Abstract

An Analysis of Library Services at the Archives and Documentations Library Office, Sigi Regency. This research aims at determining whether the library services quality of Archives and Documentations Library Office, Sigi Regency can satisfy the library visitors. This is a descriptive qualitative in which this kind of research is used to describe the situation or phenomenon based on real facts at Archives and Documentations Library Office, Sigi Regency. The Informants selection uses two techniques, they are purposive sampling technique, sample selection based on certain considerations, and accidental sampling is a sample selection technique based on whoever met accidentally by the researcher. The data were collected through observations, interviews, and documentations. The research results indicate that the library services in Archives and Documentations Library Office, Sigi Regency viewed from the indicators a) Tangible b) Reliability c) Responsiveness d) Assurance did not run as expected, while Empathy indicator can be categorized as well. It means that the library services quality at Archives and Documentations Library Office is still low and has not been able to satisfy the visitors.

Abstract

The  Influence  of  Apparatus’  Behaviour  to  Service  Quality  at  Bunta  District  BanggaiRegency). This research was aimed to study and analyze : 1) the apparatus’ behaviour to service quality at Bunta Sub-district; 2) the dominant factors that influence the apparatus’ behavior to service quality at Bunta at Sub-district.  Adopted fromthe theory Siagian S.P and Ndraha T. The population  of  this  study  the  sub  district  apparatus,  Sub-village,  Village,  and  all  communities involved  2.369  people.    Sample was  drawn  through  purposive sampling.    The sample of  this research was gathered  from 3 group communities; 3  (three) villages and 1  (one) Sub-village located at Bunta district consisted 50 people and the head of Sub-village, head of Village, and staff of district of Bunta as respondent.   The data collection was conducted through observation, questionnaire , interview, and documentation, while the data was analysis through quantitative, frequently table and percentage table.  The study result shows that the service quality of Apparatus of district Bunta Banggai Regency still not good.

Abstract

The research intends to identify and analyze the influence of government internal controlling system that include controlling enviroment, risk assessment, controlling activities, information and communications, and monitoring of service qualities. Primary data was collected through questionnaire and analyzed by multiple linear regressions, simultaneous and partial tests. The test result show that 1) government internal controlling system simultaneously have significant influence on service quality, 2) controlling environment has a positive but insignificant influence on service quality, 3) risk assessment has negative and insignificant influence of service quality, 4) controlling activities have positive and significant inluence of service quality, 5) information and communication have positive and significant influence of service quality, 6) monitoring has negative and insignificant inluence of service quality. The variable that has dominant influence on the service quality is information and communication.

Abstract

The Objectives of this research are : (1) to know and analyze effect of job motivation, work environment and job discipline on personnel performance at Regional Develompment Planning Agency, Central Sulawesi Province, (2) to know and analyze effect of job motivation on personnel performance, (3) to know and analyze the effect of work environment on personnel perfomance, (4 ) to know and analyze the effect of job discipline on personnel perfomance. This is a causal descriptive research to investigate the relationship among job motivation, work environment, job discipline, and personnel performance variables involving 169 respondents that have been determined using census method.  The result of multiple linear regressions show that: (1) job motivation, work environment and job discipline perfoms positive and significant effects on personnel perfomance of Regional Develompment Planning Agency, Central Sulawesi Province, (2) job motivation performs significant effect on personnel perfomance, (3) work environment performs significant effect on personnel perfomance, (4) job discipline performs significant effect on personnel perfomance at Regional Develompment Planning Agency, Central Sulawesi Province

Abstract

This study aims to: (1) Examine the impact of the revitalization of the Donggala port to the development of the region over the last 3 years (2) Examine the impact of Donggala port revitalization in the welfare of the surrounding community. The sample in this study was 89 people Boya Village community consists of 34 workers, 25 merchants and 30 members of the public. Overall samples taken by each group is determined by the formula of proportional allocation technique (Riduan, 2004) .Teknik data analysis in this study using nonparametric statistical analysis, namely by presenting results of surveys and questionnaires on the perception of respondents. Then to prove the hypothesis that after revitalization study Donggala port area are improving the welfare of the surrounding community, used descriptive statistical analysis with the Wilcoxon Signed-Rank test by using SPSS for Windows version 16. These results indicate that: (1) Revitalization of the Port area Donggala began in 2014, with the rehabilitation and restoration of institutional and physical prevervasi significant impact on the development of the region, it can be seen from the indicators: Income, Infrastructure, Transport (2) Revitalization of the Port area of Donggala effective in promoting the welfare of the surrounding community. There are significant differences between categories of income, employment and transport. (3) The income of people increased after the revitalization of the port, but a decline in revenue after deducting the Consumer Price Index (CPI). This decrease is caused, by the role and function of the port is still not optimal (4) The number of workers accommodated in TKBM Cooperative Donggala port is not currently increasing. This happens because of Donggala port is still not operate properly (5) From the analysis Wilcoxon Signed-Rank impact of the revitalization of the Donggala port to the welfare of the surrounding community, it can be seen from the indicators of people's income and the development of infrastructure and transport modes.

Abstract

The aim of this research is to ascertain the management of non-metallic mineral and rocks tax supervision at the office for management of regional revenue, finance and assets Palu. This is a qualitative research which emphasizing on the process and elucidating or social reality that is not examined or measured strictly from the aspect of quantity or frequency. Qualitative research is focused on social reality construction, reaction between the researcher and the sample, situational constraints which covering a research, and heavy character of a research. The focus of this research is to elucidate how social symptom is set up and clarified. The techniques of the data analysis are data reduction, data presentation, and data verification. The result of this research shows that the supervision of the management of non-metallic mineral and rocks tax in this case the taxation has been running properly, but deception still occurs in practice. It can be concluded that the supervision of taxation is less optimal. The supervision conducted by DPPKAD office Palu City toward the management of non-metallic mineral and rocks tax is basically sought to increase the income of Palu City especially from non-metallic mineral and rocks tax sector, so, by making the tax supervision effective, it is expected to improve the target achievement which has been established every fiscal year, even further improved so as the income from the tax management can contribute to the development and the progress of Palu City

Abstract

The study is undertaken at the rectorate office of Tadulako University and aims to determine and analyze the influence of organizational culture (X1) and compensation (X2) on work satisfaction (Y). The study is expected to support the task accomplishment of civil servants at the rectorate of Tadulako University. This is a field study that is analyzed by multiple linear regression. The data used consists of primary and secondary data obtained through interviews and questionnaires distribution to 86 civil servants at the rectorate of Tadulako University. The result shows that organizational culture and compensation simultaneously and partially have positive influence on employees’ satisfaction.

Abstract

This study aims at determining the level of public participation and the role of institutions/ organizations of local communities in planning, installating and maintaning solar power in Olu village Lindu Sigi Sub-District. The type of this research is quantitative research the analysis method is a combination of qualitative and quantitative. To obtain the data in this research, the researcher used the following data collection techniques: questionnaires, interviews, observations, and focus group discussions. The results of this study will be measured by using Likert Scale, in which in the measurement, the respondents were given several alternatives to choose one most appropriate answer considerably. The scale is used as it is able to distinguish the observed subjects based on different degrees of typical ordinate characteristics in terms of coduct symptoms. The results of this study conclude that: The calculation results of community participation in the planning stage are in Less Good category, the implementation phase of establishment is in the category of Good and the maintenance phase is in the category of Very Good. This indicates that the PLTS program in Olu village goes well. The role of local institutions in supporting the implementation of the plan, establishment and maintenance of solar power in Olu village is high enough because of the the presence of coordination among the village government, the local organizations and village institutions administrators that have a concern, attention and proactive actions on the program of PLTS construction in Olu village

Abstract

This study was conducted to determine how much influence the implementation of additional policies on work motivation income civil servants in Central Sulawesi province. This study uses the theory of Van Meter and Van Horn with standard dimensions and policy objectives, resources, communication between the implementing agency, the implementing body characteristics, social, economic and political, disposition / attitude implementers. The method used in the study is survay analytic using cross sectional design of a study to study the dynamics of the correlation between risk factors by means of observation or data collection approach as well. The results showed that the magnitude of the effect of the implementation of additional policies on work motivation of employees earning the provincial health bureau in Central Sulawesi was the degree of correlation moderate to very low-level relations with the interval of the correlation coefficient between 0.172 up to 0.457.

Abstract

One role of the Department of Spatial Planning and Housing is to provide the Permits Building License Service. The granting of licenses is intended  that building activities are in accordance with its designation and spatial plan and urban areas in order to implement the content of the plan, then the need for certificates of Permits Building License, which will provide certainty and legal guarantees to the people. This research aims at knowing how the quality of service of the Department of Spatial Planning and Housing in giving permits building license service (IMB). The research method used is descriptive qualitative. Teachniques of the data collection are in-depth interviews direct observations and documentations. The theory used from Fandy Tjiptono (1995: 25) explains that the quality of service criteria are politeness and friendliness, responsibility, convenience, comfort and completeness of facilities. The conclusion is that the Department of Spatial Planning and Housing in providing Permits Building services have been good and running properly. It could be seen from the politeness and hospitality given by the employee, the ease and convenience provided in the Permits Building License arrangement at the Department of Spatial Planning and Housing, however, the completeness of the means are not sufficient, this can be seen with the lack and the destruction of operational vehicles used by the employee to get off the field.
