Abstract

AbstractThis article examines strategy of confidence building measures (CBM) scheme implementation in Southeast Asia region. CBM is one of the main pillars in ASEAN Regional Forum (ARF) other than preventive diplomacy dan conflict resolution that was initiated in 1994. In general, CBM concept refers to the development of mutual trust between both countries in the bilateral, regional or multilateral scheme. There are four (4) aspects for measuring the implementation of a CBM such as: communication measures, constraint measures, transparency measures and verification measures. This paper shows that the implementation of CBM in the Southeast Asian region is not maximized due to the implementation stalled at the level of communication measures, constraint measures and transparency measures, while very minimal verification measures carried out. Another interesting finding is that the level of transparency measures activity of CBM only limited to exchange of intelligence information and the publication of defense white paper, whereas for military exercises and joint military operation ASEAN countries tend to preferring with other countries outside the region such as the United States and China that shows implications for the weak trust building to support the success of CBM. Lack of mutual trust was later implicated in the absence of a common security perspective in the Southeast Asian region and the fact that some ASEAN countries are spoiled by a security umbrella established with countries outside the region (intrusive system). Keywords : confidence building mesures, mutual trust, ASEAN, ASEAN Regional Forum

Abstract

Abstract The terminology of Climate refugee is not new. It is somtimed mixed with another concept such as environmental refugee,climate-change refugee, environmental-induced migrant, or climate induced migrant. The concept of environmental refugees itself was introduced for the first time in 1970s and since then it attracted many researcher in the academic community to study it as part of environment/climate change studies. Although academically this phenomenon has been studied by many researchers, however it has not been taken seriously in the policy of global governance. This paper will argue that there are at least three reasons why issue on climate refugees is a challenge to global governance of the 21st century. Keywords: climate, environmental, global governance

Abstract

Abstract The primary aims of this writing are; First, to identify the dichotomy between reality and ideality, knowledge and power in international relations; second; to analyze contemporary global realitas. This research observed the growth of world polity after 911, especially after the global campaign of terrorism under Bush’ administration.  The used method is kualitative research. The research which comes from theories and are used as the basic of analysis, phenomenon or facts which have the similarity or anomaly found out in some theories then, to observe the current changes in international politics. The analysis and the problem solving are delivered descriptively; the writer elaborated the thought and normative view of constructivism group about world polity and is confronted with the change of America’s hegemony after 911. The writer also added critics and another perspective of other thinkers to support the objectivity for this writing. Reflection of both idea and normative value to reality is the prime note which is used as a tool of analysis besides elaborate the concept of world polity. This writing conclude that: (1).World polity is not a single system, even though the breaking law is done by U.S, World polity has been differentiated and strong rooted in social international life. In other word, the action of U.S will not influence to the sustainability of world polity.    Keywords: world polity, constructivim, social international life

Abstract

Abstract This article is part of a research that applied human security as a concept in a local situation. The research investigated whether the presence of Giant hypermart as a representation of foreign actor affects the human security of local traders around it. It is an important question because global interaction has been reducing the capability of the state to provide security to its citizen. In this case, the presence of Giant at one urban area in Malang City has inevitably put local traders into global economic competition.The findings of the research demonstrate that the locals’ understanding is insufficient to build solidarity in order to create collective mechanism to survive the competition. One of the main reasons was because they merely saw the competition as a normal consequence of government policies. Indeed, it can be concluded that the guarantee of the fulfillment of locals’ human security also requires their understanding over their political rights to question government policies. Keywords: globalization, human security, economic security

Abstract

Abstrak Artikel ini membahas transformasi sistem politik di Mesir dan Tunisia yang mengalami ‘gelombang demokrasi’ pada tahun 2011. Faktor pendorong utama yang dikemukakan penulis adalah peranan aktor, secara khusus militer dalam membangun tatanan demokratik baik di Mesir dan Tunisia. Relasi rezim dengan militer di sebagian besar negara-negara Arab yang dianggap berbasis patron-klien, dimana militer selalu patuh dan mempertahankan rezim yang berkuasa, ternyata justru menjadi salah satu kekuatan utama yang meruntuhkan dominasi tatatan autoritarianisme yang berpuncak pada Revolusi Arab, khususnya di Mesir dan Tunisia. Selanjutnya, peranan aktor masih menentukan dalam proses transisi menuju tahapan konsolidasi demokratik. Pada titik ini, kedua negara tersebut menjalani proses yang berbeda dalam membangun konsolidasi demokratik dalam negeri yang solid. Tulisan ini akan membahas keputusan-keputusan para aktor dan relasi diantara mereka dalam menentukan demokratisasi pasca Revolusi Arab  Kata kunci: Revolusi Arab, Demokrasi, Militer, Masyarakat Sipil

Abstract

Abstract In the end of 2007, Australia through AusAID increased their foreign aid to the Pelstinian Authority nearly tripled, from $ 15.2 million in 2006-2007 to $ 42 million in 2007-2008. That policy could not be separatedfrom the Australian interest in the political conflictconstellation betweenIsraeland Palestine. Yet, as a donor country, Australia didn’t get economically benefit from the aid flow to Palestine. Moreover, the geographical location between two countries are very far apart. Furthermore, Australian aid to Palestinian Authority is also inconsistentwith thepolitical support, such as Australia rejection on the recognition ofPalestinian sovereignty. So, the research question is ‘why did Australia increaseits foreignaidtothe Palestinian Authority?’ To analyze this Australia’s behavior, the author uses a constructivist approach, with emphasize on humanitarian norm and Australian identity as a donor country. The basic assumption of constructivism focused on ideational structure and it become the main framework in this paper. Main argument in this paper is international humanitarian norm and Australian identity as a donor country act as ideational structure whichconstitutively interplay on the Australian policy toincrease foreign aid to the Palestinian Authority. Keywords: International humanitarian norm, national identity, foreign aid
