Abstract

In the context of Southeast Asia, data on the experiences and circumstances of single mothers are sparse. Single mothers continue to experience stereotypes, discrimination, exclusion from welfare policies and invisibilization of compounding burdens they carry. This study is a literature mapping of scholarly works on single mothers and welfare policies for single mothers and their families. We seek to highlight single mother’s experience as inputs for a more gender- and needs-responsive policy making process. Findings of the study reveal that the majority of Southeast Asian countries have apparent social welfare policies for single mothers except Laos and Indonesia. Common programmes for single mothers include entrepreneurship capacity and financial aid. A two-pronged approach for Southeast Asian Countries which incorporates accessible childcare services and vocational training programs is recommended to achieve more promising outcomes for single mothers.

Abstract

This paper explored the successes and challenges of Information and Communications Technology (ICT) adoption in the combat against bureaucratic corruption in the Nigerian public service. This study adopted a qualitative approach via in-depth interviews for data collection and thematic analysis. Interviews were conducted within purposively sampled public officials with over ten years of experience in the public service. Two major themes were identified; successes and challenges encountered in the fight against bureaucratic corruption with the use of ICT. It is discovered in this paper that ICT has played a significant role in the combat against bureaucratic corruption by increasing the revenue of the government through the Integrated Personnel Payroll Information System (IPPIS) and Treasury Single Account (TSA) systems. However, challenges faced in this regard can be attributed to infrastructural gap, shortage of ICT skilled personnel and resistance by the public officials. It is therefore recommended that for the little success to be sustainable, those challenges must be mitigated.

Abstract

Urbanization is a globally shared challenge and Nepal, a small developing country in the foot of the Himalayas, is no exception. For Lalitpur Metropolitan City (LMC), the country’s second ranked city in terms of population density, the situation is complex as numerous historic and artistic monuments including a UNESCO World Heritage property make structural adjustment prohibitive. As a practical and sustainable response to the mobility challenge, then, LMC has teamed up with the City’s stakeholders to transform into a cyclable city. Based on a case study that employed in-depth qualitative interviewing of specialized populations, this study attempted to validate City’s course of actions in light of global trend in the use of bicycles, and discussed the movement from the perspective of sustainable urban governance. The study found that the case city is on the right trajectory for tackling urbanization challenges with sustainable means, aided by the collective wit of the political, administrative, and citizens’ power. Their effort was validated by the initiative’s alignment with the global benchmarking on the use of bicycle for sustainable mobility. The study concluded that factors such as collaborative public service design and local government led spatial management are holding keys for sustainable urban governance.

Findings reveals that in terms of the overall motivations of the SK officials, the SK officials are both intrinsically and extrinsically motivated, but leans more on the intrinsic type of motivation. Although they are both intrinsically and extrinsically motivated, the extrinsic motivation of the SK officials is more highly self-determined. Moreover, results show they have an average to high levels of political participation. Lastly, the relationship between the motivations and political participation was measured. Results show that only the intrinsic motivation has a significant impact to the political participation of the SK officials. This goes to show the importance of Civic Education and Leadership development in developing motivations for leadership and political engagement of the youth.
