Abstract

The research was set because there was which occasinally rise difference between perceptual interpretation of tax calculation, tax payer and tax officer, it happened because there was no mutual understanding in the perceptual interpretation of tax calculation. This becomes a trigger of the happening of tax disputes in the terms of tax payer proposing an objection on tax asessment letter toward the determine tax and when the objection declined then the tax payer purpose the law equal to the tax court in accordance with the 36 article (4) clause in the law number 14 2002 about tax court, tax payer are required to pay about 50 % of tax debt before purposing the law equal, with the result that to realize the law attempt in the arrangement of tax disputes and whether the law attempt function as a medium of legal protection.

Abstract

This study aims to determine and analyze the simultaneous and partial effect of work characteristic, environment, and discipline on employees’ performance in The Inspectorate Office of Central Sulawesi Province. The research type is causal descriptive and the data is analyzed by multiple linear regression. As many as 69 samples are selected by census sample method, where all population has a chance to be chosen as a sample. The results show that work characteristics, environment, and discipline affect employees’ performance in The Inspectorate Office of 0.569 or 56.90% and the remaining of 43.10% is affected by other variables that are not covered in this study. Multiple linear regression analysis indicates that work characteristics, environment, and disicipline silmutaneously have significant effects on employees’ performance in The Office of Inspectorate Central Sulawesi Province. It also shows that work characteristics, environment, and discipline partially have significant effects on employees’ performance in The Inspectorate Office of Central Sulawesi Province.

Abstract

The Department of Environment of Central Sulawesi Province together with the local government formulates policies in the field of environmental protection and management. The study aims to determine and analyze simultaneous and partial influence of discpline and organizational climate on officials’ performance in The Department of Environment, Central Sulawesi Province. Sample of 49 officials selected with census method. Method of analysis is multiple linear regressions with quantitative approach. The result shows that work discipline and organizational climate simultaneously and partially have significant influence on officials’ performance in The Department of Environment, Centra Sulawesi Province.

Abstract

This study aims at identifying and analyzing The Effectiveness of Small Industrial Business Processed Food Development. This research uses a descriptive qualitative approach, measuring the effectiveness of development based on the opinions of Glen in Adi (2003: 165) which consists of, service development, community involvement and the collaborative creation, concluded that, small industrial business processed food development in Sigi is not effective yet, although there has been an effort from Department of SMEs Cooperatives, Trade and Industry, responding feedbacks and suggestions from businessmen to meet the needs of equipment products, suggesting to join the cooperative, but not fully relieve the burden of the businessmen, especially giving protection (advocacy) on the quality of the product. The development through community engagement to encourage the development of business skills is not effective yet, though there has been given the opportunity of consultation and cooperation among businessmen in increasing independence in business management. There is no seriousness of Local Government to help small processed food industry businesses to provide guidance on an ongoing basis. The guidance through the creation of collaboration is not effective yet, helping the entrepreneurs to establish partnerships with businessmen and finance institutions to obtain additional capital, and especially the ease of solving the problems of licensing Home Industry Food management from Department of Health and product testing in POM regarding to legal products, and the legality of the product right from the Human Rights Ministry, which is verily influencing to the development of the business.

Abstract

The aim of this research was to determine the performance Sigi Regency Organizing Elections In the DPR, DPD, and DPRD 2014. In order to measure performance in this study using performance theory put forward by Dwiyanto, include: productivity, quality of service, responsiveness, responsibility, and accountability this research is classified as descriptive, qualitative approach. This study is also the Ex Post Facto research. The study involved a total of 12 (twelve) informant determined purposive. Data is collected using interview techniques and documentation. Analysis of the data in this study include data reduction, data presentation, and Draw conclusions. The results of these studies show performance Election Commission Sigi In the General Election of DPR, DPD and DPRD 2014, if in view of the elements of optimal productivity is already done, the elements are already optimally implemented Responsibility, Accountability elements are already optimally implemented. While the element is not optimal Quality of Service and responsiveness element.

Abstract

The purpose of this study is to determine the policy implementation effects of National Health insurance towards Health service quality at Donggala Publick Health Center in Donggala regency, both simultaneously and partially. The tipe of this study is descriptive quantitative with survey method, aims toanalyze the research data of number statistically, to determine the effect of variabel x to variabel y (Sugiyono 2007:11). The populationin this research was 95 respondent of service user who participated in the National Health Insurance at Donggala Publik Health Center. The sampling method in this study is random sampling. The result of this study using statistical test give the following conclusions: (1) implementaion of National health  Insurance Program: corelation coeficient value was 0.000, with p < 0.05 at the 95% confidence level, simultaneously effected the Health servise quality at Donggala Publik Health Cetner; (2) Partialy, policy target and standartd (p = 0.000; r = 0.304) resource (p = 0.000; r = 0.208), and attitude / tendency (dispotition) of implementing agency (p = 0.016; r = 0,238) affected the Healt quality service; while characteristics of implemeting agencies (p = 0.175; r = 0.146), interagency comunication ( p = 0.205; r = 0,150) as well as economic, social and political environment ( p = 0.362; r = 0.088) did not affect the health service quality.

Abstract

This research aims to (1) determine the role of local government, especially as regulator in tourism sector (Tourism Agency of Palu city), (2) determine the impact of tourism development to tourim business expansion in the city of Palu. This research is categories as descriptive qualitative. The findings show that (1) the government's role as regulator can be segregated into several roles, such as, fostering, coordinating, evaluating and monitoring all business activities in tourism sector in Palu(hotel, restaurant/cafe and travel and society in general). The role of local government in developing tourism sector in Palu has not been optimalised compare to the role of enterpreneur in tourism sector (2) The impact of tourism development can be seen as follow: the number of hotels as well as restaurant and cafe in Palu have been increased. In addition, the number of foreign and local tourists arrival has positive trend. Job opportunities in other sctors have also increased. Similarly, the economic improvement in the sector of commerce, hotels and restaurants have also positive trend especially in the issue of  local tax. Furthermore,  qualified festival and the annual tourism event, known as the Palu Bay Festival,can support the tourism and cultural sector of Palu City.

Abstract

The objectives of this research are to know and analyze: (1) the effect of emotional quotient on organizational citizenship behavior of nurse’s at Anutapura Public Hospital and Undata Hospital, (2) the effect of organizational citizenship behavior on nurse‘s performance, (3) the effect of emotional quotient on nurse‘s performance, (4) the difference of emotional quotient, organizational citizenship behavior, and performance between nurse’s at Anutapura Public Hospital and Undata Hospital. This is an explanatory research that examines relationships among investigated variables involving 157 nurses who have been selected using proportional random sampling technique. Based on the result of Structural Equation Modeling (SEM), it shows that: (1) emotional quotient performs significant effect on organizational citizenship behavior of nurse’s at Anutapura Public Hospital and Undata Hospital, (2) organizational citizenship behavior performs significant effect on nurse‘s performance at Anutapura Public Hospital and Undata Hospital, (3) emotional quotient performs significant effect on nurse‘s performance at Anutupura Public Hospital and Undatu Hospital. In addition, based on the result of independent sample T-test, it shows that: (1) there are significant differences of emotional quotient and organizational citizenship behavior between nurse's at Anutapura Public Hospital and Undata Hospital, (2) there is no significant difference of performance between nurses at Anutapura Public Hospital and Undata Hospital.

Abstract

This research aims at determining how the implementation of Standard Operational Procedure of government administration in provincial government, Central Sulawesi. Standard Operational Procedure of Governmental Administration is a set of written instructions posted on the organization of the local government tasks. In analyzing the policy, the researcher carried out an implementation theory of Charles O’Jones model approach, which in the theory, a success of policy implementation is determined by three aspects: 1) aspect of the organization; 2) aspect of interpretation (understanding); and 3) aspect of application. This research is a study with qualitative descriptive method. The techniques of the data collections are interviews, observations and documentations. Data sources were obtained from informants considered to know the problems and objectives of this study. This research was located at Regional Secretariat Organization Bureau of Central Sulawesi, Provincial Health Department of Central Sulawesi Office and the Department of Labor and Transmigration of Central Sulawesi. The research was carried out for 3 (three) months since February until April 2015. The result shows that the implementation of Standard Operational Procedure of government administration in provincial government has not run well. The aspect of organization: resources have not been entirely adequate. The aspect of interpretation (understanding): the level of understanding is still lacking due to lack of socialization. Aspect of application: the progress was running slowly due to lack of commitment and control.

Abstract

The study intends to determine the influence of the aplication of governmental accounting standars and internal audit on the quality of financial statement of governmental working units (SKPD) in Sigi District .It is a quantitative study with survey approach to answer hypotheses with statistical technique with the test conducted on 27 units of local government units by selecting 54 respondents consisting of budget users and officials of financial administration in SKPD of Sigi District. Data Collected by questionnaires. The result finds that the aplication of government accounting standards and internal audit simultaneously and partially have positive and significant influence on the quality of financial statements  of SKPD Sigi. This means that when the government accounting standards and internal audit applied well, then the quality of the fincancial statements will also be better.
