Abstract

The Uyghurs are an ethnic group living in the western part of China. The presence of different ethnic Uighurs with ethnic Chinese majority and Uighur ethnic refusal to become part of China resulted in pressure from the Chinese Government. The existence of Chinese government pressure is causing resistance and ethnic Uighur separatism.The Chinese government's actions sparked protests and demonstrations from ethnic Uighurs, leading to the biggest unrest that occurred on July 5, 2009. Turkey, which has primordialism ties to Uighurs from historical, cultural, linguistic and religious affiliations, reacted strongly through the protests of Prime Minister Erdogan and Turkish public through demonstrations and mass media. But in September 2010, the two countries conducted joint military exercises on Turkish invitations and were followed by the highest-level visits by the two countries' elites, as well as ties between the two countries, with cooperation in various fields initiated by Turkey and China.Using a conceptual framework of motivations that encourage a country to react to ethnic conflicts involving its ethnic ties, the study concludes that there are factors other than affective factors that influence Turkey's attitude toward the Uighurs who inhabit the Xinjiang region and Turkish relations and its relationship with China .Keywords : ethnicity, Turkey, Uyghur, China, policy, foreign policy

Abstract

Public service in administrative management at Kotabaru Seberida Village Office is not yet optimal. Not optimal public service in Kotabaru Seberida Village Office caused by not implemented SOP (Standard Operational Services) that have been set.In this study the authors use the theory L.P Sinambela (2006) which consists of transparency, accountability, conditional, participatory, equality of rights, and the balance of rights and obligations. The type of research is descriptive qualitative research method.The result of the research shows that public service in administrative management at Kotabaru Seberida Village Office has not been optimal. The not optimal public in Kotabaru Seberida Village Office is caused by the not being implemented SOP (Standard Operational Services) that have been set.Keywords: Service, Public Administration, Optimal Service

Abstract

This research was conducted in Mandau Subdistrict, Duri District of Bengkalis with problem formulation that is (1) What are some forms of social adaptation conducted by households of employees experiencing Termination of Employment? (2) What is the most dominant form of Adaptation carried out by the household of the employee who is terminated? (3) What are the factors that influence employees to choose the dominant social Adaptation?Termination of employment occurred in the city of thorns, Mandau district. Termination of employment is the termination of employment relationship due to a matter that causes the ending of rights and obligations between workers and the company. The termination of employment resulted in an increase in the number of unemployed. Economically, termination of employment can stop the family income generating process, and cause difficulties in the fulfillment of life needs. In this case an adaptation strategy is needed. Adaptation strategy or survival strategy is one's ability to apply a set of ways to overcome various problems in economic life. The strategies undertaken by the five former employees are active strategy, passive strategy and network strategy. This research uses qualitative data analyst research techniques, namely the description of the actual conditions. The research subjects used are 5 employees who have experienced job termination from CV. Abadi Jaya.Keywords: termination of employment, adaptation, survival strategy.

Abstract

The Village Consultative Board (BPD) as the policy and supervisory council in the implementation of village policy performs its function to build the village, where the success of village development is the basis for the achievement of the national development objectives. Currently there are still unfinished development in Binabaru Village, the society can not fully conduct their aspirations, lack of socialization, lack of member training, and lack of coordination of the village and BPD in Binabaru Village. This study aims to know clearly about the implementation of the functions of BPD and the factors that influence it.The theory used is Theory Widjaja said that the village consultative institution is a council that functions as follows: assign a plan of village regulations with the headman, collecting and distributing the aspirations of the society and take supervision of the headman performance. This research uses qualitative descriptive method with observation and interview data collection techniques. The factors that affect the implementation of the function is the factor of education, coordination and socialization. Research location in Binabaru Village Kampar Kiri Tengah District Kampar District. The research informants are Village Head, Head of BPD, Secretary of BPD and Member of BPD Binabaru Village. This research uses qualitative research method with descriptive analysis by using data collection method technique, observation interview and documentation.The result of the research shows that the implementation of BPD function in Binabaru Village has not run maximally due to the absence of transparency from the village head to the BPD in carrying out the task and the personal problems between the two causes the obstruction of the making of Village Regulation, the absence of facilities and infrastructure such as offices and supporting equipment BPD functions such as laptops and printers because no funds are derived from the Village to build BPD offices, there is no training provided by the local government due to the unavailability of the Technology Guidance Program (BIMTEK) from the District Government. Abstract

Every teacher has hope for improvement of student's learning achievement. Therefore, teachers use instructional communication in order to change student behavior to be a better direction. Instructional communication is an interaction used by teachers in the learning process to improve student achievement in Computer and Engineering skills programs network. The purpose of this research is to know the instructional communication process, methods and instructional media that teachers use when teaching productive subjects.This research uses qualitative research method. Informers at this research are the head of program expertise, teachers, and students on the Computer Network Engineering expertise program. While the object in this study is instructional communication of teachers on Computer Engineering and programming skills Network at Vocational High School Teachers Training Faculty of Labor University of Riau. Data collection techniques used are observation, interview and documentation. In achieving the validity of data in this study, the authors used extension of participation and triangulation.The results showed that instructional instructional process of teacher who taught productive subjects on Computer Engineering programming skills and Network includes content specifications and instructional objectives, early behavioral assessment, the establishment of instructional strategies, the organization of instructional units, and feedback. Instructional communication is done using method lectures, discussions, demonstrations, field trips, experiments, exercises, and problems solving. To support instructional communication to run smoothly, then media of learning are required. The media used by teachers are books, computers, pictures, modules, internet, e-learning, applications, video, projectors, and other tools students need when practicing like utp cable, crimping tool, lan tester, rj45 connector, wireless card, hub, router, switch, cd installation, screwdrivers plus minus, pliers, brushes.Keywords: Instructional Communication, Vocational High School, Engineering Computers and Networks

Abstract

Bigo live is one of the social media that become viral among students in the University of Riau today which became a unique phenomenon of its own. Bigo Live is exist because of the uniqueness features it has, as if feature live streaming, video call and give. Departing from the motive, meaning, experience of the students users of Bigo Live which is very viral at this time. This study aims to determine the motives of students using Bigo Live among the University of Riau, meaning of Bigo Live features For students in the University of Riau, and the experience of Bigo Live users among the University of Riau. This research method is using a qualitative research method with phenomenological approach. The informants in this study were five users of Bigo Live who selected using purposive technique. Data was collected through in-depth interviews, participant observation, and documentation. This research uses an interactive data analysis model of Miles and Hubermen, using the technique of examining the validity of data through the extension of participation and triangulation. The results of this study indicate that the motives of Bigo Live users is the motive of the past (because motive) in the form of friend invitation, kepo (knowing every particular object) and trend, and the future motive (in order to motives) in the form of interaction with new people and expertise. The meanings of Bigo Live features for students include Bigo Live as a medium of entertainment, Bigo Live as a Media lecture and Bigo live as an expression of feelings. The communication experience of Bigo Live user is a pleasant experience (Positive) includes adding friendship network, build a good relationship with users and entertaining yourself. Unflattering (negative) experiences include blasphemous accounts resulting in discomfort, and Bigo Live users who use Bigo Live badly.

Abstract

This study aims to determine the effect of compensation and work environment on employee job satisfaction partially and simultaneously at PT. Suka Fajar Pekanbaru. This study uses questionnaires as a means of collecting data distributed to 69 employees by using the slovin formula. Sampling method in this research using proportional random sampling method. The data from the questionnaire was further processed using descriptive analysis and statistical analysis using SPSS 21.0 by performing validity test, reliability test, simple linear analysis, multiple linear analysis, determination analysis (R²) and hypothesis test with t test (partial) and F ( Simultaneous).The results showed that the results of the first hypothesis testing of compensation on employee job satisfaction is t hitung (10,078) > t tabel (1,996), meaning that compensation variable significant effect on employee job satisfaction. Both work environment on employee job satisfaction is t hitung (8,643) > t tabel (1,996), meaning work environment has a significant effect on employee job satisfaction. The result of F test of compensation and work environment on employee job satisfaction is F hitung (62,814) > F tabel (3,136), meaning that compensation and work environment simultaneously have a significant effect on employee job satisfaction.Keywords: Compensation, Work environment, Employee Job Satisfaction

Abstract

This study aims to determine the implementation of the function of Village Consultative Agency in accommodating and channeling the aspirations of village communities in the Village Koto Tuo Kuantan Tengah District Kuantan Singingi Year 2015. This study uses qualitative research methods with descriptive research type, which can be interpreted as a process of solving problems investigated by describing the state of research subjects based on the facts found.This research found that the function of BPD in accommodating the aspirations of the community has not been implemented maximally because it has never conducted an activity that is accommodating the aspirations of the community. In channeling the aspirations of the community to the village head is still poorly implemented. Because all the aspirations that come from the community there is no follow-up. In addressing the aspirations of the community also has not been able to address the aspirations of the community because it rarely holds meetings with in terms of discussing the problems in the village. In determining the rules and programs of village development in accordance with the aspirated or desired by the community also looks less running properly this is due to lack of understanding with the main task and function.The conclusion is that the function of BPD in accommodating and channeling people's aspirations has not been done well. As for the causes or constraints faced by BPD in accommodating, and channeling the aspirations of the community is the absence of BPD go down directly to the community causing the difficulty implemented to accommodate and channel the aspirations of the community and the lack of attention from the members of BPD to the problems of society.Keywords: BPD Function, Accommodate and Distribute People's Aspirations

Abstract

Conflict Management Boundary between Pekanbaru District of Kampar (Case Study Sub-District of Bukitraya Pekanbaru) is an effort to resolve conflicts conducted by related parties in this case RW 15, RW 16 and RW 18 Simpang Tiga village Bukitraya sub-district to get a solution of the clarity of their status in administrative demography. This conflict management effort has been done since December 2015 until now and has not yet got the solution. According to Wirawan's theory, conflict management consists of third parties (conflict parties), conflict strategies, conflict control, and conflict resolution.This study aims to find out how the Conflict Management of the Boundary of Kampar Pekanbaru (Case Study Sub-District Bukitraya Pekanbaru) by using descriptive qualitative method where the author uses interviewing and observation techniques in the field with research informant, Sub-section Head of the Inter-Regional Border of Riau Province, Secretary of Lurah Simpang Tiga, Chairman of RW 15, RW 16, RW 18 Simpang Tiga Village and residents of RW 15, RW 16, and RW 18 Simpang Tiga Village.The result of the research shows that the management of boundary conflict in Kampar Pekanbaru (Case Study of Sub-district of Bukitraya Pekanbaru) has not been maximal since all the efforts are only done by RW 15, RW 16, and RW 18, people who feel disadvantaged. The factors that influence the management of Boundary Conflict Kampar Pekanbaru (Case Study Sub-District Bukitraya Pekanbaru) is the absence of commitment Pekanbaru City Government in enforcing the Minister of Home Affairs Regulation No. 18 of 2015 about the Boundaries of Kampar Regency with Pekanbaru City Riau Province and absence of supervision during the settlement of this conflict.Keywords: Conflict Management, Boundaries

Abstract

The tourism industry is industry that growing very rapidly in the world, the tourism industry is very closely related to its aviation industry. Due to the rapid development in tourism world, will affect the high use of air transportation as a means used for tourists to travel to tourist destination. Through air transportation will greatly facilitate tourists to be able to visit a tourist destination be it in the country or abroad and also will save more time when compared with land and sea transportation.The air transportation is closely related to the Airport. Airport is an airfield, including any buildings and equipment that are minimal to ensure the availability of facilities for air transport to the public. The purpose of this research is to know the airplane passenger’s valuation of terminal building facilities at Sultan Syarif Kasim II International Airport Pekanbaru.This research uses quantitative descriptive approach with quantitative and qualitative data types to analyze problem. The sample used is 100 respondents and the data obtained through questionnaires, observation and documentation. By using Likert scale as a measuring tool. The results of the research showed the airplane passenger’s valuation of terminal building facilities from various indicators are categorized good. The conclusion of this research is the existing facility in the airport terminal building with good category and the writer's suggestion for airport management is to maintain the condition of the existing facility so that airplane passenger’s valuation on existing facility always good and will be better in the future.Keywords : Valuation, Facilities, Airport Terminal Building
