Abstract

The objectivities of this research are: 1) to determine the influence of guidance and supervision on apparatus performance in The Inspectorate Office of Palu, 2) to determine the influence of guidance on apparatus perfoemance in The Inspectorate Office of Palu, 3) to determine the influence of supervision on apparatus performance in The Inspectorate Office of Palu. This research means to verify the relationship between variables and it involbes 36 respondents who selected through census sampling technique. The results show that : 1) guidance and supervision have significant influence on apparatus perfermonce in The Inspectorate Office of Palu, 2) guidance has significant influence on apparatus performance in The Inspectorate Office of Palu, 3) supervision has significant influence on apparatus performance in The Inspectorate Office of Palu.

Abstract

This research aims at finding out and analyzing the use of information technology (internet) to enrich the perception and knowledge to the society in Sigi Biromaru District and the positive and negative impacts of using the information technology (internet) to the society at Sigi Biromaru District, Sigi Regency. 100 respondents were taken as the samples of this research. The data were collected through interview, observation, questioner and documentation. Moreover, they were analyzed descriptively with a quantitative approach, in which the results are described and in detail. T-test analysis was used to answer the first problem of this research and Chi-Square (χ2) analysis was used to answer the second problem of this research. The results show that: 1). Information technology (internet) gives a big influence toward to the development of the perception and knowledge to the society at Sigi Biromaru District, Sigi Regency. 2) Information technology (internet) gives a positive and negative impacts to the society at Sigi Biromaru District, Sigi Regency, nevertheless the positive impact are more dominant than the negative impact.

Abstract

This study was conducted to analyze the performance of state civil apparatus at Central Sulawesi Department of Eduvation and Culture. This study used Qualitative research type, where according to moleong (2007:6) is the research that provides an overview of a causal problem relationship that is measured at one time or periode, so that it could describe the performance of Central Sulawesi Departement of Education and cultural’s employess. Data was collected by means of interviews, observations and documentations. The result shows that quality, quantity, timeliness, cost effectiveness, need for supervision, interpersonal impact an superior’s support were the important factors in improving the performance of central Sulawesi Department of Education and Culture’s employee.

Abstract

This research aim to analyse the Officer performance of at Secretariat of General Election Commission (KPU) of Hammer Town, and know the factors of supporter and resistor of Officer performance of Secretariat of General Election Commission ( KPU) of Hammer Town. Book Study in this research that is performance, conception the PNS, Officer Ability. Research Location in Office of Secretariat of KPU of Hammer Town. Informan Election use the Purposive Sampling. By specifying 7 people as Data informan collected by through/ passing observation technique, interview, and documentation. In this research is researcher use the Theory of Performance Dessler that is Work Quality, Work Amount, needed Supervision, Attendance, Conservation. Technique analyse the data use the descriptive analysis qualitative. Pursuant to result of research menunjukan that officer performance of at Secretariat of KPU of Town Palu with the indicator 1). work quality obtained by picture that officer of Secretariat of KPU of Hammer Town with quality for pekerjaanya. This matter earn in measure of through/ passing accuration, correctness, skill and output acceptance, 2). Work amount have been reached by through/ passing volume of output and time use, 3). Supervision needed give the benefit for make-up of performance of officer of Secretariat of KPU of Hammer Town, 4). attendance Or discipline of low-civil servant at the (time) of activity of apple of morning and evening apple, however officer of Secretariat of KPU of Town of discipline Hammer in finishing work is although encumbered by the in working addition, 5). Conservation of result of observation and interview the menunjukan do not look after of better medium and this prasarana matter in resulting from repository limitation owned by Secretariat of KPU of Hammer Town. While factors becoming supporter and resistor of Officer performance of at Secretariat of General Election Commission ( KPU) of Hammer Town that is supplementary factor of institute have the character of vertical, clear regulasi, while factor of resistor of dualisme leadership, system of promotion and officer mutation.

Abstract

The research intends to find out the implementation of Ship Measurement at Harbormaster and Harbor Authority Class III Policy of Pantoloan. The research setting was conducted at the office of harbormaster and harbor authority class III of Pantoloan. This was a descriptive qualitative research with 95 people as the population consisted of 70 employees and 25 ship owners. Sample was selected using purposive sampling with 3 employees and 2 ship owners. Data collection was primary and secondary.The data were collected through observation, interview and documentation. Then, they were analyzed using qualitative approach with procedures namely data reduction, data display and drawing conclusion (verification). The results reveal that communications called transmission, clarity are consistent; resources which staff (ship measurement expert and facility) still look unwell, whereas disposition such as willingness, commitment, honesty, authority resources and bureaucratic structure covering Standard Operational Procedure and authority fragmentation already be good Therefore, based on the findings, it can be concluded that implementation of ship measurement is still less effective.

Abstract

This research aimed to analyze the implementation of the extension policy on economy, social and culture, and spiritual mentality of the transmigration villagers at the UPT of Tinauka, Donggala Regency. The theory used is George Edward III consisting of four variables: communication, resources, disposition, and structure of bureaucracy. This was qualitative research in which there were nine informants by employing purposive sampling. The techniques of data collection were observation, interview, and documentation. The data were analyzed qualitatively through these techniques: editing, classifying, interpreting, and drawing conclusion. In general, the implementation of the transmigration extension program policy has not run well. Of these four variables affecting the implementation policy, three variables: communication, resources, and structure of bureaucracy were not effective. It is found that 1) in communication variable, the personnel did not carry out regular extension because of incompetence in effective communication and low understanding of their responsibilities; 2) in resources variable, although the personnel have good facilities, they did not do their responsibilities because of low education (graduated from elementary school only), low incentive, and no training on UPT management 3) in disposition variable, the extension program ran well because the personnel have commitment and openness to the villagers by distributing the villagers’ rights well, 4) in structure of bureaucracy variable, because of ineffective communication and low education qualification, the extension was carried out by the external personnel. This has made the standard operational procedures (SOP) not well-implemented.

Abstract

The research aims to investigate the influence of competency, utilization of information technology, and internal control on the reliability of financial report of schools operational support grants management in Buol District. The results find that competency, utilization of information technology, internal control, and the reliability of financial report schools operational support grants management has been well-implemented by schools in Buol District. The result also shows that competency, utilization of information technology, and internal control simultaneously and partially influence the reliability of financial report of financial report of schools operational support grants management in Buol District, both positively and significantly. This means that better the competency, utilization of information technology, internal control in schools, the more reliable of their financial report of financial report schools operational support grants management.

Abstract

This study aims to: (1) Determine the influence of income on household consumption fishing in the Village Boneoge Banwa District of Donggala;  (2) Determine the amount of household consumption expediture village fisherman Boneoge Banawa District of Donggala; and (3) to analyze the proportion of consumption expeditures of the proportion of household income fisherman Village Boneoge Banawa District of Donggala. This research is a descriptive study with a sample ot the study were 42 people chosen by purposive sampling. Data were analyzed using simple linear regression analysis and analysis of consumption. Result of the study concludes that: (1) income affect household consumption fishing in the Village Boneoge Banawa District of Donggala; (2) The amount of consumption of the majority of households in the village fisherman Boneoge Banawa District of Donggala equal to the amount of its income in each month; and (3) proportion of consumption expediture on household income fisherman in the Village Banawa District of Donggala largely allocated to meet the needs of food family.

Abstract

Hospital is a health institution that should be able to provide optimal health care to patients with its duty to provide facilities and infrastructure needed to support health care. Based on the research results obtained in this thesis show that the implementation the liability in the Tora Belo hospital has not been implemented properly, therefore the Tora Belo hospital must be liability civil law in the Civil Code, are criminally liability pursuant to Law No. 36 of 2009 on Health and is liability for the administration according to Law No. 44 of 2009 on Hospitals. The factors that support and hinder the implementation of the liability of the hospital in Tora Belo responsible by using systems theory approach to the concept of law according to Lowrance M. Friedman covers the substance, structure and culture, so that the obtained results that the factors that hinder the implementation of the liability of the Tora Belo hospital is the factor structure and culture, while supporting factor is the factor of the substance.

Abstract

This study aims to determine the implementation of state assets/goods administration policy at Donggala Research and Development Center Animal-Sourced Diseases Control.  The research method used in this study was qualitative research with informants amounting to 5 (five) people. Informants were selected based on purposive sampling. This study used observation, interview, and documentation research techniques. The four dimensions studied, namely communication, resources, disposition, and bureaucratic structure, had not been going well, for the gap between the facts on the ground with the theory used and with the Government Regulation Number 27 of 2014. For the communication aspect, it was seen from the lack of the policy implementors’ understanding towards the goals. For the resources aspect, it was seen from the lack of human resources quality and quantity of the state assets/goods administrators, as well as the lack of supporting resources in the form of training budgetary for the state assets/goods administrators and from the lack of building capacity. For the disposition aspect, it was seen from the lack of a shared commitment to support the state assets/goods administration policy. For bureaucratic structures aspect, it was seen from the absence of a standard operating procedure as the guidance for the state assets/goods administrators in administrating the state assets/goods. Thus, it could be concluded that, based on the research results and discussions, the implementation of state assets/goods administration policy at Donggala Research and Development Center for Animal-Sourced Diseases Control, had not been going well.
