Abstract

This study aims to determine the public perception of the construction of Palu Outer City Ring Road in Layana Village in Palu City. Firstly, this research found that the number of businesses are considered less impact. This means that the construction of Palu outer city ring road has less impact on the number of business. Secondly, the price of the buildings through the construction of Palu outer city ring road has been increased. It means that the project has significant impact on the price of buildings. Thirdly, the respondents claim that there are significant impact of the construction of Palu outer city ring road on their purchasing and selling of products. Fourthly, it can also be seen that this contruction has contributed to support their promotion of their business. The construction of Palu outer city ring road has positive impact to increase the number of their  customers. Fifthly, the project has contributed to support their products distribution. The time travel can be shorten by the construction of Palu outer city ring road so that they can easy to travel into other areas as well as strengthening the relationship with other region. Lastly, this the construction of Palu outer city ring road may also given a change to save more money because of low  costin    local            transport

Abstract

The objective of this research is to desribe, determine, and analyze simultaneous and partial influences of input data quality, the level of understanding, and the level of control on the quality of financial statements of governmental working units in Tolitoli Regency. It involves 112 respondents consisting of the head of governmental working units, commitment making officials, and treasurers. Technique of analysis is multiple linear regressions and hypothesis test is using significant α= 0,05 with SPSS version 16.0. The result show that input data quality aand the level of understanding, and the level of control simultaneously have significant influence on the quality of financial statements. Input data quality has significant influence on the quality of financial statements, the level of understanding has insignificant influence on the quality of financial statements, and the level of control has significant influence on the quality of financial statements in governmental working units of Tolitoli Regency.

Abstract

The existence of firearms must be controlled by the State in order to avoid abuse, smuggling and illicit trafficking senjata api which can threaten the life of society and the state. Issues to be examined is how the supervision and control of firearms circulating in the community as well as the constraints. The purpose of writing is to know both these problems within the framework of providing social policy for the government to ensure citizens nyaaman of misuse of firearms. The approach used is to study sociology to law, this research is based on the paradigm of criminology who studied crime in its various aspects. System monitoring and control of firearms in circulation by the civil society is not organized in a centralized system that integrate or to facilitate checking and supervision. Constraints are weak supervision of the implementation regulation of firearms licensing. Similarly, monitoring for the existence Soft Gun and gun assemblies freely circulating in the community, so prone to be misused. This resulted in a sense of security in society can not be realizedeventoanincreaseincrime.

Abstract

The objective of this study is to determine simultaneous and partial influence, both positively and significantly, of the local taxes and general allocation funds (DAU) on financing surplus budget (SILPA) at the district/city in Central Sulawesi Province. Population of the study consists of 11 districts/cities in Central Sulawesi with four-year time series between 2011 and 2014. The object of the study is budget realization reports that are resulted from LHP BPK RI on LKPD of district/city in Central Sulawesi. Data collected is secondary data that analyzed with multiple linear regressions. The results demonstrate that local taxes and general allocation funds simultaneously influence SILPA positively and significantly, which is stated in the determination test results of R­ square value of 0.238. Further, F test result of 6.414 with the significance level of a = 0.0) or a <0.05 reveals the significant value F of 0,004. Partially, local taxes has a positive but insignificant influence on SILPA with coefficient regression of 0.228 with t significance of 0.139. in addition, DAU positively and significantly influence SILPA with coefficient regression of 0.345 with t significance of 0.027.

Abstract

Learning using Cooperative Learning model of the type Active Debate to train students to think critically through debate. Discussion method to train students interact in solving a problem. This study aimed to determine whether there is a difference increase critical thinking skills of students in classes that implement Cooperative Learning model ot the type of Active Debate and discussion class that implements the method. Sample in this research is class student XI IPS I as an experimental class and class XI IPA III as the control class. Date collection techniques are critical  thinking skills test. Based on research results of students critical thinking skills after study shows that there are differences in students critical thinking abilities experimental class and control class. It can be concluded that the class using  Cooperative Learning model of the type of Active Debate has the ability to think critically is better than the class that uses the mothod of discussion.

Abstract

This study aimed to analyze employee performance based on duties and functions and to analyze factors inhibiting employee performance based on duties and functions, at sarudu District Office North Mamuju Regency. The concept used in this study to examine determinants of employee performance based on duties and functions was Handoko’s Theory, comprising efficiency and effectiveness.This study used purposive sampling with specified informants as much as 5 people and key informant was head of Sarudu District, Mamuju Utara Regency. The data collection technique was observation, interview, and documentation. The results showed that employee performance based on dutes and functions at sarudu District office North Mamuju Regency had not been good seen ftrom the Efficiency aspect comprising understanding and mastering tasks, for the employees did not fully understand and master; and seen from the Effectiveness aspect, for the performance of services given had not been maximal evidenced by the presence of complaints form the public due to the unfamiliarty of the people and the bureaucracy faced by the employees. While, the factors inhibiting employee performance due to duties and functions were cultures reflected in the behavior of the employees; the internal side of the employee measured from work ethic, motivation, discipline, and dependence of the employees to the leaders who was still very high, both in terms of discipline and work; as well as the external side of the employees, that the interaction pattern in providing services had not been professional.

Abstract

Beef Self-Sufficiency Program 2014 is one of the main programs of the Ministry of Agriculture. This program is associated to achieve food security of animal origin resource-based domestic livestock. The program is also an opportunity to be a driving force in restoring Indonesia as beef exporter in the past. Central Sulawesi Province was designated as one of twenty provincial priorities in the local cattle development in order to support the Beef Self-Sufficiency Program 2014. The research is intended to analyze the development of the objective conditions of dairy farms in the Province of Central Sulawesi, the achievement of Beef Self-Sufficiency Program 2014 in the Central Sulawesi Province, and arrange appropriate strategies in establishing Beef Self-Sufficency Program 2014 in Central Sulawesi Province.

Abstract

This research aims to find out how the service quality on business licence making at the Integrated Licensing Bodies and Invetment of Donggala Regency. This was a qualitatif research. The informants were determined troungh purposing sampling. The data type was primary and secondary. The data were collected throungh observation, interview and documentation. The data analysis used was from Miles and Humberman interaktive analysis covering data reduktion, data display, and drawing conclusion. Theory used was from Zeithaml, Parasuraman and Berry that comprised 5 dimensions, such as: tangibles, reliabillity, responsiveness, assurace and empathy. The results reveal that service quality of business licence making at the Integrated Licensing Bodies and Investment of Donggala Regency is not maximal yet. First, on tangibles dimension still lack of facilities to support the service such as it is neater especially for four wheels vehicles. Second, on reliabillity dimension which is inaccuracy in completing the license as the standard operational procedure, third on responsiveness dimension there are still officers do not serve quickly and responsive on the complaint.

Abstract

This research aims to know and analyze regional financial management consisting of  planning, implementation, administration, report, responsibility, and controlling on public service simultaneously and partially.This is a  descriptive verificative research using multiple linear regression as an analysis tool. This research involves 75 treasurers at regional work unit (SKPD) in Central Sulawesi Province. The results show that simultaneously and partially regional financial management consisting of planning, implementation, administration, report, responsibility, and controlling perform positive and significant effect on public service at Regional Cash Office. Central Sulawesi Province. Based on partial effect test in indicates that controlling is the dominant variable effecting public service following by responsibility (0,011), report (0,034), implementation (0,042), planning (0,043) and administration (0,044) respectively.
