Abstract

Food security is still a problem that is difficult to be solved. This paper discusses the efforts of the Department of Agriculture of Blitar Regency to achieve food security through the Food Security Enhancement Program. The study was conducted using descriptive qualitative approach using the policy implementation theory by M.S.Grindle. The results showed that in terms of both policy content and context of implementation supports the implementation of the Food Security Enhancement Program conveniently. But the successful of the implementation of this program only support food security in the aspect of availability alone. This means that in order to achieve intact food security, it can not only be done in terms of availability alone but it needed the development synergy of the three subsystem of food security, namely availability, access and utilization of food.

Abstract

In the maintenance activities that reliably many factors affecting among others the procurement, use and maintenance of the facility, which is supported by the mechanism of maintenance work. One of the problems that occur in the maintenance of office equipment is sometimes if the goods are in a separate location, so that the monitoring process becomes difficult. Similarly, in the Faculty of Computer Science Brawijaya University, data collection is still done manually. The results of this research that there are several factors at issue in the handling of the speed of improvement of infrastructure in Filkom is a Maintenance Process Goods and Infrastructure, Systems and Technology At present, the computer is not there DBMS technology. System Design maintenance information infrastructures are built according to user needs defined.

Abstract

The construction of Hamid Rusdi Terminal was initially one of the efforts of Malang City Government to break up the traffic in Gadang area and its surroundings due to avoid heavy traffic, besides that Gadang Terminal was unable to accommodate vehicles and passengers due to the existence of a gadang market that is integrated with the gadang terminal. The construction of Hamid Rusdi Terminal is seen as one of the solutions, but it is not working well, so the policy should be evaluated. This research uses descriptive qualitative method by focusing on 1) Development Policy Planning Process of Hamid Rusdi Terminal Malang 2) The Impact of Ongoing Development Policy of Hamid Rusdi Terminal 3) Future Challenge for Hamid Rusdi Terminal can run in accordance with policy objectives. The result of the evaluation of Hamid Rusdis terminal development policy shows that at the planning stage the policy does not go through a rigorous planning process. So the construction of Hamid Rusdi Terminal is not in line with expectations.

Abstract

Strategic planning in public sector in Indonesia has been fully supported by the regulations, but the implementation has not been applied properly. Meanwhile, empirical evidence related to what extent strategic planning has been adopted by public sector in Indonesia in order to support the critique that a strategic planning affects what an organization is, what it does and why it does it is still limited. Under qualitative method, the study tries to explore how far strategic planning principles have been adopted in public organization by using case study in Directorate of Land and Forest Fire Controlling, Directorate General of Climate Change Controlling, Ministry of Environment and Forestry. The study focuses on analyzing the process of strategic plan arrangement. Research result shows that strategic planning principles haven’t been adopted properly on the arrangement of strategic plan document of Directorate of Forest and Land Fire Controlling (PKHL). There are several important points to be noticed, are: stakeholder analysis hadn’t been used properly and the TOWS matrix wasn’t used to formulate strategy development.

Abstract

One of the programs needed to evaluate the success of a training is training evaluation. According to the data from the education and training department of the studied hospital, the implementation of training result was still lacking. The objectiove of this study was to find out the factors contributing to the lack of implementation of the result of external training in Muhammadiyah University Hospital Malang. The method used in this study was observation, document review, and interview. The result showed that the knowledge which the staffs got from the external training was not implemented properly. From ten external trainings observed, about 30% of them was not implemented properly. Fishbone diagram showed that the main factor was there was no post-training evaluation. The solution was to make a guideline and standard operating procedure regarding post-training evaluaiton

Abstract

This research aims to analyze the process of preparing and determining the planning of tourism development by using T-A-I-D Tracking, analizing, amaging and deciding on the planning of tourism development of Kutai Kartanegara regency. With the aim of carrying out the process of preparation and determination needs to be supported by various parties and SKPD in order to accomplish the proses of determining the development is running in integrity with attention to several factors that can affect the process of determining the development.

Abstract

This study aims to examine the influence of partisipative budgeting on budgetary slack, the influence of partisipative budgeting and government apparatus performance are moderated by government governance in Regional Government of Malang. The results showed the greater level of budgetary participation, it will decrease budgetary slack, but government governance is not moderate the influence of partisipative budgeting on budgetary slack. The results also showed participative budgeting will increase government apparatus performance, and government governance strengthen the influence partisipative budgeting on government apparatus performance.

Abstract

Banyuwangi teaching program is implemented on the basis that schools in areas with difficult access levels (called Detas schools), lacked of teachers, so that the learning process not able to walk properly, the problem appears because of the moratorium on civil servants. In addition, the schools operational support funds too few, so it is impossible to add auxiliary teachers at the school because of the salary is too few. Therefore, in 2014 Department of Educational Banyuwangi Regency implement Banyuwangi teaching program to overcome the problem.Implementation of Banyuwangi teaching program in Banyuwangi Regency was conducted by Banyuwangi Teaching Team (Department of Educational Banyuwangi Regency) along with assigned volunteers  to Detas schools. When examined more deeply, the overall implementation of this program is good enough, but the benefits resulting from this program has not been maximized because from the volunteers who were assigned, there are volunteers who do not have the ability to teach and the amount of limited budget so that only assigned some volunteers who have the ability to teach in Detas schools. For maximum benefits, Department of Educational Banyuwangi Regency should be provide training to volunteers in order to have the provision when commissioned and the addition of the budget so it is capable of assigning many volunteers in schools Detas in Banyuwangi Regency.

Abstract

This study aims to describe the implementation of accrual based reporting policy on LKPP-KPPN Malang with the Policy Implementation Theory of Edward III (1980) as an analytical tool on  supporting and inhibiting factors of implementation in internal KPPN Malang. This research uses qualitative research method with case study research model. The results showed that in implementing the policy, KPPN Malang undertook the following steps: preparation (establishment of reconciliation team and LKPP compilers, policy socialization), implementation (report reconciliation, coordination with work unit), measurement (reconciliation of reconciliation balance and internal KPPN ), and reporting (report presentation, report analysis and CALK compilation). The supporting factor of implementation comes from communication and financial resources, while the inhibiting factors come from human resources, equipment resources, dispositions and bureaucratic structures.

Abstract

Tulisan ini mengkaji proses integrasi rencana strategis dan pengukuran kinerja di Badan Litbang dan Diklat Kementerian Agama menggunakan kerangka teori Strategic Performance Management dengan Soft Systems Methodology. Berdasarkan perbandingan antara model konseptual dengan situasi permasalahan di real world, untuk problem solving interest dihasilkan beberapa saran perubahan atau rekomendasi terkait struktur, proses dan sikap. Sedangkan untuk research interest disimpulkan bahwa kerangka teori Strategic Performance Management dapat digunakan untuk melakukan integrasi rencana strategis dan pengukuran kinerja di sektor publik, karena mampu menjawab kompleksitas permasalahan yang ada, mendukung proses integrasi strategi jangka panjang dan tujuan operasional, memastikan pengukuran kinerja mendukung pencapaian strategis dan pembelajaran organisasi, serta meningkatkan integrasi dan analisis data serta memfasilitasi kerjasama dan kolaborasi.
