Abstract

Objectives to be achieved in this research is to identify and analyze ethical bureaucracy in Section Legislation in the Legislative Secretariat Sigi. This study refers to the opinion of the Ethics Bernhard Sutor bureaucracy that includes elements of Purpose, Means (modalities), and Action. This type of research in achieving the purposes and objectives of the research are descriptive method qualitative approach. The location of research in the Office of the Secretariat of the Regional Representatives Council Sigi District, and Time study will be conducted over three (3) months. Informants in this study were selected purposively as many as five people. Data collection techniques used were observation, interview, and documentation. The data analysis was performed with data reduction procedures, presentation of data and draw conclusions. The results of this study explains that the Ethics Bureaucracy On the Legislation in the Secretariat of the House of Representatives Sigi, overall not good, this is indicated on the three aspects of ethics used aspects of the objectives and aspects Facility (modalities) has been performing well, the aspect means (modalities) has been utilized properly. While aspects of the action not be in a good condition.

Abstract

The aims of this study are: to define and analyze marketing mix implemented in bomba batik industry in Palu city, to define and analyze the government political will on bomba batik industry in Palu City, and explore constraints and supporting factors on the implementation of marketing mix by batik bomba entrepreneurs and political will of the local government. The result of this research shows that: 1) marketing mix strategy that include product, price, place, and promotion, has been known and implemented by the batik bomba entrepreneurs in Palu City; 2) political will of the government has been well implemented and is an important factor in the development of batik bomba industry in Palu City.

Abstract

This research aims to know and analyze simultaneous effects of integrity, objectivity, confidentiality, competency, and commitment on auditor’s performance at Board of Development and Financial Audit (BPKP), Representative Office of Central Sulawesi Province. Data of this research concist of primary and secondary data that have been collected using means of questionnaire, interviews, and documentation. Multiple linear regression has been used as analysis method in this research. The results show that integrity, objectivity, confidentiality, competency, and commitment perform simultaneous effects on auditor’s performance at Board of Development and Financial Audit (BPKP), Representative Office of Central Sulawesi Province. This is indicated by the value of adjusted R square 0.851 which means that 85.1% auditor’s performance has been affected by integrity, objectivity, confidentiality, competency, and commitment. Based on partial test result, competency is the most dominant variable influencing auditor’s performance at Board of Development and Financial Audit (BPKP), Representative Office of Central Sulawesi Province i.e. 28%.

Abstract

The purpose of this study was to determine the Work Motivation Government Personnel At the District Office Dapurang North Mamuju regency. This type of research is descriptive qualitative approach derived from the results of in-depth interviews. The location of research at the District Office Dapurang North Mamuju regency. Research informant as much as 5 (five) employees with data sources include primary data and secondary data and data collection through interviews, observation, and documentation. The data analysis using descriptive data analysis model with a qualitative approach. The results showed that the motivation of employees, already well motivated employees work to serve the community in accordance with their respective duties because of a desire to meet the needs for achievement, need for power, and the company needed to be affiliated. Then the results of research in the field find the reality that job performance, promotion and collaboration with colleagues is a driver of employee motivation. However, some employees still lack motivation to gain power

Abstract

Purpose of this study are : 1) to determine and anlyze simultaneous influence of rural-urban property taxes and land acquisition fess to capital expenditure in district/ towns in Central Sulawesi Province; 2) to determine and anlyze partial influence of rural-urban property taxes on capital expenditure in district/ towns in Central Sulawesi Provinc; 3) to determine and analyze partial influence of land acquisition fees on capital expenditure in district/ towns in Central Sulawesi Province. The study applies verificative approach and select 11 district/ towns inCestral Sulawesi Provinceas it samples. Mtehods of data collection applied are: interviews, observations, and documents. Data is analyze with multiple linear regressions. The results show that: 1) rural-urban property taxes and land acquisition fees have silmutanoeus influences on capital expenditures in district/ towns in Central Sulawesi Provinces; 2) rural-urban property taxes partially have significant on capital expenditures in district/ town in Central Sulawsi Province; 3)land acquisition fees partially have significant influence on capital expenditures in district/ towns in Central Sulawesi Province.

Abstract

This study aims tio describe the management of health operational support grants in the area of Sigi District. It is a qualitative study with naturalistic method. The result shows that the management of health operational support grants has been running well according to Operational Support Grants technical guidance, which consist of. 1) Planning of Health Operational Support Grants program. It begins with the arrangement of Plan Of Action by the person in charge of the program, then discussed in the community health center mini workshop with Health Operational Support Grants team. 2)  Organization of Health Operational Support Grants program. The Health Operational Support Grants manajemen team at the health centers whitin the area of work of Sigi Health Office, which consists of the chairman and the financial manager has performed their duties and functions. Clear division of tasks facilitate the team to manage the Health Support Grants program so as to optimize the use of Health Operational Support Grants. 3) Implementation of Health Operational Support Grants program. There is a lack of understanding of the Health Operational Support management team on the technical guidelines. The Health Operational Support Grant is not used froim the beginningof the year and there is a significant increase in health services both in quinity and quality after the Health Operational Support Grants. 4) Supervision of Health Operational Support Grants program. Monthly mini-workshop are used as a way supervision  at the health centers levels. The Health Operational Support Grants accounting and reporting is reported monthly to the Health Operational Support Grants team leader as the person in charge of the puskesmas.

Abstract

This reseacrh aims at figuring out and analyzing the task effectiveness of evaluation team and budget absorption control at Bureau of Development Administration and Natural Resources of Regional Secretariat, Central Sulawesi. This is a qualitative research with descriptive method. The informants of this research are the employees of Bureau of Development Administration and Natural Resources of Regional Secretariat, Central Sulawesi that taken purposively. The techniques of the data analysis refers to yhe stages of Miles and huberman which consist of three simultaneous activities namely data reduction, data presentation, and verification. The research results show that the evaluation team and budget absorption control at Bureau of Development Administration and Natural Resources of Regional Secretariat, central Sulawesi did not work effectivelly due to some problems in the process of budget absorbing such as schedule delays, delays in the disbursement of funds, auction delays, delays of decree of technical enforcement officials/treasurer and the delays of RKA/DPA.

Abstract

This research aims to know and analyzing the factors what causes so that the performancesof the field of the family was planning low or not run as it should be in the village Pakawa districtPasangkayuMamuju North. The kind of research used is kualitatif while the kind of research is deskriptif, with the basis of research is a case study. Making informant as much as six people who was singled out based on purposive. A data collection in the study method : observations, the interview, and the documentation. The research using the performance of the Robbins, stating that the performance of the affected by three variable namely : (1) Motivation, (2) Ability, and (3) a chance. The results of research is based on the results of research in the field, showing that of three variable that be assessed based on the theory Robbins, it turns out there are two variable not go well, namely : variable motivation, and variable ability. While variable already running are variable opportunity.

Abstract

This  research  aimed  to    analyze  the  effect  of  Commitment,  Competence,  and  work experience on employee’s performance simultaneously and partially. Respondents on the study were 68  Alkhairaat University employees and the sampling method used was census technique.A multiple  regression  analysis  was  employed  for  this  research.  Study  result  shows  that commitment, competence, and work experience simultaneously and partially have positive and significant impact on employee’s performance of Alkhairaat University Palu. The determination coefficient as indicated by R-square has a value of 0.563 which shows that 56,3% variability of employee’s performance is affected by commitment, competence, and work experience,while the rest as much as 43,7% is explained by other variables that are not studied in this research.

Abstract

It was a juridical normative (legal) research studying the standing of Article 268 Section (3) of Law Number: 8 Year 1981 prior to and post Constitutional Court Verdict, Number: 34/PUU-XI/2013 and the attempts for Judicial Review to Constitutional Court Verdict, Number: 34/PUU-XI/2013 under perspectives of justice principle, benefit principle and certainty principle. A judicial review in a criminal case is an extra-ordinary legal attempt taken by a prisoner against a court verdict legally binding, on condition that there have been mistakes by the judge sentencing the verdict and there is a new novum never before presented in the trials. The judicial review as provided under Article 268 Section (3) of the Indonesian Criminal Codes rules that a judicial review may be filed only once. On the other hands, the Constitutional Court Verdict, Number : 34/PUU-XI/2013 provides that judicial reviews may be filed time to time in search of legal  material justice. In short, Article 268 Section (3) of the Indonesian Criminal Codes is superseded as it is not consistent with the Indonesian Constitution (UUD 1945). The effect of  a constitutional law in a criminal case is conflicting with Article 24 Section (2) of Law Number : 48 Year 2009 about Judicial Power  and Article 66 Section (1) of Law Number : 14 Year 1985 about Supreme Court as amended with Law Number : 5 Year 2004 and 2nd Amendment to Law Number : 3 Year 2009, as well as Circular of Supreme Court Number: 7 Year 2014 principally confirming that a judicial review may be filed only once to secure a legal certainty. The Constitutional Court Verdict, Number: 34/PUU-XI/2013 is not to destruct a legal certainty. A legal certainty is attain when a verdict is already legally binding and has changed the status of an accused into a prisoner as confirmed in Article 268 Section (1) of the Indonesian Criminal Codes. The principles of justice and legal certainty are inconsistent with multiple judicial reviews, as the later leads to a legal uncertainty to someone.
