Abstract

The main focus of this research is transformational leadership of regional secretary. This research aims to find out the transformational leadership and supporting and barrier factors of the leadership of regional secretary of Parigi Moutong Regency. Theory used was transformational leadership theory from Bernard M. Bass who formulated it into four aspects as main condition of the successfulness of transformational leadership process, namely individual concern,intellectual stimulation, inspirational motivation and idealized influence. This research employed a qualitative research. The informant was officials of regional secretariat area determined purposifely in sampling. The data collections were observation, interview and documentation. The data analysis was data reduction,data display and drawing conclusion (verification). The research result reveals that transformational leadership of regional secretary had not been fully done as the theory determined because there were there aspects were not effective. Only aspect of inspirational motivation gives good response towards the transformational leadership. It was shown by the implementation of activities which in every part always presented repeatedly through meetings, morning and afternoom gathering and ceremonies.

Abstract

The research problem of this study is: (1) How is the implementation of management based school of SMP at Palu?, and (2) How is the implementation of school based management to improve the performance of the SMP social study’s teachers in Palu ?. Moreover, this research aims at: (1) describing the implementation of school based management in relation to the performance of the social study’s teacher. This was a descriptive research with a qualitative approach. The data were collected throught In-depth interview. The results of the interview show that, according to the teachers, the implementation of management based school (MBS) at MTs. Negeri Palu Selatan, SMP Al-Azhar Palu and SMP Negeri Model Terpadu Madani Palu was good as the form of decentralization of education management to the school autonomously. Therefore, the schools have autonomy in determining educational management policies according to the needs, circumstances and the ability of the school. Education management autonomously and independently covers all aspects of supporting education in schools, including: curriculum management, student management, infrastructure management, financial management, public relations management and management of the school with special services. The success of education and teaching process in schools that involve all the components of human resources can be realized in accordance with the national education goals.

Abstract

This study aimed to analyze the quality of service in providing insurance to customers at PT Asuransi Sinarmas Branch Palu. Informants in this study were 8 people, consisting of four employees and four customers. Informant selection technique used in this study was purposive selection. Data collection techniques in this study were: observations, interviews and documentations. The results show that the quality of service in providing insurance at PT Asuransi Sinarmas Branch Palu based on research results had not been implemented to the fullest. This was evidenced with five indicators used as benchmarks in this study: three indicators, namely responsiveness, physical evidence (tangible), and empathy (empathy), had been supporting the quality of service maximally. While, the other indicators had not been implemented to the fullest, namely assurance: PT Asuransi Sinarmas Branch Palu did not provide services in accordance with the specified time in terms of vehicle loss claim due to delays in spare parts delivery from the central office; and reliability: there was a lack of training or education provided by PT Asuransi Sinarmas Branch Palu to its personnels in order to support and improve the quality of service.

Abstract

The Aims of this research are ; 1) to determine the impact of village funds allocation, total population and lands on the realization of property tax both in urban adn rural area (PBB-P2); 2) to determine the impact of village funds allocation on the realiation of property tax both in rural and urban areas (PBB-P2); 3) to determine the impact of total population on the realiation of property tax both in rural and urban areas (PBB-P2); 4) to determine the impact of lands on the realiation of property tax both in rural and urban areas (PBB-P2). The research involves 64 villages from 15 districts i Sigi Regency that selected through purposive sampling. Method of research is descriptive quantitative and qualitative with multiple linear regression analysis. The results have found that: 1) Village fund allocation, total population and lands simultaneously have positive and significant impact on the realization of property tax both in urban adn rural area (PBB-P2) with adjusted R-Square of 0,561 or 56,10% on significance 0,000; 2) Village Funds allocation partially has insignificant impact on the realization of property tax both in urban adn rural area (PBB-P2) with tvalue of 0,759 on significance of 0,431; 3) total popultion partially has significant impact on the realization of property tax both in urban adn rural area (PBB-P2) with tvalue ­of 3,861 0n significance of 0,001; 4) Lands partially has significant impact on the realization of property tax both in urban adn rural area (PBB-P2) with tvalue of 3,466 on significance of 0,000.

Abstract

This research aims at determining the effectiveness of the Disaster-Prepared Village Program in the village of Bulubete, Southern Dolo, District of Sigi. This is a qualitative research with descriptive method. The informants of this research are the employees of Social Department, the program implementers and the people who were determined by using purposive sampling technique. The techniques of the data collection include observations, interviews, and documentations, while the technique of data analysis refers to the stage of Miles and Huberman which consists of three activities that occur simultaneously: data reduction, data presentation, drawing conclusions / verification. The results showed that the effectiveness of the program in Disaster-Prepared Village Program in the village of Bulubete is not effective, due to the goal optimization has not run as expected, due to the lack of planning and supervision carried out in disaster management. In the case of a system perspective, Disaster-Prepared Village Program has not run based on implementation guidelines, such as the lack of sections in charge of the evacuation, field kitchen, transportation, health, shelter and logistics. As well as the pressure on the behavior of members of the Disaster-Prepared Village has not shown totality because they have not shown their preparedness and the lack of KSB's roles in disaster relief because there are sections that must be run by its members.

Abstract

This study aimed to determine the partial and simultaneous influence of service quality on library user satisfaction level at the Library Technical Implementation Unit of Tadulako University. The type of this study was explanatory research based on survey approach. This study was carried out at the Library Technical Implementation Unit of Tadulako University. The variables studied were the independent variable of service quality with its five dimensions, namely tangible, reliability, responsivenes, assurance dan empathy; and the dependent variable of user satisfaction level. The samples of this study amounted to 125 respondents of 14.285 population members with random sampling method. The analysis method used was descriptive verificative method using multiple linear regression analysis.The results showed that the dimensions of tangible, reliability, responsiveness, assurance, and empathy simultaneously had significant influence on library user satisfaction level, with the value of Fcount was 33.990at sig. 0.000; the five dimensions had been influencing each other and together contributed library user satisfaction level with different influence levels. Partially, all the dimensions had influence on user satisfaction level with their own relation level cathegories, respectively the dimension of assurance had “strong” relation level, the dimensions of tangible and responsivenes had “middle” relation level, and the dimensions of reliability and empathy had “very low” relation level. Therefore, the amount of service quality influence on library user satisfaction level was determined by the dimensions of tangible, reliability, responsivenes, assurance, andempathy. Meanwhile, the value of R = 0,767meant that the model shaped in this study explained that the contribution of tangible, realibility, responsevenes, assurance, and empathy’s influence on satisfaction level of library users when using Tadulako University Library amounted to 76.70% and the rest 23.30% was owned by other variables outside this study. Based on the results, it was advised that in the effort of service quality improvement, the Library needs to notice the dimensions of reliability (x2) and empathy (x5). To other researchers interested in the other factors relating to libary user satisfaction level, there is still 23.30% of other variables.

Abstract

The objectives of this research are: first, to discover whether spiritual quotient, individual characteristics, and emotional quotient simulataneously and partially have effects on leadership effectiveness of the principal of SMK Negeri 1 Palu; second, to determine the variable that has dominant effect on leadreship effectiveness of the principal of SMK Negeri 1 Palu. The subject of this study consists 0f 53 teachers in SMK Negeri 1 Palu out of 72 teachers; 8 males teachers (15,1%) and 45 female teachers (84,9%). By using census sampel method, the data in this study is collected through questionnaires and observations and is analyzed bu using multiple linear regressions. The results show that simultaneously, spiritual quotient, individual characteristics, and emotional quotient significantly have effects on leadership effectiveness. Partial tests show that spiritual quotient, individual characterstics, and emotional quotient significantly affect the leadership effectiveness. The result also reveals that dependent variable that has dominant effect on the principal’s leadership effectiveness is spiritual quotient.

Abstract

This study aims to identify and analyze the Civil Resource Development State Apparatus Empowerment At the agency office and village authorities, through a qualitative descriptive approach on the basis of opinion (Armstrong, 2006: 535), comprising: Pendidika, Training and Development. Based on the research and discussion hasi concluded that: Education, Human Resource development in terms of education has not run optimally it is because civil servants sispil that exist in the community Empowerment Board office and village government, because terkendalan costs, in terms of leadership is very supportive. Training has been going up because training is conducted under the provisions in force and every employee is entitled to participate for the sake of self-development and needs of office and duties. Development, also has been running with a maximum stay of willingness iut employees only for education and training. The development has not been implemented to the fullest because many employees who have work ability, work performance and an adequate education can notaccommodated for positions.

Abstract

Performance is one of the indicators in seeing the success of the organization and its employees in achieving the expected goals, including the performance of family planning field officers in providing family planning services to the community. To see the performance of family planning field officer in Donggala District, it is necessary to do research. The research method used descriptive qualitative. The number of informants in this study were seven people, who were drawn with the technique of purposive sampling. Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used is Performance developed by Lexie Giroth which states that to measure performance can be seen from the indicators of Ability, Motivation and Discipline. The results showed that the performance of family planning field officers at the Office of Family Planning and Women Empowerment Donggala District is less than optimal because of the three aspects of performance developed by Lexie Giroth, only two aspects are good aspects of motivation and discipline aspects. While the ability aspect is not optimal because the number of limited implementing officer make the ability to give service to acceptor less than optimal

Abstract

The purpose of research, to find out how the registration of health policy implementation in Central Sulawesi provincial health department and the factors that influence the policy. This study analyzed four factors that affect the implementation of policies according to the theory of George C. Edward III, namely: communication, resources, disposition, and Bureaucratic Structure. The method used is descriptive qualitative determination of informants snowball while a key informant was the section head bimdal registration and accreditation. Data collection techniques by observation, interviews, and documentation. The results showed all four factors in the analysis, 1) Communication in the bureaucracy as well as to the applicant has been pretty good. 2) Resources of facilities that are not adequately support the implementation of the policy influence. 3) Disposition of the policy implementers from honest attitude and commitment both indicated that pelaksan policy strongly supports the policy. 4) The bureaucratic structure is already quite good in terms of uniformity in the operation of the organization operationally because the implementers refers Permenkes.
