<![CDATA[UPT PSTW Khusnul Khotimah is one of the organization in socialservices sector. The purpose of this research is to know and to analyze the strategyand also the factors wich influence the implementation of the strategy at UPTPSTW Khusnul Khotimah Riau Province to improve the welfare of the elderly.The teory concept of this research is organization strategy. It is consist of twoaspects, theh are innovation strategy and quality enhancement. The innovationstrategy can be seen from the implementation of working standards and thequality enhancement can be seen from the working valvation. This research usedqualitative methods with assessment the data descriptively. In collecting the data,the researcher used interview technique, observation, and documentation. Byusing the key informan as a source of information and triangulation technique as asource in examining the validation of the data. The result of this research showedthat the inplementation of enhancement strategy for the older persons welfare atUPT PSTW Khusnul Khotimah Riau Province is “good enough”. Doing activity in this area, DIPENDAas organizer of this income area should able increasing potentials of area’sincoming and another area optimally including of acceptance Land and BuildingTax. But in fact, for years recently acceptance Land and Building Tax is not reachingthe target. Based on that result, the expert do a research about The effectiveness ofacceptance Land and Building Tax in Pekanbaru . the problem is how Theeffectiveness of acceptance Land and Building Tax at DIPENDA, Pekanbaru andwhat factors are obstruct it. The purpose of this research is to know the effectivenessof acceptance Land and Building Tax at DIPENDA in Pekanbaru and what factorsare obstruct it. This research use qualitative descriptive method with technique ofcollecting data is observation and interviewing is getting from informant that havebeen chosen based on Snowball sampling technique. The result of analyze the datafrom qualitative descriptive method find that acceptance Land and Building Tax atDIPENDA, Pekanbaru is not effective yet, because from reanalyze of taxing dutystill is not effective yet, and also giving claim actively from warning and in giving atarget is not suitable. <![CDATA[Abstract: Technical Implementing Service Management Department (UPTD) Health Clinics in the Siak Kecil District Bengkalis Regency. Implementing Technical Service Unit (UPTD) Health Clinic is the only Siak Kecil Subdistrict health centers in the districts of Siak Kecil and is one of the agencies that provide health care services to the community in Bengkalis District in General and Siak Kecil in particular. The purpose of Implementing Technical Service Unit established (UPTD) Health Clinics of Siak Kecil District is "to meet the needs of the Ministry of public health are located in the Sub-District of Siak Kecil".On the implementation of the administrative service of the technical Office of the implementing Units (UPTD) Siak Kecil Subdistrict health centers Health hasn't been able to implement an optimal service system and have not been able to give satisfaction to the patient. While the Siak Kecil is the only Clinics Clinics in Siak Kecil so that Technical Implementing Agency (UPTD) Health Clinics in Siak Kecil District became the object of Siak Kecil Sub-district in community healthcare. The most important activities in Implementing the Technical Service Unit (UPTD) Siak Kecil is a Subdistrict health centers Health serve patients in various forms of quality services which are based on the implementation of decisions of the Minister of health of the Republic of Indonesia Number 828/MENKES/SK/IX/2008 about the minimum service standard health.The purpose of this research is to know the management of the Ministry in Implementing Technical health services Clinics Sub Regency of Bengkalis and Siak Kecil to know what factors are affecting the management of the Ministry, the concept used in the theories put forward Ahmad Farich (2011: 45-57) that reveal the Health Ministry Mananjemen consists of planning, organizing, monitoring, supervision and assessment work on this research used a qualitative research method discriptive, this research was done in Implementing Technical Service Unit (UPTD) in Siak Kecil Subdistrict health centers health data gathering researchers use techniques of observation, interview and documentation.The results of this research indicate that in providing services to the community in the executing unit of the employees of the Technical Services (UPTD) Health Clinics in Bengkalis Regency of Siak Kecil District Management of existing Services do not meet the standards set. This is because the service employees in Implementing Technical Service Unit (UPTD) Health Clinics the Bengkalis District Siak Kecil District are still using manual systems and computerization has not used. This study aimed to know Take Care To Lodge sevice at Puskesmas Sungai Pakning, and to know factors resistor of execution of service at puskesmas sungai pakning. Indicator used at this research is according to theory concept of Zeithaml saying that service can be measured with indicator as following : Realibility, Responsive, Insurance, Emphaty, Including, indicator to know resistor in execution of service. Research method have the caracter of Qulitative descriptive, data collecting used by observatation method and interview. <![CDATA[Drafting the Regional Budget authority is a form of attention from the local government as well Indragiri Hulu in addressing road infrastructure damage. The research was conducted at Parliament's office and the Office of Local Government participating Indragiri Hulu discuss RAPBD road infrastructure. The purpose of this studywas to determine the discussion draft Regional Budget (RAPBD) to accelerate the development of road infrastructure Indragiri Hulu fiscal year 2013. This research uses descriptive qualitative method. Data were obtained from the interview data, documentary studies, and field observations. Informants in this study are related parties to the discussion RAPBD road infrastructure using the snowball method. The results showed that the fund will determine the achievement of the development of road infrastructure. Lack of budget for the construction of roads lead to road infrastructure development level is only about 3-5% every year. Additionally musrenbang activity only partially understood by the public. <![CDATA[ABSTRACT The development of the tourism sector has considerable strategic prospects , as one of the sources of local revenue if developed optimally it is relevant to what is mandated by Law No. 32 of 2004 on Regional Government and Law No. 33 of 2004 Regarding Government Fiscal Balance and the Regional Center . In the law can be seen principally principle is set on the administration of local government that prioritizes the implementation of the principle of decentralization in the form of autonomy , real and responsible with regard to the potential and diversity of the region to achieve the purpose of the economy itself that is working to improve the service and welfare of the community . Strategy through the tourism department of local government and community participation are also considered to be able to bring in the strategy formulation development attraction . This study was conducted to determine the Coastal Tourism Development Strategy Object New Straits in Subdistrict Bantan Bengkalis Year 2013.The primary objective of this study was to identify Objects Tourism Development Strategy by the Office of the New Strait Budparpora in Bengkalis. This study belongs to the type of qualitative research using interview data collection technique is a direct communication with the research informants and conduct a question and answer related to the research problem. Object studied in this research is the official Budparpora Bengkalis as implementing tourism development strategy and all stakeholders who play an important role in the development of tourism in the New Straits Coast Bengkalis.Once identified, the results showed that the tourism development strategy should didikung Beach New Straits strategic development areas where there is cooperation between the managers discretion and implementing policies, improvement of infrastructure-oriented beach tourist attraction, tourism development strategies and environmentally friendly termanajerial management, as well as the development of tourism awareness groups and the formation of self-help groups were able to develop a wide range of business services that support a variety of tourism development in the New Straits Beaches.Keywords: Strategy Development, Tourism, Selat Baru Beach]]>

<![CDATA[Placement of the right employees are the way to optimize the capabilities, skills to the job performance of employees, it is an evolution of employee future directed to place employees in positions appropriate to their rules and their qualifications, but in reality there are still some institutions, especially government that ignores those principles. Employees are very important and key to any organization because employees determine the realization of the objectives of the organization, so that the objective will be easily achieved if the employee is placed at a position corresponding to the competency. The purpose of this study was to determine the placement of Analysis of Civil Servants at the Regional Employment Board Pekanbaru city and to determine the factor that influence it. The concept of the theory is used the staffing proposed by siagian three promotions, and demotions over the task. This study is using current methods of qualitative research with an assessment of descriptive data. In data collection the author uses interview, observation and documentation. By using key informants as source of information and triangulation techniques as source of data validity. The results of research by the author that the Placement Analyze On Civil Servants Personnel Board in Pekanbaru, placement is done as in the Regional Employment Board of Pekanbaru most positions occupied by most employees are not in accordance with the educational background. In addition, factors are affecting the Regional Employment Board of Pekanbaru is the employees placement who are still influenced elements are not objective, the proximity of families and certain groups. This study is focused on the placement of employees on the basis of expected employees more motivated and passion in order to gain new positions and tasks through a system of career coaching orderly and healthy to realize an apparatus and accountable government organization and quality. Which has duties to establishing and performing the technical policy in the regional archives and library, and implementing the deconcentration and assistance duties which has given by Governor due to the duties scope. However in the implementation, the violation of discipline and unsatisfactory performance still can be found. The human resource on library and archieves field who always ready to perform the main tasks and function as a professional is still on demand. Therefore, the employees of Badan Perpustakaan dan Arsip Daerah Provinsi Kepulauan Riau is required to work in discipline in order to get a great performance. To analyse phenomenon in this research writer use theory ofGeorge R.Terry with indicator attainment of efficacy seen to start from planning process,organizational, movement, and observation.
