Abstract

This research aims at finding out the causes of the ineffectiveness of the implementation of building license policy at the Department of Land Use and Housing. This is a qualitative research in terms of descriptive method. There are two kinds of data in this research, namely primary and secondary data. The techniques of the data collection are observations, interviews, documentations, and triangulation. This research uses a purposive sampling technique to obtain the informants. The data analysis used is interactive model of Miles and Huberman, consists of data reduction, data presentation, and conclusion. This research uses the theory of Van Meter and Van Horn which consists of 6 aspects, they are standard and policy objectives, resources, communications among the executives, the characteristics of the executives, social conditions, politics and economy, and the executives attitudes. Based on the result of this research, the implementation of building license policy at the Department of Land Use and Housing of Palu City is not effective yet. First: the minimum socializations cause people’s ignorance of the principles and benefits of buildings license. Second: team personnel performance of space utilization is not maximal because of lack of personnel to supervise and curb buildings. Third: the sanctions are not forceful to the offenders, so that the people are not aware and do not obey the law. Fourth: The coordination of related organizations is not maximal yet. Thus, the researcher concludes that the implementation of building license policy at Parliament is not fully maximal, because only 3 aspects are fulfilled while the others are not effective and maximal yet.

Abstract

The Study determine the moderation of corporate governance on the relationship between earning management and corporate social responsibility disclosure of the companies listed on Indonesia stock exchange as participants of corporate governance perception index in 2010-2014. Population of this study consist of 35 companies listed on Indonesia stock exchange as participants of corporate governance perception index in 2010-2014. Sampling technique used is purposive sampling, by wich this study selected 6 companies as samples. Technique analysis is data panel regressions with Moderate Regression Analysis (MRA) method; hypothesis testing is using t-statistics to determine the partial regression coefficient with significant level of 5%. The study has resulted two empirical finding. Fisrt, earning management has positive but insignificant influence on corporate social responsibility disclosure. Second, variabel of corporate governance that proxied with corporate governance perception index score is unable to moderate the relationship between earning management and corporate social responsibility disclosure.

Abstract

This research aims at describing employee work culture ini regional secretariat organization of Donggala Regency. The method used in this research is descriptive qualitative. The data were collected through observation, interview, and documentation. There were 5 informant that selected purposively. Approach used ini this research is work culture from Stefans P. Robbins cuvering: discipline, openness, respect, coorporation. The result of this research shows that employee work culture has not productive yet. The result of this research shows that there are some aspects influence the employee’s work cultures, such as: less discipline to the procedure and time. However, the ability of sharing and receiving information, between work partner is good, respect to each othe, respect to their own duty, and responsibility among partner, cooperation in sharing and receiving help are already good as well.

Abstract

This study aims to identify and analyze the Career Development of Civil Servants in the Bureau of Human Resources Central Sulawesi Police (Central Sulawesi Police), via a qualitative descriptive approach on the basis of the opinion Muenir (1993; 10), which states that there are three indicator career development can be implemented and consists of: 1. Education and training, 2. Promotion and 3. Mutations. Based on the results of research and discussion concluded that in education and training is not maximized are conducted or not fully used as the main requirement in the development of career civil servants (PNS) in the Bureau of Human Resources Central Sulawesi Police, Promotion, is also not maximized done, to the level of the Group IID have passed follow UDKP / UDPI, or PNS Group II D which has been eligible for the UDKP / UDPI can be promoted to the echelon IV (jab Pamin), but in order to be promoted to the echelon III (PNS which rank III D) is not yet implemented ,, for mutations or moved to a new position is also not maximized because it has been the past two years has not happened to the post of new mutations, but mutations merely to terms of promotion, is also the mutation only as confirmation only. This occurs because of the extremely limited opportunities to occupy an echelon III, the Regulation's 22 Year 2010 on STOK where chances of civil servants to occupy echelon III is very limited.

Abstract

This research was conducted to analyze the performance of Early Childhood Education in Parigi Barat Sub-district, Parigi Moutong Regency the involved informants in this research are the teachers of TK Satu Atap Baliara, the principle of TK Al-Khairaat Kayuboko, the principle of TK Satu Atap Parigimpu'u, the kindergartens supervisor and Unit Head of Technical Executive of Parigi Barat Sub-district, the data collection techniques are observations, interviews and documentations, the data used is primary data obtained directly from the informants who were then analyzed by the stages of data reduction, presentation and conclusion, the type of this research is Qualitative descriptive which uses Agus Dwiyanto's performance theory. Based on the results of this research, it is found a difference between the ideal values and the reality, so it is concluded that the performance of Early Childhood Education is not optimal, it is proven by a test in the aspect of productivity related to the presence of teachers in schools and classrooms, the aspect of service quality with  learning implementation indicator, the aspect of responsiveness is seen from the approach used by the teachers in learning either the method or the use of media, accountability aspect is seen from the work ethic and responsibility are not well implemented, the only aspect which is implemented well is the responsibility as measured from the involvement of teachers in developing the curriculum and preparing teaching materials.

Abstract

This Research was to identiy the ratiodecidendi behind the sentence of verdict in appeal against a non-guilty verdict and the implication of a legal appeal against a non-guilty verdict in a criminal case. It was a judicial normative research adopting juridical, historical, conceptual approach and cases. The legal resource were primary ones and secondary ones through bibliographical data collection. The collected data were analyzed descriptively and concluded deductively. Reffering to the results of analysis and discussions, it was concluded that : (1) the ratiodecidendi of an appeal by a general prosecutor was based on philosophy (fairness), juridical (certainty) and sociology (benefit). Among the aforementioned 3 basis, the juridical one was the most prominent, and (2) an appeal by a general prosecutor was not acceptable against all non-guilty verdicts, saved to impure acquittals.

Abstract

The Reseach problems are (1) How are the roles of the local communityin the management of natural tourismobject, the spring and the waterfall, (2)How does the local community participate in the management, (3) How are the roles of the local government in the management of the tourism object. The research isqualitatif desciptive. The data were obtained from the observations, interviews, and questioners. The data were analyzed by using data reduction, data presentation, and verification.  The research involved 30 local residents near the tourism object and some informants including the local principals, the chairperson, the elders, the youth figures, the parking men, the guards, and the sellers. The result shows that the local community roles in managing the object are not maximum in some aspects such as economy, social, culture, law, and environmental regulation. Their participation is not maximum shown by their jobs in which they work only as the employee. In addition, the local government roles are not maximum because the accommodation and regulation are not well provided. Theirroles and their participation in managing thenatural tourismobject, the spring and the waterfall in Mantikole are not maximum in some aspects such as economy, social, culture, law, and environmental regulation. The local community’s participation is limited as workers around the area. The government roles are not maximum in providing some accommodations and regulations in that tourism object.

Abstract

This study aimed to analyze the quality and the influencing factors of population documents service at the Office of West Palu District Palu City. Informants in this study were amounted to 6 people, consisting of four employees and two people. The informant determination technique used was purposive sampling, namely selecting or choosing informants, interviews, and documentations. The results showed that the quality of population documents service at the Office of West Palu District Palu City had not been done well. This was evidenced that only two of the five indicators used as benchmarks in this study which were met well, namely the responsiveness indicator which indicated that the District apparatuses had been providing responsiveness to the people when experiencing difficulties in the processing of a populations document, and the empathy indicator which indicated that the District apparatuses had treated the people fairly. While the assurance, physical evidence, and reliability indicators were in the category of less than maximum. The assurance indicator, which has knowledge aspect, showed that just only one of the two employees providing the population documents service who had attended training. The physical evidence indicators, which has there aspect  supporting facilities, state of the reception area and tidiness of apparatuses,  had not been implemented in accordance with the expectations. The reliability indicator, which has time appointment accuracy aspect, the population documents resolution time was not in accordance withthe time promised.

Abstract

This research aimed at analyzing the public service and the influencing factors within the Provincial Library, Archives, and Documentation Office of Central Sulawesi. The theoretical review in this research is Tangible, Reliability, Responsiveness, Assurance, Empathy. This research used descriptive qualitative method. The research site was within the Provincial Library, Archives, and Documentation Office of Central Sulawesi. The informants were selected by using two techniques, namely: Purposive, that is, choosing the sample by having specific reasons, and Accidental, that is, taking whoever the research met. The purposive technique gave priority to those who served, the librarians within the Provincial Library, Archives, and Documentation Office of Central Sulawesi, and the accidentally-selected informants were the service users. The data collection techniques were observation, interview, and documentation. The researcher used interpretation analysis technique which finds out the meaning of the problem, case, condition, and situation. The research showed that the public service within the Provincial Library, Archives, and Documentation Office of Central Sulawesi, based on the indicators: a) Tangible  b) Reliability, c) Responsiveness, d) Assurance, e) Empathy did not work well as expected. The determinant factors in the public service within the Provincial Library, Archives, and Documentation Office of Central Sulawesi were a) Human Resources, b) Discipline, and c) Leader.

Abstract

This research aims to anlyze the performance of the Department of Religious Affairs of Poso in 2013 to 2014 with Value For Money Approach based on the elements of economy, efficiency, and effectiveness. Based on the value for money approach from economics aspect, the department of religious affairs has been conducting its programs economically, these include: managerial support program and other technical issues, Islamic community guidance program, Islamic education program, Christian community guidance program, and program of hajj and umroh. All these programs achieved their objectives eccept program of hajj and umroh, which output is not reached. Performance from efficiency element shows that the office has been running its programs efficiently, program of managerial support program and the other technical issue, and Islamic community gudance program have achieved their output; Islamic education program and Christian comunity guidance program has been running quite efficiently with output performance achieved; meanwhile, program of hajj and umroh has been running highly efficient but the output is unreached. The results from effectiveness element show that the office of religious affairs has been running its program pretty efective;these include managerial support and other technical issues; while Islamic community guidance, Islamic education program and Christian guidance program are efectively implemented; program hajj and umroh is inefective.
