Abstract

As one of countries which has the large tropical forests in the world and the largest in ASEAN, Indonesia has been facing serious deforestation problems. Eventhough some scholars have found causes of  the deforestation and have tried to give solutions, however, identifications of deforestation causes are still worth studying as the deforestation still becomes an important issue in Indonesia. This study tries to extend and explore the causes of deforestation in Central Kalimantan, one of Provinces in Indonesia which has been facing the highest deforestation problem caused by many factors. This study applied a qualitative approach. Data were collected by using interview and focus group discussions. It involved about 27 informants representing 14 organizations including goverment officers and non-governmental organization leaders such as WALHI,AMAN, Save Our Borneo, Yayasan Bentang Borneo, Ampuh, TUK Jakarta, Greenpeace, SIEJ, SPKS, Sawit Watch, Forest Watch Indonesia, Mongabay, Institute Dayakologi, LINK-AR Borneo, WWF and Academia as informants. The study found that as a socio political construct, deforestation in Indonesia emerges at the intersection between the biophysical changes of the politically defined forest and the political economic struggles around access and control over forestland resources by domestic and international actors. Hardly is a given issue, the term deforestation itself is still subject to debate as state definition of deforestation is continuously being challenged by the definition developed by civil society members. Deforestation, in many of its aspects, is also associated with governance failure and complex political economic settings that shape its emergence.

Abstract

Various concepts, models or theoretical frameworksare on offer, to frame the public in fighting againstcorruption in Indonesia. They include: bureaucraticreform, good governance, civil society engagementetc. In response to the failure to bring corruptionfreestatus, experts unnoticeably tend to blame publicofficers instead of ensuring the accuracy and thereliability of the framework. This reflective literaturereview reveals such tendency. To begin with, it mapsout the logical basis of each approach, particularlyin conceptualizing the ‘public’, the ‘private’, andtheir relationship. The reliability of the approacheswill emerge as we link the conceptualization withreal life the public or socio-cultural context. The reviewreveals that analysis on corruption and its imperativeare ideologically driven, and hence, suffersfrom ideological bias. It obsesses with altering thebehaviour of public officers, which inevitably entrappedwith particular set-up. As liberal discoursetake place in non-liberal institutional set-up, thepublic fail to comprehend the nature of the problemsand the solution on offer. Instead of setting upcontext-specific agenda, public a dragged on variousforms of reform such as granting political rights, enhancing civil society, articulate more autonomyand alike. As overwhelming individual within thebattles against corruption overloaded with assertingof more public role, they encountered with difficultyin setting the boundary between the public and theprivate. As Indonesia has been endowed with differentinstitutional set-up in governing public affairs,corruption-free public governance remains elusive. This is because the reforms dismantle the existing powerbase, which actually is vital for winning the fight against corruptivesystemKEYWORDS: public, private, corruption

Abstract

Internet can develop the communication and information freedom on society but unfortunately in some nations, especially in Asia, it cannot be fully accessed because of government censorship. This report explains the relationship between the practice of Internet censorship imposed by the Chinese government and the freedom of its citizens (in the internet surfing experience) as the realization of human rights in the freedom of expression and opinion (seek, receive-use, and communicate information) which is traced through the relevant literature study. China is a unique case since the internet censorship regulation contributes to its status as the country with the least internet freedom yet at the same time it is credited as having the most internet users globally. In addition, China known as the communist country that began opening up to globalization and information of technology, but the government’s control over it is still so tight and binding, not only in the press, or the traditional media, but also in new media with the internet censorship. The control over this information may have a clear objective to maintain a climate of information in the community, but on the other hand, such control is tantamount to restricting the right of citizens to make, use, and distribute information, and more fatal as a violation of human rights. Keywords: Internet, ICT, Censorship, China, Asia

Abstract

The study establishes the individual of kiai as a determinant autonomous actor of shifting roles and political support ‘ assume ‘ that the problem of shifting roles and political support of kiai are problems related to the quality of the individual ( individual quality) kiai alone. While studies that put the structure as an autonomous actor explaining that problem of shift in the role and political support of kiai turns laced with systems or structures that surround the life of kiai. Kiai is no longer a mere accused or suspect. Compared with the two previous perspectives, the study which makes a link of kiai and structure as a determinant actor of crisis of political agency of kiai or shifting political roles of kiai from cultural broker to political broker either to political player in the reform era is look more able to explain the problem in a comprehensive manner. The explanation which is given is also open awareness that the problem of shifting political roles or crisis of political agency of kiai in the reform era was not only related to the quality of the kiai alone, but also by the growing structure and surrounding kiai life. Abstract

This study will examine the implementation of Jamkesmas (Jaminan Kesehatan Masyarakat-Health Insurance Schemefor People) and Jamkedsa (Jaminan Kesehatan Masyarakat Daerah-Health Insurance Scheme for Local People). Both areinno-vative policies in term of health financing, since they reflect more the spirit of insurance compared to the previouspolicies which were merely about financial aid. However, these policies do not reflect the ideals of policy coordination.Several theoretical reviews about social health insurance are applied to figure out the spirit of Indonesian health insurancesocio-logically and culturally. The Colebatch’s framework of vertical and horizontal dimensions of policy is used as themain tool of analysis for measuring whether both Jamkesmas and Jamkesda are categorized as coordinated policies or not.Qualitative research approach is used as the method in order to gain in-depth information about the current polemic ofJamkesmas and Jamkesda implementations. Qualitative analysis method is applied during the process of analysis. Thesecondary data will be collected, sorted, coded and analyzed. Those several steps aim to cross check the validity of each datafor answering the research questions. The result of this study shows that Jamkesmas and Jamkedsa lack of coordinationduring the process of policy making which has led to complicated problems at the implementation stage namely: thelawsuit/multiple interpretations of the law, unstructured policy stages at the vertical level, complicated problems athorizontal stages and conflict among institutional governments. Moreover, the nature of policy coordinationin Indonesia is still reactive. This fact causes policy inconsistency which has the effect of law uncertainty and poorquality of public services.

Abstract

This paper looks at the political family involved in the local politics in South Sulawesi, particularly the political recruitment mechanism and political party institutionalization from the intra-party democracy perspective. Based on qualitative analysis, the findings of this research show that, firstly, a large number of political families in Golkar Party at South Sulawesi are a product of the oligarchymeritocratic political recruitment. Political legacies such as activities in social and political organizations give more advantages for the political families both in the political recruitment process and the access to power. Secondly, the weakness of Golkar Party’s institutionalization is showed by the dependence of Golkar Party to the party’s elite and the existence of factionalization within the party. As a result of such weakness, several party leaders resign from Golkar Party, thereby strengthening the role of political families in the political recruitment process. 50% of the 2014 electoral vote for the Golkar Party in the South Sulawesi Parliament has been largely contributed by the political families.
