Abstract

One important element of developed and developing countries is the transportation because there are activities of the population with a range of social and economic mobility which needed transportation to cover their mobility. It afflicts to all large cities in both developing and developed countries that produces broadly similar results such as traffic congestion, parking difficulties, accidents, crowded public transport, environmental damage, and bad conditions for pedestrian. In this research, the researcher concerns in the condition of public transportation. In most cities, public transportations have roles in alleviating traffic congestion, parking difficulties and the environmental impacts of commuting by automobile. In fact, public transportation is not able to compete with private vehicle. Public transportation should be able to give security and safety guarantee to the passengers.The purpose of this research is comparing the performance of public transportation in both South Tangerang City, Indonesia and Hat Yai City, Thailand. In this research, there are three research methods; document analysis, observation, and interview. The interviewees include government sector, private sector, and civil society. In conclusion, the dominant problems of public transportation performance which are faced in both South Tangerang City, Indonesia and Hat Yai City, Thailand are related to the lack of supporting facilities, the inappropriate habits of the driver, the criminal action inside public transportation, the existence of illegal driver, influenced by the political factor, have an old physical condition, and lack of assertive sanction for the drivers who violate the traffic regulations.

Abstract

Nowadays, the development of library tends to be routine agenda without a clearly defined objectives and the carried out activities are overlapping which lead to slow progress. As developing institution, library should have administrative planning which covers information sources, human resource, fund, infrastructure, system and facilities. So far library has not yet optimalized its function as place for exploring practical knowledge. The objectives of this research are, firstly, to describe and analyze the planning process on improving library service in Kantor Perpustakaan Umum dan Arsip Kota Malang. Secondly, to describe and analyze supporting and weakening factors for the library improvement planning in Kantor Perpustakaan Umum dan Arsip Kota Malang. The result of this research shows that Kantor Perpustakaan Umum dan Arsip Kota Malang used one news that stated Perpustakaan Kota Malang is the worst library in Indonesia as the strategic issue to gain support from local government and DPRD Kota Malang to develop the library. The planning steps and process have been in accordance with RPJMD Kota Malang and Renstra Kantor Perpustakaan Umum dan Arsip Kota Malang year 2009-2013. However, the head of the library has not involved stakeholders such as Section Head, Librarian and staff in planning process. The library service improvement planning program has not anticipated the fast development in society and information technology, hence, the programs tend to be stagnan. The supporting factors in service improvement planning are the regulation that supports the main task and function of Kantor Perpustakaan Umum dan Arsip Kota Malang in Pemerintah Kota Malang’s policy and planning as the reference of the planning, strategic location, and the community. The weakening factors are lack of commitment of Head of the Library to involve the Section Head, Librarian, and staff in planning, there is no service problem identification in planning, the resufle of Head of the Library, lack of fund to develop, low quality of human resources.

Abstract

This research was conducted based on thinking that today in Indonesiais facing various problems. The breakingdown of water is often related with blunderof life environmental management,changing of land management, domesticand industry pollution and also overexploitation of water resource, pressing ofpopulation growth and economic activity.Those aspects cause the disturbanceirrigation distribution to field area. Big andlittle water debit streaming to the field isdepending on dam situation. Depending ofmain water supply has very important roleto food sector. Objective of this research is toanalyze state responsibelity in waterresource management in water resourcemanagement at Perum Jasa Tirta I withsuccesfull of Perum Jasa Tirta I inimplementing state responsibelity in waterresource management itself.This research is using descriptive qualitative method. All data were obtainedfrom interview result, observation andtechnical documentation. Data analysisused in this research is interactive dataanalysis model according to Miles andHuberman. Result of this research showed thatwater resources management managedby Perum Jasa Tirta I, Malang Town hasbeen suitable with Act Number 7, 2004 asfoundation of water resource managementin Indonesia.Water resource managementincludes 3 elements: conservation, usingand controlling of water disturbancepower. The third elements have beengood enough conducted and implementedby Perum Jasa Tirta I as implementer ofwater resource manager at WA DASBrantas and Bengawan Solo. Supporting aspects for increasingresponsibility in water resourcemanagement is: information system (waterresource information, facilities of waterresource information, and managementinstitution); empowerment and people role;SDA Board; Water Resource ManagementPattern, and Water ResourceManagement Plan; the exisiting ofincreasing people participation and farmerin developing positive social control,competent human resource, increasing ofinstitution coordination involved in waterresource management, increasing controlfor operation & maintenance.

Abstract

Aspects of sustainability of development activities is very important to note because it concerns the problem: (a) development carried out by both central and local governments do not reflect the optimal level of local empowerment. Development carried out sometimes incompatible or inconsistent with the actual needs of society.(b) Movement of autonomy and decentralization in the end result of Government Regulation Number 72 Year 2005 on the Village that regulate more about planning at the village level. For example in artide 63 paragraph 1 of Regulation No. 72 of 2005 states that: In terms of village government as a rural development plan created the unit in the planning of the district / city and in paragraph 2 that: Planning of rural development as referred to in paragraph (1) prepared in a participatory manner by the village administration in accordance with their authority. These two verses show the level down to village level planning and participatory. The next chapter then describes the five-year term and annual planning.(c) an interesting fact that occurred in the South Barito district showed that the complexity of the determinants of the success of village planning,the readiness of forces to support infrastructure andfacilities is also greatly affect the success of the plan making village. Result of the research indicates that the creationon village development planning has shown the existence of a good process and is done in aparticipatory manner, as mandated in Government Regulation No. 72 of 2005. Although there are still some villages that have not been able to prepare villages plans. The are several factors the affect rural development planning, among others : Supporting factors : a) Community participation; b) Has been appointed village planning facilitator maker. In hibitting factors : a) The ability of village official; b) Managerial ability village government; c) Lack of facilities and infrastructure supporting the village government; d)Weak regulatory agencies as regional policy maker

Abstract

Regional autonomy gave authority to local government to perform marine area resources. This provide an opportunity for region to be able to utilize the resources of marine area to improve local economic growth. But, behind the authority, of course there is a responsibility for protecting the environment. In this regard, Bontang Municipality (in this case conducted by The Fisheries, Marine and Agriculture Department) as having the resources of coastal and marine are seeks to manage the existing potentials/resources environmentally insightfully. This study sought to describe and analyze the implementation of the Strategic Plan as a public policy that has been set. The purposes of this study are to describe and analyze: (1) Implementation of the Fisheries, Marine and Agriculture Department Strategic Plan of Bontang Municipal as effort to realize potential management of coastal and marine of Bontang Municipal environmentally insightfully; (2) The supporting and inhibiting factors in implementation of Fisheries, Marine and Agriculture Department Strategic Plan of Bontang Municipality. The findings in the field showed that the implementation of the Fisheries, Marine and Agriculture Department Strategic Plan of Bontang Municipal include: a. scanning, b. the mission,; c. strategy, and d. program, design or blueprint for implementation of the strategy. This study found that the implementation of strategic plan the Fisheries, Marine and Agriculture Department has been running very well or very successful. There are factors that influence the implementation of the Fisheries, Marine and Agriculture Department Strategic Plan of Bontang Municipal. Supporting factors are: a. the existence of qualified human resources; b. the commitment of Bontang Municipality; c. resources of coastal and marine areas are abundant. While the inhibiting factors are: the absence of City Spatial Plan (City Spatial); and b. lack of public awareness that influence their participation

Abstract

Planning and budgeting is an integrated process, therefore the output of planning is budgeting. In Nabire, planning mechanisms are top down (top-down planning) done by BAPPEDA Nabire is to facilitate the deliberations of development starting from the village (the village) to the districts (districts). Participatory planning is experiencing a lot of obstacles in the field. The results showed that not all elements of society participate in the budgetary planning process is due to various reasons, such as: (a) the preparation time is short, (b) limited resources and information, (c) the attitude of the people themselves that participation is still understood merely a formality. There are several factors which have obstructed the process of planning and budgeting at the District Nabire such as infrastructure, community participation and lack of socialization. While some of the supporting factors, among others, the regulatory framework governing decentralization, direct elections, planning and budgeting. Some of those involved in the policy formulation process is the government planning and budgeting, both the executive and legislative branches, and the community through the development planning discussion forums. Mapping of the multicultural requirement can not be done because the District government not prepare quantitative data and documents related to geography, demographics, poverty, unemployment, physical facilities and infrastructure and the existing infrastructure in the villages as well as documents that contain any tribes scattered in the villages. In the implementation of development, the community must be prepared first so that they can participate at any stage of development. The government should also respect the indigenous peoples with a model of participatory development, and resolving social conflicts should be done on the basis of social principles are adhered to indigenous peoples

Abstract

This study tries to describe and analyze (1) the implementation of the audit planning ofnthe Inspectorate of Malang Regency; (2) the implications of the implementation of audit planning done by the Inspectorate of Malang Regency to the SKPDs’ accountability; and (3) the factors that support and hinder the implementation of audit planning on the Inspectorate of Malang Regency. This study uses qualitative research methods with a case study approach. The results of this study show that: first, the implementation of the audit planning for regular inspection activities in the Inspectorate of Malang Regency still have many weaknesses as there are some inhibiting factors even though the arrangement of the audit planning process has been performed well; second, although the implementation of the audit planning for regular inspection activities at the Inspectorate of Malang Regency could not have been performed, but SKPDs’ as the auditee still have the benefits even the investigation still has positive implications to the accountability of the SKPDs’, eventhough it is not in the optimal degree; and third, the supporting factors of the implementation of the audit planning for regular inspection activities in the Inspectorate of Malang Regency consist of: the position of the Inspectorate as an internal controller, the availability of budget for the controlling activities, the experienced controlling apparatus, the availability of facilities and infrastructures and positive responses from the auditee. While the inhibiting factors consist of: Inspectorate is not an independent institution, the realisation of budget is often late, the facilities and infrastructures are limited, the quality of the controlling apparatus hasn’t been equal, the unbalanced ratio between the number of controlling apparatus with the number of the auditor, there hasn’t been a functional position, there are some overlappings with other controlling activities, there is time limitation in doing control, the complexity of the controlling findings and the lack of responses from the auditor.

Abstract

The purpose of this study were: first, to describe and analyze the planning of programs of City Sanitation Strategy (SSK) in Batu City. Secondly, to describe and analyze the role of the Working Group (Kelompok Kerja/Pokja) Sanitation in the planning of programs the City Sanitation Strategy. Third, describe and analyze the results of the planning programs of the City Sanitation Strategy. Fourth, identify and analyze the factors supporting and inhibiting factors in the planning of programs of City Sanitation Strategy (SSK) Batu City. The research method using qualitative approach to the type deskritif. The source data came from informants and documents. Techniques of data collection through interviews and documentation. Data were analyzed using an interactive model. The conclusion of this study are as follows: (1)Planning programs of urban sanitation strategy is planning, with the top down approach and bottom up in the effort to fulfill community service related to basic sanitation. Technocratic approach, participatory and politically not fully implemented.(2) City Sanitation Working Group was formed through a process of stakeholder mapping and identification, as a driving force to the implementation of ISSDP. Increased capacity and skills of members of the Working Group to be the main thing in the program planning process the city sanitation strategies.(3) Programs and activities as outlined in the document the City Sanitation Strategy (SSK) Batu City prepared by Vision - Mission - Goals, Objectives and Achievements Phasing Direction - the strategic issues - a strategy that had been developed previously. Plan programs and activities apply for 5 years (2010-2014).(4) supporting factors are (a) Support the Central and East Java Provincial Government, (b) Assistance and Capacity Building Working Group Members, (c) Non Governmental Organizations (NGOs), (d) PKK Involvement Cadre. While the inhibiting factors are: (a) lack of human resource planners both in quality and quantity, (b) lack of attention SKPD Head, and (c) Changes in Organizational Structure and Work SKPD.

Abstract

That structuring the organization conducted the regional body of local government is a form of implementation of government policies in order to create an effective and efficient organization and implementation of local government administrative system. Tabanan Government has implemented its Reorganization under Regulation No local devices. Year 2008 3 Which refer to the PP No. 41 Year 2007 About the Organization of the Region, one is to form the Office of Family Planning and Women Empowerment (KB and PP). By establishing an office for matters of family planning and womens empowerment is meant to create a poor organizational structure in rich functionality but without leaving the area as prescribed that are required by the legislation in force. The results of this study indicate that the performance of the government apparatus of blood on KB and PP Office Tabanan views of: (a) Actual placement of employees after the restructuring of the regional organization under the PP. 41 Year 2007, Which Is Generally seen from the form and structure of organizational and structural or functional positions are in office positions That is, (2) The performance of the local government apparatus after the organizational restructuring and realization of the device with the placement officers Messenger Performance Commitment Program (KKP) as performance indicators and performance evaluation apparatus apparatuses, (3) The factors "That support and Hinder the performance of Government Officials after the realization of organizational restructuring of staffing tools, namely: (a) lack of clarity PLKB functional organizational structure , (b) an employee or potential resources apparatus, (c) budgetary support, facilities and infrastructure of the District Government and Provincial BKKBN; (d) leadership and (e) the motivation is high Enough. Abstract

Local Economic Development (LED) strategy in Sidoarjo regency uses a business cluster approach. This is marked by the making of several clusters, one of them is ”Kampoeng Batik Jetis”. The research is based on the initial assumption that the making of this cluster is not well planned, by not concerning such factors as implementing agent, supporting institution and facilitator. Objectives of the research are: first, to describe and analyze the implementation of LED at “Kampoeng Batik Jetis”; second, to identify the pushing and restraining factors of LED implementation at “Kampoeng Batik Jetis”; and third, to determine the economic impact of LED implemention to the people of “Kampoeng Batik Jetis”  The research uses a descriptive method and qualitative approach. The data is analyzed using domain analysis. The research shows that the implementation of LED at Kampoeng Batik Jetis is on the partisipatory phase, which mean empowerment process come from both government and people, by government and people and to the people. On this phase, people is actively involved in the development. Unfortunately, the existing condition in Kampoeng Batik Jetis is not supported by the most crusial infrastucture that is parking area. Proven that the making of this cluster to be a tourism destination is not well planned. Driving factors as well as inhibiting factors of the LED implementation in Kampoeng Batik Jetis include: human resources, capital, marketing and institutional. The economic impact of the implementation of LED in Kampoeng Batik Jetis turn out to be very significant, namely the increasing of the craftmen earning by 300%, the increasing revenue of the community and reducing unemployment.
