Abstract

Gerindra Partybecome participants first general election in 2014, followed by twelve Parties. Although first-time  election in Luwu North,Gerindra Party succeeded in gaining the most votes to two after the Golkar Party and get a ration of six seats to the council. This success is supported by community leaders in Luwu North who come from the elite, like the elite bureaucrats, the economic elite (businessmen),and the political elite have major stakes in attracting community investigator to choose legislative  candidates coming fromGerindra Party. Therefore, the role of the local elite in winning Gerindra be the focus of study in this  research.This study used qualitative methods, with data collection techniques are in-depth interviews and documentation. As the informants in this study, namely, the Chairman of DPC Gerindra, six legislators from Gerindra, community leader  and Vice Regent of Luwu North.The results of this study indicate that the role of local elites on the award Gerindra using three approaches, namely positional approach to reputation and approach decision,Where the outcome of the vote Gerindra 6.5%, 39.2% of elected candidates sound, the sound of a candidate not elected 54.3% of all candidates who have as many as thirty-five candidates,so Gerindra managed to gain six seats to sit in Parliament Luwu north. In general, people in North Luwu choose legislators opted for track record is not actor or party,but because it is based on the election of community leaders who attended, besides the factor of emotional closeness, kinship and familiarity with community leaders.

Abstract

In the history of political contestation in South Sulawesi as the election, there has never been a woman who has wonan election. Moreover, the female candidate is a newcomer in the constituency, while his political opponents in theelection are the incumbent. an incumbent is considered to have a greater opportunity than the other candidates,because it is considered to have more capital as the level of popularity and figuritas. Women in the political contestwould also have the same opportunities as other candidates, although the participation of women in a politicalcontest still an issue - an issue that marginalize women. It still can be minimized depending on how the power ofmodality which is owned by the candidates, in which a candidate must have akumalasi more capital so as to win adispute. This study aimed to analyze and learn how modality which is owned by the candidates in the administrationof the election, studies in Indah Putri Indriani as regent elected in the district of North Luwu, South SulawesiProvince Year 2015. The method in this research is qualitative research. The technique of collecting data throughinterviews and documentation. The results of this study found four dominant modality owned by Lovely DaughterIndriani compared to the incumbent candidate. The modality is social capital, cultural, political and economic. Thisproves that the beautiful daughter Indriani as a woman and also newcomers are able to accumulate the capital ithas, so it managed to win a political contest and also became the first female Regent in South Sulawesi.

Abstract

The institutionalization of a political party is one of the factors that affect the stability of the votes or the number ofseats of a political party in the election.In the 2014 legislative election, the votes or the number of seats of theDemocrat Party of the Province of Lampung decreased compared to the 2009 legislative election. However, the vote orthe number of seats in the 2014 legislative election is still fairly stable when compared with the vote or the number ofseats of the Democrat Party in other regions.The stability of the votes or the number of seats of the Democrat Party ofthe Province of Lampung in the 2014 legislative election is interesting to study to investigate whether the stability isinfluenced by the factor of the institutionalization of the party or be influenced by other factors such as patronage andclientelism.This research uses descriptive method with qualitative approach. In this study, the researchers alsoconducted an analysis of the index of institutionalization of political party to determine the level of institutionalization ofthe Democrat Party of the Province of Lampung.This study takes the research sites in the Province of Lampung with theDemocrat Party as the research object. This study concludes that: First, the level of institutionalization of the DemocratParty of the Province Lampung is in the medium category.Second, the stability of the votes of the Democrat Party of theProvince of Lampung is not solely influenced by the institutionalization of the party, but is influenced by two otherfactors which are more dominant, namely the practice of patronage and clientelism in governor election and legislativeelection which are carried out simultaneously and the practice of patronage and clientelism performed by the DemocratParty candidates. The recommendation of this study is that the Democrat Party of the Province of Lampung mustimmediately resolve the flaws in the institutionalization dimension, especially in the number of the power of members orcadres, the number of the networking of mass organization or organizational wing of the party, so that in the future, thepotential of the power of the members or cadres and mass organizations or organizational wing of the party can runmaximally so the party machinery can operate more effectively during the elections.

Abstract

Penelitian Dewan Perwakilan Rakyat Aceh (DPRA) sebagai salah satu lembaga perumus kebijakan Aceh (legislasi), semakin menemukan “ruang politik” yang luas paska berlakunya Undang-Undang otonomi khusus untuk Aceh.Tetapi, sudah 10 tahun UU N0.11/2006 berjalan, DPRA dianggap masih lalai dalam melaksanakan fungsi dan tugasnya.Dengan demikian, kinerja DPRA dalam melaksanakan fungsi legislasi dipertanyakan dalam penelitian ini.Penelitian ini menggunakan metode kualitatif.Pengambilan sampel dilakukan secara purposive terhadap responden dengan mempertimbangkan relevansi posisi mereka dengan data yang diperlukan dan ketersediaan waktu mereka.Hasil penelitian ini menemukan bahwa kinerja DPRA dalam melaksanakan fungsi legislasinya dalam rentang waktu dari tahun 2007-2016 masih belum optimal. Hal ini dilihat dari segi produktivitas DPRA yang selalu gagal mencapai target legislasi. Cycle time Qanun Aceh secara rata-rata masih cukup lama dengan kualitas yang masih kurang.Tidak pernah tepat waktu dalam menetapkan program legislasi Aceh.DPRA juga belum bisa memaksimalkan sumberdaya dan anggaran yang telah disediakan negara untuk menunjang pelaksanaan fungsi mereka.Faktor yang mempengaruhi kinerja DPRA adalah kurangnya kapasitas teknis kelembagaan DPRA.Kurangnya idependensi lembaga DPRA dan anggotanya.Kewenangan formal DPRA yang semakin besar tetapi tidak didukung dengan kemauan anggotanya untuk menjalankan kewenangan tersebut dengan maksimal.

Abstract

Local elite competition occurs in many regions in Indonesia. One of them was in West Sulawesi, which was issued by three clans, the Manggranian Clan, the Mengga Clan, and the Masdar Clan. At present, the competition between the Mengga Clan and the Masdar Clan continues. Several political contestations in West Sulawesi have followed by-elections, both governor and regent elections. In the 2012 gubernatorial election, the Masdar Clan was defeated by Aladin S. Mengga (the Mengga Clan) and in the 2017 gubernatorial election, the Masdar Clan could win his victory. This article discusses the role of the Masdar clan socio-political capital in political marketing strategies using qualitative research methods, this study shows the socio-political capital used by the Masdar Clan is related effectively in political marketing activities. Social capital consists of bureaucracy, public trust and characterization carried out in activities through marketing. Political capital in the form of political party support/coalition, representative pairs, political experience, and successful team support is carried out in push marketing and pull marketing activities. Overall, socio-political capital is capital that is superior to the Masdar Clan. However, if examined closely, then social capital "figure" is the most decisive, the capital can make another capital.

Abstract

Political recruitment  in the Prosperous Justice Party  (Partai Keadilan Sejahtera/PKS) has fulfilled a 30% quota of female candidates, but they seldom to be  elected as legislative members. Political recruitment in meeting the 30% quota of female is inseparable from  supply and demand sides. By using qualitative research methods, political recruitment process is analyzed of supply and demand sides, with data collection techniques by documentation and in-depth interview. The research finding showed that there were shortcomings in the supply side of the recruitment of female candidates, namely the low political experience and motivation of women to get power. This is related to the demand side, where there are still few women who have strategic positions in the party management. This cause of policy making in the party office less supportive of women to be elected.

Abstract

This paper looks at the political family involved in the local politics in South Sulawesi, particularly the political recruitment mechanism and political party institutionalization from the intra-party democracy perspective. Based on qualitative analysis, the findings of this research show that, firstly, a large number of political families in Golkar Party at South Sulawesi are a product of the oligarchymeritocratic political recruitment. Political legacies such as activities in social and political organizations give more advantages for the political families both in the political recruitment process and the access to power. Secondly, the weakness of Golkar Party’s institutionalization is showed by the dependence of Golkar Party to the party’s elite and the existence of factionalization within the party. As a result of such weakness, several party leaders resign from Golkar Party, thereby strengthening the role of political families in the political recruitment process. 50% of the 2014 electoral vote for the Golkar Party in the South Sulawesi Parliament has been largely contributed by the political families.

Abstract

To strengthen social security for people with social welfare issues, the Sleman Regency government has implemented a Social Security Net (JSP) policy. Nevertheless, its management often poses obstacles and challenges in line with the implementation. This article aims to examine the implementation of the Social Safety Net (JPS) policy in Sleman regency, as a cash assistance program that has a significant influence on the basic needs of people's lives in the health, education and social sectors. Furthermore, this research method uses a qualitative approach with data collection techniques through in-depth interviews and performance reports. The results of this study are the Sleman Regency government through the Department of Social Service as an extension of the government sector that manages the JPS program still has a lack of personnel resources to handle the verification process and data validity of the JPS recipient. Nevertheless, the JPS program has a strong network of actors to work with the Regional Development Planning Agency, the Regional Finance and Assets Agency, the Department of Health, and social workers at the sub-district and village levels. However, a critical review of this implementation is that there is no solution to the problems of life for the people who receive funding from JPS. Programs provided by the government seem to be able to prevent and deal with risks from social shocks and vulnerabilities, but there is no government effort to design the program, which provides change for people who have social vulnerabilities. In this context, it certainly gives them life dependence because this program is only as unplanned social assistance in the form of money given to them.

Abstract

This study aims to determine the emergence of a single pair in the regional head election of Ngawi Regency in 2020. The research uses descriptive qualitative methods to describe the facts of existing symptoms or phenomena. Data collection is carried out by tracing scientific journals, government reports, regulations, mass media news, and other articles relevant to the emergence of a single candidate in the head of the local election. Data analysis was carried out by reducing, presenting data, and drawing conclusions. The study results show that the large coalition of political parties supporting the pair Ony Anwar Harsono and Dwi Rianto Jatmiko with the tagline "OK Win Together" has a pragmatic and victory-oriented tendency to gain power. This pair is supported by the majority of parties in the Ngawi Regency DPRD, with 45 seats. There are ten supporting political parties, including PDIP, Golkar, PKS, Gerindra, PKB, Nasdem, Democrat, Hanura, PAN, and PPP. This large and majority coalition's built-in support of the pair Ony Anwar Harsono and Dwi Rianto Jatmiko shows the tendency of the party to ignore its ideological platform and desire to win to present a single pair in the 2020 regional head election in Ngawi Regency
