Abstract

The study provides empirical evidence of the influence of the quality of local financial management information system on user satisfactions in donggala regency. Sampling method is survey and data collecting method includes observation, interview, library study and questionnaire. Respondents involve SIMDA financial officers in all governmental working units in Donggala Regency. Method of analysis is multiple regression analysis. The findings show that system and information qualities simultaneously have positive and significant influence of user satisfactions of local financial management information system in Donggala Regency; system quality partially has positive and significant influence on users satisfactions of local financial management information system in Donggala Regency; information quality partially has positive and significant influence on users satisfactions of local financial management information system in Donggala Regency.

Abstract

This study aims to describe the motivation Employee Work Motivation Analysis in Tadulako University. Theories used as the basis of analysis is the motivation theory of Maslow, comprising Aspects of physiological needs are, safety needs, social needs, esteem needs, and self-actualization. Method of research used was descriptive qualitative research methods and data collection techniques by observation, interview, and documentation. Selection technique of informants is purposively as five people. Results showed that the work motivation of employees in the Postgraduate Program Tadulako some still expressed is less good and others expressed well, this is reflected in five aspects were examined still were still not very good, that is, 1) aspects of basic physiological needs, 2) aspects of need for security, 3) aspect of social needs whereas, 4) aspects of the needs of awards, and the 5) the aspect actualization needs is good.

Abstract

The aim of this research is to determine and analyze the growth of actual revenues, effectiveness, activity ratio and contribution of locally generated revenues on each regional revenues-producing government institution in Palu City. Te research is descriptive and its sample consist of 13 regional government unit that are selected through census or non-probability sampling. Tool of analysis used are locally generated revenues growth ratio, locally generated revenues effectiveness ratio, activity ratio with ratio of harmony and tax and contribution analysis of taxes and levies. The resultshows that 1) The growth of loccaly generated revenues is generally fluctuated and there are three local governance unit show negative growth; 2) managerial effectiveness of locally generated revenues is quite effective, and there are three local governance unit showed poor and ieffective performance; 3) spending aspect identifies four local governance units with indirect expenditure greater than direct expenditure; 4) contribution aspect indicates that the majority of revenues in the local government units has less contribution to the locally generated revenues, only two institutions perform good criteria.

Abstract

The problem studied were how the legal protection to business entities in affecting standar clauses and how the legal protection to customers in motor cycle sale-purchase pursuant to Law Number 8 Year 1999 about Customer Protection were. The purpose of the research was to identfy and analyze the legal protection to  business entities in ffecting standard clauses and how the legal protection to customers in motor cycle sale-purchase pursuant to Law Number 8 Year 1999 about Customer Protection. It was a normative research based on Primary Legal Material, Secondary Legal Material and Tertiary Legal Material. It was concluded that the legal protection to customer was based on prevailing law and regulation, sale-purchase contract agreement and judicial protection where the customers can exercise their right through government judicial institutions through litigation and non-government judicial institution through non-litigation.

Abstract

The purpose of this study was to analyze the quality of public service viewed from tangible, realibility, responsiveness, assurance, and empathy aspects at Undata Regional Public Hospital of Central Sulawesi, the case study of third-class inpatient. The types of data used were primary and secondary data. Data were collected through observation, interview, and documentations techniques. The informans of the study were determined using purposive sampling method, resulting in 7 people comprising 2 head of mursing division, 1 nurse, and 4 patients. The techniques of data analysis used were data reduction, data presentation,and conclusion. The theory used was the theory of Parasuraman in Tangkilisan. The result showed that there were some service which had been good and some ones which were dissatisfactory, but the average had been good. It was known from the five aspects: the physical evidence (tangible), facilities and infrasructure were inadequate, such as toilets’ condition, but officers’ performance had been good; the realibility, officers’ ability to provide service had shown good result, diagnoses made by specialist doctors had been right in accordance with symptoms and complaints felt by patients; the responsiveness, officers’ accountability to patients had shown good results, it could be viewed from officers’ willingness to help and provide service quickly and officers’ alacrity in dealing with patient complaints; the assurance, knowledge and background of officers had been in accordance with education levels pursued by officers, and officers’ politeness to patients had shown good results; and the empathy, attentions given by officers had been good and equal to one another, not dicriminating between statuses and groups.

Abstract

This study aims to identify and explain the policy implementation Forest Police Policy Implementation in the Great Hall of Lore Lindu National Park using qualitative research.Model of policy implementation approach using the theory of Van Metter and Van Horn by focusing on resource policy, communication and attitude number of informants in this study were five people.The results showed that the Forest Police Resources in BBTN Lore Lindu Office of Central Sulawesi Province there are still problems in the execution of its duties and functions and limited facilities and infrastructure owned by the Office of the BBTN Lore Lindu, of the phenomenon of communication the forestry police know, understand and knowwell on Forest Police Policy but still headwinds particular job description of each officer as well as the unavailability of financial support specifically allocated to support this policy so that still need improvement officer's level of understanding and skill, and attitude of the phenomenon, the game keeper very supportive Forest Police policy, although still required an increase in human resources.In an effort to increase police resources forestry, then need preparing master personal or employee duties; training, education on an ongoing basis; change the mindset of the forestry police officers to be more professional, has insight and feel responsible for the task in hand; debriefing training for forestry police should continue to be implemented; consider seriously if it will hold, transfer or promotion of forestry police officer.

Abstract

This study aims to identify and analyze; (1) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala; (2) the effect of policy implementation of teacher certification partially on the performance of a high school teacher in Kabupatenh Donggala. The theory used in the variable policy implementation certification (X) is the theory of George Edward III who explains that there are four (4) dimensions in policies teacher certification, these dimensions are (1) communication, (2) resources, (3) disposition, and (4) a bureaucratic structure. While the variable performance of teachers (Y) using the theory of TR Mitchell stating that there are five (5) dimensions to measure teacher performance, namely (1) the quality of work, (2) timeliness, (3) initiatives, (4) ability and (5) communication. Data were analyzed using multiple linear regression. The results showed; (1) the magnitude of the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala simultaneously (together) is determined by the communication, resources, disposition and bureaucratic structure. Great influence policy implementation certification of teachers on teacher performance is 63.2% with the level of relations between the implement teacher certification policies with teacher performance is "strong" means that if the policy increases, aka meningkatkankinerja teacher; (2) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala is partially determined by the communication, resources, disposition and bureaucratic structure. The results of statistical analysis showed that description; (1) the policy variable dimensions disposition teacher certification obtained the highest cumulative percentage, while the dimensions of the bureaucratic structure obtain the lowest cumulative percentage; (2) on teacher performance variable dimensions of quality of work obtaining the highest cumulative percentage, while the dimensions of timeliness obtain the lowest cumulative percentage.

Abstract

The study aims to determine and analyse simultaneous and partial influence of competency, compensation, and non-physical work environment on performance of employees at PT. Bank Negara Indonesia (Persero) Tbk, Palu Headquarter Office. Respondents include 112 employees and data is analyzed with multiple linear regressions analysis version SPSS 16. The result confirms that competency, compensation, and non-physical work environment simultaneously have a significant influence on performance of employees at PT. Abstract

This study aims to determine the implementation of control policy in reducing dengue fever at   Community Health Centre of Talise in Palu city and identify inhibiting factors. The analysis based on the theory of Edward III  and approached by descriptive qualitative. Seven key informants were determined purposively. Data were collected through observation, interviews and documentation. The study shows that the implementation of the policy to control dengue fever at Community Health Centre of Talise in Palu city has not been effective because of some obstacle factors: the communication aspect, refers to the inconsistency of socialization of dengue  in the community and  inappropriate method; the aspect of resources, namely inadequate allocation of funding, limited infrastructures to control the mosquitoes and the structure of  the bureaucratic, subject to lack of responsibilities of cross-program officers. Whilst disposition factor, which refers to implementers behavior, has been supported the implementation of reducing dengue fever program at Community Health Centre of Talise in Palu city.

Abstract

The policy implementation of the village secretaries as the civil servant aimed at creatingwell-order administrationof government and developmentas well as service, and effective people empowerment. The purpose of this study is to analyze and study the implementation of the village secretaries as the civil servants and to investigate the supporting and inhibit  factors of that policy which was studies based on the model of policy implementation of George C Edward III on the aspect of communication, resources, disposition and bureaucracry. This type of study was qualitative.  The  number  of  informant  was  12  persons  who  were  selected  by  using  purposive sampling technique. The result of study reveals that the policy implementationof the appointment of village secretaries as the civil servants had not yet been optimal as indicated by the following results: (1) Communication: there was no socialization from regional government about the policy of  regulation  of  PP  45  2007,  (2) the  resources  of  village  secretaries  did  not  fulfill  with  the requirement due to the old age and had no latest academic certificate possession. (3) the dispotion of  attitude and behavior  of  the implementor  in  the policy implementation  of  village sectetary appointment to be civil servant did not run well: some village had vacuum of village secretary position.(4) the bureaucracy structure of regional government in the policy implementation had worked  well  although  there  was  a  lack  coordination  in  the  appointment  of  village  secretary position. The inhibit factor of the policy implementation was lack of socialization from regional government about the policy and the policy and the regulation of PP 45 2007. The supporting factor  was  positive  responses  from  the  village  secretaries  for  their  appointment  as  the  civil servants.
