Abstract

This research aims in analyzing the capacity development of non-profit organizations in the growth stage through six internal components and four external components at Papuan Pesat Foundation. The approach used in the research is the action research based on the soft systems methodology that consists of two activities that had been done simultaneously, which are the research interest and the problem solving interest (McKay and Marshall, 2001). It fulfills criteria that are systematically desirable and culturally feasible (Flood an Jackson, 1991). Whilst the theory used is according to Brothers and Sherman (2012) that states that there are six internal components that should be strengthened in the growth stage, which are the leadership, the organization’s culture, the role of the board, programs’ extension, the management and infrastructure, the financial sustainable.  Afterwards, according to De Vita, et. al. (2001) there are four organization’s external components that should be maintained, which are the social demographic, the economy/market, the politic and values, and the norms. The result of this research shows the research interest, that the organization needs to be equipped with the transformational leadership, the simple structure design, and the improvement of the role of the board. For the problem solving interest, it needs the working programs’ extension through the correct formulation process, the human resources management, the organization’s financial sustainability. Then the external components which need to be formed are the collaboration among the non-profit organizations, the local government, the private sectors, business activities, politic participations and the public relation.

Abstract

The aim of this paper is to reveal several factors why war on drugs is still adopted by The Indonesian government and to offer an alternative approach as a problem solver. Therefore, the paper utilizes a literature review by collecting data from books, journals, news articles, and research reports. The results indicate that some factors consist of: (a) The New Order as previous generation failed to notice the dangers of drugs; (b) Since the New Order, the government is not committed to reveal the involvement of political actors in the drug problem; (c), SBY did not show a firm attitude to the drug problem; (d), Jokowi is the product of the previous generation, the New Order, who may believe that drug issues can be solved by legal approach; (e) Political affiliation between Jokowi and Megawati at PDI-P; (f) The war on drugs is a populist policy and can not be separated from political interests. As a result, war on drugs in Indonesia is war on young generation because the greatest victim of the policy is the lives of the young generation. To get out of this trap, the government should prevent individuals and groups from social exclusion because social dimensions frequently precede the drug issues and become a stumbling block for those who are addicted to get out of the drug problem.

Abstract

Patent is one of the lever factors in improving the nation's competitiveness. A reward to an inventor is one way that can be taken to increase the productivity and patent development in Indonesia. The social network analysis on the relationship of co-invention and registered patents can identify inventing actors who deserves the award. Joko Waluyo obtained an actor who is considered central to the co-invention social network relationships of registered patents in LIPI. It is based on the high value of betweeness and closeness to the node Joko Waluyo. In addition, it was found that the prolific inventor does not always mean a central actor in the social network.

Abstract

The Pasar Raya Padang suffered various dynamics and changes since the West Sumatera earthquake 2009. Many studies had been conducted by academicians and researchers, but no study offering the model of economic space govern at Pasar Raya Padang according to traders’ needs. This paper was conducted by qualitative approach offers the models of traditional economic space govern in the city of Padang. This research had been conducted since 2015 in Pasar Raya Padang. The data were collected through in-depth interviews, focus group discussions (FGD), observation and document study. The result is that the traders as the primary market stakeholders want to have the model of economic space govern integrated over the system, the infrastructures, and market layout. The traders intend to have Pasar Raya Padang that still uses traditional system but the physical buildings that are set up as a modern market with complete facilities.

Abstract

The purpose of this research is to study the influence of parental involvement in education related activities on student achievement in high schools in NongChok District, Bangkok, Thailand. To compare the influence that  parental involvement has  on  student achievement as well as  analyze the joint  influence of parental involvement and education policy on  student achievement,  parents are categorized in accordance with demographic characteristics. The population in the comprised  parents who have  children that are currently studying in  public high schools in NongChok district, Bangkok, Thailand. A non-random sampling method was used in determining the sample of respondents used in the survey.  The calculated sample size was 210 respondents. Data were collected using  structured questionnaire which had 0.88  reliability. Determining demographic characteristics was based on descriptive statistics (percentage, mean, and Standard Deviation; while  One-way ANOVA, and Multiple Linear Regression analysis techniques were used to analyze the data. Study results indicated that  60.5 percent of respondents were married mothers (79.5 percent), had  high school education attainment or equivalent to (51.4 percent), worked  as employees (43.8 percent), earned below or equivalent to  150,000 Baht per year (44.3 percent), and worked less than or equal to 8 hours per day (71.9 percent). Testing of  hypotheses showed that the involvement of parents  in students’ education  of parents takes various forms;  type of the parents  had a statistically significant influence on  students’ achievement at 0.01 level. The results of the multiple linear regression analysis indicated that education policy had significantly influence on  students’ achievement at 0.01 level, while  parental involvement  did not show  statistically significant relationship with  students’ achievement.

Abstract

Tourism development requires the roles of both regional and central government. The roles of those governments in the economic development belong to the aspects of planning, policy, regulation, and public facilities development to support the tourism industry. Kulonprogo Regency has several nature-based tourism destinations that can actually be developed, but it has not been optimal yet. This study aims in determining the roles of the Government of Kulonprogo Regency in developing the tourism economy to be optimal in their area by concerning the environmental issues. This study uses the triangulation in both the data and the methods used. The theoretical approach used is the  institutional economics based on the model of Williamson. The results of this study indicate that the roles of the all elements of government of Kulonprogo in the field of tourism economy development are the construction and the development of tourism destinations facilities, tourism marketing, tourism industry, and integrated related institutions. The determination of the prior destinations by the central government in 2017 was followed by the adoption of 5 zoning destinations/tourism strategic areas (KSPD) in Kulonprogo. Policies in the tourism sector is also followed by the policies on investment, particularly for infrastructure investment since the rapid growth of the investment climate and the development of mega projects in Kulonprogo (central-provincial government) to ignite the economic and the tourism development. Programs that are conducted by Kulonrogo Government through the Department of Tourism, Youth, and Sports in tourism are expected to affect the behavior/mindset of the tourism actors to concern and be more aware of tourism issues in anticipating the livelihood changes of most people in Kulonprogo (non-tourism changes into the tourism). The government should monitor and control the tourism destination development by concerning the issues of capacity, supporting capacity, and the environmental sustainability, especially around the nature-based tourism resorts.

Abstract

Accountability is something that needs to be in place on every business activity particularly on a public sector. Parties who are assignedan authority/power in acertain public organization should be accountable. Theywill be watched and controlled by other parties such as supreme audit board, society,and non-government organization, who require explanations and justifications of their conduct. One of means to answer the need of accountability in governmental activities is the performance managementthat is broadly designed to guide the organization achieving its visions or objectives, fostering efficiency, and effectiveness. Balanced scorecard is one example of performance management tools in contemporary era. Can it be said that the implementation of balanced scorecard in the government agency is an attempt to deliver accountability? By analyzing and evaluating one practice of balanced scorecard in certain organization under Ministry of Finance of the Republic of Indonesia, this paper finds that the concept of balanced scorecard can be implemented as a tool to answer the needs of public accountability. Through every scorecard built in Directorate of Government Debt Securities, this paper discovers several ideas of public accountability such as financial, process, and hierarchical accountability, have been addressed by the implementation of balanced scorecard. However, such indicator of that unit’s balanced scorecard needs to be reformulated to answer other idea of public accountability.
