Abstract

This study is grounded in the urgency of preserving local wisdom within early childhood education and the need to integrate traditional culture with national educational policies, particularly in the context of the Merdeka Curriculum. The purpose of this research is to examine the application of a multisensory approach in Reog Ponorogo arts education as a medium for promoting holistic early childhood development aligned with local cultural values and national goals. This research employed a descriptive qualitative method, specifically investigating children's authentic learning experiences through in-depth observations, open interviews, and documentation of learning activities. The findings reveal that integrating a multisensory approach in Reog learning through movement, music, costumes, and folklore has a positive impact across multiple developmental domains. Notably, improvements were observed in sensory-motor coordination, such as enhanced body balance during dance imitation and rhythm synchronization while responding to Reog’s musical patterns. Cognitive development was stimulated through cultural symbol recognition and narrative sequencing, while social-emotional skills were nurtured through collaboration in performances and increased cultural pride. In conclusion, the implementation of a multisensory approach in Reog Ponorogo arts not only supports holistic early childhood development but also serves as a bridge between local wisdom and national policy in contextualized educational practices. This study implies the importance of culturally based education in the implementation of the Merdeka Curriculum in early childhood institutions.

Abstract

The purpose of this study is to explain the causes of problems that occur in the performance assessment of ASN employees at the Ministry of Tourism and Creative Economy/Tourism and Creative Economy Agency by using Kaswan's theory on the elements of performance assessment, namely that performance assessment can be said to be ideal if it contains performance standards, measurable performance measures, and no assessment errors occur. Based on these elements, the author then formulates a problem-solving strategy. This study uses a qualitative approach with data collection methods through in-depth interviews and documentation studies. The collected data are then processed through data reduction, presentation, and conclusion drawing. Based on the results of the study, it was concluded that the performance evaluation did not use clear performance standards; the Employee Performance Target (SKP) document listed no clear performance measures; and there were still assessment errors closely related to the element of leadership subjectivity. The author's strategy is to change the performance assessment method to a 360-degree system, so that performance can be assessed more objectively, as it is seen from various evaluators.

Abstract

The deficit in the Regional Revenue and Expenditure Budget (APBD) poses a critical challenge to fiscal sustainability in Pangandaran Regency. This study aims to analyse the impact of the APBD deficit on local governance by examining the causes, implications, and potential strategies to improve fiscal stability. A descriptive qualitative approach was used, with document analysis as the main method. Data were collected from official documents of the Pangandaran Regency Government, including regional regulations related to the 2021–2025 APBD, as well as from academic literature published on Google Scholar, academic portals, and other reliable sources between 2010 and 2025. The study results showthat the APBD deficit in Pangandaran follows a recurring pattern, with the highest level reaching 35.50% of total revenue in 2023. This region remains heavily dependent on transfers from the central government, which account for more than 77% of its annual revenue. Expenditures are mostly directed towards personnel and operational costs, while capital expenditures are trending downward. From the perspective of Public Finance Theory, Fiscal Decentralization Theory, and Fiscal Sustainability Theory, this condition poses a risk to regional fiscal capacity and may hamper long-term economic development. To address these challenges, this study recommends practical strategies: optimizing Local Own-Source Revenue (PAD) through tourism and creative industries; reallocating expenditures toward productive capital investments; and implementing performance-based budgeting to strengthen fiscal discipline. The contribution of this study lies in providing theoretical insights and concrete policy recommendations in public administration, particularly in strengthening regional fiscal independence and resilience in managing recurring budget deficits.

Abstract

The rapid digital transformation of governance has become a critical policy agenda across the globe, with ASEAN countries emerging as important laboratories for E-Government adoption. The regional diversity highlights the need to understand how digital governance evolves within Southeast Asia. This study analyses research trends and patterns related to E-Government in the ASEAN region from 2011 to 2024 using a bibliometric approach. Despite being central to digital government transformation in enhancing administrative functions and public engagement, the adoption of E-Government in ASEAN still faces persistent challenges, including the digital divide, limited ICT infrastructure, and political-economic disparities. Through bibliometric analysis of Scopus-indexed publications, this study examines the growth of research outputs, identifies leading contributors among researchers and institutions, and explores evolving thematic trends in the field. Findings reveal that Thailand, Malaysia, and Indonesia dominate the scholarly landscape. Furthermore, recent studies have increasingly shifted from focusing on technical implementation to addressing broader issues such as socio-economic impacts, international trade, and governance reforms. The results underscore the importance of policy measures that promote digital inclusion and enhance technological literacy. Strengthening transparency and building public trust emerge as crucial components of successful E-Government initiatives. For future research, the study recommends more focused case studies across ASEAN countries and further investigation into the effects of digital policies on key sectors like education and healthcare. This study is limited to English-language publications in Scopus; subsequent research could incorporate a wider range of data sources to provide a more inclusive regional perspective.

Abstract

This study examines the transformation of the government's collaborative innovation model in handling street children, focusing on the TRC Saribattang (Rapid Reaction Team) innovation in Makassar City. It is a team initiated by the government and formed by the Social Service of Makassar City to maximize performance related to handling street children, beggars, and homeless people in Makassar City. This research investigates the relative advantages, compatibility, complexity, trialability,and observability of the TRC Saribattang innovation in the context of street children management. Data was collected from 12 participants involved in street children management in Makassar City. The study analyzed their perceptions of the TRC Saribattang innovation. This qualitative phenomenological study explored Makassar’s TRC Saribattang innovation for handling street children. Results show simplified processes, stronger cross-sector coordination, and improved access to information, with significant reductions in the number of street children. The implementation's complexity is perceived as low. Observability is evident in the reduction of street children, although discrepancies exist between field reality and reported data. Challenges such as resource limitations, social resistance, and institutional coordination barriers persist. The TRC Saribattang innovation presents a simplified and more coordinated approach to managing street children. The findings of this study are based on a limited number of participants in one city and do not include comparisons with other areas. Explore the long-term impact of the TRC Saribattang innovation, investigate strategies to overcome the identified challenges, and examine the applicability of a pentahelix model for a more integrative approach.

Abstract

This study addresses the challenge of accelerating bureaucratic innovation in local governments amid rigid organisational cultures and limited intergenerational synergy. Focusing on the City of Sukabumi, the research explores how the internalisation of BerAKHLAK values intersects with the implementation of Agile Bureaucracy to shape adaptive and innovative public service behaviour. While both frameworks have been promoted in Indonesia’s civil service reform agenda, few studies have analysed their combined effect at the municipal level. Employing a mixed-methods approach—quantitative surveys (n = 35) and focus group discussions with OPD stakeholders—this study finds a significant positivecorrelation (r = 0.551; p < 0.05) between value internalisation and organisational innovation capacity. Key enabling factors include leadership, cross-sector collaboration, and flexible structures, while hierarchical rigidity and generational divides act as barriers. The study contributes to public administration literature by offering an integrated framework that links values-based governance and agile organisational practices. Practically, it provides reform insights for mid-sized city governments seeking to foster more responsive, collaborative, and innovative bureaucracies. Sukabumi’s experience offers a relevant model for other second-tier cities facing similar governance and innovation challenges in decentralised public administration systems.

Abstract

Digital transformation is the main focus in the development of public administration, including in Indonesia. The Electronic-Based Government System (SPBE) implementation at the regional level still faces constraints in human resources, budget, and infrastructure. Bandung City serves as an ideal model of successful SPBE and Smart City implementation. A holistic assessment of the success of digitaltransformation in public administration was performed in this research by combining theoretical approaches (Stakeholder Theory, RBV, and Innovation Diffusion) and practical approaches in the field. This study employed an explanatory sequential mixed methods design, involving 75 quantitative survey respondents and 30 qualitative interview informants at the Bandung City Diskominfo. The data were analyzed using descriptive statistical techniques and thematic analysis. Five key factors, namely (1) Expectations of employees/implementing employees, (2) Expectations of ICT technical operators, (3) Organizational culture, (4) Relative profitability, and (5) Digital leadership were found as the significant factors. The holistic approach successfully integrated multiple theories and field practices in responding to criticisms of previous studies on technical-social focus inequality. The results provide more effective and contextual strategic guidance for local governments to improve the implementation of digital transformation in the public sector.
