Abstract

The research was to identify whether or not the provincial development could create people welfare and prosperity through provincial budgets and how the control over the provincial budgets. It was a normative research. The results  of the research showed that in planning the provincial development programs using the provincial budgets, the provincial government still needed grass root aspirations in order to secure the provincial developments were consistent with the people expectations in accordance with the potencies in the province.

Abstract

The objective of the research was to identify the prisoner restoration effectiveness in Palu  Prison House, Class II-A and the effect of recidivist restoration in Palu  Prison House, Class II-A. The research questions were (1) how effective the prisoner restoration in Palu  Prison House, Class II-A, was, (2) how effective the prisoner restoration in Palu  Prison House, Class II-A, was. The researcher adopted juridical empirical approach by relating the prevailing legal aspects, law and regulations to real facts in the community. The law that was supposed to be one of instruments to combat crimes has a series of long histories of changes and developments in terms of ‘revenge’ to criminals, change to be an instrument to protect one from others and protection to community against crimes as well as restoration media for prisoners to normally live a life in the community.  A prison is supposed to be the estuary of a criminal justice system assigned by a country to deliver restoration, rehabilitation and protection. Unfortunately, the restoration was sometimes inconsistent with the prevailing standards and regulations, leading to unoptimum results and crime recurrence. The sentences to recidivists by the judges shall be re-engineered in terms of better restoration and imprisonment in consistence with the prevailing principles of imprisonment. However, it was not yet practically exercised.

Abstract

This research aims to analyze the Implementation of Integrated Administrasion Service Program in East Palu Distict of Palu City (A Study of e-KTP Service Program Implementation). The research used descriptive qualitative method with data collection covered observation, interview, and documentation. The informan was 5 people selected through purposive sampling. The research results reveal that the Implementation of Integrated Administration Service Program in East Palu District of Palu City (A Study of e-KTP Service Program Implementation) is not optimal yet, due to some aspects affects it, namely 1) Communication aspect is already good, 2) Resourcces aspect is not good yet, 3) Disposition aspect is not good yet too, and 4) Bureaucratic Strukture aspect is not good as well.

Abstract

This study aims to describe and analyze the discipline of civil servants employment of civil servants in the general hospital area of Central Sulawesi province. The theory used as a foothold of analysis is the theory of veitzhal rivai which consists of five aspects namely the level of attendance, obedience to work rules, adherence to work standards, high levels of vigilance and ethical work.The research method used is qualitative research with descriptive method where the informant is five people and chosen pursuant to purpossive that is chosen with certain consideration and purpose. Data collection techniques consist of interviews, observation and documentation. The results showed that the discipline of employees from the five aspects studied there are three aspects of the implementation has not run properly, the first presence, which is seen from absenteeism is still low, the second from the aspect of obedience to work regulations is still less this can be seen from the number of employees who do not pay attention Work regulation, the third of the aspects of high awareness level is also still not good, judging from the use of office facilities that are not in place. While in the fourth aspect of adherence to the standard work is very good, this can be seen where the employees in the work refers to technical instructions so that in completing the work the results have been maximized. Fifth, from the aspect of ethical work is also very good, it is seen from employees who show good behavior and attitude in accordance with ethics in general.

Abstract

This research used qualitative research method. It was conducted at Research and Development Body of Central Sulawesi Province with 7 informants drawn by applying purposive sampling. The data were collected through interview, observation and documentation. The data were analyzed by applying Domain analysis technique by Sugiono (2009:255), obtaining general and whole description from the research or social situation. The result of the research showed that the working motivation of the employees at Research and Development Body of Central Sulawesi Province was in the category of Good, it was proven by 3 aspects as what has been stated in  the theory of McClellend that achievement, power and affiliation are the sources of working motivation for the employees to do their duties and functions properly. The research proved that the employees had shown high motivation to work well with a hope to get  good acknowledgement from either the higher employees or their co-workers, as well as from power aspect, in which they had performed good working motivation which led to position or promotion and from affiliation aspect, in which the employees had shown good working motivation because the higher and the lower were cooperating together in achieving the vision and mission of Research and Development Body of Central Sulawesi Province.

Abstract

This research aimed todetermine and analyze the effectiveness of Policy Implementation on Population and Family PlanningProgram related to physical health developmentto Elderly in Al Kautsar Institution Palu of Central Sulawesi Province.The main theory of policy implementation that is used as a reference is Edward III’s theory, which includes; (1) communication, (2) resources, (3) disposition, (4) bureaucratic structure. The research method uses descriptive qualitative approach. This research sites located at the Regional Office for Population and Family Planning Agency and Al Kautsar Institution Palu, informant as much as 9 people were chosen by usingpurposively. Data collection was done by interviewing, observation, and documentation. Data analyzed byusinginteractive model of Miles and Huberman. Based on the research result that the implementation of Population and Family Planning program (Study of Physicals Health Development to Elderly) at Al Kautsar Intitution,Palu City when viewed from the aspects of  (1) communication, (2) resources, (3) the disposition, and (4) bureaucratic structure, the indicates that was ineffective, because there are still aspects that have not been adequate, that isresources aspect, both human resources still need to be added and further enhanced, so that the implementer be optimized to run the program in order to achieve policy implementation. Furthermore, budget and facilities resources are also still very deficient, so it needs to be improved, so as implementer can optimize and more effectively in implementingof policy without trammels and limitations.

Abstract

This research aims at finding out the influence of leadhership style toward the motivation of the employees at social department of labor and transmigration Sigi regency. This was a qualitative research. The informans were taken based on the criteria: authorities, engaged or undergoing the process of leadhership toward the motivation. The data were collected through observation, interview, and documentation. The result of analysis show that motivation of the employees at social department of labor and transmigration Sigi regency was a partisipative leadhership style. This type of leadhershipstyle can give goodcooperation between the leader and the employees and the cooperation among employees. It can be seen from the way the employees consult their job to their leader, the leader’s way to take a decision, how the leader delegates the authority to employees, and the way the leader gives an apportunity to the employees to express their opinion, ideas about their activites nd job. By applying a pertisipative leadhership style, the head of social department of labor and transmigration can improve the motivation of the employees by providing a comfort atmoshere and giving confidence and responsibility in doing the job.

Abstract

This study aimed to determine and analyze the influence of leadership style, both simultaneously and partially, on the employee performance of Central Sulawesi Board for Village Governance and Community Empowerment. The method used was survey method. The data used were primary and secondary data. This research was conducted at Central Sulawesi Board for Village Governance and Community Empowerment. Data were collected by means of questionnaires and observations of the 80 respondent employees of Central Sulawesi Board for Village Governance and Community Empowerment. The analytical tool used in this study was multiple linear regression analysis and the hypothesis testing used was F-test and T-test using SPSS for Windows 16.0. The result of multiple regression analysis showed that the leadership style had positive effects on the employee performance of Central Sulawesi Board for Village Governance and Community Empowerment. While the T-test result showed that partially the leadership style did not influence the employee performance and significantly influenced the employee work performance at Central Sulawesi Board for Village Governance and Community Empowerment.

Abstract

This research was aimed to know how the Implementation Analysis of Authorized Realization and National Examination Result Analysis in Palu City. This research is a qualitative research. The informant of the research was the District Head of Palu city, head master, Head of Committee/Secretary of National Examination, teachers and students’ parents, whereas the sample was drawn purposively which was 7 persons. Data collection method was through observation, interview and documentation. Meanwhile the technique of data analysis used qualitatively. The research used Merilee S. Grendle theory. First, the respect of society toward the orientation and government decision, all respondents accepted the result of national examination conducted but most of them wanted that the determination of national examination given to the school authorization. Second, there is a awareness to accept the authorization, all respondents accepted well the conducting of national examination and there has not been yet another model to replace the national examination. Third, there is a public interest; an authorization if it is on the people side then it has fulfilled the public interest. All respondent told that it has fulfilled. Fourth, there is a law sanction, all respondents told we must follow the rule existed on national examination. Fifth, there is a personal interest on the realization of national examination. Sixth, time problem, all respondents did not have problem with the conducting of national examination when doing the items of national examination because it has examined in every subject.

Abstract

The purposes of this study are: 1) to capture the development of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi; 2) to determine and analyze the simultaneous influence of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi; 3) to determine and analyze the partial influence of regional revenue, general allocation funds; specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi. The method of research is descriptive verification with multiple regressions analysis. Sample in this study involves all disctricts and cities in Central Sulawesi with a period of study for four years, from 2010-2014. The results show that the contribution of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi is 44.6%; 55.4% is influenced by other variables. Simultaneously, regional revenue, general allocation funds, specific allocation funds, and profit sharing funds have significant influence on capital expenditure at he district/city governments in Central Sulawesi. Partially, specific allocation funds as significant influence on capital, while regional revenue, general allocation funds, and profit sharing funds have insignificant influence on capital expenditure at the district/city governments in Central Sulawesi.
