Abstract

Conflict of indigenous communal land Gunung Sahilan Village with one of the private firms, namely PT. RAPP concession due to industrial timber estates (HTI) PT. RAPP is above the communal land belonging to indigenous village Gunung Sahilan, therefore the public demand to restore the land, but the company could not meet the demands of society on the grounds that their land is State land and has been given permission by the Ministry of Forestry to manage the land The. This conflict continued and led to the clash between the two sides that led to as many as 15 injured people from the indigenous village of Gunung Sahilan, 14 people from the PT. RAPP and damage to the motorcycle belonging to indigenous village Gunung Sahilan 75 units. This clash ended peacefully with the agreement of both parties that the results of PT. RAPP bear all medical expenses of victims clashed and replace all damage to public vehicles damaged by the symbol would. PT. RAPP also be sanctioned for violating the indigenous customary law applicable by the villagers of Gunung Sahilan, given traditional sanctions in the form of 3 buffaloes, cows and money 3 helatan implementation of Rp. 30,000,000.This research was conducted in the village of Gunung Sahilan District of Gunung Sahilan Kampar district. This study aims to determine the problems of indigenous communal land conflicts in the village of Gunung Sahilan District of Gunung Sahilan Kampar District, and to determine how to resolve conflicts and obstacles to its completion. The theory used is the Theory of Customary Law, Theory and Theory Conflict Local Government. Methods This study is a qualitative research method, while engineering is a field study data collection (interviews), study the documentation and study of literature. While data analysis is done descriptively.This conflict resolution is still in the process of settlement, each party persisted with their respective opinions on the status of the disputed land, so that the two sides are still looking for a solution to get the best solution for both of them.Keywords: Resolution, Conflict, Communal Land

Abstract

According to Olsen and Eadie (in Bryson 2000), strategic planning is a disciplined effort in to make decisions and actions that shape and guide how to become an organization, what the organization, and why organizations do things like that. Pekanbaru is one of the areas that carry out governance and development direction and specific goals to be achieved through development in all areas, including the field of tourism sector. The method used in this research is descriptive method is a qualitative approach to this research will provide a picture or describe in a systematic, factual and accurate to the object to be studied. Based on the results of research through interviews and observation. Strategies of Tourism Arts and Culture in the developing of Tourism has been implemented properly, can be seen from the object and the development of a tourist attraction by providing arts and cultural development of the region and conduct organizing festivals and arts and culture events in the area.Keywords : Strategy, Organization, Tourism.

Abstract

Food security is the agricultural sector, which has a strategic role in the development of the regional economy. Kabupaten Rokan Hilir is the largest rice production to reach 50-55% in Riau. Badan Ketahanan Pangan to seek sustainable food security through programs that try stability of rice back. Based on the Law of the Republic of Indonesia Number 18 Year 2012 on Food. Article 41 which reads "Food Diversification is an effort to increase the availability of Food are diverse and are based on potential local resources to meet Food consumption patterns are diverse, nutritionally balanced, safe and fulfilled.The purpose of this research is to answer the problems that exist in the study first, to know efforts the Badan Ketahanan Pangan Kabupaten Rokan Hilir in optimizing availability of food; second, to identify and explain the factors that influence efforts the Badan Ketahanan Pangan Kabupaten Rokan Hilir in optimizing availability of food Year 2011-2013. This type of research is a qualitative research method. The location of this research conducted in Kabupaten Rokan Hilir Province Riau. Data collection techniques including observation, documentation studies and field studies (interview), and analyze the data descriptive.The research showed that the implications of the implementation of optimize food the Local Government Kabupaten Rokan Hilir delegated to the Badan Ketahanan Pangan Kabupaten Rokan Hilir as co-administration the conduct prevention and counseling programs in rice production availability. in the context of what happened today with the rampant land conversion of food to non-food in Rokan Hilir indicate that the lack of local government efforts in the implementation of supervision and counseling in the field of agriculture. Abstract

The purpose of this paper is to investigate the implementation of the Regulation on Budget Rural Village ( APBdes ) in the village of Kuala canal and explain the obstacles that prevent the implementation of village regulations on the implementation of the APBDes . Implementation of rural development programs through the village of financing by using the appropriate regulatory APBDes village where the village chief and his staff Kuala canal should invite the public to rural development programs, so that people know that the program will be conducted, but no socialization village chief and his staff to the community. Abstract

The unitary Republic of Indonesia is responsible to protect all the people of Indonesia and the country of Indonesia with the aim to provide protection to the lives and livelihoods, including the protection of the disaster, Siak Regency is a regency in Riau Province where several sub-district is on the edge outskirts Siak River , which allows the occurrence of disasters, floods and forest fires, floods that hit most of the sub-district in Siak, one of them in the study of floods that occurred at Sungai Mandau District in 2013. The purpose of this study was to determine how the strategy undertaken by the Regional Government of Siak (Regional Disaster Management Agency, Social Services, Public Health Service) in flood disaster management at Sungai Mandau District 2013. While the method used is qualitative research method, wherein the method This indicates to the research procedures that produce descriptive data that phrase or note made in the form of interviews and documentation were then taken to a conclusion. Based on the research results, the strategy undertaken by the Regional Government of Siak (Regional Disaster Management Agency, Social Services, and the Department of Health) is by way of cooperation, coordination, and communication. Then in this case there is one factor inhibiting the strategy can work well, among them the lack of planning, lack of facilities or transportation, lack of public awareness so that strategies do not yet well established. Siak government in disaster management, which occurred at Sungai Mandau District has not run well in this case because of the Government of Siak not perform the functions of coordination and management of the government as well.Keywords: Cooperation, Coordination, Communication.

Governance Management mounted by Countryside of Bandur Picak of District of Koto of Pate;Upstream Camphor generate various polemic in management of countryside governance, specially Countryside of Bandur Picak, where countryside management during the time namely countryside of mains of Countryside Sibiruang cannot be locked out of a concept " String of Bapilin Tigo or Tigo of Stove Sajarangan" with the meaning activity management in countryside very relate to the institute of exist in countryside namely, Countryside Governance, Ninik Mamak (leader of tribes) and Moslem intelectual. Target of research is to know and explain the impact of pemekaran countryside to unity of Customary Law in Countryside of Sibiruang and Countryside of Bandur Picak of District of Koto of Pate;Upstream Camphor, and description of about effort is solving of the problem of unity customary law in Countryside of Sibiruang and Countryside of Bandur Picak of District of Koto of Pate;Upstream Camphor. Analyse the data of performed within this research is data analysis qualitative. Affect the breaking countryside to unity of Customary Law in Countryside of Sibiruang and Countryside of Bandur Picak of District of knowable Koto Pate;Upstream Camphor namely, Breaking of Countryside of Countryside of Bandur Picak of District of Koto of Pate;Upstream Camphor from its mains countryside is Countryside Sibiruang generate the polemic in execution of values and unity [of] customary law of exist in both the countryside. Abstract

Success or failure of most organizations is determined by the quality leader entrusted with the task of leading organisasi.because that, in moving the indispensable participation of leadership and quality (quality leader).However, in fact in the village of Pulau Baru Kuantan District Hilir Regency Kuantan Singingi Opposite leadership The village head was found indications less acceptable to all the villagers are: (1) the high cost of obtaining a birth certificate that is not in accordance with Regulation Kuantan Singingi About Retribution Identity Card replacement fee and Deed civil registration. (2) Development conducted in the village of Pulau Baru through funding from the Village Fund Allocation (ADD) is less well targeted. (3) The head of the village are less able to embrace and accommodate the aspirations of the community so that leadership is less able to integrate the interests in the midst of society. (4) The head of the village are less able to establish cooperation with the Village Consultative Body as a partner in rural development.The method used is qualitative data collection techniques with interviews, was conducted to determine the leadership of the village chief in the administration of the village administration, literature study, a method of data collection in order to obtain secondary data hold directly on the object under study.Based on the results of the study authors, leadership village chief in the village of Pulau Baru Kuantan District Hilir Regency Kuantan Singingi Opposite is the village chief has not been able to embrace the public to be together in rural development. Abstract

Practice Designation of Acting (PJS) in an environment of village government still maintained until now. In Kuantan Singingi even contain it in legal products, namely Singingi Kuantan District Regulation No. 4 of 2009. In Article 46 paragraph (7) states that "after the dismissal of the chief, the Regent raised Acting Head of the village with the principal task of holding Elections Village head most 6 (six) months after delivery of the Decree as Acting Chief. The research problems are how the duties and authority of Acting (PJS) Head of the village in the district of Pangean Regency Kuantan Singingi governance and how the village after the stipulation of Acting (PJS) Head of the village in the district of Pangean Regency Kuantan Singingi.The research location is in the district of Pangean Regency Kuantan Singingi. The method used is qualitative research, data collection techniques are interviews, observation and documentation.Based on the survey results revealed that during the leadership of Acting (PJS) Village Head in the village of Pasar Baru, Pulau Kumpai and the village of Padang Kunik not carrying out the duties and authority as it should be, so that the condition of the village is not working properly in accordance with the purpose of government and rural communities in particular, and the resulting adverse impact such instability village conditions. Background problems implementing the Infrastructure Development Acceleration Program / District Village Self In Sekijang Village District of Bandar Sei Kijang Pelalawan in 2013 was less than optimal implementation of the program in terms of public participation. With the approach of the implementation of the program of community empowerment means the entire process of implementation of activities (preparation, planning, implementation and post-implementation physical physically) active community participation listed on Pelalawan decree No. 63 of 2013.The research goal is to examine how community participation in every phase of activity in the Infrastructure Development Acceleration Program / District Village Self In Sekijang Village District of Bandar Sei Kijang Pelalawan in 2013.The study was conducted with a qualitative approach with descriptive type. Abstract

This study describes the process of conflict and handling conflicts that occurred in the village Terantang Mining District of Kampar. Where the object is the cause of this conflict is the presence of volatile permission granted by government authorities against the mining business, located in the village of Terantang.Sementara that, from the beginning of mining has been rejected by indigenous peoples Terantang village, by reason of damaging the environment and mining areas is still included into the traditional lands of indigenous peoples Terantang.Sementara village, in providing the appropriate government permission in violation of the procedure. Where it should be before the permit is issued must first be approved by the local community and should consider the environmental kersakan will happen. However, it is not done, so this is what makes this volatile conflict. The method used in this study is a qualitative approach with a qualitative analysis method deskriptif.Dipilihnya this approach as a method of analysis in this study because in this study the focus I want to see is how the settlement of the conflict mineral permits in the village Terantang class C Mining District of Kampar , Keywords: agrarian, indigenous peoples and conflict.
