Abstract

The objective of this study is to determine the influence of transformational leadership style, compensation and motivation on the  performance of officials in the maritime and port authority office of pantoloan.this study uses explanatory approach in explaining the relationship between variables by involving 70 officials in the maritim and port authority office as respondents, who were selected through census method. The result of the tests shows that: 1) transformational leadership, compensation and motivation simultaneously have  significant influence on on the officials ‘performance; 2) transformational leadership style is partially has positive and  significant influence  on the officials‘performance; 3) compensation partially has positive and significant influencet on the officials‘performance; 4) motivation partially has positive and significant influence on the office ‘performance.

Abstract

This study aims to determine the unit cost of action appendectomy in hospital operating rooms Madani area of ​​Central Sulawesi Province by calculating the cost of direct and indirect damages. This research is a descriptive operational research and analysis using secondary data Hospitals in 2014 at the Regional Hospital Madani Central Sulawesi province. Method of calculating the cost of using the ABC method (Activity Based Costing) and simple distribution. ABC method for allocating direct costs by calculating the cost of activities that occur using cost driver based time activities. Simple distribution method for allocating indirect costs distribution costs from support units to units of production (operating room). The results showed appendectomy actual unit cost of Rp. 2,376,419, and the normative unit cost of Rp. 2,347,847, -. The operational costs of medical and paramedic services constitute the largest expense

Abstract

This study aims to determine the implementation of the Policy Social Security Administering Agency BPJS subsidy Tomini District Parigi Moutong District. The type of research used qualitative descriptive. The type of data used is primary data and secondary data. While data collection techniques, conducted through observation, interviews, documents. Furthermore, withdrawal technique of informant use purposive. Data analysis used is interactive model Miles and Huberman, consisting of data reduction, data presentation, and conclusion. The theory used in this research is the theory of Van Meter and Van Horn. As for from this research the researcher put forward some research result that is: standard and target of policy, communication between executing agency, characteristic of executing agency. Based on the results of the research, that Policy Social Security Administer Agency BPJS subsidy Tomini District Parigi Moutong District. Referring to the Act No. 24 of 2011 on BPJS that implemented was not running optimally. Coordination is maintained by the District Government, Village Governments, and the Community receiving BPJS in implementing policies that are not yet technically clear. While the distribution of subsidized BPJS card for its implementation has not shown the maximum result of the implementation of the policy.

Abstract

This research aimed to know the  to determine the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency. This aimed used a qualitative approach to the informant as much as five (5) persons within the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency. This research result showed that the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency had not yet run well as from 5 (five) dimention investigated, 3 (three) dimensions did not work well such as dimension of produktivity, service quality and accountability but two was only that worked well enough i.e responsiveness and responsibility.

Abstract

This research aims to determine and analiyze: 1) financial management of civil servants’ parking levies in Palu, which includes planning, implementation, reporting, and auditing; 2) the effectiveness of financial management of civil servants’ parking levies in Palu. Type of this research is descriptive and population consist of goverment officials in The Agency of Revenue, Administration, and Local assets and The Office of Transportation, Palu. The results show that the management of parking subscription of civil servants in Palu has been effective; yet, the management of parking facilities remains poor. The reception of parking fees is effective as it shows an increase from Rp. 1.755.500.000,- in 2014 to the amount of Rp. 2.037.880.000,- in 2015.

Abstract

This study aims to find out what caused the implementation of Self-Help Housing Stimulant Assistance Policy in South Parigi District has not been effective. The research type of this study was descriptive qualitative research. The types of data used in this study were primary and secondary data. Those data were collected by means of observations, interviews, documentations, and triangulations. Informant sampling method used in this study was purposive sampling technique. The data analysis used in this study was the Miles and Huberman model, i.e. data reduction, data presentation, and conclusion. The theory used in this study was the theory of van Meter and van Horn, consisting of 6 (six) aspects: the basic measures and policy objectives, policy resources, interagency and inter-implementation communications, characteristics of the implementing agencies, and economic, social, and political conditions, as well as tendencies of the implementers. The results show that the implementation of Self-Help Housing Stimulant Assistance Policy in South Parigi District has not been effective: First, the communication aspect: socializations were done only when the meetings, those were not done on the KPB level resulting public ignorance about the basic measures and policy goals. In addition, the interagency coordination has not been maximal. Second, the characteristics of implementing agencies aspect: the sanctions given by the Department of Public Works and Public Housing of Parigi Moutong Regency on the violating parties were not strict, so as the awareness of the facilitators, the third parties, and the society were not awakened which in turn made the policy implementers not responsible for the policy implementation. Third, the tendencies of the implementers: an attitude that is not considered responsible and transparent, because it provides opportunities for certain parties to collect levies without clear designations and to do dereliction of duty and responsibility so that the distributions of building materials were delayed. Thus, the researcher concludes that policy implementation Self-Help Housing Stimulant Assistance Policy in South Parigi District was not maximal, because only three (3) aspects are met: the basic measures and policy objectives, policy resources, and economic, social, and political conditions. While, other aspects were not maximal: interagency and inter-implementation communications, characteristics of the implementing agencies, and tendencies of the implementers.

Abstract

This study aimed to determine the organizational culture at TolitoliRegent Office, organizational culture at Tolitoli Regent Office still less than optimal, marked by its work-family culturethat was still very attached.This study used qualitative research method, where the informants in this study consisted of Tolitoli Secretary as the key informant and the employees of Tolitoli Regent Office. Data were collected using observations, interviews, and documentations. The results show that organizational culture at Tolitoli Regent Office still less than optimal.Based on organizational culture indicators of Stephen P Robbins (2014:487), employeeselection should be based on human resources and skills (ability):Staffing in Tolitoli Regent Office was still based on its proximity to the leader. The top management wasseen from behavior and norms: Briefing from the leader to the employees of Tolitoli Regent Officewas always carried out, but in terms of implementation,the discipline ofthe employees was still less than optimal. Socialization in terms of environmental andwork values:Cooperation amongemployees hadrun quite optimally, every employee was able to cooperate well enough to achieve the goals of the organization among divisions. Every employee should be able to understand the duties and functions of each if you did not understand how he works well.Of course, it is the most fundamental to every employee. However, an organization should do recruitment and selection, an employee must comply with the applicable rules and also look at his ability.

Abstract

The purpose of this research is to determine and analyze the effect of motivation on employees’ performance of Forestry and Plantation Agency of district Donggala. This is a quantitative research using survey approach. The population of this research is the employees of the Forestry and Plantation Agency of District Donggala totaling 83 people that were drawn using Taro Yamane’s formulation and then it is determined that the number of samples are 45 respondents by using stratified random sampling technique because of the stratified characteristics of the population. Data collection method consists of observation, questionnaires and documentation, while data analysis techniques used is simple linear regression. The result shows that there is an influence of motivation on employees’ performance of Forestry and Plantation Agency of District Donggala, where the influence of the motivation is controlled by the dimensions of the need for power, especially in the case of employees having desire to get power or responsibility in completing their works, while the low dimension is the need for achievement, which means that employees are not motivated to achieve work result personally.

Abstract

The study intends to determine and analyze simultaneous influence of work discipline and environment on the performance of Officials at The Secretariate of Regional Parliament of Tojo Una-Una District; to determine and analyze partial influence of work discipline on the performance of Officials at The Secretariate of Regional Parliament of Tojo Una-Una District; to  determine and analyze partial influence of environment on the performance of Officials at The Secretariate of Regional Parliament of Tojo Una-Una District. Population consists of 35 officials at The Secretariate of Regional Parliament of Tojo Una-Una District who selected through census method. The study finds that both independent variables have simultaneous influence on officials’ performance with Rsquare value of 0.679; partially, work discipline has significant influence with coefficient regression of 0.693 while the variable of work environment has coefficient regression of 0.189.

Abstract

Local asset (Fixed assets) are part of elements that must be properly managed in order to generate reliable information in the financial statements. The study ains to determine the management of local asset of the government of Palu City. Data collection menhods include obsernation, interview, dokument, and literature review. Data analysis is descriptive qualitative. The result highlights that the local-ownwd assets in Palu is not managed well during 13 management cycles; this indicates in the process of planning and budgeting, reception, storage and sitribution, usage, administration, and utilization. Dokuments of the local assets s much as 22 documents yet to be finanlized; this affects the management of local-owned property. This candition requires coordination between managers and leaders of govrnmental working units, staff and storage manager (treasurer) in all working units.
