Abstract

Proses  penyusunan dan penetapan anggaran sektor  publik  merupakan  suatu  proses yang cukup rumit karena selain membutuhkan kemampuan manajerial juga kemampuan politis, melaksanakan loby, membangun koalisi, keahlian untuk bernegosiasi dan pemahaman tentang prinsip manajemen keuangan publik  mutlak sangat  dibutuhkan. Penetapan APBD yang terlambat akan menyebabkan terhambatnya proses pelayanan publik, serta hilangnya fungsi APBD sebagai stimulus penggerak ekonomi daerah. Perubahan UU pemerintahan daerah dari UU 32 Tahun 2004 menjadi UU 23 Tahun 2014 dimana mengatur sanksi terhadap kepala daerah dan DPRD apabila APBD terlambat ditetapkan berpengaruh positif terhadap ketepatan waktu penetapan APBD. Sanksi kepada Bupati dan DPRD menjadi motivator daerah untuk menetapkan APBD tepat waktu berbeda dengan penetapan tahun sebelumnya sering terlambat ditetapkan.

Abstract

The article aims to analyze the acceleration of information technology in public service to the community in term of making a passport which organized by the immigration office. Role of Information Technology is necessary in all elements, such as; institutions, agency, organisation and everyone who related with the service sector.  Data from various studies indicate that the use of information technology is very influence to accelerate quality in the public service, especially in the process of passport services. Mastery of Information Technology at the present time  has become imperative, more specifically, to the institution including facilitate the administrative work in the public service sector.

Abstract

This paper examines the relationship of good governance and management planning iron sand mine in Kulon Progo. Planning iron sand mining management in Kulon Progo views of the role of the main elements in the perspective of good governance, that the role of the private sector in this matter PT. JMI is more dominant. The role of PT. JMI management planning iron sand mine in Kulon Progo include: (a) general investigation such as engineering studies, economic studies and environmental studies (including social); (b) Exploration iron sand mine; (c) Construction mine;(d) mining; (e) processing, processing and refining; (f) Transportation; (g) Sales; and (h) reclamation. The governments role in planning the management of iron sand mining in Kulon Progo include: (a) permits; (b) Environmental Feasibility; and (c) Supervision. The role of the community in planning the management of iron sand mining in Kulon Progo very small only as a transmitter suggestions and opinions on the EIA.

Abstract

This article describes about Benefit Cost Analysis development of Taman Kuliner  Condongcatur. It was found that there are three actors performing important roles in the development of Taman KulinerCondongcatur: Sleman regency government, stall tenants, and people surround the court. Of the actors, there was benefit cost which was spent and received as the consequence of Taman Kuliner. The cost and benefit earned by both Sleman Regency and the tenants were far from expectation. The net benefit cost received by Sleman regency government was negative Rp. 271.670.000,-. The net benefit cost received by stall tenants was positive Rp. 57.684.000,-. The indirect cost which cannot be measured with money was the people’s losing job. The indirect benefits were labor force absorption and the availability of means and infrastructures of art and socio-cultural performance to the society.

Abstract

BPJS-Kesehatan Policy as a top-down policy, Puskesmas position as the spearhead of health services, especially in Puskesmas Kepanjen Malang District. Issues that exist in this research is how the pattern of discretion occurs and how its impact on BPJS-Kesehatan policy implementation in the Puskesmas Kepanjen. Discretion occur at managerial levels, the changing patterns of communication and coordination by the Office of BPJS-Kesehatan, Public Health Service of Malang Regency and Puskesmas Kepanjen. There are several steps that can be taken to overcome such discretion. First the capitation system changes; strengthening and centralizing the BPJS-Kesehatan database; and the regulations that health centers can manage a budget independently.

Abstract

This paper describes and analyzes the implementation of delegated authority to the Head of the county Sidoarjo Regent and Implementation Strategy. Data obtained from all stakeholders discussion group delegated authority to the Head of the Regent and the report documents the results of Monitoring and Evaluation of the Implementation Delegation of Authority to the Head of Regents from 2011 to 2015. Based on the analysis of this study concluded that the implementation of the Delegation of Authority Sidoarjo regent to the county district head has not run optimally it is seen from the four factors correspond Policy Implementation Model by George Edward III, Resource, Disposition, Bureaucratic Structure and communication has not been optimally applied. And Implementation Strategies to Head Delegation of Authority Regent in Sidoarjo has not been made or not there is both a substantive and institutionalization.

Abstract

Tourism in regional development has aim to solve  the poverty and gap between rural and urban area. This research aim identified tourism development program in the regional in three scope are destination development, marketing and institutional program. Infrastructure still dominated the destination development program and less awareness in sustainable atraction development. Marketing development is trap with the regular planning year on year and not apply modern approach yet on marketing strategy. Institutional development growing the community institution but not effective enough because of lack on human resoursces quality and quantity, lack of accesibility, less in infrastructure and budgete problem. Development  model for tourism development model in Pekalongan Regency is community based tourism approach.

Abstract

This research is a survey of public satisfaction on public service implementation at General Hospital (RSUD) Gambiran in Kediri City, which is specialized in Outpatient Installation (IRJ), Inpatient Installation (IRNA), and Support Services Unit. This survey was conducted as an evaluation material and to improve service at Gambiran Hospital in Kediri City. The method used in this research is quantitative descriptive, with data collection method of questionnaire and interview. The result of the satisfaction survey showed that from the service of Gambiran Hospital in Kediri City has good category, with the total index is 72,89. The detail of Outpatient Installation (IRJ) have index 71,13 with good category, Installation of Inpatient (IRNA) 74, 22 with good category, and Support Service Unit index of 73.32 with good category. Conclusion in this research is all service at Gambiran Hospital in Kediri City have good categories, but there are some element of service that need to be paid attention and repaired, such as service promise, infrastructure to support promise service, queue time and service delivery time, service officer attitude, and complaint and handling of complaint service.

Abstract

A survey of thirteen farmers using qualitative method with in-depth interview was carried out in Malang District in order to observe farmers’ constraints and the strategy taken under the rise in beef price. The result showed that during 2010-2015, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channel. Most of them had joinedcattle sharing system in order to access cattle. Based on trust and kinship, cattle sharing system allowed smallholders to gain access to the cattle. On the other hand, some farmers’ showed their interest joining farmer group in order to improve their poor feeding behavior. Farmer group could be a good solution to enhance farmers’ skill in rearing cattle with good guidance. Selling carcass to the beef seller will give higher profit to the farmer, but it has some constraints such as need particular skill to be butcher, needs government license, takes time and need a market link. This new market access must be observed further to know it’s potential.

Abstract

Garbage is a main issues discussed by many people, as we all know the amount of litter in Indonesia each year has increased, production of urban waste in Indonesia amounted to 38.5 million tons/ year or when averaged per-day amounted 200,000 tonnes/ day. If viewed in terms of waste management, it is known that 68% of the waste is transported and dumped, buried 9%, 6% is processed into compost and recycled, 5% was burned, and 7% of the waste is not managed. Trash if not handled properly will cause the unpleasant smell, the source of various diseases, blockage of waterways and can also cause flood. It was found by researcher in direct observation in the Village of Tataaran Patar, District of South Tondano. One of the main factors is the lack of public awareness on environment especially trash management boils down to the lowest participation rate.
