Abstract

This Study Aims To Determine Dikmen's Performance On Departement Of Education And Culture Central Sulawesi Province. The research method is descriptive qualitative to obtain in-depth information from informants. Determination of informants using purposive sampling as many as 7 people, namely the Head of Secondary Education, Section Head Coaching School, 1 staff Section Coaching School, Section Head of Vocational Guidance, 1 staff Section of Vocational Guidance, Section Chief P2PTK Dikmen and curriculum, and 1 staff section P2PTK Dikmen and Curriculum. The theory used is the theory Dwiyanto (2002: 48-49). Observation and study documents are also conducted to obtain data necessary. The results showed that the performance Dikmen Affairs at the Department of Education and Culture of the Provincial Central Sulwaesi not maximized. This is evident from the results of research based and proven to five aspects of the benchmark study focused only two studies that met and that indicator Responsibility and Accountability. While the Productivity Indicators, yet said to be optimal due to the lack of technical and human resources personnel participation is still lacking. While the Service Quality Indicators said is not optimal due to the lack of facilities and infrastructure to support service activities. Similarly Indicators Responsiveness can also be said not optimal because of the facilities and infrastructure was also back a bottleneck in responding to public education.

Abstract

This study aims to: (1) To determine the income of working people in the brick industry in Mekar Baru, Central Banawa District; and (2) To determine the impact of workers’ age, working time period and work experience toward the income the brick workers in the Mekar Baru village, District of Central Banawa. There are 52 people involved in this study as the sample. They are consists of 14 land owners, land processor 48 and 48 workers. The overall sample are chosen by proportionate stratified random sampling. The sampling is devided by dividing the population into homogeneous groups as called strata, and then the samples are taken randomly from each stratum. The approaches of data analysis in this research include income analysis and the Cobb-Douglass production function. The results show that: (1) The average earned income by the brick workers in the Mekar Baru village, Central Banawa District, Donggala regency is merely sufficient to meet the basic needs in their daily life; and (2) all the observed factors have simoultaneously impact on the income of brick workers bricks in the village of Mekar Baru. However, the working time period has partially and significant factor on the brick workers while working time period (X2) and the age of workers (X1) as well as working experience (X3) have not significant impact on the brick workers in the Mekar Baru village, Central Banawa district, Donggala regency .

Abstract

Morowali is a regency that is rich of natural resources. It is evidenced by quite number of mining companies operating there. The total area of Morowali regency is only 14,489.62 Km2 or 1,4 Milion Hectares. However, more than half of the mainland is occupied by concession permits for mining or estate bussines, It was reported by the Morowali Regency Government to the ministry of energy and Minerals Recources that there were 144 valid Mining Bussines Permits (IUP) covering approximately 440.000 hectares. The researcher identified that there were about 27 mining companies cousing environmental problems. One of them was PT. Pnxiang Mining Operating in Siumbatu Village, Bahodopi Sub-District, Morowali Regency, Central Sulawesi Province, failing to comply with environmental assessment statment standards in terms of water pollutions control, air pollutions control, hazardous and poisonous  waste treatment  and area demage control. The thesis studies how the criminal law  was enforced in inveronmental cases and how the formulation of criminal accountability was affected to vironmental crimes. It was a normative research to conseptualize and review law as norm, rule and principle or dogma adopted for discussing the main problems proposed based on legal materials and characteristics of legal sciense it self. It was concluded that although the policy on corporate crime accountability formulation in the preavailing environmental Law had provided about subjects of corporate environmental crime, when corporates crime, when corporate crime was commited and who was to b accountable for the crime, it would definetlly need to be more elaborated in order to prevent inconsistent enforcements when applied.

Abstract

The research is aimed to find out and analyze simultaneous and partial influence of goverment internal controlling system on the performance of goverment officials that include controlling enviroment, risk assesment, controlling activities, information and communications, and monitoring of service qualities. The research verifies the relationship of variables by involving 84 respondents who were selected through census method. The rest result show that: 1). controlling enviroment, risk assessment, controlling activities, information and communication, and monitoring of service qualities simultaneosly have influence on the performance of the goverment working units in Sigi; 2) controlling enviroment has significant influence on the performance of the goverment working units in Sigi; 3) risk assessment has significant influence on the performance of the goverment working units in Sigi; 4) controlling activities have significant influence on the performance of the goverment working units in Sigi; 5) information and communication have significant influence on the performance of the goverment working units in Sigi.

Abstract

This research aims at analyzing the quality of public service in land documents handling in Tatanga Distric Office, Palu City and the factors which influence. The informants of this research are 9 persons consist of 5 government employees and 4 people. This research uses a purposive sampling technique to select the informants. The techniques of the data collection are observations, interviews, and documentations. The result of this research indicates that the quality of public services in land documents handling in Tatanga District Office, Palu City is not maximal yet. It can be seen from the 5 indicators which become a benchmark in this research, they are: Responsiveness, Assurance, Tangible, Empathy and Reliability. There are only two indicators which properly fulfilled namely the response of the apparatus to the people who are in difficulty in handling land documents and empathy indicator which indicates that the district officers have treated the people rightfully, while the assurance, tangible and reliability indicators are in less maximal category. From several parameters used, like assurance indicator which has one of knowledge aspects, the apparatus of Tatanga is not satisfying yet. From the physical evidence indicator that has three aspects of handling support of land documents, the waiting room condition is not based on what people expect. While from the aspect of reliability which has right appointment of land document service completion is not proven yet.

Abstract

The purpose of this research is to analyze the effect of legal systems on earnings management and the effect of legal systems on earnings management moderated by managerial and institutional ownerships as the part of corporate governance mechanism. This research covers two countries which are Indonesia representing civil law country and Malaysia representing common law country. This research period is from year 2012 until year 2015. The data are obtained from corporation annual reports which are available in official site of Bursa Efek Indonesia and Bursa Malaysia. The hypotheses testing techniques used in this research are multiple regression analysis, independent sample T test and residual test. The result of multiple regression analysis shows that legal systems have significance effect on earnings management. The independent sample T test shows that there is a significance difference between earnings management degree in Malaysia corporations with Indonesia corporations, which earnings management degree of Malaysia corporations with common law are lower than earnings management degree of Indonesia corporations with civil law. While, the residual tests show that managerial and institutional ownerships are not moderating variables on the relationship of the effect of legal systems on earnings management.

Abstract

This study aims to determine and explain how the placement policy implementation transmigration Transmigration Settlement Unit (UPT) Lemban Tongoa Sigi. This type of research is used qualitative selection techniques and the number of informants purposively selected informants 8 people. Date was collected through interviews, observation and documentation. Date analysis techniques through the stages of editing the data, categorization, interpretation of the meaning of date and conclusion. The theory used models implementasike policy and Van Horn Van Metter with aspects  aspects that objective and policy standards, resources, disposition, characteristic of the implementing agencies, communication between the organization and implementation of activities, and conditions economic, social and political. The results showed that the aspect of Standards and Objectives penyelenggaraaan transmigration policy in UPT. Lemban Tongoa, has not demonstrated the achievement of goals, Aspect Resources funds / charges provided to carry out the selection and placement of transmigration is still inadequate, Aspect Disposition of the Implementing policies there is a sense of disappointment surrounding communities transmigration settlement Lemban Tongoa on the implementation of the selection of prospective migrants and placement are less accommodating people around, Aspect Communication between organizations in the implementation of the deployment policy of transmigration in UPT Lemban Tongoa has been executed, Aspect Characteristics Agent Implementing policies is still a paternalistic nature that can not be ruled out in the implementation of policies and Environmental Aspects: Economic, Social and Political in policy implementation are factors that influence the official interest policy implementation.

Abstract

This study is aimed to: 1)determine and analyze financial management planning of election funds in 2015 at general election commission in Sigi District; 2) determine and analyze the implementation of financial management of election funds in 2015 at the general election commission in Sigi District; 3) determine and analyze the administration of financial management of election funds in 2015 at the general election commission in Sigi District; 4) determine and analyze the control of financial management of election funds in 2015 at the general election commission in Sigi District; 5) identify the cause of The General Election Commision Sigi revised its DIPA grant in 2015 election as a component of the regional budget. Type of study is descriptive qualitative with informants cinsist of: 1) The secretary of general election commission as KPA/PPK; 2) The commissioner of general election commission; 3) TAPD; 4) PP-SPM with data from observation, interviews, literature review, and documents. Technique of analysis is descriptive qualitative with interactive approach based on data reduction, data presentation, and conclusion. The result shows that the management of election funds in 2015 in the general election commission of Sigi from the perspective of planning, implementation, administration, dan control has been in line with the regulation of the Ministry of Domestic Affairs no. 13, 2006 about local finance management guidelines as well as the DIPA revisions.

Abstract

This study aims to identify and analyze the development of the capacity of members of the police capability. This research uses descriptive qualitative, measure capacity-building capability of using opinion of Michael McGuire et.al, (in Harsono (2006) consists of: the development of the ability level of the individual, the development level of the organization, and the development level of the system. The data collected through observation, interview and documentation, analyzed through the stages of data reduction, data display, and conclusion, concluded that the development of capacity undertaken at the individual level, the application is not maximized. Resources organizers of the training do not yet have the capacity that is required according to the needs and academic requirements. Development of capacity at the organizational level have problems in structuring, preparation of facilities and infrastructure as a result of the expansion of the districts. Development of the system is less than the maximum level for the design of frameworks related to policy settings and basic conditions that support the achievement of specific policy objectivity, does not run properly. In turn, the purpose of capacity building within the ability of police officers Palu Police in order to improve the professionalism and performance of the organization mainly maintaining Kamtibmas, be less than optimal.
