Abstract

Community etnhic Bali is Balinese population mobility in 1962 to the North Sumateraregion through a rubber plantation company and ended his tenure in 1979. In 1988 until1989 most people Bali descendants migrated to Riau region, preasury in Pasir Putih village,Bagan Sinembah district. Some communities immigrants and discendants of the relativelysmall of people survival strategis as a newcomer to this day. To analyze the data andresearch conducted with qualitative methods. This research make the entire population as asubject of research plus two key informants. This research conducted in the Kampung Balilocated in RT 01 RW 02 Dusun Sumber Makmur, Pasir Putih village. The research revealedthe social system and adaptation communities ethnic Bali. system social of ethnic Bali inKampung Bali is complete unity. Specifically: confidence and knowledge, feelings, goals,positions and roles, norm, level and rank, power, facilities and infrastucture. The elementsare interconnected to form an orderly society. Adaptation known though culture systems,such as tools and equipment life, livelihood and economics system, social systems, kinshipssystem, political systems, languages, arts, religion systems and knowledge systems. Identityethnic Bali in Bagan Sinembah make the identities are traditional measure of society. Inaddition to the original identity of the Balinese people, also formed a new identity after livingin the area Bagan Sinembah. Abstract

Pekanbaru city make policy in the form of by law that is by law of number 12 year 2008 about Social Orderliness. But execution far from expected , to date problem of overcome difficult beggar and loiterer so that program K3 even also successful difficult in Pekanbaru. Evaluate policy represent activity to assess how far effectiveness of public policy utilize justified to constituent. There 6 criterion evaluate that is efektifitas, efficiency, sufficiency, generalization, responsivitas, and decision.In this research, researcher use informan of research through Key informan, where researcher have comprehended early about object of research and also research informan. Key of this Informan formal figure and the informal figure. Abstract

The research was conducted at Traders of fresh fish in a market focused onkey Kodim informannya is Masrial. As for the problems in this research areformulated in the formulation of the problem is whether the marketing efforts toincrease sales of fresh fish (fish market traders case study kodim Soweto)? Thisresearch aims to pemasran efforts to find out who carried out fresh fish merchants(Masrial) in order to increase sales.This research uses Qualitative descriptive method using the theoryadvanced by some of the authors of the marketing programs in order to increasesales in this study, researchers used indicators of the product, the price ofDistribution/location as the measuring analysis of marketing efforts in rankaincrease sales (fresh fish trader's case in the market town of Pekanbaru kodim)The research method used is the method of field research with data collectiontechniques interviews and observations with Key Informant and the informantestablished based on Pemeriksaaan research and research carried out at thechecking of this research is through another source, namely by means ofcomparing the data observations and interviews with key informants andinformants. Abstract

This study aimed to determine the issue of how Role of Community Empowerment and Village Government of National Unity (BPMPD and Unity) Karimun through Enhancement Program for Community Empowerment in Rural Areas in the District of West Kundur Karimun (Studies in Sawang Sea village and Gemuruh village). The method used in this study using qualitative research methods, data collection techniques through direct interviews to the informant.The results of the study The Role of Rural Community Empowerment Board and the Government of National Unity ( BPMPD and Unity ) Karimun through Enhancement Program for Community Empowerment in Rural Areas in the District of West Kundur Karimun (Studies in Sawang Sea village and Rumbling village), which is to develop and empower local potential sources existing power that each delivered development efforts through empowerment, basically aimed at achieving changes in people's behavior in order to realize improved quality of life that includes many aspects, economic, social, cultural, ideological, political, and defense and security. This occurs due to the inhibiting factors in the development and management of potential areas, namely : Community empowerment has been done is not directional and are not caused by factors focus funding for development is still minimal. Abstract

This study aims to Determine why participation in District City Pekanbaru lower in the general election of Governor and Deputy Governor of Riau first round in 2013 and factors that influence people not Participate in the election. The concept of the theory used as a basis for analyzing community participation in Riau Governor Election 2013 is According to the theory of Milbrath that states a person's participation can be influenced by two factors: factors supporting and inhibiting factors. Based on the research that has been described, it is known that the factors that influence people's political participation is the type of work and amount of income. While the level of education does not really give effect to the low level of political participation in the District of Pekanbaru City. In addition, there are other factors that influence the low political participation of the community, such as the issue of domicile population, at the time of the election was out of town, and a lack of public confidence in the leader.Keywords: Factor Participation, Participation, Political, General Election

Abstract

This study is based on a problem that is taken from a phenomenon that occurs in Karimun District Education Office. The Phenomenon that occur in the office of the District Education Office Karimun, are the unoptimal employee's performance. This case can be viewed from some employees who have not run the main duties and functions well. The ability of an employee should be able to provide good service to the community, but this does not happen in Karimun District Education Office. Employees still considered lacking in terms of providing good service.The objective of the research is to investigate the performance of Karimun Bureau staff and the factors that influence the employee of Karimun District Education Office in the working.The research theories of this study are Mangkunegara theory and factor theory that influence perrformance of the employee by Ruky. The research method used is a qualitative research method.Informants in this study is the Head of Education, Secretary of the Department of Education, District Education Office Employees in Karimun, as well as representatives of the community. The results of the interview will be processed using the techniques of data tringulasi.The results of this study indicate that the performance of Karimun Bureau staff have been implemented, but there are still some aspects that have not been appropriate as expected. Abstract

In accordance with the law number 30 of 2009 electricity, aimed atsafety for the community that uses the electrical network as well as otherregulations that relate to electrical installation. then formed an independentagency in cooperation with the state electricity company in testing and checkingthe electrical network namely national committee for safety of electricalinstallation. National committee for safety of electrical installation in Pekanbaruestablished in year 2009, it’s existence is considered to extend the bureaucracy incurrent network installation from the State electricity company, still the highpercentage of fires that occurred in Pekanbaru caused by electric konsleting, It isnot considered proper functioning National committe for safety of electricalinstallation the agency serves as the reviewers electrical installation. The theoryused in this research is the theory of performance that there are some aspects thatcan be assessed it’s performance in the context of government as the public sectoraccording to Mahsun namely group of input, group processes, group output,group results, group benefits, the impact group. Determination of performanceindicators to consider following components servicing fee, usage, the quality andstandard of service, service coverage, satisfaction. The methods used in thisresearch is descriptive qualitative. National committee for safety of electricalinstallation in Pekanbaru checks by means of the community submit examinationinstallations that are already installed. National committee for safety of electricalinstallation in Pekanbaru perform inspection in accordance with the Generalrequirements for electrical installation (PUIL 2000) which is the regulation thatestablished the standard for electrical installations, the checks done includeinstallation installation, conductor attached, material, equipment, protectionequipment installation pictures, relationships, the polarity (the color sequence ofthe cable), prisoners of isolation, insulation, ground or ground ardhe.Keywords : Performance, Konsuil, Electric Installation.

Abstract

It can no longer be denied that the development of information technologyhas changed the way people around the world living in running day-to- dayactivities. The existence and role of information technology in the life sector hasunwittingly brought the world into a new era of globalization faster than originallyenvisaged. These developments have also been utilized in the realm of publicservice, one example is the implementation Academic Portal at the University ofRiau in order to provide fast service, transparent and inexpensive to students.Effectiveness is a situation that shows the level of success of managementactivities in achieving the goals set in advance. In other words, effectiveness is theextent to which organizations carry out the entire task or achieve substanrially allof the target.This study aimed to examine the effectiveness of management at theUniversity of Riau Academic Portal based benefits, achievement of objectives andresults obtained after the implementation Academic Porta. This research wasconducted at the Faculty of Social and Political Sciences, University of Riau.The method used in this research is descriptive method with qualitativedata analysis and data collection techniques through interviews, observation andstudy of literature . Who become informants in this study were students FISIPUR, Chief Manager and Employee Portal Academic Computer Center at UPTFisip UR and UR.From the research conducted, it was found that management at theUniversity of Riau Academic Portal is quite effective because the goals set havebeen achieved, and the presence of beneficial results.Keywords : Effectiveness,Management, Academic Portal.

Abstract

Online clothes shopping is a way of shopping by using current technology internet. Progress media changed the way the fulfillment of one's needs will compliance clothing.Trand including online clothing shop is in great demand all people. Motivation is an impulse or desire for someone to do something you want to achieve the objectives of certain research, shopping for clothes online is that students 2012. Student generation communication communications online shopping for clothes because of the needs, lifestyle, influence of friends and the influence of advertising. Clothing is a primary need or basic human needs to be filled.Clothing is one tool to protect body. The purpose of this study was to determine whether the motivation that drives students to buy clothes online and how characteristics of students mentioned. As for researchers used theoretical basis is motivation, lifestyle and consumption. Whereas this study using Quantitative Descriptive, using purposive sampling technique or aims. Collection sample data by observation / direct observation, questionnaires, guided interviews and documentation. The number of respondents in this study as many as 24 people. Based on the results of the research, respondents choose online shopping for clothes because the clothes offered a nice, unique, cheap and not spending complex.Keywords: Motivation, Online Clothes Shopping

Abstract

Background problem in this study is a nine -year compulsory education since 1994 has announced a target that lesson all children aged 7-15 years receive a basic education services. The main problem that often arises in the success of the implementation of the nine-year compulsory education is how to ensure that children who have graduated from elementary school to junior high continuing education, both regular SMP, SMP or through programs open B. Package of the children who experienced dropouts actually means to have enough free time that can be used for education if the means that can be used for education if the facilities and assistance available. This condition can not be separated from the role of the Department of Education to participate in Pekanbaru in facilitating the presence of children who drop - out or can not continue the school though only up to a basic level ( primary and junior ) , to provide education Packet A or other facility.Keywords: Performance, nine-year compulsory education
