Abstract

This research aims at analyzing the effectiveness of tax collection  of non metallic minerals and rocks using a qualitative descriptive analysis. The concept used as a basis for analysis is an effectiveness standard proposed by Duncan namely Goals Achievement, Integration, and Adaptation. The number of informants in this study were 8 people. The results show that the tax collection system of non metal minerals and rocks was accomplished based on the regulation of Donggala District No. 1, 2011 on Local Taxes. The data were collected through observations, interviews, and documentations. The  approach technique of this analysis is to describe the meaning or significance of the problems, circumstances or situations that arise in the research object. The results show that the effectiveness of the tax collection system of non metallic minerals and rocks on with the indicator "Goals Achievement" viewed from the aspects: First; Tax Data gathering has not describe optimal results yet. Second; Realization of Tax Receipts always exceeds the target that indicates it has been effective. Third; Tax Deposit supervision, it is known that the mechanism of non metallic minerals and rocks tax payment is already running effective. Based on indicator of integration viewed from two aspects: First; Coordination between internal work units DPPKAD Donggala has not run properly. Similarly, cross-SKPD external coordination with the Department of Energy and Mineral Resources Donggala also has not run well. Secondly; Socialization to taxpayers already showed optimal results. Based on  adaptation indicator based on those two aspects: Tax collector resource,  the aspect of tax collection facility and tax collection Procedures .

Abstract

Cleannes is closely related to garbage and this is a crucial issue in urban environment facedby the goverment along with growing population and development. The purpose of this research was to how is garbage management policy implemented in Palu and what are the inhibiting and supporting  factors  in  the  management.  This  research  used  a  policy  implementation  model  by Donald Van Metter and Charls Van Horn in the aspects of standard and target, resources, organisational characteristics, and executor’s attitudes. This used a qualitative research by using 9 informants, taken purposively. The techniques of data analysis were observation, interview, and documentation. The techniques of data analysis were through editing data, categorising, interpreting, and drawing conclusion. The research shows that the policy on garbage management in Palu has not been implemented well due to some inhibiting factors: 1) there was no expert to support the policy, 2) operational cost as well as facility and infrastructure were limited and this caused  huge  garbage  piled  up  in  the  spot,  3)  the  community’s  participation  was  low.  The supporting factors were the City Regulation No. 12, 2005 regarding city cleanness management, the Decree of Palu Mayor No 17, 2007 regarding garbage management to administrative  village within Palu City and the support from the House of City Representatives and other stakeholders in order to promote clean and green city.

Abstract

The research was to identify and analyze the satisfaction of rights of underage rapists in criminal justice system and legal protection to the rights of underage rapists in criminal justice system. It was a juridical and normative research adopting legal and conceptual approaches. The legal materials and sources referred to primary laws and secondary laws. The legal materials were collected through library studies. The legal materials were analyzed descriptively and concluded deductively. Referring to the results of the analysis, it generated two conclusions. (1) It was preferable to satisfy the rights of underage rapists by settling the case out of courts to set them free from criminal sanctions. Unfortunately, a punishment that longer than an imprisonment may lead ignorance to their rights. (2) The government failed to give legal protection to the rights of underage rapists as it failed to set them free from punitive sanctions. A punitive sanction is no longer effective punishment. It is preferable to affect upbringing for them.

Abstract

The objectives of this research are: (1) to know and analyze effect directive leadership style, motivation and dicipline in simultaneously on perfomance; (2) to know and analyze effect directive leadership style on perfomance; (3) to know and analyze the effect of motivation on perfomance; (4) to know and analyze the effect of dicipline on perfomance. This research employs explanatory to investigate the relationship among variables involving 72 samples that have been determined using sencus method. The result show that: (1) directive mode of leadership, motivation and dicipline perform positive and significant effect on personnel’s perfomances at Indonesian Navy of Palu Naval Based; (2) directive mode of leadership perform positive and significant effect on personnel’s perfomances; (3) Motivation perform positive and significant effect on personnel’s performances (4) dicipline perform positive and significant effect on personel’s perfomances.

Abstract

The research studied about Kalili Customary Matrimonial Rites System practices prior to the entry of Islam in Kabonena Village, Ulujadi Sub-district, Palu City and the Roles of Islamic Law in Kaili Customary Matrimonial Rites System practices in Kabonena Village, Ulujadi Sub-district, Palu City. The objectives of the research were to identify the Practices in Kalili Customary Matrimonial Rites System prior to the entry of Islam in Kabonena Village, Ulujadi Sub-district, Palu City and the Roles of Islamic Law in Kalili Customary Matrimonial Rites System practices in Kabonena Village, Ulujadi Sub-district, Palu City. It was an empirical legal study using primary data and secondary data, represented in inductive reasoning, i.e.: concluded from specific issues into a general thought. The results of the research showed that the application of Islamic Law in Kalili Customary Matrimonial Rites System practices in Kabonena Village, Ulujadi Sub-district, Palu City was very tolerant, in the sense that the when Islamic law was adaptive to the customary law, it could adjust its existence. It was identified in customary matrimonial systems  gradually leaving some customary symbols.

Abstract

The purposes of this study are: (1) analyzing the development of tourist attractions Tanjung Karang in sub district Banawa, District Donggala. The main theory of tourist attraction development that researcher adopts is the theory of organizational development of Victor H. Vroom and Philip Yelton in Gibson (2000: 241) which includes; (1) Environmental Factors (2) Internal factors. The research method used is descriptive qualitative approach. The research takes place at Tourist attraction Tanjung Karang area in dub district Banawa, district Donggala with seven informants selected purposively. Data collection was conducted using interview, observation, and documentation. Data were analyzed using the SWOT analysis model (Strength, Weakness, Oppportunity, and Threat) in Salusu (2000.350). Tourist Attractions Tanjung Karang Development as a Tourism Village is not maximal. This can be seen from the environmental factors and internal factors that have not been optimal. Both of these aspects have not been performed well as expected. Environmental factors which have been owned by tourist attraction Tanjung Karang is recognized to have weaknesses in services, it has not been able to provide adequate cottage rooms; Power installation and clean water installation are not sufficient; an inadequate number of police officer to maintain security around the tourist attraction; an inadequate information center or tour guide office and unavailability health services either health centers nor hospitals, also the sanitation is unmaintained tourist attractions area Tanjung Karang. Tourist attraction development as a tourist village is not only supported by the village and the local government, but it is also supported by the society from community leaders, youth, students, as well as merchants to contribute according to their ability and expertise. Infrastructure is already sufficient, all level of society is being serious preparing this tourist village. Support from the government and the community to develop tourism village is quite reasonable because the village Tanjung Karang meets the standards as a beautiful tourist village, safe, comfortable, natural, and has a strong attraction supported by facilities and infrastructure. Besides those supports, society supports also becomes strength in developing tourist attraction Tanjung Karang as a tourist village that is always crowded with tourists.

Abstract

This study aimed to determine how much the influence of competence partially and simultaneously on employee performance at North Mamuju Department of Forestry. The competence theory used was of Spencer and Spencer comprising five competence characteristics, namely motive, trait, self-concept, knowledge, and skill, while the performance theory used was of Hasibuan consisting of ability, effort, and opportunity. The type of this research was quantitative and descriptive. The population of this study was the staff of North Mamuju Department of Forestry composed of 60 respondents. The sampling technique used was census, so that the entire population was sampled. The data analysis technique used was multiple linear regression. The results showed that: (1) the influence of competence simultaneously on employee performance at North Mamuju Department of Forestry had been being determined by motive, trait, self-concept, knowledge, and skill at 68.2% and in a very strong relationship. The dimension whose a high value of regression coefficient was motive, while the one whose a low was skill, especially the indicator of ability to organize work, meaning that the employees were less skilled in organizing their works; (2) the influence of competence partially on employee performance at North Mamuju Department of Forestry had been being determined by the influence of motive on employee performance, the influence of trait on employee performance, the influence of self-concept on employee performance, the influence of knowledge on employee performance, and the influence of skills on employee performance.

Abstract

The purpose ofthis studyis to determine the effectiveness of Appraisal Team Land On Widening activities to wards Airport Road at Kasiguncu Poso districtand the obstacles during this project.This research located at the District Kasiguncu Kab. Poso, Central Sulawesi. The informant as much ass people chosen by purposive sampling. The Data collection by interview, observation and documentation. Technique analyze data through data reduction, data display, anddraw conclusions. The results shows that the Land Appraisal Team have worked well. Based on thein dicator of the ability to adjust, each member of the Appraisal Team Land canadapt well in the team's own internalenvir on mentand the communities thatare directly related to land acquisition activities high way to Kasiguncu Airport. Woke cooperation and good communication among teams, and community leader skey to the success of reaching every stage of land acquisition. The constraintsen countered the suitability of the price of land compensation with local financial capacityand the absence of Appraisal team under the decreeof the Ministerof Finance who will be expected to work objective lybased on the mandate of Ac tNo. 2of 2012 on land acquisition for public purposes.

Abstract

The objectives of this research are : 1) to seek and analyze the simultaneous influence of leadership orientation, motivation, and communication on work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Provience; 2) to seek and analyze the influence of leadership orientation on work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province; 3) to seek analyze the influence of motivation on work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province; 4) to seek and analyze simultaneous influence of communication on work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province. The research is quantitative descriptive that shows the relationship between the variabels studied and it involves 140 respondents who selected through proportional random sampling. Based on multiple linear regressions analysis,the result show that: 1) leadership orientation,motivation, and communication simultaneously influence work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province; 2) leadership orientation significantly influences work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province; 3) motivation significantly influences work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province; 4) communication significantly influences work effectiveness of officials in The Department of Manpower and Transmigration, Central Sulawesi Province.

Abstract

This syudy aims at describing the Performance Analysis In Sub District Of Banawa, Donggala Districk (Study Of e-ID Services). Research method used is descriptive qualitative research methods and data collection was conducted through observation, interviews, and documentation techniques. Informant selection was done purposively techniques resulted six informant. The result shows that performance analysis in subdistrict office of Banawa, Donggala Districk (Study Of e-ID Services) has not been optimal yet, because of some of office of Banawa is less goods show that is not optimal, it can be seen from several aspects that influence it, namely 1) Produktifivity in integrated services Unit of sub district office of Banawa is less good. 2) Service quality integrated services Unit of sub district office of Banawa is not good. 3) Responsivenses in integrated services Unit of sub district office of Banawa has been well. 4) Responsibility in integrated services Unit of sub district office of Banawa has been good. 5) Accountability in integrated services Unit of sub district office of Banawa has been already good.
