Abstract

The goal of this research is to analyze and provide an overview Prevention Program Implementation Malnutrition in Children Under Five Years On Donggala District Health Office of Central Sulawesi Province. This study refers to the opinion of Edward III of Implementation which includes elements of Interest, Communication, Resources, Disposition, and Bureaucratic Structure. This type of research in achieving the purposes and objectives of the research are descriptive method qualitative approach. The research location in Donggala Health Office. Informants in this study were selected purposively as many as five people. Data collection techniques used were observation, interview, and documentation. The data analysis was performed with data reduction procedures, presentation of data and draw conclusions. The results of this study explained that the implementation Program countermeasures Malnutrition Children Under Five Years On Health Office Donggala, judging by the theory of policy implementation raised by Edward III, which includes Communications, Resources, Disposis and Strukutur Bureaucracy has not overall have not been going well. This is because of all these factors there is still a factor Source Day that has not gone well, while the communication factor, disposition, and structural Bureaucracy has been well implemented.

Abstract

This research aimed at exploring (onderzoek) the effectiveness of externalities principle in distributing government authority particularly on the forestry in the relation to running the authority at provincial/city levels and investigating (beoefening) the effectiveness of the distribution and the implementation of responsibility between the government (Ministry of Forestry) and the provincial/city government. This research used a juridical-normative method beginning from the research on juridical doctrine by conducting an inventory of regulations directing the distribution of the government authority on forestry. This continued with the effect of distributing the authority (juridical-sosiological) in order to prescribe legal bases on the forestry authority in the future. It is concluded that the relationship of the externalities among the central, provincial, and regency/city government within the forestry authority based on the criteria of area, the function of forest zone, and the kinds of forest production; and the deconsentration and medebewin tend to be centralised. This brings about inefficiency og public service and low participation of the society in managing forest area and making use of forest sources for improfing the prosperity of the society contributed from foret sector.

Abstract

This study aims to determine the implementation of Education and Training for Village Heads Policy at the Village Governance and Society Empowerment Board of Donggala Regency. The research type of this study is descriptive qualitative research. The informants in this study were 5 people. The determination of informants in this study was using purposive method. The type of data used in this study was primary and secondary data. The analysis of data used in this study was using Miles and Huberman, namely data reduction, data presentation, and conclusion. The theory used in this study was the theory of Donald S. van Meter and Carl E. van Horn consisting of six aspects: Policy Standards and Targets, Resources, Interagency Communications, Characteristics of Implementing Agency (Bureaucracy Structure), Tendencies/Attitudes (Dispositions), and Social, Economic, and Political Conditions. In the implementation of this study, the researcher only focused on five aspects that were assumed to be in accordance with the phenomena that appeared at the time of this study: Policy Standards and Targets, Resources, Interagency Communications, Characteristics of Implementing Agency (Bureaucracy Structure), and Tendencies/Attitudes (Dispositions). Implementation of Education and Training for Village Heads Policy in general must to be improved continuously considering that the program goals was to improve the knowledge and skills of village heads in performing their duties and functions as the spearhead of national and regional development. Of course, in practice, the support of adequate resources is necessary, both human resources that have the ability to understand what their responsibilities in carrying out the process of policy implementation, and non-human resources such as facilities and infrastructures so that these elements can contribute maximally in the implementation process. In addition, to facilitate the implementation process, it should also has good and sustainable communication and cooperation the implementation process, where a good communication comes from a positive cooperation between government officials, in this regard the employees of the Village Governance and Society Empowerment Board of Donggala Regency. Thus, the researcher concludes that the implementation of Education and Training for Village Heads Policy had not run as expected.

Abstract

This study aims at determining the implementation of regional health insurance program policy in village Tanamodindi. This research is a qualitative descriptive research. Type of data are primary data and secondary data. Techniques of data collection are carried out through observation, interviews, documentation, and triangulation. Informants are choosen using purposive sampling technique. Techniques of data analysis used are model of Miles and Huberman, namely data reduction, data presentation, and conclusion. Theory used is the theory of Edward III, consisting of four aspects: communication, resources, diposis and bureaucratic structure. Based on results of the research, the implementation of regional health insurance program policy in village Tanamodindi has not been implemented effectively. First; communication aspect, which is the substance of the policy, has not been achieved consequently what is actually expected of a policy cannot be realized effectively in the absence of socialization conducted by village officials. Second; aspect of the resources, which is human resources owned, in quality and quantity is sufficient already, so is equipment resources to support regional health insurance program policy. Only financial resources to support regional health insurance program, has not been possessed yet. Third; disposition aspect, which is the implementers, tends to be less responsive to the achievement of policy objectives. According to researcher, such disposition is due to the inadequate financial resources, thus hampering the implementation process and complicates the implementers in performing their duties. Fourth, bureaucratic structure, which is the unavailability of standard operating procedures and maintenance service flow displayed, thus making the people do not understand in detail the procedure of regional health insurance program. Therefore, the researcher concludes that the implementation of the regional health insurance program policy in Village Tanamodindi has not been effective yet, because there is only one aspect fulfilled, while the other three aspects have not been effective.

Abstract

Based on the results of the study, that the Employee Performance At Village In Rice Distribution Program Rice Poor in Sub Kampal not yet effective, the First; aspects of productivity, ie employees village should also pay attention to giving understanding to the RTS-PM that Raskin was a government program for low-income people, so the RTS-PM has the right to scrutinize carefully the level of achievement indicators 6T, which is on target, right quantity, price, timely, quality, and proper administration. Second; Quality of Service, Many negative view formed on the organization of the public, comes as public dissatisfaction on the quality of service received from public organizations. Unfriendly attitude kelurahan staff in providing guidance to the RTS-PM very impressed unethical. Third; Responsiveness, The Village Kampal less facilitating the existence of poor people who do not have a card which is actually more worthy Raskin of Raskin recipients today. Employees village malpractice impressed only distribute Raskin, however, other problems inherent in raskin policies are rarely reported to the district level. Thus, the researchers conclude that the Village Employee Performance In Distribution of Rice In Rice Program Poor in Sub Kampal not maximized, because only two (2) aspects are fulfilled, namely the aspect of Responsibility and Accountability. While other aspects not maximized, namely the aspect of productivity, service quality and responsiveness.

Abstract

The thesis was bassed 2 issues, i.e.: 1). How the relationship between local legislative functional and good governance is, and 2) What are the steps to enchance the local legislative functional control to assure good governance. The thesis was to identify the relationship between the legislative functional control and good governance and what steps to enchance the local legislative functional control were assure good governance. It was a normative research, also called legal normative research, of  its own kind (sui generis). It normatively adopted scientific research procedures to search for truths based on scientific legal logics. In order to answer the research questions, it adopted law and regulation approach and conceptual approach. With reference to the results of the research, it was concluded: 1) A functional control is an important part in the process of good governance. In absence of the functional control, the power would be exercised subjectively and based on the individual interpretation of the power maker. A stricter functional control by the local legislatives would certainly bring positive impacts to the quality of good governance in local governments in terms of planning, execution and accountability. Accordingly, a functional control would significantly ecounrage good governance. 2) An effectively stricter legislative functional control would be realized through restrictions on regulation related with local legislative function. The local legislative functional control would be enchanced through better quality of human resources in the local legislatives. The performance of enhanced quality would be measurable based on the extend of roles of the local legislative in controlling regents/mayor;

Abstract

This study is to examine the performance of employees at the district office Pinembani Donggala regency. type of research is descriptive qualitative. Data types using primary data and secondary data. Data collection techniques, is done through observation, interviews, documentation and triangulation. Taking Informants using purposive sampling technique. Data analysis technique used is Robbins theory consisting of three (3) aspects of motivation, ability and opportunity. Based on the results of research, it is known that the performance of employees at the district office Pinembani yet effective and maximum. The cause is still a lack of motivation from the inside of employees, thus affecting low employee discipline. In addition, other factors that cause so that employees are violating the rules of the organization, in the absence of strict sanctions that are given to employees who do not obey and abide by the rules. While the infrastructure is still very low, while the ability and knowledge of employees in collaborating in providing services to the community, not fully in accordance with the needs of the organization. But the opportunity to participate in training and continuing education to a higher level, always get a response from the leadership.

Abstract

This study aims to determine the evaluation of the implementation of the legislative elections in Poso 2014. Technique of collecting data, by interview, documentation, and triangulation. Infomation retrieval techniques using purposive. The data analysis used the model Miles and Huberman. That are data reduction, data presentation and conclusion. The theory that used is the theory Bardach consist of four dimension, they are: technical feasibility, economy and financial possibility, political viability, and administration operability. Based on research result, that evaluating of the implementation of legislative elections in Poso 2014 is not effective, because from the four dimension according to Bardach, only two dimension that already met while the other two dimension have not been met. First, dimension of technical feasibility is already done accordance with applicable laws although in some ceses still need improvement in the implementation of better legislative elections. Second, dimention of economy and financial possibility, that the operation cost are used in the implementation of the legislative election need to get the attention to provide additional cost operational so that the role of organizer can be implemented optimaly. Third, political viability dimention, that all stages in the implementation of the election has been reachead and implemented according to predetermined schedule. Forth, administration operability dimention, that the impact problem on the implementation of legislative elections is less infrastructure and facilities in implementing the mission that are responsibility of the organizer.

Abstract

This research that involved 7 people was conducted in Mutiara Sis Al Jufri airport office Palu. Method used is descriptive and qualitative approach. Data were collected through observation, interview, and documentation. The result of this research revealed that the performance of employees has not maximal yet due to one benchmark indicator fulfilled out of five. Productivity measurement related to the efficiency and the effectiveness of service. It can be done through applied planning in form of program/activity. The suitability of task implementation to achieved work result and the suitability between policies to the implementation of task and work in general, are in accordance with the provisions set. Meanwhile, the other four indicators such as service qualitythat has several aspects of assessment that shows the quality of services provided is still not in accordance with the expectations of society,responsivity, in terms of the level of understanding to task and function in accordance with the applicable regulation and the level of sensitivity showed that the result achieved is not maximal yet, responsibilitywhich tasks and work has been programmed and the execution is also in accordance with the airportpolicies revealed not maximal, as well as accountability which  task and function of each division to the implemented activity by Sis Aljufri Airport Office Palu and its responsibility to the policy maker is still low because not all jobs can be accounted.

Abstract

This study aims at identifying and analyzing the effect of motivation on employees performance at Department of Communication and Information of District Sigi. This is a quantitative research. The population of this research was employees of department of Transportation, Communication and Information of District Sigi which were 46 persons in total and were determined using census techniques. Data collection method consists of observation, questionnaires and documentation, while the data analysis technique used is simple linear regression analysis technique. The result indicates that there is an effect of motivation on employees performance at Department of Transportation, Communication and Information            of District Sigi, where the highest motivation dimensions is physiological needs, especially in terms of salaries received by employees in accordance with their needs, while the lowest is the dimension of self-actualization needs, which shows that the employees are lack of skills in doing their job
