Abstract

The relationship between China and Taiwan is on enduring rivalry for the lastfive decades regarding their identity, territory, and national sovereignty. FromChina’s perspective, Taiwan is an inseparable part of Mainland China, thereforeevery forms of self independence are not accepted. Meanwhile from Taiwan’sperspective, it is a sovereign state that doesn’t abide to “One China, Two System”principle. The competition of those two often involves diplomacy to obtain formalrecognition from other countries to maintain its legitimacy and rights as astate. On September 2019, Solomon Island, which had been in relationship for36 years with Taiwan, decided to change its formal recognition and supportedChina. The author uses Joseph Nye Jr’s Soft Power Theory with library researchdata collection methods and congruent data analysis methods. This paper aimsto analyze the form of Taiwan and China policies through the concept of softpower and understanding the influence of those two countries’ policies to thedecision of the Solomon Island. The results proves that China’s soft power is superiorto Taiwan’s soft power from the perspective of Solomon Islands.

Abstract

Global environmental issue is a matter of concern and no longer underestimated,humans must strive to maintain environmental sustainability and safety,namely in regards to carbon emissions increase. REDD+ is a mechanism thatoffers reduced carbon emissions by focusing on reducing deforestation andforest degradation. Limited budget for the environment, pushes Indonesia forgepartnerships with Australia in 2008 through Australia on Indonesia-AustraliaForest Carbon Partnership (IAFCP). IAFCP is an example of a partnership thatsignificantly supports the achievement of GHG emission reductions in Indonesiaby reducing deforestation and improving sustainable forest management. Thisresearch focuses on Indonesia’s national interest to maintain the sustainabilityin the environmental sector by reducing emissions through the IAFCP. Theresearch method uses descriptive analysis, also Green Theory and bilateralcooperation concept. The purpose of this article is to find out the contribution ofIndonesia-Australia collaboration through the IAFCP program in the success ofovercoming environmental issues that occur in Indonesia.

Abstract

The outbreak of Coronavirus Disease 2019 (COVID-19) has swept everybody inthe international system off their feet. With high chances of contractibility andsoaring number of cases then urges every government to take action and imposenew policies to minimize the spread of the virus and to suppress the damagesthat the virus may bring. The world then take steps into a limbo period withevery economic activities stopped for great measures, accordingly governmentsand people started to feel the blow from the crisis. The realization that a globalhealth crisis need to be taken care of globally, prompts the society to take responsibilitiesand stand in solidarity to resolve the crisis. Globalization—and it’sinnovations—succeeded in forming a new pattern of identity in society. Each individualand each communities started to intertwine into one single network andone single identity as a global society, then started to carry out their mission tocreate social movements and take solidarity actions to support global collectiveaction in response to the COVID-19 pandemic.

Abstract

Each country has its own Strategic Culture in maintaining its national defenseand security. In French case, its Strategic Culture emphasizes national grandeuror glory. Departing from de Gaulle’s vision in the past, France is a country thatremains actively involved in maintaining global peace and plays role as an intermediary,mediator, and critic within the dynamics of international relations.France also has the principle of “Anti-Terroriste” which sees that terrorism as amajor threat to its national defense and security. It should be noted that Francehas a long history of war on terror, as it had faced in the 1970, 1985, and 1990s.In today’s world, acts of terrorism is even more sophisticated, complex, and globalized.Through Operation Serval in 2013, it could be interpreted as France’sconsistency in combating terrorism in Mali, West Africa. By using the concept ofStrategic Culture and four analysis variables, which is identity, values, norms,and perceptive lens, this paper intends to analyze the basic foundation and directionof France’s Strategic Culture and the accompanying interests.

Abstract

This paper aims to examine implications of Japan’s ‘polytechnic diplomacy’approach as its international development strategy towards Indonesia. Utilizingconcepts and framework related to international development assistance,triangular development cooperation (TDC), and public diplomacy, this paperargues that development fund disbursement affects interactions among actors,not only in bilateral context but also multilaterally. Mainly, on how this activitytransform an aid recipient into a potential partner for the donor’s futureinternational development programs. It is occurred due to the facilitation ofdonor’s triangular development cooperation (TDC). The aid recipient’s successstory thus prompted the donor to perceive them as its development ambassador.the pattern continues as the donor attempts to disseminate the formula to otherdeveloping countries. The Electrical Engineering Polytechnic of Surabaya(EEPIS) exemplifies the case on how a specific foreign aid approach raises globalmultiplier effects to both aid provider and recipient.

Abstract

The state and non-state actors are competing with each other to make theregion as a destination for local and foreign tourists. Efforts to achieve this arecarried out through various international activities, including culture event. Thestudy aims to describe the practice of new public diplomacy through JakartaInternational Java Jazz Festival 2020, organized by PT Java FestivalProduction, in promoting “Enjoy Jakarta” city brand. This new publicdiplomacy practice is analyzed through qualitative research methods throughliterature studies by using Nicholas J. Cull’s theory of new public diplomacy.The festival is analyzed by dividing the event period into two stages,pre-event and main event. The results showed that the public got the impressionof city brand’s promotion as a tourist destination during the pre-event andmain event. The collaboration with the government also made it easier for theorganizer to achieve the purpose of the festival as a means of promotingJakarta tourism to a wider foreign public.

Abstract

Since the first shot fired over a decade ago, there has been no comprehensivesolution to the Syrian Conflict. Despite countless efforts and interventionscarried out by the international community, perpetual peace still seems to be adistant dream. This includes resolutions and initiatives passed by the UnitedNations Security Council (UNSC). This article would explain further on whythese actions has minimum impact, therefore failed to attain stability in Syria.Utilizing the principle of Peace By Peaceful Means by Johan Galtung, along withconcepts related to International Conflict Resolutions, the results find that theUNSC has given the wrong diagnosis, prognosis, and treatment to the SyrianConflict. This is reflected within narratives found in resolutions passed by theUNSC that are laden with nuance of negative peace. A lot of stress has been putupon ‘resolving’ the Syrian Conflict to bring peace. Meanwhile, conflict is not anegation of peace. The author thus suggest that stability in Syria is more likelyto be attainable if resolutions reflect more upon the positive peace paradigm; bymeans of ‘managing’ and ‘transforming’ the Syrian conflict to restore the peace.

Abstract

The Office of the UN High Commissioner of Human Rights is an intergovernmentalhuman rights organization that provides advisory services and technicalcooperation at both the national and regional levels. OHCHR will get involvedif a country experiences obstacles related to human rights. This paper aims toanalyze and describe the role of OHCHR in cases of extrajudicial killings sincethe enactment of the War on Drugs Policy in the Philippines. The author uses aqualitative approach with descriptive methods. The author obtains the requireddata through literature studies and interviews. The results showed that OHCHRhas several roles in its involvement, namely as an actor to communicate withthe government, victims’ families, and other international organizations; as aforum to discuss human rights cases in the regular sessions of the UN HumanRights Council; also as a political resource where countries fight over what theOHCHR have to do to support their positions.

Abstract

Sejak akhir tahun 2019, Tiongkok menjadi salah satu negara pendonor utama yang memberikan bantuan kemanusiaan pada sektor kesehatan di tengah pandemi COVID-19. Bantuan kemanusiaan tersebut lebih diperuntukkan bagi negara-negara berkembang yang terdampak terutama sejak negara-negara maju menerapkan nasionalisme vaksin. Melalui bantuan tersebut, terma diplomasi medis muncul ke permukaan untuk menjelaskan upaya politik yang dilakukan Tiongkok dengan melakukan donasi, memberi bantuan alat kesehatan, keperluan medis, dan kebutuhan kesehatan lainnya kepada negara maupun disalurkan melalui organisasi internasional. Akan tetapi, diplomasi medis dinilai memiliki relevansi dengan Health Silk Road (HSR) sebagai proposal kebijakan di bawah Belt Road Initiative (BRI) dengan fokus pada sektor kesehatan, sehingga motif politik tidak terlepas dalam penerapannya. Kajian ini bertujuan untuk menjawab mengapa Tiongkok menggunakan diplomasi medis sebagai salah satu alat untuk mendukung proyek BRI dengan menggunakan metode studi kepustakaan berbasis pada teori diplomasi medis sebagai soft power serta diplomasi medis sebagai salah satu dimensi dari kebijakan luar negeri. Hasil analisis menunjukkan bahwa Tiongkok menggunakan diplomasi medis sebagai soft power dan alat pendukung proyek kebijakan luar negeri Tiongkok (BRI) akibat absensi negara-negara maju yang memiliki kapabilitas untuk menangani pandemi Covid-19 secara tanggap.
