This paper explained the effective and appropriate community participation model for the local characteristic which was expected to affected the embodiment of Surakarta city regional resilience as a city with short wheelbase and its plurality existence. Regional Autonomy implementation started in 1999 until 2012 as yet marginalized community’s rights as the implementer of the government’s policy. The qualitative data, regional autonomy concept, and regional autonomy showed community had an important role on autonomy implementation due to the people’s authority over state sovereignty.Keywords: Community’s Role, Local Wisdom, Regional Autonomy, and Regional Resilience.

ABSTRACTThis research was going to described the role of Banyumas Democracy Volunteer ( Relawan Demokrasi Banyumas) in increasing political public partitipation in Banyumas’s legislative election 2014 and its implication to Banyumas’s political resilience. This research used qualitative research design as a research method. Data were collected by in depth review, observation and documentation. This research used purpossive sampling technique with stakeholder sampling variant to pick informants. The research showed that Banyumas Democracy Volunteer had a positive role in developing political resilience in Banyumas. Their role was gave political education and election education to voters in Banyumas. In the other words, Banyumas Democracy Volunteer had a vital role in developing ideal political resilience in Banyumas. ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana peran, kendala dan upaya Relawan Demokrasi Banyumas dalam meningkatkan partisipasi politik masyarakat pada Pemilihan Umum Legislatif 2014 di Banyumas dan implikasinya terhadap ketahanan politik Banyumas. Metode penelitian yang digunakan dalam penelitian ini yaitu metode penelitian kualitatif. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi. Adapun teknik pemilihan informan yang dipakai adalah teknik purpossive sampling dengan varian stakeholder sampling. Dari penelitian ini diketahui, peran Relawan Demokrasi Banyumas yaitu sebagai agen pendidikan politik dan agen pendidikan pemilu. Relawan Demokrasi Banyumas juga memiliki fungsi vital dalam membangun ketahanan politik di Banyumas. Hal ini ditunjukkan Relawan Demokrasi manakala berperan sebagai agen pendidikan politik dan pendidikan pemilu. Dengan kata lain, Relawan Demokrasi Banyumas memiliki peran positif dalam mewujudkan ketahanan politik yang tangguh di Banyumas.

The youth in Nglanggeran Village actively participated in developing the village potential namely established Nglanggeran Ancient Volcano as ecotourism area. The youth’s participation was embodied in thought, energy, materials, skill and intelligence, and social participation to supported the Nglanggeran Ancient Volcano ecotourism area development. This purpose’s research was to found out how the youth participate in developing Nglanggeran ecotourism area and its implication on village community’s resilience. The research was conducted with hinterview method and field observation with purposive sampling and analyzed with qualitative descriptive method. The implication of ecotourism area development on village community was over the economic, social community, environment preservation, infrastructure establishment, and youth establishment’s resilience at Nglanggeran Village. Therefore the youth’s participation involvement had to be enhanced to hastened the village’s area development.Keywords: Participation, Ecotourism Area, Village’s Community Resilience

This paper explained the interreligious figure’s role to prevented religious radicalism. Religious radicalism had become a nonstop topic for more than a decade since the 1998 reform era. The flaring radical action in Surakarta was a threat’s form of radicalism movement. The qualitative data showed there was global politic constellation factor, indifference factor, and ideological factor, economic and psychological factor. Two dominant factors of those five factors were ideological and indifference factor. There was also role model strategy of the interreligious figure. Implication of the role was the establishment of the interreligious communication net, providing knowledge modal and the skill for the community especially in the area subject of confl ict and the establishment of good relation of all the related elements.Keywords: Leader of Cross Religions, Movement of Radicalism, Regional Resilience.

ABSTRACTThis study aimsed to reviewed the role of youth in developing Edu Eco Tourism Mangrove and to reviewed the implications in the developing of Edu Eco Tourism Mangrove by youth towards environmental resilience in the region of Tapak Village, Sub-district Tugurejo, District Tugu, City of Semarang, Central Java. This research used descriptive qualitative method. The research approach used in this study was the study on problems occuring in the society. Researcher also used observation, in-depth interviews, and documentation study to collected data. The research’s result showed that Prenjak had roles and contributions in developing Edu Eco Tourism Mangrove Tapak Tugurejo. Prenjak’s role were measured by the indicators of the development of ecotourism mangrove, that consistof management program ecotourism, society’s support, infrastructures, and resource utilization. The development of Edu Eco Tourism Mangrove had implications to the regional enviromental resilience, indicated by ecosystem availability, the minimum of power consumption, management of waste and pollutants, sustainability of the localsocio culture system, and also the understanding of live environment concept.ABSTRAKPenelitian ini bertujuan untuk mengkaji peran pemuda dalam mengembangkan Eco Edu Wisata Mangrove danuntuk mengkaji implikasi pengembangan Eco Edu Wisata Mangrove oleh pemuda terhadap ketahanan lingkungan daerah di Dusun Tapak, Kelurahan Tugurejo, Kecamatan Tugu, Kota Semarang, Provinsi Jawa Tengah. Penelitian ini menggunakan metode deskriptif kualitatif. Pendekatan penelitian yang digunakan adalah studi pada suatu permasalahan yang terjadi di masyarakat. Pengumpulan data dalam penelitian ini menggunakan observasi, wawancara mendalam dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Prenjak berperan dalam mengembangkan Eco Edu Wisata Mangrove Tapak Tugurejo. Adapun peran Prenjak dalam pengembangan Eco Edu Wisata Mangrove meliputi program pengelolaan ekowisata, dukungan masyarakat, sarana prasarana, dan penggunaan lahan. Peran pemuda Prenjak dalam mengembangkan Eco Edu Wisata Mangrove berimplikasi terhadap ketahanan lingkungan daerah di Dusun Tapak meliputi ketersediaan ekosistem, pengendalian limbah dan pencemaran, kelanjutan sistemsosial budaya lokal, dan peningkatan pemahaman konsep lingkungan hidup.

This study aimed to determined the extent of the development of tourism in Yogyakarta Special Region in retention to social-cultural resilience. And this was a descriptive study presented by using observation and questionnaires to found data and primary literature for secondary data. Furthermore, re search results illustrated that the development of Yogyakarta province would work well because the image of the region and the support facilities and infrastructure. On the other hand turned in its development results obtained proved less satisfactory still seen a serious lack in the maintenance of an object the absence of guarantee that the maximum safety for the tourists, a lot of changes in people's life as multidimensional crisis, which impacted on the image of tourism Yogyakarta Special Region, which in turn affected the social-cultural resilience.Keywords: Tourism, Social Cultural Resilience.

Tujuan dalam penelitian ini adalah untuk mengetahui persepsi pemuda tentang keistimewaan Yogyakarta dan implikasinya bagi ketahanan politik Daerah Istimewaan Yogyakarta. Penelitian ini merupakan penelitian lapangan (field study research) dengan menggunakan metode penelitian diskriptif (descriptive research). Pengumpulan data menggunakan teknik observasi, wawancara mendalam, dan pengumpulan berbagai dokumentasi yang terkait dengan subjek maupun objek penelitian..Dampak dari persepsi pemuda terhadap status keistimewaan Yogyakarta bisa dilihat dengan program kerja Karang Taruna Kabupaten Bantul yang banyak melakukan berbagai kegiatan yang berkaitan dengan agenda keistimewan Yogyakarta. Pemuda yang duduk sebagai pengurus Karang Taruna Kabupaten Bantul mendukung, setuju dan siap melaksanakan penetapan Sri Sultan dan Pakualam sebagai gubernur. Dukungan lain yakni dilakukan dengan memasukkan agenda keistimewaan dalam program-program Karang Taruna Kabupaten Bantul seperti ikut mensosialisasikan UU serta peraturan turunan tentang keistimewaan kepada masyarakat luas. Perbedaan persepsi pemuda terihat jelas pada pandangan tentang suksesi kepemimpinan pasca Sri Sultan Hamengku Buwono X. ABSTRACTThe execution of PSP3’s program was realized correctly that was touching assorted of activity component in the public that was economics, education and social. The activity of program had the character of fl exible accomodating with need there in the public. The execution of program PSP3 in the region of Dlingo District faced various constraints like geographical condition, language factor and cultural, lack of a reliable source of support from local local government, fi nancing element of management of program. Programme PSP3 in the Dlingo district was not able yet to increased economic resilience in the region, because was not able yet to increased enterpreneurship independence in Dlingo DistrictABSTRAKPelaksanaan program PSP3 direalisasikan dengan tepat yaitu menyentuh berbagai macam komponen kegiatan di masyarakat yaitu perekonomian, pendidikan dan sosial. Kegiatan program bersifat fleksibel menyesuaikan dengan kebutuhan yang ada di masyarakat. Pelaksanaan program PSP3 di wilayah Kecamatan Dlingo menghadapi berbagai kendala seperti kondisi geografis, faktor bahasa dan budaya, kurangnya dukungan dari pemerintah daerah setempat, unsur pendanaan dari pengelola program. This paper explained public service optimization in e-KTP implementation to strengthened regional resilience. The problem showed due the e-KTP implementation less than 100% achievement at the end of 2012. The purpose of this paper was discovering the public service quality condition of the e-KTP implementation in Kalibaru sub-district Cilodong District Depok, identify the obstacle of the e-KTP implementation in Kalibaru sub-district Cilodong District Depok, and establish the public service optimization strategy of the e-KTP implementation in Kalibaru sub-district Cilodong District Depok, and also the implication on regional resilience. The method of this paper was interview and fi eld observation. The location election method is conducted with purposive sampling. The variable of this research was public service optimization of the e-KTP implementation at the Kalibaru sub-district, namely the Organization Structure of the e-KTP Service, Service Administration of the e-KTP Service, human resource of the e-KTP Service, facilities and infrastructure of the e-KTP. The result of this paper showed the strategies to optimized the e-KTP service implementation at Kalibaru sub-District were (a) increase the coordination, (b) Implementing MSDN functions namely management function and operational. Therefore the e-KTP implementation would be able to supported Regional resilience.Keywords: Public Service, e-KTP, Regional Resilience

Sejak Orde Baru Landasan penyelengaraaan kehidupan bermasyarakat , berbangsa, dan bernegara dikembalikan secara murni dan konskuen kepada Pancasila sebagai filsafah, ideologi, dan dasar negara, serta UUD 1945 sebagai konstitusi negara.Agar penyelenggaraan kehidupan nasional dan pembangunan nasional tidak menyimpang dari Panasila dan UUD 1945, diperlukan doktrin dasar nasional yang dapat menyatukan pola pikir, pola sikap, dan pola tindak dalam rangka mewujudkan cita-cita dan tujuan nasional.Doktrin dasar nasional tersebut adalah wawasan Nusantara dan Ketahanan Nasional yang dikembangkan oleh Lemhannas, Wawasan Nusantara dan Ketahanan Nasional berfungsi menjembatani Pancasila dan UUD 1945 dengan kebijaksanaan (policy) dan strategi, serta peraturan perundang-undangan dibawahnya.
