Abstract

This article discuss how diplomacy has been conducted by the increasing participation of the public in diplomatic activities. Coomunication technology can wider opportunity of citizen to make relations with another. In practice citizen diplomacy could not be easily differentiated from public diplomacy. Both of them still involvement of non-state actors (person, organization or public community) to increase the credibility of state’s diplomacy. Participation of citizen to make relationship with another from other countries also increase understanding each national identity. Citizen diplomacy still sees the participation of the public to support the government’s diplomacy. There are five typology of citizen diplomats from Paul Sharp to identify actors in citizen diplomacy and their forms of participation. Impact of this citizen diplomacy was very useful to developing countries. To sum up of this article, citizen diplomacy can be a method in conducting international relations through three criteria: participation of citizen, complementary to statebased diplomacy and requires non-state actors’ posession of global awareness.

Abstract

This paper ponders the recent military co-operation between Russia and China in East Asia. Following the US’s pivot to Asia, Putin also began to eyed Asia through ‘looking east policy. It commenced with restoring bilateral relationship with its east neighbouring countries mainly, China. To some extent the military cooperation between Russia and China have been based on the same perspective and mutual interest related to the growing presence of the US in East Asia. Using external balancing perspective, this paper argues that the military cooperation between Russia and China have been driven by external balancing strategies towards the augmentation of US maritime force in East Asia. It is conducted through mainly through transfer of weaponry and military training.

Abstract

This essay examines the power of small states in global development diplomacy. This essay seeks to address the following things. The power and obstacles of small states in global development diplomacy, how small states can increase their power, and the limitations of small state diplomacy. The most important part of this essay is the analysis related to the strategies to increase the power of small states. This essay argues that the sources of power of small states in global development diplomacy are the rise of non-traditional issues and their inherent resilience. Moreover, small states can use strategies of coalition building, issue prioritisation, and agenda setting to increase their power in global negotiations through intergovernmental organisations, focusing on the United Nations.

Abstract

Nuclear as a weapon of mass destruction cannot be separated from the world political agenda. Various international agreements as a control mechanism on this issue are followed by the establishment of some security regimes for nuclear weapons-free areas. One of them is South East Asia Nuclear Weapons Free Zone (SEANWFZ) in Southeast Asia. Established in 1995, the treaty was finally ratified by ten ASEAN member states. This paper examines the political history of why ASEAN member states were willing to ratify SEANWFZ. By using the constructivism approach, the study underlines that the aspects of ideas and shared concerns on regional security have become vision in encouraging the ratification of the treaty. Moreover, understanding the political history could give the explanation of contemporary significance of the treaty, mainly it is in line with the idea to prevent military exercise by great powers in the region.

Abstract

Ever since Tsai Ing-wen came to power, the relations between People’s Republic of China and Taiwan, also known as the Republic of China, has been hitting a new low point. Now, China’s domineering stance towards the small island across the strait is stronger than ever. Before Tsai Ing-wen, under the rule of Kuomintang (KMT) the situation was not like this, it was calmer and more cooperative. The regime change brought about major changes towards Taiwan’s stance and opinion towards China. It is very important to understand what the main cause of this turning point is. This article looks back at the history between KMT and the now reigning party, Democratic Progressive Party (DPP) to explain this phenomenon and has found that there is a fundamental difference between the two. Using the Social Identity Theory, this article tries to explain the difference between KMT’s and the DPP’s point of view on the Cross-Strait Relations. DPP has long viewed Taiwan as an independent nation, dating back to 1999 when the ‘Resolution on Taiwan’s Future’ was written. Now, as the elected president is from the DPP, their resolution is on full swing.

Abstract

This paper aimed to discuss the crisis on the Korean Peninsula. The 2010 Cheonan tragedy became a momentum for political instability in the East Asia region. Based on the theory of Balance of Threat (BOT), when there is an imbalance of threats (from other countries or coalitions), a country will build an alliance or increase its internal capacity to reduce its vulnerability. Increasing alliances between South Korea and the United States have resulted in a security dilemma of East Asia neighbour countries. It examines the alliance of South Korea-the United States argued as an embodiment of Korea's national interests which must defend itself from a threatening environment. This is influenced by the history and rollercoaster relations with North Korea. In dealing with Cheonan tragedy, Russia supported North Korea by stating that North Korea did not need to be responsible. China abstained from the UN Security Council and was disrupted by US and South Korean military exercises. Meanwhile, Japan is seeking a trilateral agreement to increase security cooperation in East Asia with South Korea and the United States. The U.S. continues to apply economic sanctions and international pressure to bring North Korea back to the negotiation agenda.

Abstract

This study aims at discussingwhat factors behind the Gambian policy to leave the International Criminal Court. Moreover, it will explain what forms of discrimination carried out by the International Criminal Court as well as Yahya Jammeh's policies that have become controversial and criticized by the Gambia people and the international community.Gambia withdrawalfrom the International Criminal Court in Yahya Jammeh's Era. The International Criminal Court is a permanent international court established to investigate, prosecute and try individuals accused of committing the most serious crimes of concern to the international community as a whole, namely the crime of genocide, crimes against humanity, war crimes and the crime of aggression.To date,  almost all of its full-fledged investigations have focused on Africa. Gambia demanded the International Criminal Court to prosecute the European Union for the death of African migrants on the European Coast and sued former British Prime Minister Tony Blair for his suspicion in the Iraq War. In addition, the double standards imposed by the International Criminal Court against the UN Security Council led to criticism from African countries, especially the Gambia. The case of Sudan (Darfur) and Libya are referred to by the UN Security Council while 3 of the 5 veto holders are not members of the International Criminal Court. On the other hand, the Yahya Jammeh Government has come under fire from the international and national Gambia for the violence committed against the people, especially against the opposition members, human right defenders, journalists and the LGBT communties. The European Union, the United Nations, Amnesty International and Human Rights Watch, demand the International Criminal Court to investigate Yahya Jammeh's Government.

Abstract

This paper analyzes how Indonesian Art and Culture Scholarship (IACS) becomesan instrument to improve Indonesian public diplomacy in ASEAN. The Ministry of Foreign Affairs of the Republic of Indonesia has organized the IACSprogram since 2003. Starting from the ASEAN Community’s ratificationprogram in 2015, Indonesia must adjust its public diplomacy in ASEANregion. This paper applies concept of public diplomacy to look atvariousefforts to improve Indonesian public diplomacy in ASEAN and national interest to analyze why Indonesia uses public diplomacy in achieving Indonesia's national interests. By organizing the IACSprogram, Indonesia has purposeto introducing Indonesian art and culture to the people of ASEAN countries so that it can improve its public diplomacy and encounternew challenges from the ASEAN Community.

Abstract

Amendment of the Oil and Gas Law No. 8 of 1971 to becomeLaw No. 22 of 2001 shows the interests of the United States, namely the interests to accommodate interest groups. The existence of the United States as a democratic country has a character in policy making, namely considerations in policy aggregation that must be able to accommodate the interests of political parties, to capitalist and industrial groups. The United States economic - political entity then attempts to make the energy management system in Indonesia towards liberalism so that it can support the achievement of the United States national interests in the long term. United States interests through United State Agency of International Development(USAID) in the amendment of Law No. 8 of 1971 became Law No. 22 of 2001 is to strengthen economic - political capacity and energy security. The United States is an industrial country that is highly dependent on petroleum energy. The United States has long been dependent on world oil production, so the country is trying to implement a variety of strategies, including double standards in the Middle East region which have been the main supplier of US oil needs. When this region experiences economic tensions and conflict, the United States will look for areas that can still support energy availability, including Indonesia. United States interests through USAID assistance program to amend the Oil and Gas Law No. 8 of 1971 became No. 22 of 2001 will be fully discussed in this thesis.

Abstract

This paper discusses the roles of the Indonesian Embassy in Seoul to promote Indonesian culture and tourism in South Korea on 2015-2017. Promoting Indonesian culture and tourism done by the Indonesian Embassy in Seoul are based on the 2nd Joint Commission Meeting held by Ministry of Foreign Affairs between the two countries in 2015. Through the meeting, both parties agreed to upgrade their bilateral cooperation in various fields including social-cultural field and tourism field. The role of the Indonesian Embassy in Seoul to promote Indonesian culture and tourism were done by doing several promotion events towards the particular sector. In cultural promotion, the Indonesian Embassy in Seoul used Indonesian arts as the means of the promotion. Meanwhile, in tourism promotion, Embassy of Indonesia in Seoul promote three particular sectors in tourism which are culinary tourism, sports tourism, and nature tourism as the means of promotion. The success done by the Indonesian Embassy are seen through the enthusiasm of the South Korean society in every cultural event held by the Indonesian Embassy, the increasing number of South Korean tourists, and the increasing frequency of flights between the two countries.
