Abstract

The relationship between the US, China, and ASEAN as regional cooperation covers a wide range of aspects of international relations. Although the aspect of security and finance are considered as traditionally the largest aspect of the cooperation. In 2020, the Covid-19 pandemic brings one more aspect to this relationship. The covid-19 pandemic is also showing the rivalry between two major powers now, China and the United States. The question is then where ASEAN will stand in this contestation. The US has been playing a role as a crucial partner for ASEAN and its member states, but in recent decades, some people argue that ASEAN is growing more preference to China. Some argue that the historical, cultural, and geographical proximity led ASEAN members to be close to China, others argue that Chinese financial and investment supports are more accessible than the ones from the Western world including the US. Some argue that ASEAN is openly embracing Chinese influence in the region because China does not bother with any issues regarding human rights, something that ASEAN member states’ government are reluctant to deal with. For ASEAN, under the mixture of the situation of China-US rivalry, the global pandemic, and domestic problems that occurred in each member states, what should ASEAN do? How the pandemic weighs in the US-China-ASEAN relationship? This study is examining the policies of ASEAN regarding the rivalry between the US and China during the time of the Covid 19 pandemic. I argue that ASEAN will not move away from its original position to stay neutral. And at the same time, ASEAN will also apply the non-interference policies toward its member states to conduct their own bilateral relations with the US and China. These policies are also applied for their policies regarding Covid-19 vaccines. Most ASEAN member states are buying Covid-19 vaccines from China. This study limits the examination only from the perspectives of ASEAN as regional cooperation and ASEAN member states toward US-China dynamics relations during the pandemi.

Abstract

Technological determinism provides a free digital public space on social media while bringing together political opportunities that maintain buzzers. The rise in democracy has worsened with the emergence of hoaxes, fake news and hate narratives in public spaces on social media. The research aims to explain the condition of Indonesian political communication amidst technological determinism and the buzzer industry on social media. To fulfill these objectives, this research uses a qualitative approach method with literature studies, as well as Fukuyama's concepts of political order and political decay; and McLuhan's concept of technological determinism. The results of this research show that political communication is heading towards worsening conditions in the public space on social media, poor legal supremacy of the ITE Law, and a crisis of trust experienced by the government. Therefore, it is necessary to reorganize political communication on social media by improving regulations on digital public spaces, and combining political literacy with media literacy for the community. Abstract

The Regional Comprehensive Economic Partnership (RCEP) is a megaregional trade agreement consisting of 10 ASEAN countries and 5 non-ASEAN countries and was signed on November 20, 2020. The purpose of the RCEP agreement is to become a modern, comprehensive, high-quality economic agreement, forming a larger FTA. and progress beyond the ASEAN+1 FTA, and can be mutually beneficial for ASEAN and East Asian countries. Through the RCEP agreement, it is hoped that it can be a gradual driving force to overcome the economy of ASEAN countries in the post-pandemic period through rules or regulations that have been set together. This paper will discuss the effectiveness of RCEP in the post-pandemic ASEAN economy. The method used in this paper is derived from a literature study. The data obtained will then be linked to the theory of the effectiveness of the international regime. RCEP succeeded in becoming a set of official and binding rules and member countries in the agreement followed mutually agreed rules or regulations. The outcomes issued by RCEP did not all have a positive impact, but there were obstacles which later affected the impact and effectiveness of this agreement. There are several factors that influence the outcome of the agreement, one of them is the state of the domestic economy and the different industrial structure of each country which then each country has different advantages in each country Keywords: ASEAN, Effectiveness, Post-Pandemic, RCEP

Abstract

High reports of cases of violence experienced by women really need attention from the government. Policies are needed that can provide protection, treatment, prevention and provide facilities to help victims of violence. As an effort to overcome the problem of violence against women, Malang regency has established a policy of protection of women from violence as stated in Regional Regulation No. 3 of 2009 on the Protection of Women and Children Victims of violence. This study aims to determine and analyze how the implementation of the policy of handling violence against women in Malang regency. The theory used in this study is the theory of policy implementation perspective G. C. Edward III had four variables: communication, resources, disposition, and bureaucratic structure. The research method used in this study is descriptive qualitative. The results of the study showed the implementation of policy implementation, as follows: 1) the implementation of communication carried out by DP3A internally and with external institutions is good enough, but there are obstacles that have not occurred evaluation of socialization that has been done to the target group; 2) in terms of resources there is still a shortage of; 3) the tendency or disposition of implementers and officials is good enough, but still have to increase the sensitivity of gender; 4) the hierarchy of bureaucratic structures in DP3A is not too far away, but still need better coordination between officials to implementers so that policy implementation runs optimally. Abstract

Film as a contemporary media today can not only be seen as entertainment but can be understood as a medium to convey the messages that people or parties behind the scenes want to convey, the message can be in the form of invitation, perception, and pseudo reality built by the maker. Threats are generally understood as any action that causes unrest to other parties, in international relations threats can be defined as situations where one actor or group has the ability or intention to cause negative consequences to other actors or groups seen from the perspective of the state, there are three categories of threats, namely domestic threats, transnational threats, and external threats. Threat perception is a concept in which there is a condition in which one actor feels threatened by the actions and circumstances of another actor, which in turn increases the perception of threat to the affected actor. Threat perception itself has four variables, namely aggregate power, proximity, offensive capability, and offensive intention. This research takes the span of 1960-2019 to see the transformation of threats in films which aims to find out how threat perceptions in films follow threat perceptions according to the United States by using resources in the field of Hollywood cinema. The researcher divides the research time in three eras, namely the cold war, post-cold war, and post-9/11 to see how the pattern of threat perception transformation in film. The researcher himself used mixed methods with the Explanatory Sequential Mixed Method Design model using quantitative to see and look for patterns and using qualitative to analyze quantitative results with the concept of threat perception applied in films. Abstract

The relationship between popular culture and world politics is an exciting study in the study of International Relations. One of the products of popular culture is a song. This article will examine one of the charity songs for famine in Ethiopia entitled "Do They Know It's Christmas?" belongs to Band Aid whose lyrics have many misinterpretations from the depiction of the country of Ethiopia, especially the African continent. The data that supports this paper were obtained online from accurate institutions and used content analysis methods. This paper uses the concept of the relationship between popular culture and world politics as multifaceted and independent. Popular culture has a complex impact on world politics. The result is that the representation of Africa in the song does not represent the actual state of the continent. Even though Band Aid, a non-state actor, is involved with humanitarian issues, they unite into an organization carrying out fundraising calls. The lyrics are baseless and inaccurate, it makes this Christmas carol contain a misunderstanding about Ethiopia. This song leaves Ethiopia with a negative stigma that developing countries are synonymous with poverty, hunger, and unmet needs that have implications for public relations problems and broader implications for tourism, investment, and other opportunities required for self-governance and autonomy. Abstract

Germany, the head of the European Union, enacted measures that were notably different from those of other members when Europe was beset by the immigration crisis in 2015. Germany freely opened its borders with the Open Door Policy, which was overseen by Angela Merkel, to allow migrants to enter its land. Unfortunately, this strategy was met with several objections and rejections from different groups. Public figures, opposition parties, Merkel's own party, interest groups, and the European Union as a regional governing body for Germany were among them. This policy wasn't decided upon democratically, nor did it involve the involvement of the Bundestag (level I parliament). Merkel steadfastly defended and implemented her divisive strategy in the face of numerous criticisms. This viewpoint shows the distinct perspective or impression that Merkel had when she created the Open Door Policy in response to the immigration crisis. This essay will explain how Angela Merkel's vision of the world may have influenced her decision to protect migrants while encountering various types of opposition. The belief and image systems influenced Angela Merkel's perception that Germany should be the primary actor in responding to the refugee crisis that occurred in the European Union region and around the world, it was discovered using Ole R. Holsti's framework for the relationship between perception and decision-making. This article also looking forward on how Germany could face the immigration problems in the future.
