Abstract

Recently, good governance constitutes keyword in the framework ofbureaucratic reform, particularly among less-developed countries. The process of achieving good governance, however, is “a long and winding road” indeed. In such a case, NPM might be fruitful in offering strategy, method, principles, and instrument on how to reconstruct and refurbish governmental affairs and practices. The basic idea of NPM is that government must pay more attention to the notion of “public responsiveness”, rather than to the effort of improving “effectiveness over internal management”. In other words, NPM advocates the process of democratizing public administration, as one of the good governance main characteristics. It also means that when government is on-process of being more democratic, the concept of good governance is actually workable. And whenever it works favorably, KKN (Indonesian term of corruption, collution and nepotism) could be significantly reduced.Keywords: kepemerintahan yang baik, new public management, reformasi birokrasi.

Abstract

The autocratic regime under Suharto administration (1966-1998) is widelybelieved to be the main source of regional disparity incidence. In line with the blowing of “wind of change” i.e. total reform, decentralization framework is becoming very well-liked option in promoting democracy as well as empowering local government. Nevertheless, decentralization is not cure for all illnesses. Many experts warn that only when carefully planned, effectively implemented, and appropriately managed, can decentralization lead to significant improvement in the welfare of people at the local level. On the contrary, badly planned decentralization can worsen regional inequalities. Based on such consideration, this paper supports the idea of regular evaluation on the implementation of regional autonomy policy. Strategic sectors of development are being examined in this paper, showing the real performance level of local authorities in executing autonomous tasks and power. There are two LGU’s (local government unit) to be assessed in this paper, i.e. Kota Baru District in South Kalimantan and Penajam Paser Utara District in East Kalimantan. Abstract

One of common characteristics of the less-developed countries is widespread of economic inequality among their regions. The problem of regional disparity occurs due to differentiation of both quality and quantity of human and natural resources. Indonesia is a classic example of a country with deep economic gap among its provinces. Ironically, East Kalimantan as one of the richest provinces in Indonesia has experienced the similar case. The development of Cities is approximately faster than that of Districts. Such situation is contributed by some factors such as concentration of economic activities, uneven distribution of investment, mobility rate of production, deprived domestic and international trade, etc. The implementation of policy on regional autonomy is intended to minimize such development upheaval. To some extent, however, autonomy laws have been sharpening the disparity among regions, particularly between oil-and-gas-based-regions and non-oiland- gas-based-regions. It means that natural resource (i.e. oil and gas) industry plays crucial role in escalating local development, especially where third sector (services, technology-based, communication, etc) is poorly developed. In the long-term perspective, the dependency on natural resource which is nonrenewable should be shifted to other sector having the potency to be continuously renewed. By using affiliation from Location Quotient (LQ) analysis, this paper tries to excavate the potency and inequality of economic development in East Kalimantan Province. The analysis aims to identify the priority of sound development sector in certain area and finding out the area owning advantage of location from any sector, in order to improve efficiency of economic activities.Keywords: ketimpangan ekonomi/pendapatan, sektor potensial, Kalimantan Timur.

Abstract

In the Greater Bandung Metropolitan Area, waste is one of the crucial issues must be addressed immediately. In this regard, this study intends to investigate on how the existing condition of waste management in the Greater Bandung Metropolitan Area, from the perspective of service providers. Performance evaluation of waste management is divided into two, namely evaluation of the input and output performance. The indicators used to define the input performance includes 4 aspects: institutions, infrastructure, human resources, and budget. Meanwhile, the output performance of waste management were analyzed using three performance indicators, namely: 1) the percentage of waste transported to Waste Disposall (TPA); 2) the pattern of waste management applied in Temporary Waste Disposal (TPS) and Waste Disposal (TPA), and 3) the level of community participation in waste management. From this study, we conclude that in terms of inputs, the performance of waste management in the City of Bandung and Cimahi is considered better than that of the Bandung Regency and West Bandung Regency. As a result, the output performance of waste management in the city of Bandung and Cimahi looks better than the other two districts, especially in terms of waste transportation to landfill and waste processing.Keywords: performance evaluation, waste managementPersoalan sampah di wilayah Metropolitan Bandung Raya adalah salah satu persoalan krusial yang harus ditangani segera. Terkait dengan hal tersebut, penelitian ini bermaksud untuk menjawab pertanyaan penelitian tentang bagaimana kondisi eksisting pelayanan bidang persampahan di kabupaten/kota di wilayah Metropolitan Bandung Raya dilihat dari sudut pandang pemberi layanan (service provider). Dalam hal ini, evaluasi kinerja pelayanan persampahan mencakup dua hal yaitu: 1) evaluasi kinerja input; dan 2) evaluasi kinerja output. Indikator yang digunakan untuk mendefinisikan kondisi eksisting kinerja input meliputi empat indikator yaitu: kelembagaan, infrastruktur, Sumber Daya Manusia (SDM), dan anggaran. Sementara itu, kinerja output dari pelayanan persampahan dianalisis dengan menggunakan tiga indikator kinerja, yaitu: 1) prosentase terangkutnya timbulan sampah ke TPA; 2) pola pengelolaan sampah yang diterapkan di masing-masing TPS dan TPA, dan 3) tingkat partisipasi masyarakat dalam pengelolaan sampah. Dari penelitian ini diperoleh kesimpulan bahwa dilihat dari sisi input, kinerja pelayanan persampahan di Kota Bandung dan Kota Cimahi dinilai lebih baik dibandingkan dengan Kabupaten Bandung dan Kabupaten Bandung Barat. Hal ini selanjutnya mempengaruhi kinerja output-nya, dimana kinerja output pelayanan persampahan di Kota Bandung dan Kota Cimahi terlihat lebih baik dibandingkan dua kabupaten lainnya, terutama dilihat dari segi pengangkutan timbulan sampah ke TPA dan pengolahan sampah. Abstract

There is an assumption that instead of decentralization (devolution), unitary states prefer to choose deconcentration (administrative decentralization) as a tool to manage central-local government relationship. However, international experiences show that degree of decentralization varies among countries. Basically, this paper tries to elucidate the association between deconcentration and unitary states and provide some empirical evidences on the implementation of deconcentration in various countries. It also proposes three possible models of deconcentration for unitary states, and concludes with some notes to be considered in reformulating Indonesia's policy on decentralization. The method being deployed in this article is completely documentary studies. K uncris: deconcentration, decentralization, unitary states.Ada sebuah asumsi bahwa negara dengan bentuk kesatuan lebih cenderung menerapkan dekonsentrasi atau desentralisasi administratif sebagai instrumen dalam mengelola hubungan pemerintah pusat dan daerah. Meskipun demikian, pengalaman internasional menunjukkan bahwa derajat desentralisasi di berbagai negara sangat beragam. Atas dasar itu, makalah ini bertujuan untuk menggali dan menganalisis hubungan antara dekonsentrasi dengan bentuk negara kesatuan, dan menyajikan bukti-bukti empiris tentang implementasi dekonsentrasi di berbagai negara. Tulisan ini juga menawarkan tiga model alternatif dekonsentrasi untuk negara kesatuan, serta memberikan catatan-catatan yang dapat dipertimbangkan dalam merumuskan kembali kebijakan desentralisasi di Indonesia. Adapun metode yang digunakan sepenuhnya mendasarkan pada analisis dokumen. Kata Kunci : dekonsentrasi, desentralisasi, negara kesatuan.
