Abstract

The study intends to determine and analyze: 1) the realization of personnel expenditure budget, goods expenditure, capital expenditure and indicative budget preparation; 2) the significant impact of realization of personnel expenditure budget, goods expenditure and capital expenditure on determining indicative budget; 3) the significant impact of the realization of personnel expenditure budget on indicative budget preparation; 4) the significant impact of the realization of goods expenditure budget on indicative budget preparation; 5) the significant impact of the realization of capital expenditure budget on indicative budget preparation. The study applies multiple linear regressions analysis with SPSS 17.0. Population consists of working units in The Ministry of Religion and sample is determined by purposive sampling method. The result indicates that: 1) realization of personnel expenditure budget, goods expenditure and capital expenditure have significant impacts on indicative budget preparation; 2) personnel expenditure budget realization has significant impact on indicative budget preparation; 3) goods expenditure realization has significant impact on indicative budget preparation; 4) capital expenditure realization has significant impact on indicative budget preparation.

Abstract

The aims of the study are: 1) to determine partial influence of leadership styles, compensation, and work enviroment on official’s performance in Palu City; 2) to determine simultaneous influence of leadership styles, compensation, and work enviroment on official’s performance in Palu City.The study intends to verify the relationship between variables by involving 77 respondents who were selected through purposive sampling method. The results conclude that: 1) variables of leadership styles, compensation, and work enviroment simultaneously have influence on official’s performance with signifficance of 0.000; 2) coefficient determinant shows adjusted R square of 0.359 that indicates that 35.90% of official’s performance in influenced by leadership styles, compensation, and work enviroment, while the rest is influenced by other variables that are not studied; 3) artial test shows that leadership styles, compensation, and work enviroment have signifficant influence on official’s performance with signifficant value of 0.004, 0.001, and 0.023 respectively.

Abstract

This research aims at describing the effectiveness of the employees’ permormance in the field of culture, department of Education and Culture Central Sulawesi Province. This research used qualitative descriptive method. The five were collected through observation, interview and documentation. The five informans of this research were taken through sampling technique. The results show that the employees’ performance in the field of Culture at departmen of education and culture Central Sulawesi Province in not optimum. Based on the work indicator proposed by Dwiyanto, it can be concluded that the employees’ performance were influenced by : 1) productivity of the employees in the field of culture is optimum. 2) quality of services of the employess is not optimum. 3) responsivity of the employees is optimum. 4) The responsibility of the employees is optimum, and 5) The accuntability of the employees is optimum.

Abstract

The Purpose of this Study were to Describe and analyze the Implementation of Public Disclosure Policy in Sigi Regency. This study was a ualitative research using descriptive analysis, i.e. to describe a variety conditions, situations, phenomena, and realities of a research object. Inthis study, the researcher would collect data to draw the realities of the implementation of Public Disclosure Policy in Sigi Regency as well as to describe the factors supporting and inhibiting the implementation process. Data collection techniques used were interviews, observation, and documentary study. Based on the analysis of the research results, it could be concluded that the Implementation of Public Disclosure Policy in Sigi Regency had not been maximized. From the Grindle’s nine indicators influencing policy implementation, there were still four variables that had not been implemented, while the other fife variables had been implemented. On the variable o policy contents, from the six indicators, there were still three variables that had not been implemented, namely (1) target group interest; (2) benefit types; and (3) decision making location. While the three other indicators that had been implemented were (1) desired change degree; (2) program implementation; and (3) resource involved. Furthermore, in the variable of policy contents consisting of three indicators, there was still one indicator that had not been implemented, namely the power, interests, and strategies of the actors involved. Meanwhile, two other indicators had been implemented, namely (1) institutions and authorities characteristics; and (2) compliance and responsiveness.

Abstract

The purpose of this study was to determine the Implementation of Motor Vehicle Tax Relief Policy in the Office of Regional Revenue Office of Central Sulawesi Province. The main theory used in this study are those of Edward III on four factors influencing policy implementation is communication, resources, disposition and bureaucratic structure. This type of research uses a qualitative approach to survey techniques. Informants in this study of three people who choose with purposive sampling. The results showed the implementation of the Motor Vehicle Tax Relief Policy in the Office of Regional Revenue Office of Central Sulawesi Province which consists of four indicators of communication, resources, disposition and bureaucratic structure. Of the four sub indicators are still no indicators that still need to be improved, namely sub-indicators of physical facilities, the implementor of policies and attitudes that lead to policy-makers on the creation of good results.

Abstract

The Influence Of Individual Characteristics, Motivation, and Workload On Personnel Performance in Madani Hospital Of Central Sulawesi This research is aimed to determinen and analyze simultaneous and partial influence of individual characteristics, motivation, and workload on personnel performance in madani hospital, central sulawesi. Respondents in this research consist of 80 people. Method of analysis used is multiple linear regressions and independent t test.The result shows that simultaneously, individual characteristics, motivation, and workload influence the performance of personnel in Madani Hospital. Partially, individual characteristics has insignificant influence on personnel performance, while motivation and workload have positive and significant influence. In addition, The result of the t test indicates that individual characteristics, motivation, and workload have significant influence on the  performance  of personnel both in mental health department and general wellness department in Madani Hospital of Central Sulawesi.

Abstract

The purpose of this study is: To know and analyze the implementation of of mineral and coal mining policy are not optimal. The The main theory William Dunn policies used as reference the theory of Van Meter and Van Horn examines the six aspects that is standards and policy goals, resources, characteristics of the executing agency, the attitude tendency (disposition), Activities Implementation & Communication across organizational, economic, social, and political. The place of research in Banawa District of Donggala with 7 informant selected by purposive. Data Collection by interview, observation and documentation. Data were analyzed using an interactive model of Miles and Huberman. Based on the research result that the Implementation of Mineral and Coal Mining in the district of Donggala Banawa general management of mining has the potential to serve as the mining areas were comfortable and safe for the community, government and business. However Implementation rock mining in districts of Banawa seen from six aspects everything is not optimal, thath is (1) Standards and targeted policies that appear on the lack of coordination or cooperation between the government and society (2) Resources are inadequate views of human resources and infrastructure ; while the aspect (3) Communication between organizations; which government and society have not been created through technology (4) karkateristik implementing agencies, policy rock mining and pattern of relations with the implementing agency of the other establishments inadequate (5) The conditions of economic, social, and political, informants consider not optimal (6) Disposition, the basically rock mining in the District Banawa not optimal, citizens have not changed and the positive economic developments, since mining of rock began to grow, along with that family life has not improved.

Abstract

This research is aimed to determine and analyze the impact of Parking Retributions, Terminal Retributions and Vehicle Inspection Retributions on Direct Expenditure in The Department of Transportation, Communications and Informatics, Palu City. Population covers the entire element in The Department of Transportation, Communicaion and Informatics Palu City. Data is analyzed with multiple linier regression with a confidence level of 95% and significance level of 5%. The result of the test explains that Parking Retributions (X1), Terminal Retributions (X2) and Vehicle Inspection Retributions (X3) simultaneously have significant impact on Direct Expenditure (Y). the value of correlation coefficient (Multiple R) is 0.566 or 56.6%, determinant coefficients (R square) is 0.320 or 32.0% and adjusted R square is 0.265 or 26.5. partially, Parking Retributions impacts the direct expenditure with significant value of 0.004, Terminal Retributions of 0.401, and Vehicle Inspection Retributions of 0.784.these result imply that Terminal and Vehicle Inspection Retributions partially have insignificant impact on Direct Expenditure in The Department of Transportation, Communication and Informatics of Palu City.

Abstract

Study was conducted with the aim to know the implementation of the policy of the regional districts sigi number 8 year 2010 on the organization and work procedures of public works department sigi district. Research method used is descriptive qualitative.The research is the office of public works district sigi road trans-bora biromaru sigi , informants in this research is as much as 6 ( six ) people, namely the head of public works department sigi district, secretary of public works department sigi district, head of the psd public works department sigi district, the head of the sub part of planning and reporting of public works department sigi district , commission deputy chairman of the council secretariat iii sigi district, commission secretary is the council secretariat sigi district. Data collection techniques include observation, interview, and documentation. Technical data analysis includes editing data, a categorization data, interpretation of data, the withdrawal of conclusion. This study using the theory george edward iii with aspects of namely aspects  of a communication, the aspect of resources, the aspect of disposition or kecederungan, the aspect  of bureaucratic structure.The results of the study showed the implementation of policy organization and administration of year public works agency kabupaten sigi is not optimal. To aspects of a communication, the disposition and bureaucratic structure already done however need to be increased again, on the aspect of resources because aspects of resources including the human resources is not completed.
