Abstract

Abstract This study aims to analyze the performance of the Environmental Agency (DLH) of Bengkalis Regency in addressing the issue of palm oil liquid waste in Mandau District. The research employs a descriptive qualitative approach, with data collected through interviews, documentation, and literature review. The results indicate that the performance of DLH has not been optimal, even though the Environmental Quality Index (IKLH) achievement reached 93.96% of the target. The main challenges include limited budget, lack of experts, and insufficient time to respond to public complaints. Improvement efforts such as strengthening the monitoring system, enhancing staff competencies, and efficient budget management are urgently needed to increase the effectiveness of palm oil waste control. Abstract

More than a decade after its launch, under Xi Jinping’s leadership has successfully dominated the global economic landscape and expanded China’s geopolitical influence. In response, the European Union introduced the Global Gateway as an alternative infrastructure funding initiative, promoting sustainability and mitigating the risks of ‘debt trap’ associated with China’s BRI. This study analyzes the effectiveness of the Belt and Road Initiative (BRI) as a geopolitical strategy for China following the emergence of the Global Gateway. Employing a qualitative methodology, data collection was conducted through document analysis from books, journals, articles, and websites. The study adopts a Realist perspective and utilizes Joseph Nye's Soft Power Theory. The research should explain how Global Gateway marks a new chapter in global economic competition. Evidence suggests that China's BRI remains more promising compared to the EU's initiative, as indicated by political stability and an increasing number of partnerships. This is attributed to BRI's lending system, which appears less encumbered by internal complexities faced by the European Union. Keywords: Belt and Road Initiative, Global Gateway, Geopolitics.

Abstract

Kuda Lumping is a traditional art form originating from Java, combining elements of dance, music, and drama while using woven attributes shaped like horses. This art contains symbolic meanings embedded in the attributes and movements. However, in the Kuda Lumping Pangeran Kuda Putih performance in Desa Perkebunan Kanopan Ulu, Kecamatan Kualuh Hulu, there have been changes in the procession and attributes used, including the removal of some attributes due to certain factors. This study aims to analyze the symbolic meanings found in the situation, social interaction, and interpretation of this art form. The research uses a descriptive qualitative method with Herbert Blumer’s symbolic interaction theory as the theoretical framework. Data were collected through observation, interviews, and documentation, with six purposively selected informants. Data validity was ensured through method and source triangulation. The results indicate that the symbolic situation meanings in the Kuda Lumping Pangeran Kuda Putih performance consist of physical objects, namely the attributes used in the performance, and social objects, such as mantras and movements performed. The meanings of social interaction products vary among the older generation, the youth, and the performers. Interpretation meanings include open actions, which are directly observable expressions of the artists, and hidden actions, which are not directly visible and not fully recognized by others. Abstract

The Sustainable Development Goals (SDGs) are a global framework for sustainable development that has been agreed upon by the United Nations member states to be achieved by 2030. Its success requires contributions from various stakeholders, including the business sector. PT Pertamina Hulu Rokan (PHR), as a company in the oil and gas industry, plays a role in mitigating climate change, which is the focus of SDG Goal 13. This research examines the implementation of PT PHR in fulfilling SDG Goal 13 in efforts to address climate change. This study uses green theory with a state-level analysis. Green theory explains that an actor's participation in implementing sustainable development is influenced by ecological awareness and environmental responsibility, as emphasized in green theory. This theory highlights the importance of balancing economic interests and environmental preservation while rejecting the dominance of anthropocentric approaches that focus solely on human interests. The research employs a qualitative method with an explanatory approach, using data collection techniques through literature review, including the analysis of annual reports, academic journals, previous research, and other official sources. The research findings show that PT PHR implements SDG Goal 13 through its sustainability strategy, TJSL (Corporate Social Responsibility) initiatives, which include the utilization of flare gas, development of renewable energy, waste bank programs, waste management, mangrove conservation, construction of constructed wetlands, forest preservation, calculation of greenhouse gas emissions, and risk management. Abstract

Land dispute management is one of the main challenges in the administration of land affairs in Indonesia, including in the city of Pekanbaru. This thesis aims to analyze the strategy made by the National Land Agency (Badan Pertanahan Nasional/BPN) of Pekanbaru City in preventing and resolving land-related cases during the 2021–2022 period. The research method used is descriptive qualitative, with data collected through interviews, documentation, and literature studies. The findings show that BPN Pekanbaru City has implemented several strategies to prevent and resolve land disputes, including technological strategies, innovation strategies, and operational strategies. These efforts include preventive measures such as the socialization of the Complete Systematic Land Registration (PTSL) program, improving service transparency, and strengthening the land data system. In terms of dispute resolution, BPN plays a role through mediation, document clarification, and collaboration with related institutions such as local governments and law enforcement agencies. Nevertheless, there are still several challenges, such as overlapping data, weak inter-agency coordination, and limited human resources. This study concludes that although the efforts made by BPN Pekanbaru City are in accordance with applicable regulations, strengthening systems and cross-sectoral synergy is necessary to ensure more effective and sustainable land dispute management. Abstract

International trade is an essential aspect of every country's economy. Economic benefits and domestic growth are achieved through the opening of trade with other nations. These impacts arise directly from changes in resource allocation and efficiency and indirectly through higher levels of investment. The Fourth Industrial Revolution has also fundamentally transformed the way people live, work, and create value worldwide. New technologies and applications connect individuals, organizations, and machines at an unprecedented scale and speed. This qualitative research employs data collection techniques sourced from books, journals, theses, official documents, reports, and websites relevant to the study. The research also adopts a mercantilist perspective with an analysis at the nation-state level, incorporating the concepts of national interest and competitive strategy. The findings of this study indicate that PT Bukit Asam’s strategy successfully enhanced operational performance by producing competitive outputs in 2023. Abstract

Coffee is one of the most potential natural resources in Indonesia. Coffee is present in the Australian market with many enthusiasts because of its diverse taste, Indonesia realizes national interests through trade promotion activities, market penetration, education that makes it easier for coffee exporters, and opens discussions on coffee trade opportunities in the Australian market. This study uses the concept of commercial diplomacy and the perspective of liberalism with a nation-state level of analysis. This concept will explain complex diplomatic and commercial relations, cooperation, and how to influence foreign economic policy. Commercial diplomacy is an activity carried out by representatives of countries with diplomatic status in order to promote business between the home country and the host country. The research method used is a qualitative method with data collection techniques obtained from literature studies. The results of this study indicate that the Indonesia Trade Promotion Center (ITPC) plays a very important role in promoting coffee to Australia in 2023 through various commercial diplomacy strategies according to Naray. Commercial diplomacy in the study applies several commercial diplomacy indicators that have been focused on by the author such as: Communication (Through Exhibitions), Referral (Through Business Meetings), Co-ordination (Through Coordination with Various Diplomatic Actors), Advocacy (Managing Exports by Following Australian Government Regulations). Abstract

This study aims to analyze the actions taken by the Public Works and Spatial Planning Office (PUPR) of Riau Province in the reconstruction process of the Selensen–Kotabaru Road in Indragiri Hilir Regency during 2022–2023. The road reconstruction is part of the regional government's efforts to improve inter-regional connectivity and support local economic growth. This research employs a qualitative descriptive method with a case study approach. Data were collected through interviews with relevant parties, field observations, and documentation. The research findings indicate that the actions of the PUPR Office of Riau Province included technical planning, budgeting, project implementation, and work supervision. However, the implementation process faced several challenges, such as geographic conditions, budget limitations, and extreme weather, which slowed down the construction. Despite these obstacles, efforts to accelerate development were made through cross-sector coordination and adjustments to the work schedule. Overall, the road reconstruction showed significant progress over a two-year period and had a positive impact on community mobility and the distribution of agricultural products. Abstract

The development of information and communication technology has driven the transformation of traditional government towards a digital-based government system or e-government. Village governments are required to be able to follow this development in order to improve the quality of effective, efficient, transparent, and accountable public services. However, in reality, many villages still face challenges in the process of implementing e-government. Pagaruyung Village, Tapung District, Kampar Regency, is one example where the implementation of e-government has not been running optimally. The available village website only provides basic information, and has not been able to provide online public services. Based on these problems, this study aims to describe the readiness of Pagaruyung Village in developing e-government and identify the challenges faced in its implementation. This study uses a qualitative approach with a descriptive method. Data were collected through interviews and documentation studies. The study was analyzed using the theory of Indrajit (2007) with three main indicators: support, capacity, and value. The results of the study indicate that the readiness of Pagaruyung Village is still in the early stages. The village website has not been used as a means of online public services, and only provides general information. The main challenges faced include limited internet networks, minimal special budget for technology development, low human resource capacity in the field of information technology, and the absence of special regulations at the village level that regulate e-government management. Abstract

Clean water is an important element in everyday human life. Providing clean water is one of the responsibilities of the local government to ensure that the community has access to proper clean water. The Regional Drinking Water Company (PDAM) Tirta Dumai Bersemai is managed with the main objective to provide clean water services to the people of Dumai City, but in providing its services there has still been no optimal service and many public complaints about the services provided by PDAM in Dumai City. This study aims to describe the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City in 2023 and to describe the factors inhibiting the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City in 2023. The research approach used is a qualitative approach using a descriptive research type. The location of this research was conducted at PDAM Dumai City. Data collection techniques were carried out by interviews and documentation. Data analysis techniques are carried out by collecting data, reducing data, presenting data, and concluding. The results of this study indicate that the quality of clean water provision services by PDAM Tirta Dumai Bersemai in Dumai City is still less than optimal. This can be seen from direct evidence (tangibles) that PDAM Dumai City does not yet have adequate facilities. Likewise, with reliability, there are still many complaints felt by customers. In terms of responsiveness, PDAM Dumai City is less responsive because it does not provide an appropriate response to customer complaints. However, in terms of assurance and empathy, it has been assessed as optimal. The inhibiting factors are budget constraints and suboptimal quality of human resources.
