Abstract

By looking at the existing problems at the Department of Tourism Sulawesi province seemed a decrease in employee performance so that research conducted in order to determine the performance of employees Department of Tourism Central Sulawesi province. Using descriptive qualitative research methods. The number of informants in this study that eight people, drawn by pusposive sampling techniques. Mechanical collection and retrieval of data consists of observations, interviews, and documentation. The theory used in view of employee performance that is the theory put forward by Dessler, the concept as a measure of performance for Employees at the Department of Tourism Central Sulawesi province. The results showed that the performance of employees at the Department of Tourism of Central Sulawesi province can be seen from the aspect. First, the quality of work of employees showed a pretty good performance. Second, the quantity of employee jobs can be completed in a timely manner. Third, supervision is also performed by employees, fourth, employee attendance does not guarantee the performance of employees in the work and the fifth, employees do not optimal conservation. It can be concluded that the three performance indicators according to Dessler, only three aspects that show the employee performance aspect of quality of work, quantity of work and supervision required. While the presence and conservation aspects do not yet optimal.

Abstract

Tujuan dari penelitian ini yaitu untuk mengetahui pengaruh E-Service Quality terhadap Customer Satisfaction, trust, dan dampaknya pada Repeat Usage pada BNI Mobile Banking di Kantor Cabang Palu. Sampel yang digunakan adalah metode Purposive Sampling. Hipotesis di uji dengan menggunakan metode Structural Equation Modelling (SEM) dengan bantuan perangkat lunak komputer, yakni Analysis Moment of Structure (AMOS 18). Berdasarkan hasil pengujian ditemukan E-SERVQUAL berpengaruh positif dan signifikan terhadap customer satisfaction, E-Service Quality berpengaruh positif dan signifikan terhadap trust, E-Service Quality berpengaruh positif dan signifikan terhadap repeat usage, Customer Satisfaction berpengaruh positif dan signifikan terhadap Trust, Customer Satisfaction berpengaruh positif dan signifikan terhadap Repeat Usage, dan hipotesis terakhir Trust berpengaruh positif dan signifikan terhadap Repeat Usage.

Abstract

The research is aimed to determine the process of execution of health operational funds that includes some steps: planning, disbursement, distribution and accountability, and reporting. The research is qualitative with study case approach. It defines 18 informants, people who are responsible for managing the health operational funds, with purposive sampling technique. The study results show that the planning process is not on target due to the late publication of the guidelines, which slows down the budget execution. The human resource is lack of competency in managing the process, and also lack of coordination and miscommunication occurred in the process of budget verification. The department, and the other one is done in the PPKAD. Delay in funds’ disbursement in the beginning of the year has caused health centers are overwhelmed in preparing paper works of accountability. Alternative solution or recommendation of this study is the need to prepare adequate human resources, regulation according to the needs, and standard operating procedures in the implementation of related activities.

Abstract

This study aims to gain a deep understanding of the facts and answers to issues relating to performance Permusyawaratn Agency Village in Implementing Legislation Functions in Sub Talatako Tojo Una - Una. The results showed that of the five indicators to measure performance In the Village Consultative Body Function Implementation Legislation in District Talatako using Agus Dwiyanto theory that productivity, service quality, responsiveness, responsibility, and accountability. The performance of the five indicators, three indicators of productivity, quality of service and responsiveness not working well or still worse. While responsibility and accountability is already well underway. It can be concluded that the performance in the Village Consultative Body Function Implementation Legislation in District Talatako Tojo Una-Una is still not good.

Abstract

The study is analyzing the proses of budgeting, implementation and management, accountability, control and utilization, and anstacles in the managementand utilization of national health insurance capitation funds in community health center in Parigi in 2016. Type of study and data analysis is qualitative. Data collecting methods consist of in-depth interview, observation, and document review. Informants consist of 7 people who take part in the management and utilization of national health insurance capitation funds in Parigi’s health center, the key informant is the head of Health Departement in Parigi Moutong Regency. The result shows that the management of capitation funds of national health insurance has been implemented in accordance with the applicable laws and regulation, but there is a delay in reporting and and the accountablility of the clinic. This affect the delay in the issuance of SP3B dan SP2B, which also affects in the financial reporting delays. The utilization of capitation fund of national health insurance based on the Regents’ letter and regulations has been utilized 70% for service, 10% for medicine, BHP and medical devices, and 20% for operational feels. The amount of services feel paid to employees is based on the points collected. These determined by their presence, type of their work, and employment status. Utilization of operational costs affects by the limited resources, delays in planning, and expenditure of operasional costs that are considered difficult.

Abstract

This aims of finding out the implementation of building permit policy in Department of Spatial Planning and Land affairs of Palu City. The  writer design a descriptive qualitative. Type of data analysis is primer and secondary. Technique of collecting data., through observation, interview and documentation. Technique of choosing informant by purposive. The data analysis that used are Miles model and Huberman they are data reduction, Data presentation and taking a coclusion. The writer used Van Meter and Van Horn’s theory, that consist of 6 (six) aspect. They are resource policy standard and target, communication between implementing agencies, characteristics of the implementing agency, socio-political and economic conditions, and attitude of executor. According to the research that the implementation of building permit policy. In other case, human resources in controlling the building field still inadequate, and the coordination by Department of Spatial Planning and Land Affair of Palu City to the society that breaking is not strict. So they not awakened public awareness which in turn not obey to the low. The executors attitude do not fair, honest and transparent, because they give the chance to certain part to build the building. Even though that building does not meet technical requirement, but the overall development can be implemented optimally and effectively.

Abstract

This study aims to uncover simultaneous influence of motivation and competency on the performance of auction officials in The Assest and Auction Service Office of Palu by using explanative pettern to show the relationships of variabels studied. Population consists of 50 auction users from government and non-government agencies. The result shows that competency and motivation ssimultaneously have significant influence on the performance of auction officers in The Office of Assets and Auction Service in Palu of 0.618. it means that the influence of independent variables on the dependent variable is strong. While adjested R square or determinant cofficient (R2) that indicates partial influence between competency and motivation on the performance of auction officers is 0.356 or 35.6%. This means that independent variables have influence on the dependent variable of 35.6% while the reamining 64.4% is influenced by other variables that are not studied.

Abstract

Administration of regional property is component in asset management that has important role in local financial statements. According to the law of the Ministry of Demostic Affairs number 17 year 2007 about technical guidance of regional property management, property administration is divided into three activities that are accounting, inventory, and reporting. The Department of Regional Revenue and Asset Administration in Sigi Regency has not effectively managed its property for three reasons : 1) lack of competence of human resources due to lack of training and job rotation; 2) lack of infrastructure of 46 governmental working units in Sigi, only 7 units have storage warehouses because their effices are still renting. In addition, lack of maintanence; 3) System, functions and duties of property administration averlap, the role of the administrator is overlooked because the distribution of property is directly to the working units.

Abstract

This study intends to determine and analyze: 1) simultaneous influence of competency and motivation on the performance of family planning field workers in managing the family planning programs in Palu; 2) the influence of competency on the performance of family planning field workers in managing the family planning programs in Palu; 3) the influence of motivation on the performance of family planning field workers in managing the family planning programs in Palu. Population and sample of study cover the family planning field workers who are civil servants and honorary employees of 52 people. Data analysis is multiple linear regressions analysis. The result indicates that competency and motivation simultaneously influence the performance of family planning field workers in managing the family planning programs in Palu of 43,4 %, while the remaining of 56,6 % influenced by other variables that are not studied.
