Abstract

This study aims to identify and describe the Policy Implementation Unit Level Curriculum (SBC) in improving learning in SMK Negeri 1 Sarudu. This research is a qualitative descriptive study with a study population of 16 people, .Teknik data collection using observation, interview and documentation study. The data analysis technique used is descriptive qualitative. The results showed that the policy implementation Unit Level Curriculum (SBC) at SMK 1Sarudu based on the theory of Edward III, which include: Communication, Resources, disposition and bureaucratic structure in SMK 1 Sarudu suboptimal even though the policy implementation of SBC is in conformity with the standards of competence / basic competence but there are some programs that are not performing well as the development program or department areas of expertise, competence test execution and implementation of learning programs. Factors affecting less optimal for policy implementation level curriculum, among others, limited education facilities / infrastructure and support available budget and human resources seen from Aspe kkualitas and quantity

Abstract

The National Program Independent Community Empowerment is one of the government policies in alleviating poverty and providing works by involving communities in all stages of the development, from planning, actualization, monitoring to evaluation. Through the participatory development, the community critical awareness and self-reliance, particulary the poor communities, can be increased so that they will not merely become the objective of development programs but also as the subjects in combating poverty efforts at the same time. This research describes the implementation of the National Program Independent Community Empowerment, the result shows that the implementation of the National Program of Rural Community Empowerment in Polewali Village can be categorized good in general despite some of its weaknesses. The interpretation of the implementation of the National Program Independent Community Empowerment in Polewali Village is still not well understood both by the activities manager in village level and the villagers themselves. The aplication of the National Program Independent Community Empowerment in Polewali Village has been able to carried out , although there are still some obstacles faced.

Abstract

This research has been implemented in Bangkir village of South Dampal District of Tolitoli Regency, the purpose to know 1) whether the input of land production, man power, seeds, and fertilizer are significance affect towards rice production at Bangkir village of South Dampal District. 2) to know that whether the production input using in the paddy rice land at Bangkir village of South Dampal District have reached efficient rate. 3) to know how big the income of rice paddy farmer in Bangkir Village of South Dampal District if is seen from the production which is obtained into for once weather planted. This research as like a survey an object has been decided with the target for 41 rice farmers in Bangkir Village of South Dampal District. To see the influence from each factors which is examined that’s used Cobb-Douglas analysis model which is made a transformation into multiple linear regression forms. The conclusion from this research either simultaneous or variable partial of land wide, man power, fertilizer and seed affect to the rice production in Bangkir Village. The input using of production indicate that the land is not efficiently, so that still probably increase the production input, but production input, man power, fertilizer and seeds are not efficiently.

Abstract

The purpose of this study was to identify and analyze policy implementation and administration of the Regional Financial Accountability Office of Financial Management and the Regional Asset Palu. The main theories used in this study are those of Edward III about four factors that influence policy implementation is communication, resources, disposition and the structure of the bureaucracy. This type of research uses descriptive survey techniques. The population numbered 189 people and drawn purposively sampled to obtain 40 respondents.The results indicate the implementation of policy at the Department of Revenue and Finance and Asset Management Palu District Administration policy and Financial Management Accountability consists of four indicators, namely communication, resources, disposition and the structure of the bureaucracy.Of the four sub indicators are still indicators that still need to be improved, namely sub-indicators of physical facilities, the implementor of policies and attitudes that lead policy makers on creating good results. While inhibiting factors or constraints that are more focused on the principle of disbursement mechanisms are not timely and orderly financial administration should be based on the Regulation of the Minister of Home Affairs Number 55 Year 2008. In addition, the quality of human resources is still low, facilities and infrastructure have not mamadai and lack of coordination between government Regional, Provincial and Central.

Abstract

This writing wants to know what the purpose of the establishment of regional organizations as well as whether the factors that hinder the arrangement of regional organizations, through the method of normative and regulatory approaches law (Statute Approach) and the conceptual approach (Conceptual Approach), found things as follows; 1). The purpose of establishing regional organizations have three fundamental objectives, namely; (1) To Achieve Objectives Granting autonomy; (2) To carry out certain government affairs; (3) To carry out public services; 2) Structuring regional organizations is one of the steps to set up a system that Local Government system. Therefore, the arrangement of regional organizations not in spite of the obstacles faced, namely; (1) Aspects of human resources; (2) the financial aspects; (3) Changes in the legislation.

Abstract

This study aims to identify and study the Policy Implementation Incentives Lauk Pauk at the University Tadulako. The research method is qualitative research, with informants of 9 (nine), informants were selected based on purposive. Collecting data in this study begins with the observation (observation), interviews, and documentation. The results of the study explained that, Policy Implementation Incentives Lauk Pauk at the University Tadulako not going well "because of the four dimensional researched field, there are three dimensions that are not going well, that" (1) The communication has not done well, where socialization policy of the Ministry of Finance No. 110/PMK.05/2010 on Procedures for Granting and Payment of Eating for civil servants have not been socialized to lecturers and university officials Tadulako, as a result of the policy is not well understood by lecturers and officials, especially the dilution mechanism, (2) desposisi aspect has not gone well, because the use of the software manual is an absolute requirement for dilution, but attendance can be engineered true, the University has not yet estimate Tadulako back absent digital fingerprint attendance list. (3) The structure of the bureaucracy is not going well, because the Standard Operating Procesures (SOP) on implementation Tadulako money eating yet, consequently frequent delays in the disbursement.

Abstract

The study aimsto determine and analyze simultaneous and partial influence of leader’s commitment, internal monitoring, and competency on the performance of financial administrator of Palu City Government. Sample of study selected through purposive sampling, consists of 90 financial administrators in 30 governmental working units in Palu City. Method of analysis is multiple linear regressions. The result underlines that leader’s commitment, internal monitoring and competency simultaneously have significant influence on the performance of financial administrators. Partial test shows that each variables of leader’s commitment, internal monitoring, and competency have significant influence on the performance of financial administrators.

Abstract

The purpose of this study is determine and analyze simultaneous and partial influence of competency and information Technology Systems on the quality of local assets report. reporting Regional Property (BMD) either simultaneously or partially. Respondents consist of 41 officials in charge in local assets administration of Parigi Moutong, who selected with random sampling. Method of analysis in is multiple linear regression. The results shows that Competency and Information Technology System simultaneously and partially have positive and significant influence on the quality of local assets report of Parigi Moutong. Coefficient determination shows Adjusted R-Square of 0.311 or 31.1%. This means that  31.1 of the quality of report influence of competency and information Technology Systems, whole 68.9% influenced by other variables that are not studied.

Abstract

This study aimed to describe the impact of the entry of PT.Donggi-Senoro LNG (DSLNG) against the living conditions of the people in the District Kintom, and analyze the influence of income, education, occupation, and number of dependents of the consumption expenditure of the poor in the District Kintom.Type of survey research, using cross section data obtained from interviews directly to the respondents using a questionnaire regarding the characteristics of the respondents.Sampling purposive sampling technique, so as to obtain the key respondents by 99 people.This study uses qualitative analysis to decipher the impact of the entry of PT.Donggi-Senoro LNG (DSLNG) on the living conditions of society, using multiple linear regression to see the influence of income, education, occupation, and number of dependents of the consumption expenditure of the poor in the District Kintom. Tools used to manage the data of this study was SPSS-21.Results of the study found that the impact of the entry of PT.Donggi - Senoro LNG (DSLNG), against the District Kintom people's living conditions, among others: the increase in income, employment, improving public education, and disruption of social processes.Medium for statistical analysis of the consumption of poor households shows that the coefficient of determination (R) for, 757 which means that the variation of independent variables RTM District of Kintom consumption by 75.70%.Significance Simultaneous detection (Test Statistic F) and obtained the F-table at 2.47 (α: 5%, and df: 99-4 = 95) while the statistical F/F-count of 31.462 and F-statistic probability value 0,000.Medium for Detection of Individual Parameter Significance (Test Statistics T) obtained t-table value of 1.661.Based on the t-table value with the assumption of the t-statistics/t count\u003e t-table, the independent variables were significant to the variable household consumption is variable income (t-test = 5.328), and the number of dependents (t-test = 3824).Based on the research results suggested to PT.DSLNG to be more structured in implementing CSR, and for the Government of the District Kintom need to create policies that can improve / increase the income of poor households are not able to meet the basic consumption needs in order to prosper and be able to meet their basic needs.And also suggested that the Government of the District Kintom more proactive in controlling the implementation of CSR given PT.DSLNG to society, so that more people benefit from CSR.

Abstract

A democratic country that is based on the law, there is the protection of the human rights of its citizens. One of the rights that should be guaranteed by a State is the right of freedom of association, assembly and expression, as stated in its constitution, namely the Constitution of the Republic of Indonesia Year 1945. It can be seen in the provisions of Article 28 and 28E (3) UUDNRI 1945, concerning freedom of association and assembly, issued thoughts with oral and written, and so on are set by the Act and the provisions of Law No. 2 year 2011 concerning amendments to Act No. 2 of 2008 on Political Parties. With these freedoms, the government should be fair to the political parties that did not get state financial aid granted proportionally, while financial aid is only given to the political parties which have gained seats in the Parliament. Which cause many problems, whether financial aid political parties which have gained seats in the Parliament and the Council under the provisions of Law No. 2 of 2011 on political parties reflects the principle of popular sovereignty with justice. Corresponding problems mentioned above, this thesis is a normative study described prescriptive. Importance given financial aid to political parties, to strengthen the implementation of democracy and party system that is effective in accordance with the mandate of the Constitution of the Republic of Indonesia Year 1945 and the formation of political parties and the democratic process in the form of grants aim to recruit and retain the power to implement / realizing programs compiled with a particular ideology. In addition, provision must also reflect the principle of popular sovereignty with justice.
