, ASN employee acts on the applicable laws and regulations.  Thirdly, ASN employees are able to put forward an adaptive leadership in every situation and condition of the government.  Fourthly, ASN employees have innovation in performing their duties and obligations as an ASN.  Fifthly, ASN employees have motivation in executing duties and functions of local government organization. Thus, education and training activities of ASN employees’ competence development has to continuously perform focused on the development of knowledge and the reinforcement of ASN’s skill.

Abstract

The main purpose of this study is to assess the main challenges of democratization in the Democratic Republic of Congo (DRC). In order to enrich the basic information and achieve the intended specific objectives, the study relied upon secondary data sources. Democracy matters for human security in DRC because well-designed and inclusive political institutions and processes are the key to both preventing violence and managing conflict constructively. It is believed that acting for democracy is acting for peace and security. The DRC, which lies in the heart of Africa, is one of the largest and richest mineral resources countries of the continent and has strategic importance for the stability of the Great Lakes region. This study shows that challenges related to a long period of dictatorship, internal conflicts, communal violence, corruption, weak monitoring of weapons, poor leadership, and globalization have affected the democratization processes and indicators of good governance in the DRC. This study recommends that the government of DRC should consolidate democratization and enhance good governance so as to reduce the crises of democracy in the country and thereby collaborative governance with all the local, national, regional and international stakeholders should be established to avoid the long-suffering of the Congolese people.

Abstract

The regional autonomy conducted in many functions of government. One of its forms isproliferation of region. The aim of this study was to overview the proceed of proliferation inEast Belitung District. This research was a qualitative research consisted of two maintechniques to collect the data; they were interview and secondary data from documentations.The findings show that there were ten steps to create the new East Belitung District. Thesteps started from the preparations of local’s planning and administration to the final steps inthe hand of national parliaments. This study found that the number of local government inIndonesia has increases, and the process at the central government level seem relatively easy.But, the eligibility criteria being compromised. Then, the political will from communitieswere not clear mention. Also there was a conflict interest between local government andcentral government in the feasibility study for proliferation in Belitung District. It concludedthat we could not deny that political intervention in the bureaucracy has facilitated theformation of East Belitung districts.Keywords: proliferation, East Belitung
