The article discusses the phenomenon of globalization, poverty and global inequalities as a part of widely discussed topic of social justice. It finds that the discussion around the two phenomena has not yet reached the level of urgent priority as to find solutions and alternatives. It therefore encourages (social) sciences to recapture the topic and develops further by integrating the abstract and speculative humanities studies âespecially that of political philosophy subjectââ¬â with the more empirical and theoretical socio-political ones. It offers two ways of so doing: firstly, promoting the focus of study âboth in political philosophy and socio-political researchâ on domestic and global aspiration of social justice. Secondly, exploring more on own (local and domestic) tradition to find appropriate norms and principles of social justice, i.e. to challenge those of the Western ethical tradition.

By reviewing a variety of studies and research concerning impacts of NGO (Non-Governmental Organizations) activities on civil society empowerment and democracy, the article is a critique of the liberal argument on NGO, civil society and democracy which sees them as having linear and causal relations. On the contrary, it argues that the relationships are much more complex, i.e. involving diverse context and setting. For example, as discussed thoroughly by the author, a number of studies reviewed here confirm that an empowered civil society does not consequentially lead to a consolidated democracy as promoted by the Liberals. Actively operated NGOs ââ¬âas exemplified by the Philippines case in the articleââ¬â do not necessarily indicate an active civil society nor an accountable state. In fact, as studies also showed, NGOs would lessen the state capacity in cases where it depends too much to foreign aid.

Indonesia is currently in a serious trouble as public sphere which used to be dominated by the state and currently occupied by the market in order to satisfy the business. The barriers for institutionalize freedom of press for democratizing Indonesia not only appear from the way the state exercise its power but also from the bussines work in the market. In order to solve that problem, the author suggests that developing a strong and independent ethics of journalism is a strategic, yet difficult challenge to be met by journalist community. The challenge essentially is not merely to make sure that the ethics match with the interest of the bussinesses in maximising their profit and to match the interest of the state in making use of coercion, but also to make them culturally compatible.

The article offers an elaborate discussion on multiculturalism as collective identity, state (or public) policy and social fact. As a collective identity, multiculturalism implicates to diversity in cultural practices and how this cultural construct contribute to social and political process which in turn affect state policy formulation. As a policy, multiculturalism is a form of protectionist policy to maintain diversity in collective identity within a nation-state. As a social fact, multiculturalism is adoption of cultural and social diversity in day to day life. The article endeavors further chances of multiculturalism as an ideology becoming a national identity within the sphere of state policy. However, practices of multicultural policies, as argued here, are often disguised by a form of cultural hegemony as there are discriminatory political practices toward certain ethnic groups.

By offering a contradictory perspective, the article aims to review thoughts by Marx and Engels on state. The key contradictory is on the notion of state as either being a dominant social class instrument (instrumentalist view) or a relatively-autonomous institution (structuralist view). As argued by the author, the contradiction is originated from the shifting perspectives adopted by Marx and Engels. The article underlines further the background of which Marx and Engels produced their theories on state, i.e. as a response to the dominating liberal theory on state. Finally, concepts such as class and capitalism are also discussed in light of the need to comprehend their theory on state based on historical materialism framework.
