Abstract

Law Number 7 of 2017 Article 1 Paragraph 17 regulates that "the Election Supervisory Body (Bawaslu) as an election organizing institution throughout Indonesia" has the authority to, among other things, supervise the implementation of election stages, receive reports of alleged election/regional election violations, and follow up on findings or reports to authorized agencies. Supervision carried out by independent institutions and community supervision to realize the main objectives of the election itself. This is known as participatory supervision. Participatory supervision is contained in Bawaslu Regulation No. 2 of 2023. This study aims to determine how the implementation of the participatory supervision program of the Pekanbaru City Bawaslu in 2024 and the obstacles faced. This study is a study that uses a qualitative method presented descriptively based on secondary and primary data using data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation and drawing conclusions. This study is based on the participatory supervision theory put forward by Suswantoro. The indicators of participatory supervision consist of limited, broad and issue-based participatory supervision models. The results of this study indicate that in the implementation of the participatory supervision program, Bawaslu Pekanbaru City has a superior program, namely the participatory supervision socialization program. There are three types of participatory supervision discussed, namely limited, widespread and based participatory supervision. Each indicator has its own strategy to improve the participatory supervision socialization program. Abstract

The regent working and having an office in the village (Bujang Kampung) program is an initiative of the Siak Regency Government to improve access and quality of health services in remote areas. This program offers free health services, including specialist doctors, but faces several challenges such as a lack of specialist doctors, limited implementation time, less effective outreach, and a budget that was not allocated well at the beginning of the year. This program has also received the attention of the Indonesian Ombudsman and is dealing with high rates of diseases such as Dengue Hemorrhagic Fever (DHF) and Acute Respiratory Infections (ARI). This study uses a descriptive qualitative method, with the determination of informants using purposive sampling techniques, with the theory of government strategy by Geoff Mulgan (2009) with indicators of purpose, environment, directions, actions, and learning. This study explains the strategy of the Regent and Deputy Regent in implementing the Regent Working and Having an Office in the Village (Bujang Kampung) of Siak Regency in 2023. The results of the study show that the Regent and Deputy Regent of Siak issued Regent Regulation No. 6 of 2024 concerning the Implementation of Public Services through the Bujang Kampung Program (Regents Working and Having Offices in Villages). Several strategies implemented include intensive communication between agencies, budget optimization through ORGANISASI PERANGKAT DAERAH (OPD) operational funds, and the launch of the "Siak Melesat" mobile health service. The government also integrates health education, encourages the active role of village officials, and establishes partnerships with companies through CSR such as PT BSP and PT RAPP which provide Supplementary Food Provision (PMT) assistance. New strategies include a participatory approach, local technology, and an integrated service model, with a focus on innovation and continuous improvement. Abstract

This study aims to determine the work coordination and obstacles in the work practices of receptionists and room attendants at Hotel Tjokro Pekanbaru. The research method used is a qualitative method with data collection techniques through interviews and observations. The results of the study indicate that the work coordination between employees and reception staff with room attendants at Hotel Tjokro Pekanbaru has been running well, but there are still obstacles faced that have an impact on guest complaints and operational efficiency. Therefore, this study recommends improving the work coordination of receptionists and room attendants at Hotel Tjokro Pekanbaru through training and development as well as regular monitoring and evaluation so that reception staff and employees with room attendants at Hotel Tjokro Pekanbaru better understand work coordination and how to improve it. Abstract

This study aims to analyze the implementation of the duties and responsibilities of room attendants at Hotel Grand Antares Indonesia, as well as to identify the operational challenges that arise As one of the four-star hotels in Medan, Hotel Grand Antares is required to maintain the quality of service to meet the needs of both leisure and business guests. This research uses a descriptive qualitative approach with data collection techniques such as in-depth interviews, direct observation, and documentation. The findings indicate that the duties of room attendants include room inspections, providing guest amenities, reporting lost and found items, and maintaining cleanliness in the areas according to the established standard operating procedures (SOP). However, challenges such as time constraints, limited workforce, and lack of coordination between departments often hinder the achievement of optimal work efficiency. This study concludes that the implementation of the duties and responsibilities of room attendants at Hotel Grand Antares Indonesia meets most of the established service standards. However, improvements in time management, regular training, and enhanced interdepartmental coordination are necessary to increase operational efficiency and the overall guest experience Keywords: Implementation of room attendant duties, operational challenges, SOP

Abstract

Hotel is one type of accommodation that uses part or all of the building to provide lodging, eating and drinking services and other services that are managed commercially. A hotel certainly has a department that has a big role, one of which is the Housekeeping Department. Housekeeping Department is part of the hotel department that is responsible for the cleanliness, tidiness and comfort of guest rooms, public areas, restaurants, bars and other outletsThe purpose of this study was to find out how to work and what were the obstacles to the implementation of the duties of the room attendant Housekeeping department at the Tjokro Hotel Pekanbaru. In writing this paper, the author uses qualitative data analysis techniques, namely analyzing, describing and summarizing various conditions, situations from various data collected in the form of results from interviews and observations about the problems studied that occur in the field. Abstract

This study examines the Strategy of Village-Owned Enterprises (BUMDes) Usaha Jaya, Rangsang Barat District, Meranti Islands Regency in 2022. Based on Government Regulation Number 11 of 2021 concerning the Establishment, Management, and Development of BUMDes at the Village Level. This study uses the strategy theory of Anatan and Ellitan which includes three aspects: Technology, Innovation, and Operations. The research approach used is qualitative with data collection techniques in the form of interviews and observations. The results of the study indicate that BUMDes Usaha Jaya Desa Bina Maju has implemented technology, innovation, and operational strategies for However, the Operational strategy still experiences obstacles in the marketing aspect of BUMDes product promotion funds, especially in the use of social media. This study emphasizes the importance of implementing strategies for good BUMDes management by paying attention to supporting factors so that the implementation of programs run by BUMDes will bring benefits that are directly felt by the community. Abstract

This research is motivated by the essential role of the Village Consultative Body (BPD) in supervising the administration of village governance, particularly in ensuring that village development is carried out in accordance with planning and community needs. The problem addressed in this study is how the BPD exercises its supervisory function over the performance of the Village Head in the development of Kuala Semundam Village, as well as the factors that influence the effectiveness of that supervision. The purpose of this study is to identify and analyze the implementation of BPD’s supervisory role over the Village Head’s performance and the obstacles faced in its execution. This research uses a qualitative descriptive method, with data collected through interviews, observations, and documentation. The theoretical framework employed is Simbolon's theory of supervision, which includes internal, preventive, and repressive supervision in the execution of duties to achieve certain objectives. The results of the study indicate that the supervision carried out by the BPD over the Village Head’s performance is still not optimal. This is due to several factors, including supervision that is mostly limited to meetings without direct field observation, and a lack of understanding among BPD members regarding their supervisory functions and responsibilities. In addition, there are inhibiting factors such as limited time, inadequate resources, and a passive work culture. Therefore, there is a need to enhance the capacity and awareness of BPD members so that their supervisory role can be carried out more effectively in supporting the overall development of the village. Abstract

This thesis is motivated by the lack of attention, especially to the provision of facilities and infrastructure for vegetable farmers. There is a lack of outreach or outreach to vegetable farmers in Maharatu Village. The purpose of this thesis is to determine the role of the Pekanbaru City Agriculture and Fisheries Office on vegetable farmers in Maharatu Village and to determine the influence of the Pekanbaru City Agriculture and Fisheries Office on vegetable farmer empowerment in Maharatu Village. The researcher used a qualitative research approach. The research location was agricultural land in Maharatu Village, Marpoyan Damai District, and the Pekanbaru City Agriculture and Fisheries Office. The types and sources of data in this study were primary data in the form of interviews and observations conducted by the researcher, while secondary data supported the primary data, namely the Pekanbaru City Profile, the Pekanbaru City Police Profile, and information about the Tanjak Polresta Application. Data collection techniques used were interviews and documentation. Meanwhile, data analysis was carried out using qualitative analysis. Based on the research results and discussion, it can be concluded that the role of the Pekanbaru City Agriculture and Fisheries Office in empowering vegetable farmers in Maharatu Village, Marpoyan Damai District in 2021 is evident in the implementation of facilitator indicators, which provide assistance to vegetable farmers. Catalyst indicators include providing high-quality seeds at affordable prices. Regulatory indicators, however, are not implemented due to the lack of training programs for vegetable farmers, and dynamic indicators include the limited number of visits by the Pekanbaru City Agriculture and Fisheries Office to vegetable farmers. The influence of the Pekanbaru City Agriculture and Fisheries Office on empowering vegetable farmers in Maharatu Village includes conducting training, providing counseling, and providing seed and fertilizer assistance. Abstract

This study aims to analyze the facility planning for the Tobek Paboun tourist attraction in Pebaun Hilir Village, Kuantan Mudik District, Riau Province. Tobek Paboun is a tourist destination offering natural beauty and local culture, but has experienced a decline in visitor numbers due to inadequate facilities. The research method used was qualitative with a descriptive approach, involving interviews, observation, and documentation. The results indicate several obstacles in facility planning, including funding and land acquisition issues. Nevertheless, the management is committed to improving the facilities by adding gazebos, homestays, and improving existing infrastructure. This study is expected to provide recommendations for managers and the government on improving the Tobek Paboun tourist attraction to make it more attractive to tourists. Abstract

The government plays a very important role in increasing community participation in waste reduction. As a regulator, the government is responsible for formulating policies that support sustainable waste management. As a dynamizer, the government plays a role in encouraging community involvement through socialization and education. Meanwhile, as a facilitator, the government must ensure the availability of adequate facilities and infrastructure to support the waste management system. This study aims to analyze the extent of the government's role in increasing community participation in waste management in Marpoyan Damai District, Pekanbaru City. This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation studies. The results of the study show that the government has issued various policies, such as Regional Regulation No. 18 of 2008 concerning Waste Management and Pekanbaru Mayor Regulation No. 6 of 2023 concerning the Reduction of Plastic Bag Use. However, in its implementation, there are still various obstacles, such as a lack of policy socialization and low public awareness of sorting and managing waste. As a facilitator, the government has implemented various programs, such as awareness campaigns on reducing plastic waste, waste bank programs, awareness campaigns on reusing used items, awareness campaigns on Eco Enzymes, and others. However, public participation remains suboptimal due to insufficient education and lack of coordination with private sector entities and environmental communities. As a facilitator, the government has provided waste management facilities; however, in terms of reduction, these are still inadequate and do not fully meet community needs. Therefore, more innovative and collaborative strategies, as well as enhanced supervision and awareness campaigns, are needed to ensure that existing policies are implemented more effectively and encourage the community to be more active in waste reduction. The conclusion of this study is that the government's role in increasing community participation is still not optimal, as seen from the facilitator indicator.
