Abstract

The Coastal Fishery Port (PPP) of Bajomulyo is the largest fishing port in Pati Regency and its existence makes the capture fisheries sector the basis for the economy in Pati Regency. Therefore, this study aims to analyze the activities and performance of CFP Bajomulyo on the regional economy. This was conducted from February to October 2021 at the port. Data analysis was carried out using two methods. The first is the descriptive method which involves analyzing operational activities and assessing operational performance based on the Decision of the Director-General of Capture Fisheries in 2015 Number 20/KEP-DJPT/2015. The second is the Structural Equation Model (SEM) which was used to analyze the determinants of Bajomulyo's CFP performance on the regional economy. The results showed that the port operational activities such as production, value, and ship visits were volatile for the results of the performance assessment based on the guidelines set by the Director-General of Capture Fisheries in 2015. This shows that the operational performance of CFP Bajomulyo from January to September 2020 was successful. Furthermore, the results from the SEM analysis show that the regional economy is influenced by the variables of government policy and CFP performance. Therefore, the good local government policies in the development and management of the port and its performance can improve the regional economy of the Pati Regency.

Abstract

Miang Island has potential coral reef resources that can be used for marine ecotourism of diving and snorkeling, but there has not been any related study yet. This study aims to analyze the condition of coral reef resources, analyze the suitability and carrying capacity of the area for ecotourism and develop a strategy for developing diving and snorkeling ecotourism on Miang Island. The method being used for coral reef data collection by Underwater Photo Transect and reef fish using the Underwater Visual Census method. To develop the strategy of developing ecotourism is analyzed by using the Interpretative Structural Modeling (ISM) method. The results showed that the condition of coral reefs on Miang Island was in the moderate category with 40% live coral coverage. The area that can be used for snorkeling tours is 24.39 ha with a carrying capacity of 976 tourist visits/day. Meanwhile, the area that can be used for diving tourism is 13.40 ha with the ability to receive visitation of 536 tourist visits/day. Based on these conditions, the ecotourism development strategy is formulated that protects and utilizes coral reef ecosystems as sustainable tourism objects, facilitates access to development capital, makes a consistent policy, and coordinates between related agencies.

Abstract

Coastal areas have an important role in economic development. Development activities carried out on land and at sea can put pressure on ecosystems in coastal areas, thereby reducing the quality of the ecosystem services provided. Understanding the impact of development on ecosystems in coastal areas requires an economic assessment in order to provide input in the formulation of sustainable development policies. This article aims to estimate the economic value of ecosystems in coastal areas based on spatial. The economic valuation method used is the benefit transfer method, the travel cost method, and the replacement cost method. Mapping the economic value of coastal ecosystems based on spatial using Geographic Information System (GIS). The economic value of the coastal area is divided into 3 zones, namely zone 1, in the northern part of the Bontang River estuary, amounting to IDR 21,85 trillion/year; zone 2, between the Bontang River estuary and the Blusu River estuary amounting to IDR 48,20 trillion/year; and zone 3, in the southern part of the Blusu River estuary, amounting to IDR 45,67 trillion/year. The economic value of ecosystems in coastal areas based on the spatial obtained can explain the value lost due to ecosystem disturbances more specifically and clearly in certain zones.

Abstract

Cultivators who are in business will confront various external and internal problems that may result in losses and uncertainty. The incident was caused by the risks that ornamental fish producers faced. If the production risk is high, it should be avoided otherwise, if the production risk is low, it should be handled more thoroughly. The purpose of this research is to determine the amount of risk associated with ornamental fish production using risk maps and to discover factors that influence ornamental fish production risk. The census was used as a sampling method, with a sample of 36 respondents. The data used is a combination of primary and secondary sources. Data analysis methods applied include descriptive and analytical methods such as variance analysis, standard deviation, coefficient variation, risk level based on risk map, and risk function based on the Just and Pope model form. Based on coefficient variation values and risk maps of 1.05, the risk level of ornamental fish production indicates that farmers' production risks are classified as high risk. Feed factors have a significant impact on the risk of ornamental fish production, whereas labor, pond space, medicines, and fish seeds have no significant effect on the risk of ornamental fish production.

Abstract

This study will analyze the modification of reclamation permits in the Riau Islands Province (Kepri) to overcome various reclamation difficulties that are local and national challenges. Based on Governor's Regulation Number 26 of 2017 concerning Procedures for Granting Reclamation Permits in Coastal Areas and Small Islands, reclamation permits are in the hands of the Governor. However, in 2018, Pergub Number 31 of 2018 concerning the Implementation of One-Stop Services for the Riau Islands Province in Article 8 states that the Governor delegates licensing and non-licensing authority which are the affairs of the Riau Islands Provincial Government to regional heads of the relevant services. Rational Choice Institutionalism will evaluate the interaction process of relevant agencies and other players in the reclamation permit procedure within the boundaries of institutions that control and limit the activities of policy actors. The study technique used is qualitative with an interpretive analysis of each actor to describe the motivation to employ institutions as a reasonable choice. The results show that the process that occurs in the reclamation permit in the Riau Islands Province is the rational choice of institutionalism, namely the link between actors and the surrounding institutions. The need for changes to the performance and behavior of good institutionalism towards cooperation between other stakeholder actors for changes to good reclamation permits on an ongoing basis by the Kepri Provincial Government.

Abstract

Marine and coastal tourism in the small islands is one of the fastest-groing trourist activiities compared to the other tourism activities. However, along with the explosive growth of tourism activity, tourism has a potential impact on the small island; hence, the sustainability of tourism itself is questionable. This research was conducted in July-August 2021 on Pari Island, Seribu Islands Regency. This study aims to determine the impact of tourism development on the people's lives on Pari Island from the economic, socio-cultural, and political dimensions. The data were collected through a questionnaire with 317 respondents who were the head of the family; therefore, the data will analyze descriptively. The impact of tourism from the economic dimension is the development of livelihoods, reduced unemployment, improved quality of life, increased wages and income levels, despite an increase in the cost of living happened. From the socio-cultural dimension, there are limited residential areas for people who have moved to and from Pari Island. Then, it is known that tourism does not influence the local community's cultural changes. Meanwhile, from the political dimension, the community has been included in making decisions regarding tourism on this island.

Abstract

The Fish Auction Place has a function as a marketing place for fishermen’s catches through the auction process. The auction activities carried out by the Class II TPI in Pati Regency showed that the performance was not optimal. The purpose of this research was to analyze the factors that influence the performance of class II fish auctions place in the Pati Regency. The research locations were the Banyutowo Fish Auction Place and the Puncel Fish Auction Place. Research time was held from January to October 2021. The number of research samples was 110 respondents. Data analysis with Structural Equation Modeling with AMOS software. The results showed that the factors that influence the performance of class II fish auctions place were planning, organizing, actuating, and controlling. These four variables have a positive and significant effect on the performance of class II fish auctions placed in the Pati Regency. The driving factor has the greatest influence on the performance of class II fish auctions in the Pati Regency with a standard regression coefficient value of 0.365. If actuating is getting better, the achievement of performance indicators was higher. On the other hand, if actuating gets weaker, the achievement of performance indicators was lower. Thus, the actuating factor needs to get greater attention in the management of the class II fish auction place in Pati Regency.
