Abstract

This research aims to find out motivation of participation, to know whether there is influence of motivation and how much influence of motivation to employee performance at maritime affairs and fishery area of central sulawesi province. the data were collected through observation method based on circumstance in the field and interviewe with respondents. Respondents in this research amounted to 114 people who came from various levels of rank. This research was conducted at the Department of marine and Fisheries Region of Central Sulawesi Province. The research method is quantitative analysis, the data obtained based on the questonnaire answer and then analyzed by the technique of multiple linear regression statistic, T test and F test. From the results of the research found that motivation has a significant positive effect on employee performance. Motivation with indicators includes communication, recognition, delegated authority and mutual concern together has positive and significant influence on employee performance on Department of Marine and Fisheries Region of Central Sulawesi Province. Simultaneously, the amount of contribution provided by the motivation variable and discipline on the employee performance based on calculation result was 65.2 percent.

Abstract

This research intends to determine and analyze : 1) simultaneous effects of locus of control, goal orientation and organizational culture on employees’ performance at PT. Sinar Abadi Spark Plus Palu, 2) the influence of locus of control on employees’ performance at PT. Sinar Abadi Spark Plus Palu, 3) the influence of goal orientation on employees’ performance at PT. Sinar Abadi Spark Plus Palu, and 4) the influence of organizational culture on employees’ performance at PT. Sinar Abadi Spark Plus Palu. This research is descriptive and it means to show the influenceof locus of control, goal orientation and organizational culture on employees’ performance by interviewing 65 respondents that are selected through purposive sampling method. Based on the results of multiple linear regressions analysis, it can be concluded: 1) locus of control, goal orientation and organizational culture simultaneously have positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 2) locus of control partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 3) goal orientation partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu, 4) organizational culture partially has positive and significant effects employees’ performance at PT. Sinar Abadi Spark Plus Palu.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi Kebijakan Pemanfaatan Ruang Kecamatan Banawa Kabupaten Donggala, berdasarkan Peraturan Daerah Nomor 1 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kabupaten Donggala. Informan dalam penelitian ini adalah terdiri dari pihak-pihak yang dianggap terkait dengan penyusunan kebijakan Pemanfaatan Ruang Kecamatan Banawa sebanyak 5 orang, yang dipilih melalui teknik Purposive Sampling. Metode analisis dalam penelitian ini menggunakan model George C. Edward III yang mengemukakan implementasi kebijakan dipengaruhi oleh 4 (empat) variabel, yaitu: Komunikasi, Disposisi atau Sikap, Sumber Daya, dan Struktur Birokrasi. Hasil penelitian membuktikan bahwa dalam implementasi Kebijakan Pemanfaatan Ruang Kecamatan Banawa, meskipun kebijakan tentang RTRW ditetapkan melalui perencanaan yang baik agar dapat dijadikan pedoman sebagai penentu arah politik kebijakan yang akan dilakukan pemerintah, namun tidak bisa hanya sebatas itu. Lemahnya komunikasi yang terjalin, kurangnya sumberdaya yang tersedia, disposisi atau sikap yang belum mampu menguatkan tindakan implementor, dan struktur birokrasi yang masih membutuhkan koordinasi menyebabkan implementasi kebijakan pemanfaatan ruang di Kecamatan Banawa belum berhasil dan belum mampu menyelesaikan permasalahan tata ruang di Kecamatan Banawa. Berdasarkan hasil penelitian tersebut peneliti menyarankan untuk segera melakukan sosialisasi kembali Peraturan Daerah tentang RTRW kepada seluruh stakeholders terkait, koordinasi yang lebih kuat harus dibangun kembali disertai dengan pengawasan yang lebih ketat, sebab kebijakan dibentuk karena dibutuhkan oleh masyarakat. Oleh karena itu, pihak yang bertanggung jawab harus berupaya melaksanakannya meskipun itu dianggap sulit.

Abstract

The research is aimed to determine the process of execution of health operational funds that includes some steps: planning, disbursement, distribution and accountability, and reporting. The research is qualitative with study case approach. It defines 18 informants, people who are responsible for managing the health operational funds, with purposive sampling technique. The study results show that the planning process is not on target due to the late publication of the guidelines, which slows down the budget execution. The human resource is lack of competency in managing the process, and also lack of coordination and miscommunication occurred in the process of budget verification. The department, and the other one is done in the PPKAD. Delay in funds’ disbursement in the beginning of the year has caused health centers are overwhelmed in preparing paper works of accountability. Alternative solution or recommendation of this study is the need to prepare adequate human resources, regulation according to the needs, and standard operating procedures in the implementation of related activities.

Abstract

The type of the study is causal descriptive that shows relationship between variables studied by involving 31 respondents who are selected through sensus method. The Result based on multiple linear regressions analysis tests show that: 1) competency, work discipline, and work environment simultaneously have significant influence on the performance of employess in The Department of Energy and Mineral Resources, Sigi District; 2) competency has significant influence on the perfomance of employees in The Department of Energy and Mineral Resources of Sigi District; 3) work competency has significant influence on the perfomance of employees in The Department of Energy and Mineral Resources, Sigi District; 4) work environment has significant influence on the performance of employees in The Department of Energy and Mineral Resources, Sigi District.

Abstract

This study aims to identify and analyze the performance of sub district election committee (PPK) in the palasa sub district in the parigi moutong district. This type of research uses descriptive qualitative approach, measure performance based on the opinions Dwiyanto et al, (2002: 48-49) consists of: productivity, service quality, responsiveness, responsibility and accountability. The collection of data through observation, interview, and documentation, dianlisis through the stages of data reduction, data display, and conclusion. The study concluded that the performance of the District Election Committee (PPK) District of Palasa, not maximum yield general election (election) in 2014, DPR, DPD and DPRD in District Palasa, based on productivity, service quality, responsiveness, responsibility and accountability. The lack of availability of inputs, especially the time and cost of implementation since socialization until the voting was inadequate. There are still people who have not registered as voters remain, because the task of updating the voter is not maximized executed so that some people use the ID card at the timeo fchoosing.

Abstract

The purpose of this study is to determine the Implementation of teacher distinctive grantpolicy in the remote area of Baturube Village north Bungku Sub-district Morowali, throught the implementation of the theory of Edward III which includes communication, resources, disposition and bureaucratic structure. The research method used is descriptive qualitative helped by six informants where they were selected by way of purposive. The method of collecting data was through observation, interviews and documentation, with the data analysis techniques include data reduction, data display, drawing conclusions and verification of data. The result of the research explain that the implementation of teacher distinctive grant policy in the remote area of Baturube village North Bungku Sub-district Morowali not going well yet, this can be seen from the implementation obstacle in aspect of communication and resource such as lack of socialization carried, the inadequeta of human resource capacity, lack of facilities, supporting infrastructure, and limited funding, as of disposition aspects although the implementers respond and support the implementation of this program however in practice there are certain weaknesses that need to be anticipated and addressed wisely, and from the aspect of bureaucratic structure also shows that even though this policy has been equipped with the rules, but the implementation is not going well due to lack of understanding and knowing executing tasks to be done.

Abstract

The purpose of this research is determine and analyze the influence of government internal monitoring system that consists of controlling environment (X1), risk assessment (X2), controlling activities (X3), information and communication (X4), and monitoring (X5) on the effectiveness of local financial management information system (Y). Analysis tool is multiple linear regressions with ordinary least square (OLS) method. Population consists of the total government regionl working units in Sigi Regency and selected 42 units as sample. Respondents are the head of finacial and asset who in charge as financial administrator officials in 42 working units. Research instrument is questionnaire and data is analyzed with multiple linear regressions.  The conclusion draws that government internal monitoring system that consists of controlling environment, risk assessment, controlling activities, information and communications, and monitoring simultaneously and partially have positive and significant influence on the effectiveness of local financial management information system. From those variables, controlling environment does not have strong influence on the effectiveness of local financial management information system that resulted unqualified opinion from The National Finance Agency in Central Sulawesi.

Abstract

The objective of this research are to know and analyze the effects of loyalty, education, training and performane on promotion at regional secretariat, Tolitoli regency.(2) to know and analyze the effectof loyalty and promotion, (3) o know and analyze the effect of education and training on promotion, (4) to know and analyze the effect of performanceon promotion at regional secretariat, Tolitoli regency. This is a causal discriptive research to investigate the relationships among variables involing 99 respondents that have been tetermined using census method. The result of multiple Linear regresion show that : (1) loyalty, education, training, and performance simultaneously perform significant effects on promotion, (2) loyalty performance significant effect on promotion, (3) educatin and training perform significant effect on promotion, (4) performance performs significant effect on promotion at regional secretariat, Tolitoli Regency.

Abstract

The purpose of this research out the influence of the leadership style which are delegative leadership style, autocratic leadership style, participative leadership style both simultaneously and partially to the casual employee performance on Balai Wilayah Sungai Sulawesi III. The population in the research is a casual employee on Balai Wilayah Sungai Sulawesi III with samples obtained amounted to 88 people. Meanwhile, the analysis technicque is using multiple regression analysis. The research result shows that the leadership style which delegative leadership style, autocratic leadership style, participative leadership style have simultaneously significant influence to the casual employees performance on Balai Wilayah Sungai Sulawesi III. This result is supported by the simultaneous corelation coefficient of 42,9%  shows that either correlation or relations between those variables to the casual employees on Balai Wilayah Sungai Sulawesi III have strong relation. The research result shows that the leadership style which are delegative leadership style, autocratic leadership style, participative leadership style each variables have partially significant influence to the casual employees’ performance on Balai Wilayah Sungai Sulawesi III.
