Abstract

Assessment Centers sebagai Strategi Reformasi Penempatan Pegawai di Kalimantan Timur. Sejumlah permasalahan SDM muncul dalam birokrasi pemerintah, bahwa manajemen PNS pada umumnya tidak berjalan sebagaimana mestinya, diantaranya masih banyaknya semangat memperbesar jumlah instansi, besarnya jumlah PNS dengan tingkat pertumbuhan yang tinggi dari tahun ke tahun, rendahnya kualitas dan ketidaksesuaian kompetensi yang dimiliki, kesalahan penempatan dan ketidakjelasan jalur karier yang dapat ditempuh, hingga tidak adanya daya saing yang bisa diandalkan dalam menghadapi globalisasi. Kondisi kepegawaian yang demikian itu sesungguhnya tidak dapat dipisahkan dari kebijakan penerimaan pegawai di masa lalu, dimana proses penataan kepegawaian banyak diwarnai oleh aroma politik. Pemerintah di masa itu membutuhkan pegawai karena didorong oleh keinginan untuk memperbanyak jumlah agar semakin banyak pegawai yang dapat dibina untuk mendukung kekuatan golongan politik yang berkuasa. Birokrasi pemerintah saat ini harus melakukan perubahan dalam penataan sumberdaya aparatur atau repositioning, agar sesuai dengan tuntutan reformasi yang menginginkan pengaturan lembaga birokrasi yang egalitarian, demokratis, ramping, berorientasi pada kompetensi dan memerhatikan peran pasar, melalui penerapan Assessment Centers dalam penempatan pegawai.

Abstract

The Effect Of Free Trade Zone (FTZ) Implementation In Batam, Bintan And Karimun Islands (BBK) On Tax Revenue Of Riau Islands Province. This paper investigates the effect of Free Trade Zone (FTZ) implementation in Batam, Bintan, and Karimun (BBK) Islands tax revenue of Riau Islands Province. Using fixed effect panel data regression analysis, I found that a FTZ in the BBK islands has a positive impact on tax revenue. The impact on tax revenue can be explained through the increase in other kinds of taxes, such as corporate income tax, income tax of article 21 (employment tax), and final income tax. These findings suggest that the implementation of FTZ can be expanded and implemented to other regions in Indonesia by considering each region’s geographical location, economic potential, and infrastructure.

Abstract

The Effect Of Corporate Income Tax Incentive On Foreign Direct Investment In Indonesia. This study examines the effects of corporate income tax incentive (CIT incentive) on foreign direct investment (FDI) at the regional level in Indonesia. The panel data of FDI for seven major regions in Indonesia (Sumatra, Java, Kalimantan, Sulawesi, Bali Nusa Tenggara Barat and Nusa Tenggara Timur, Maluku, and Papua) from 1990 to 2012 were used and fixed-effect regression estimation was applied. The estimation result found that tax holidays and investment tax allowances provide a positive impact with a statistically significant effect. On the other hand, accelerated depreciation shows a significant effect with a negative magnitude on FDI. These results suggest that the CIT incentive policy in Indonesia needs a more specifically targeted scheme considering regional conditions.

Abstract

Municipal Solid Waste Management In Bekasi City, Indonesia And Kyoto City, Japan. The aim of this study is to describe and explore the current solid waste management in Bekasi City and uncover how this phenomenon impacts to the environment, economy and particularly the society. This study used a qualitative research, gathered data from both primary and secondary sources. Through field investigation and face-to-face interviews. The study found that in a day more than 1,600 tons of garbage is generated within the Bekasi municipality. With a population of 2.4 million, it means that one person contributes an average of 0.625 kg of garbage per day. Unfortunately, waste management service only coverage 53%, thus, 47% of garbage is indicated managed improperly. Several factors led this problem, on the economy aspect the problems were led by insufficient of Bekasi city’s budget in running solid waste treatment. On social aspect due to by the lack of people awareness to maintain environmental cleanliness in public areas. This study also briefly describe waste history in Japan and garbage management in Kyoto City.

Abstract

Derajat Desentralisasi Fiskal Dan Kualitas Belanja Daerah (Studi Pada Provinsi Jawa Timur). Penelitian ini membahas tentang desentralisasi fiskal di Jawa Timur yang diukur dengan indikator: peningkatan Pendapatan Asli Daerah (PAD) antar-tahun, komparasi PAD dengan penerimaan dari transfer pusat, peningkatan PAD dari Produk Domestik Regional Bruto (PDRB), dan rasio PAD terhadap Total Belanja Daerah (TBD). Penelitian ini adalah penelitian deskriptif yang berusaha untuk menggambarkan secara mendalam fenomena yang diteliti. Hasilnya, dari empat indikator yang digunakan dapat disimpulkan bahwa secara umum Provinsi Jawa Timur memiliki tingkat kemandirian fiskal yang sangat baik. PAD Jawa Timur menempati posisi tertinggi keempat nasional dan tingkat pertumbuhan PAD adalah yang paling tinggi pertumbuhannya secara signifikan. Pertumbuhan PAD dari PDRB tingkat pertumbuhannya cukup baik (secara nasional berada pada rata-rata tengah). Sedangkan rasio PAD dari TBD belum sepenuhnya bisa dikatakan baik karena dilihat dari rasio belanjanya yang menunjukkan bahwa kualitas belanja Provinsi Jawa Timur perlu ditingkatkan.

Kecamatan is a subordination regent government, which have function to be following decisive for realization goals of local autonomous at Indonesia.  Now, kecamatan still not do optimalization roles and functions. Mintsberg (1979 : 181), says that “Once the units have been designed, it seems appropriate to address the question of how much power each should have.” This konsep will be made as basic for answer problem in this peper. Those problem need accomplishment, so that organization unit can support acceleration to realizatios that goal. Abstract

To understanding the dynamic of administrative politic relational pattern in the bureaucracy elite recruitment, the role of political institution and bureaucracy institution, the constraints during interaction conduct, its implication to the bureaucracy performance, and the recommendation of a favorable administrative politic relational pattern. This review is expected to produce a balanced dynamic relational pattern. Method of research is qualitative study, with intensive observation to the research phenomena. Data collection technique is triangulation. Data analysis tool is Denscombe Model (2007).The research finding, The relational form will influence the political intervention tendency in the bureaucracy elite recruitment process. The bureaucracy elite (Echelon II) recruitment dynamic represents a regulation over the authority of local leadership. In fact, the candidate of bureaucracy elite must be through Local House of Representatives’ (DPRD) acknowledgement although the Regent still may consult with and ask for support from DPRD informally.As the local leaders are a position in the political domain, bureaucracy recruitment is made politically. Determining the strategic position of bureaucracy elite is more logic by considering the input and advice from the political domain, such as from local legislative institutions. This opportunity gives local legislative institutions to improve their political interest. This empowered political interest may develop intervention pattern and political actor’s pressure.

Abstract

This research tries to analyze PP No. 72/2005 about village, especially in the side of interaction among village government and their other stakeholders. It is very important for measuring policy succession. The method used in this study is qualitative method by applying interactive model of data analysis. Result of research showed that there are ambiguity between implementing organization and the target group. It means that the goal of policy cannot be achieved because of deviation in policy formulation rather than deviation in the policy implementation. This study has important input for improvement of policy formulation, especially regarding village policy.

Abstract

Communities need to have capacity to respond to threats themselves because they are being at the forefronts of floods exposure.  It is for this reason that communities should be involved in managing flood risks that may threaten their well-being.  A critical element of sustainable disaster management is the community participation in these activities.  The community participation refers to people’s contribution in the flood management cycle can be started from the basic phase of a process and ends in the achievement and institutionalization in the community.  Then, in order to build disaster-resilient communities, they first need to be empowered so that community members can cope with the adverse effects of flood hazards.

Abstract

The poor community has identical with disempowerment. Therefore, community development becomes the solution for government of poorness problem in Indonesia. Basically, PNPM is program to gain community capacity, both individual and group related to quality life problem and prosperity. Therefore, it is needed community participatory and community empowerment. This research tries to analyze PNPM program as policy instrument in handling poverty problem, the actor involved and effectivity of the program.The research conducted in Kutai Kutai Kartanegara regency and used qualitative research.
